FFRC Makes Parent Associations Mandatory in J&K Private Schools, Warns Against Unauthorised Bodies

Only school-level parent panels to be recognised; external groups declared illegal, strict action warned

Srinagar: The Fee Fixation and Regulation Committee (FFRC), Jammu and Kashmir, has directed all private schools across the Union Territory to mandatorily constitute Parents Associations in accordance with Rule-7 of the J&K School Education (Fixation and Regulation of Fee) Rules, warning that any unauthorised parent bodies will not be recognised.

As per a circular issued on April 17 as per news agency Kashmir News Corner — KNC, the Committee noted that certain individuals, groups, and federations claiming to represent parents are operating outside the legal framework, which is not permissible under the rules.

It stated that every private school must constitute a Parents Association strictly as per Rule-7, with proper composition, selection process, tenure, and functioning. The association must be limited to the respective school and include only parents or guardians of students currently enrolled there.

The FFRC made it clear that any association or group formed outside the prescribed framework and not at the school level shall be treated as unauthorised and will have no legal validity in matters related to fee regulation or school administration.

The Committee further said that the duly constituted Parents Associations will act as the formal platform for interaction between school management and parents, particularly on issues related to fee fixation, grievances, and academic or administrative matters.

All private school managements have been directed to immediately constitute or reconstitute these associations and submit details to the Committee without delay, while maintaining proper records and extending full cooperation.

Parents and guardians have been advised to associate only with officially recognised school-level associations and avoid engaging with any unauthorised external groups.

The FFRC warned that any violation of these directions will invite strict action under the provisions of the J&K School Education Rules, 2010. It also stated that complaints regarding false claims by certain individuals posing as parent representatives have already been referred to the appropriate investigating agency for necessary action.

The circular has come into force with immediate effect. (KNC)
