University of Kashmir Directs Private Nursing & Paramedical Colleges to Submit Staff, Financial and Infrastructure Details
The University of Kashmir, through the Office of the Dean, College Development Council (CDC), has issued an important circular directing all private Nursing and Allied Healthcare (Paramedical) colleges affiliated with the university to submit comprehensive academic, financial, and infrastructural records within a stipulated time frame.
According to the circular, all concerned institutions must submit the required information within three (03) days from the date of issuance of the notice. The directive aims to ensure transparency, regulatory compliance, and proper academic governance across affiliated colleges.

Details to Be Submitted by Colleges

1. Staff Details (Department-Wise)
Colleges must submit a department-wise list of all staff members, including:
- Teaching staff
- Non-teaching staff
The information should cover the following academic sessions:
- 2023–24
- 2024–25
- 2025–26
2. Salary Statements and Bank Records
Institutions are required to provide:
- Salary statements of all staff members
- Debit/credit advice records
- Corresponding bank statements for the above-mentioned sessions
This step ensures financial transparency and proper salary disbursement practices.
3. Laboratory Equipment Details
A laboratory-wise list of equipment available during each of the specified academic sessions must be submitted. This requirement is aimed at verifying infrastructure adequacy for practical and clinical training.
4. Audited Financial Statements
Colleges must submit audited financial statements for all three financial years corresponding to the sessions under reference, duly certified by competent authorities.
5. Statutory NOCs and Approvals
Institutions must provide:
- No Objection Certificate (NOC) issued by the J&K Nursing Council
- NOC from the J&K Allied Healthcare Council
- Any other relevant approvals or permissions related to the academic programmes offered by the college
6. Land Use Certificate
A valid Land Use Certificate issued by the concerned Revenue Department must be submitted, confirming the authorized use of land for educational purposes.
7. Revenue Records and Trust Documents
Colleges are also required to submit:
- Recent revenue extracts of the land
- Re-registration or registration certificates
- Documents related to the sponsoring Trust or Society
- Copy of Trust Deed / Bye-laws
