Sher-e-Kashmir University of Agricultural Sciences & Technology of Kashmir (SKUAST-K) has invited SKUAST CAS-2018 Applications from eligible Teachers/Scientists and equivalent officers for placement/promotion under the Career Advancement Scheme (CAS-2018). The notification has been issued in pursuance of the UGC Regulations, 2018 as adopted by the Government of Jammu & Kashmir, and it opens a major opportunity for academic professionals to move to the next Academic Level (AL) and pay band based on performance in teaching, research and extension.

What is CAS-2018 at SKUAST?
The Career Advancement Scheme (CAS-2018) is a performance-based promotion mechanism for university teachers and scientists. Instead of vacancy-based promotions, CAS evaluates a candidate’s academic contributions, research output, extension activities, and institutional engagement over a defined assessment period. Posts & Pay Levels Covered
As per the circular (Page 1), the following movements are covered under the current call:
1) From Assistant Professor / Junior Scientist (AL-10) to Assistant Professor-cum-Junior Scientist (AL-11)
- Pay: ₹57,700–1,82,400 → ₹68,900–2,05,500
2) From Assistant Professor-cum-Junior Scientist (AL-11) to Assistant Professor-cum-Senior Scientist (AL-12)
- Pay: ₹68,900–2,05,500 → ₹78,900–2,11,500
All promotions/placements will be strictly regulated as per the bid notification and UGC-2018 norms.
Who Can Apply?
Teachers/Scientists and equivalent officers working at SKUAST-K (including those in Colleges, Faculties, Research Stations, KVKs, and Centres) who satisfy:
- Eligibility conditions under CAS-2018
- Minimum years of service in the current Academic Level
- Performance benchmarks in teaching/research/extension
- Mandatory courses & publications (details below)
How Your Performance Is Assessed
The Annexure-I of the notification lays down a two-part assessment (Pages 2–3):
Activity-1: Core Academic Work (100%)
You must score ≥80% for “Good”, 70–79% for “Satisfactory”, and <70% is “Not Satisfactory” in any one of the three major domains:
- Teaching (number of classes, tutorials, labs, etc.)
- Research (experiments, trials, records maintained)
- Extension (field activities, demonstrations, outreach)
Activity-2: Involvement in University & Student-Related Activities
Credit is given for:
- Administrative roles (HoD/Chairperson/Coordinator/Warden, etc.)
- Teaching-learning & evaluation innovations
- Student counselling, clubs, NSS/NCC, seminars/workshops
- Research projects, consultancy, peer-reviewed publications
- Extension & technology dissemination (field visits, KVKs, agri-camps, exhibitions, farmer-scientist interfaces)
- Patents/technology dissemination
Overall Grading:
- Good = Good in Activity-1 or good in Activity-2
- Satisfactory = Satisfactory in Activity-1 and good in Activity-2
- Not Satisfactory = Fails to meet the above
Important: Periods of leave (maternity, child care, medical, study leave, deputation etc.) are excluded from the assessment period; however, misconduct/dereliction can block CAS consideration.
Mandatory Courses, MOOCs & Publications (What You Must Attach)
Annexure-II (Pages 13–14) lists hard requirements for each movement:
A) AL-10 → AL-11
You must have:
- Orientation Course (21 days)
- Any one of: Refresher / Research Methodology / Workshop / Syllabus Up-gradation / Teaching-Learning / Evaluation / Extension / R&D / Technology Transfer / Faculty Development
- At least two MOOCs in the relevant subject
- Publications: Papers in NAAS-rated or UGC-CARE-listed journals
- PhD/NET (where applicable)
- Initial appointment order in AL-10 and joining report
B) AL-11 → AL-12
You must have any two of the following in the last five years:
- Refresher / Research Methodology / Workshops / Syllabus Up-gradation / Teaching-Learning / Evaluation / Extension / R&D / Technology Transfer / Faculty Development
- At least two MOOCs (relevant subject)
- Publications in NAAS/UGC-CARE journals
- PhD completion certificate
- Initial appointment order in AL-11 and joining report
