The J&K Board of Professional Entrance Examinations (JKBOPEE) has issued an important notification for NEET PG 2025 candidates belonging to the Union Territories of J&K and Ladakh. The board has published the Re-Revised Provisional Merit List for MD/MS/PG Diploma Courses-2025, along with the online choice filling and counselling schedule for Round-3/Mop-Up admissions.

The latest notification comes as a key step for candidates who are waiting for Round-3 seat allotment or hoping for upgradation in the Mop-Up counselling round.
Why JKBOPEE Issued the Re-Revised Merit List?
According to JKBOPEE, the revision is a result of developments after the reduction of percentile by NBEMS (National Board of Examinations in Medical Sciences). Based on this reduction, the board reopened the online registration portal for eligible and willing NEET PG aspirants from the UT of J&K/Ladakh for admission to MD/MS/PGD Courses – 2025.
Earlier, JKBOPEE published a revised provisional merit list through:
- Notification No. 009-BOPEE of 2026 dated 15-01-2026
- Notification No. 019-BOPEE of 2026 dated 25-01-2026
However, after the revised list was uploaded, candidates were allowed to submit objections/representations within the given deadline. The board received two representations, and after verification, the list was updated again—resulting in the Re-Revised Provisional Merit List.
Representations Considered by JKBOPEE
JKBOPEE received representations from the following candidates:
- Sheikh Aliya Shafi – request to consider Difficult Area Certificate issued by Director Health Services.
- Zahid Manzoor Dar – request to consider EWS certificate.
After verification of documents, JKBOPEE decided:
- Zahid Manzoor Dar’s EWS category was accepted, since the certificate was issued within the required timeline fixed by the board.
- Sheikh Aliya Shafi will be allowed provisionally to participate in the counselling process, but must produce a NOC (No Objection Certificate) from the competent authority within the prescribed time (at the time of admission if allotted).

NEET PG 2025 Round-3 / Mop-Up Online Choice Filling Dates
Candidates listed in Annexure A should note that the online choice filling for Round-3 (Upgradation/Allotment) will be open for a limited duration.
✅ Online Choice Filling Starts: 30-01-2026 (from 3:00 PM onwards)
✅ Last Date: 02-02-2026 (Midnight)
Candidates are advised not to wait for the last moment and must ensure that preferences are filled correctly within the deadline.
Who is Eligible for Round-3 / Mop-Up Counselling?
JKBOPEE has clearly stated the categories of candidates eligible to participate in the 3rd Round/Mop-Up online counselling.
Eligible candidates include:
1) Candidates with No Seat in Round-1 or Round-2
Candidates who did not get any seat in the 1st/2nd round are eligible.
2) Candidates Who Got a Seat and Joined
Candidates who were allotted a seat in Round-1 or Round-2 and have joined the college/institution.
3) Candidates Who Were Allotted Seat but Could Not Join
Candidates allotted seat in Round-1/2 but couldn’t join due to reasons like:
- deficient documents,
- invalid documents,
- non-payment of fee,
- non-reporting.
4) Candidates Who Resigned
Candidates who have resigned from the allotted seat in Round-1/2 at the allotted institution.
5) Candidates Who Qualified NEET PG 2025 But Didn’t Participate Earlier
Even candidates who did not participate in Round-1/2 can participate in Round-3/Mop-Up, but they must pay counselling fee and fill preferences.
Counselling Fee for Round-3/Mop-Up
JKBOPEE has stated that candidates who did not participate earlier and are joining now in Round-3 must pay:
💳 Counselling Fee: ₹2000/- (Non-refundable)
Important points:
- Only candidates who paid fee + filled online preferences will be considered for allotment.
- Candidates who already paid counselling fee in Round-1/2 do not need to pay again.
Seat Allotment Rules in Mop-Up Round
JKBOPEE has also clarified how vacant seats will be allotted in this round.
Key rules include:
- Only vacant seats will be filled.
- Vacant seats in OM category will go to OM candidates.
- Vacant seats in reserved categories will go to candidates of that category as per merit and preferences.
- If reserved category seats remain vacant due to non-availability of candidates, they may be converted to OM seats as per: Section 09(2) of J&K Reservation Act, 2004

Fill Maximum Preferences
Since counselling is online, candidates should fill as many choices as possible to maximize chances of seat allotment/upgradation.
Only Annexure-A Candidates Eligible
Only candidates who figure in Annexure A of the notification will be considered for Round-3 allotment/upgradation.
Seat Matrix Availability
The seat matrix will be uploaded on JKBOPEE website before the choice filling begins.
No Guarantee of Admission
Mere preference filling does not guarantee admission; final admission depends on verification of documents at the allotted institution.
Hindu Minority (HM) Management Quota
Counselling for Management Quota HM seats will be conducted separately as and when notified.
