The Jammu & Kashmir Services Selection Board (JKSSB) issued Order No. 183-SSB of 2024, dated May 8th, 2024, regarding the Final Selection List-cum-Allocation of Cadres & Departments for Class-IV Posts. This order pertains to the cancellation of a withheld recommendation and subsequent debarment of a candidate for a period of five years.

The individual in question, Mr. Aayaz Hussain Doie, hailing from Tangmarg, Damhal, Kulgam, was initially listed at Serial No. 2179 in the Selection List under the ST Category for a Class-IV post in the School Education Department, District Cadre, Kulgam. However, his recommendation was withheld pending clarification regarding his Casual Worker Certificate and maximum qualification.

Upon submission of his Casual Worker Certificate, issued by the Divisional Forest Officer, Kulgam, doubts arose regarding its authenticity. Subsequent investigation revealed that Mr. Aayaz Hussain Doie was not listed as a Casual Labour, seasonal Labour, or any other capacity worker within the Divisional Forest Officer’s jurisdiction.

In light of this discrepancy, the JKSSB convened a meeting to address the matter, ultimately deciding to cancel the withheld recommendation and debar Mr. Aayaz Hussain Doie from applying for future posts advertised by the JKSSB for a period of five years. This decision was made after affording Mr. Aayaz Hussain Doie an opportunity to present his case.

In response to the notice served by the JKSSB, Mr. Aayaz Hussain Doie requested leniency. However, the Board upheld its decision, emphasizing the importance of maintaining the integrity of the selection process and ensuring that only eligible candidates are considered for recruitment.

This case serves as a reminder of the rigorous scrutiny applied to recruitment processes and the consequences of providing false or misleading information. The JKSSB’s commitment to transparency and fairness in the selection process remains unwavering, as demonstrated by its decisive actions in this matter.

JKBOSE 11th Pass Marks 2024 Hard Zone & Soft Zone

JKBOSE releases new marking scheme for Class 11th exams

The Jammu and Kashmir Board of School Education (JKBOSE) has released a new marking scheme for the Class 11th exams for the academic session 2023-24. The new scheme reduces the pass marks for most subjects from 35% to 33%.

The new scheme applies to all subjects except General English, which will still require a minimum of 33% to pass. For subjects with practical exams, students will need to score at least 36% in both theory and practicals, as well as in the aggregate.

The JKBOSE has also introduced a new provision for students who fall short of the passing marks by up to five marks in one or more subjects. These students will be awarded the required marks, up to a maximum of five, to pass the exam. However, these additional marks will not be counted towards the student’s overall aggregate.

The new marking scheme is expected to benefit students who have struggled to meet the previous pass marks. It is also expected to reduce the number of students who fail the Class 11th exams.

The JKBOSE has said that the new marking scheme is in line with the recommendations of the National Council of Educational Research and Training (NCERT). The NCERT had recommended that states reduce the pass marks for Class 11th exams to 33% in order to improve the quality of education.

The new marking scheme has been welcomed by students and parents. However, some teachers have expressed concerns that it could lead to a decline in academic standards.

Overall, the new marking scheme is a positive step that is likely to benefit students. It is important to note, however, that the new scheme is just one part of a larger effort to improve the quality of education in Jammu and Kashmir.

21 among 23 professor posts vacant at GMC Rajouri

Out of the sanctioned 364 posts, 145 posts lying vacant, crores of rupees unspent in last five years, reveals RTO

Srinagar, May 08 (KNO): Government Medical College (GMC) Rajouri is grappling with a severe shortage of faculty, with only two out of 23 sanctioned professor positions currently filled.

This information was disclosed through a Right to Information (RTI) file obtained by RTI activist MM Shuja and accessed by the news agency—Kashmir News Observer (KNO).

Among the 364 sanctioned posts for GMC Rajouri, only 219 are currently occupied, leaving a staggering 145 positions vacant. These vacancies include crucial roles such as professors, associate professors, assistant professors, senior residents, demonstrators, medical officers, junior residents, and paramedical staff.

The hospital is also facing significant infrastructural deficits, lacking essential facilities such as MRI, radiotherapy, a cath lab, Hormone analyzers, and critical care ambulances. The shortage of hostel rooms, numbering at 132, adds to the challenges faced by the institution.

Another alarming revelation is the surrendering of allocated funds over the past five years due to delays in expenditure. In the fiscal year 2023-24 alone, a substantial amount of 427.883 lakhs was surrendered, out of a total allocation of 5955.167 lakhs. Similar instances of surrendered funds occurred in previous years, indicating inefficiencies in budget utilization.

The situation is further compounded by underutilisation of funds allocated under Centrally-sponsored schemes, with a much disparity between allocated and spent amounts in recent years. Despite this, GMC Rajouri has treated thousands of patients and conducted numerous surgeries over the past five years, which highlights the critical role it plays in providing healthcare services to the community—(KNO)
