In a recent development, the Jammu and Kashmir Higher Education Department has issued Government Order No. 2-JK(HE) of 2024, sanctioning the appointment of a candidate as Class-IV (now Multi-Tasking Staff) on a temporary basis. This appointment is in line with the recommendations of the J&K Services Selection Board and follows previous Government Order No. 232-JK(HE) of 2023.

Key Points:
1. Pay Level and Effective Date:
The appointed candidate will assume the position in the Pay Level of SL-1 (14800-47100), notionally from October 29, 2022, and monetarily from the date of joining.

2. Reporting and Timeframe:
The appointee is required to report to the Director of Colleges within twenty-one days from the issuance of the order. Failure to do so will result in the forfeiture of the appointment.

3. Required Certificates:
The appointee must present original certificates for academic/qualification, matriculation/date of birth, health, domicile, self-employment loan details, category, and any other documents specified by the rules.

4. Conditions and Undertakings:
– The appointment is provisional until clearance is received from the Criminal Investigation Department, J&K.
– The appointee must fill in Verification Rolls (V-Rolls) electronically, and any false information may lead to cancellation without notice.
– An affidavit, as per Annexure-A to the order, must be furnished by the appointee.

5. Verification of Documents:
If any qualification certificates or documents are found to be fake/forged upon verification, the appointment shall be deemed canceled, and legal action may be initiated.

6. Probation Period:
The appointee will be on probation for two years, during which their performance and suitability for the role will be assessed.

7. Pension Scheme and Seniority:
The appointment falls under the “New Pension Scheme” as notified by SRO-400 of 2009. Inter-se-seniority will be determined as per the J&K Civil Services (Classification, Control, and Appeal) Rules, 1956.

8. Higher Qualification and Criminal Prosecution:
If it is discovered at any stage that the appointee possesses a higher qualification than prescribed, the appointment will be canceled, and the individual may face criminal prosecution under the law.
