Why would a student request the withdrawal of statutory marks?

There are a few reasons why a student might request the withdrawal of statutory marks. One reason is that the student may want to retake the exam and earn a passing grade on their own merit. Another reason is that the student may not need the statutory marks to meet their educational goals.
