The vacancies were categorized as follows:

  • OM (Open Merit): 02 posts
  • RBA (Reserved Backward Area): 01 post
  • SC (Scheduled Caste): 01 post

In response, the JKPSC advertised these posts through Notification No. 15-PSC (DR-P) of 2023 dated 02.05.2023. As part of the selection process, a written examination was conducted on 22nd October 2023, and subsequently, four candidates were declared qualified for the next stage through Notification No. PSC/Exam/S/2024/06 dated 27.03.2024.

Scrutiny of Documents – A Key Stage in Recruitment

After the written test, candidates were required to submit their documents for verification. This is a standard and crucial stage in JKPSC recruitments to ensure that applicants not only meet the academic qualifications but also fulfill the eligibility criteria for relevant experience.

Upon detailed scrutiny, it was found that three candidates had deficiencies in their documentation:

  1. Charu Kapoor (Roll No. 3100019)
  2. Deepika Gupta (Roll No. 3100022)
  3. Qazi Qamar Iqbal (Roll No. 3100002)

The candidates were notified vide order dated 07.08.2025, advising them to get their documents authenticated/countersigned by designated authorities as per Rule-45 of the JKPSC Business & Procedure Rules, 2021.

Candidate Responses

  • Ms. Charu Kapoor and Ms. Deepika Gupta responded to the notice by submitting their documents for scrutiny.
  • Mr. Qazi Qamar Iqbal, however, did not respond to the said notice.

Despite the submissions, the Commission found upon further examination that both Ms. Kapoor and Ms. Gupta did not possess the requisite relevant teaching/research experience required for the post of Associate Professor.

As a result, the candidature of all three candidates stood rejected.

Official Decision – Rejection of Candidature

In its order dated 30.09.2025, JKPSC officially announced:

  • Rejected Candidates:
    • Ms. Charu Kapoor, Roll No. 3100019
    • Ms. Deepika Gupta, Roll No. 3100022
    • Mr. Qazi Qamar Iqbal, Roll No. 3100002

The notice clarifies that their applications have been rejected due to lack of requisite relevant experience or non-response to official communication.

However, the Commission has allowed the provision of appeal. Any aggrieved candidate may represent their case before the Appellate Authority of JKPSC within 10 days from the date of issuance of the notice. Claims submitted after the stipulated period will not be entertained.

Understanding the Eligibility Criteria for Associate Professor (Architecture)

For aspirants preparing for teaching positions in Jammu and Kashmir, it is essential to understand the eligibility benchmarks that JKPSC expects candidates to meet.

As per UGC norms and Higher Education Department requirements, a candidate applying for the post of Associate Professor in Architecture must:

  1. Possess a Ph.D. Degree in Architecture or allied/relevant discipline.
  2. Have at least eight years of teaching/research/industry experience in a recognized institution or industry.
  3. A strong record of research publications in peer-reviewed journals.
  4. Demonstrated academic leadership through projects, seminars, and academic contributions.

It is evident that the experience criteria plays a major role in determining eligibility. Many candidates clear the written test but fall short in fulfilling the requisite years of professional/teaching experience.

Lessons for Future Aspirants

The rejection notice serves as an important reminder for future aspirants. Here are key takeaways:

1. Complete and Verified Documentation

Ensure all educational and experience certificates are properly authenticated and countersigned by the designated authorities before submission.

2. Relevant Experience is Crucial

Mere possession of academic qualifications does not suffice. Candidates must possess the required years of teaching or professional experience relevant to the advertised post.

3. Timely Response to Notices

Always respond to JKPSC notices within the given timeline. Non-response, as in the case of one candidate here, leads to automatic rejection.

4. Awareness of Rules

Familiarize yourself with JKPSC’s Business & Procedure Rules 2021, especially Rule-45, which mandates proper authentication of documents.

5. Use of Appeal Provision

If a candidate genuinely feels aggrieved, they should utilize the appeal mechanism within 10 days to present their case. This is the only chance to contest rejection.

Importance of This Recruitment

The role of Associate Professor (Architecture) is of immense importance in strengthening the academic infrastructure of Jammu and Kashmir. With the state focusing on modern infrastructure, sustainable urban development, and growth in technical education, the need for qualified faculty in Architecture schools is greater than ever.

This recruitment process is not just about filling vacancies; it is about ensuring that qualified and experienced professionals are placed in academic institutions to guide the next generation of architects.

The Road Ahead

While the rejection of these candidates may seem like a setback, it opens the door for further scrutiny and possibly fresh recruitment advertisements. Aspirants who are currently pursuing their doctoral studies or accumulating teaching/research experience should prepare themselves for future opportunities.

The JKPSC is expected to continue advertising such academic positions in line with the Higher Education Department’s requirements. Candidates are advised to regularly check the official website http://jkpsc.nic.in for updates.

The JKPSC’s rejection notice dated 30th September 2025 regarding the post of Associate Professor (Architecture) is a crucial development in the recruitment process for higher education positions in Jammu and Kashmir.

While three candidates have seen their applications rejected due to deficiencies in experience or lack of response, this underscores the importance of meeting eligibility criteria in totality. Aspirants must not only focus on clearing examinations but also on fulfilling requisite teaching and professional experience requirements.

For those preparing for future recruitments, the key lies in early preparation, accurate documentation, timely responses, and compliance with eligibility norms. With higher education expanding in Jammu and Kashmir, opportunities will continue to emerge, but only the most deserving and prepared candidates will make the cut.
