JKPSC Rejects Candidature of Three Candidates for Assistant Director (Technical) Post in J&K S&T Department

The Jammu and Kashmir Public Service Commission (JKPSC) has rejected the candidature of three candidates for the post of Assistant Director (Technical Cadre) in the J&K Science and Technology Department due to non-fulfilment of prescribed experience criteria.
According to an official notice issued by JKPSC on December 19, 2025, the decision follows the scrutiny of documents of candidates who had qualified the written examination conducted earlier this year.
Background of the Recruitment
The post of Assistant Director (Technical Cadre) was referred to JKPSC by the J&K Science and Technology Department vide letter No. ST/Adm/12/2019 dated 21.06.2021, under the Open Merit category. The vacancy was advertised by the Commission through Notification No. 10-PSC (DR-P) of 2022 dated 26.04.2022.
As per the recruitment rules, the prescribed qualification for the post includes:
- First Class Master’s Degree in Science, Mathematics or Statistics, or
- First Class Master’s Degree in Engineering from a recognized institution or university, and
- Two years of experience in the field of Research in Design and Innovation from a recognized institution.
The rules further clarify that only post-graduation experience as a Design Fellow from a recognized institution shall be considered valid.
Written Examination and Result
The written test for the said post was conducted on June 10, 2025, and the results were declared vide Notification No. PSC/Exam/S/2025/47 dated 12.11.2025. Following the declaration of results, JKPSC undertook document verification of the shortlisted candidates.
Candidates Found Ineligible
During scrutiny, the Commission found that the following candidates did not possess the requisite relevant experience as mandated under the recruitment rules:
- Ifrah Amin
- Aditya Bali
- Hilal Ahmad Bhat
Consequently, the candidature of all the above-mentioned candidates has been rejected for the post of Assistant Director (Technical Cadre).
Provision for Appeal
JKPSC has stated that if any of the aggrieved candidates feel dissatisfied with the rejection, they may submit an appeal before the Appellate Authority of the Commission. The appeal must be supported with documentary evidence in favour of their claim and should be filed within 10 days from the date of issuance of the notice.
The Commission has made it clear that no claim will be entertained after the expiry of the stipulated period.

The notice has been issued under the signature of Mushtaq Ahmad JKAS, Additional Secretary, J&K Public Service Commission, and circulated to the concerned authorities, including the Chairman JKPSC and for uploading on the official website of the Commission.
