J&K govt mulling to bring law on installation and maintenance of lifts/ escalators

3-member panel constituted to prepare draft law

Srinagar, Oct 19 (KNO): The Jammu & Kashmir government is contemplating to bring a law for regulating installation and safe working of elevators in high-rise buildings in the Union Territory.

The administration of the UT has set the ball rolling for enacting a legislation that would require builders and owners to comply with certain regulations before and after installation of lifts and escalators in buildings.

To begin with, the Roads & Buildings Department has set-up a high-level committee to formulate the draft for enactment of “J&K Lifts and Escalators Act”. The proposed law would regulate installation, maintenance and safe working of lifts/escalators in the UT.

According to an order, a copy of which is in possession of news agency—Kashmir News Observer (KNO), the R&B Department has constituted a three-member committee to prepare draft Act for regulation/ maintenance and safe working of lifts and escalators in J&K

The committee comprises chief engineer Public Works (Roads & Buildings) Department, chief engineer Mechanical & Hospital Engineering Department, Kashmir and Superintending Engineer Mechanical & Hospital Engineering Department, Jammu.

As per its terms of reference, the panel shall prepare the draft after taking a cue from similar enactments in other states/UTs.

The committee has been directed to submit its report by October 31, 2023, the order states.

The committee has been set-up after the Department of Law, Justice & Parliamentary Affairs and Department of Food, Civil Supplies and Consumer Affairs wrote to the R&B Department on the matter.

On October 22, 2018, the Jammu & Kashmir government had come up with regulations for installation and maintenance of lifts and escalators in high-rise buildings.

It is worthwhile to mention that the installation, maintenance and safe operations of lifts and escalators is regulated by the certain Acts and Rules in certain States and Union Territories.

As per these laws, the owner of a complex/building/ has to seek permission from the government to install and use a lift. The process of installing a lift/ elevator in these States/UTs does not end with the grant of permission as several post-installation tests are required to be done to ensure the safety and security of users—(KNO)

Whereas, in terms of the notified selection criteria, the selection for these posts was to be made on the basis of the Written Examination only and accordingly, the JKSSB conducted Computer Based Test (CBT) on 08.02.2023 and on the basis of the performance of the candidates in the aforesaid CBT, the Board, vide Notification JKSSB COEDEXAM(UT)/05/2023-04(7110979) dated 31.05.2023, published the Result/Score Sheet of the candidates and

Whereas, after the publication of Result/Score Sheet, the candidates, falling in the consideration zone were called for Document Verification (DV) vide Notification JKSSB COEGEXAM(UT)/8/2023-013 (7237093) stated 13.06.2023, flowed by Supplementary Document Ventication vidi No. 355B-COEGEXAM(UT)-48/2023-03(7207093) dated 16.06.2023; and

Where, the Board constituted a Selection Committee for finalizing this selection, which, on the boss of the ment of the osoditates as obtained in the CIT examination and category wise break-up of vacancies prepared the Provisional Selection List for these posts and the same was approved by the Board in 243 mooting held on 16.10.2021‏

Now therefore, the Provisional Selection List of the candidates for the post of Inspector Fisheries/Farm Manager/unient. (Level 6: Item No. 65; UT Cadre), reved from the Department of AnimalSheep Hustsendry and Fisheries and advertised vide Notification No. of 2021 stated 17.07.2021 shoreby notified as per Annexure-A to this Notification. IUST Jobs Recruitment 2023: Applications in the prescribed format are invited from the eligible and interested candidates for the position below in the research project “Artificial Intelligence Based Deep Learning Model to Predict Gastric Cancer Tumor Heterogeneity and Therapeutic Response Using Histopathology Images.”

The project has been sanctioned by the Indian Council of Medical Research (ICMR), Government of India, New Delhi. The engagement is purely temporary and co-terminus with the duration of the project.

Srinagar, Oct 19(KNS): Budgam Police has apprehended a woman, for posing as an IAS officer and attempting to extort money from a family during a supposed spiritual treatment.

A police spokesperson said that the womab identified as
Ayush Ganjo wife of Monmohan Ganjoo visited the residence of Gh Hassan Malik in Alipora, Budgam, where she falsely claimed to be an IAS officer and promised to secure government jobs for their children in exchange for a sum of money.

“Following this incident, the Budgam Police Station registered a case under FIR No. 302/23, charging the accused with offenses under Sections 419 and 420 of the Indian Penal Code (IPC),” he said.(KNS)

Admission to B.Ed. Courses-2023 at Institute of Advanced Studies in
Education (IASE), Srinagar and B.Ed. Special Education in Composite
Regional Centre (CRC), Srinagar.

Pursuant to Notification No. 030-BOPEE of 2023 dated 25-05-2023, read with
other Notifications/Notices issued by the Board on the subject, the physical round of counselling of eligible candidates who had applied for B.Ed. Entrance Test Courses-2023 in the Institute of Advanced Studies in Education (IASE), Srinagar and Govt./B.Ed. Special Education in Composite Regional Centre (CRC), Srinagar conduct on 30-05-2023 at BOPEE office Jammu/ Srinagar simultaneously.

The Board had not issued the Provisional Selection List for B.Ed. courses in
the Institute of Advanced Studies in Education (IASE), Srinagar & Govt. College of Education, Jammu due to the reason that the approval for session 2023-24 of these Institutions has not been granted by National Council of Teacher Education (NCTE) Govt. of India which has been approved by the Competent Authority vide above referred letter subject to conditions laid in the said communication & hence accordingly the Board issued Provisional Selection List on the basis of the merit cum preference basis during counseling process already done on 30-05-2023.

The candidates who participated in the said round of counselling and have been
allotted seats as per their merit cum preferences are hereby provisionally selected for admission to B.Ed. Courses-2023 in the Institute of Advanced Studies in Education (IASE), Srinagar & B.Ed. Special Education in Composite Regional Centre (CRC), Srinagar courses-2023 in two Colleges of Union Territory of J&K as per the Annexure “A” to this Notification which is available on website of the Board www.jkbopee.gov.in only. The candidates are advised to report to their respective allotted Colleges / Institutions upto 30-10-2023 (04:00 p.m) w.e.f. the date of issuance of this Notification along with following documents:

(i) Qualifying Marks Certificate (10+2+3);
(ii) Domicile Certificate of UT of J&K / Ladakh (for candidates belonging to UT
of Ladakh, ST certificate issued by Competent Authority of UT of Ladakh
shall be treated as Domicile Certificate);
(iii) Category Certificate, if any;
(iv) Date of Birth (DOB) Certificate and
(v) Any other certificate required by the College in accordance with the rules.
The Principals of the Colleges / Institutions shall get the all certificates/documents verified from the In-charge admissions and countersigned by him/her before allowing the candidate(s) to complete their admission formalities.

In view of the above, it is hereby notified for information of all concerned
candidates whose names figure in the Annexure – A to notification whose
counselling was held on 30.05.2023 to report in respective colleges/centre upto
30.10.2023 till 4.00 pm along with all certificates/documents in original for
completion of provisional admission process.

The Heads of the Institutions are advised to furnish the details of candidates,
who do not complete their admission formalities as short fall on 30th of Oct., 2023 (till 05.00 p.m) to the BOPEE office, Jammu /Srinagar positively through e-mail [email protected] / [email protected]
The other terms and conditions shall remain the same as notified by the Board
through e-Information Brochure/Notifications/Notices issued from time to time in this regard.
