Srinagar, Jan 1(GNS): The Government on Wednesday asked all the IAS officers working in connection with the affairs of the Union territory of Jammu and Kashmir to file Immovable Property Returns (IPR) online by January ending, underlining that failure constitutes “good and sufficient” reason for institution of disciplinary proceedings.

“Pursuant to the instructions issued by Department of Personnel & Training, Ministry of Personnel, Public Grievances and Pensions, Government of India, regarding filing of Immovable Property Returns (IPR) by the IAS Officers, various circular instructions have been issued by the GAD from time to time,” reads a government circular, a copy of which lies with GNS.

“In terms of Rule 16(2) of AIS (Conduct) Rules, 1968, every member of the service is required to submit his/her annual Immovable Property Return (IPR) by 31 January of this year, failure whereof constitutes good and sufficient reason for institution of disciplinary proceedings,” it said, adding, “Moreover, vide notification dated 30.12.2021, Rule 3(1) of IAS (Pay) Rules, 2016 has been amended to make filing of IPR mandatory for being considered for appointment to the next level of pay matrix.”

The government said every IAS officer can submit his and her IPR either electronically or upload scanned copy of the manually filled in IPR. “This online module closes automatically after the prescribed timeline of 31 January in respect of filing of IPR of preceding year.”
In terms of the extant Rules, it said, the IAS officers have to necessarily file IPRS electronically as there is no provision for submission of IPRs manually.

“The timely submission of IPRs, has assumed significance as in terms of DoPT’s instruction late submission of IPR results in denial of vigilance clearance,” the government said, adding, “The IAS officers working in connection with the affairs of the Union territory of Jammu and Kashmir are, accordingly, advised to observe the above instructions in letter & spirit.” (GNS)

Anantnag Man Takes Initiative to Make Village Smoke-Free

‘After Two Months, Many Elderly Quit Smoking; Shopkeepers Stop Selling Cigarettes; Locals Hopeful for Other Villagers to Follow Initiative’

Anantnag, Jan 1 (JKNS): Mir Jafar, a resident of Sheikgund Shangus in Anantnag, has taken the lead in transforming his village into a “smoke-free zone.” Over the past two months, he has worked with shopkeepers and elders in the community to reduce the sale and consumption of tobacco products.

“We urged shopkeepers to stop selling tobacco. While it may bring some loss, I reminded them that Allah will reward them for their efforts. We hope other neighborhoods will follow our example,” Jafar told the news agency—JKNS.

He said shopkeepers have completely stopped selling cigarettes and tobacco, and many elders who smoked for 40-50 years have given it up. This is a noteworthy achievement.

A local resident praised the effort saying, I am grateful to the elders, youth, and especially Jafar Sahib for this initiative. Alhamdulillah, even if it’s not 100%, at least 90% change is visible. Shopkeepers now avoid selling cigarettes.

Notably, this initiative has brought hope for a healthier lifestyle and has inspired nearby communities to adopt similar measures.

It is worth noting that a 2022 survey revealed that Jammu and Kashmir spends ₹850 crore annually on tobacco products, including cigarettes. (JKNS)

Cold wave grips Kashmir as MeT forecasts light snow, rain during next 24 hours

Srinagar,Jan 01:Cold wave tightened its grip on the Kashmir Valley as the Meteorological (MeT) office on Wednesday forecast light snowfall and rain in Jammu and Kashmir during the next 24 hours.

A MeT department statement said, “Two western Disturbances (WD) are passing over J&K in quick succession from 1st January onwards. On 1-2nd Jan (Feeble WD): Generally cloudy with light snow at scattered places during 1st evening/night to 2nd morning. On 3-6th January (Moderate WD): Generally cloudy with light to moderate rain (plains of Jammu/snow at most places of J&K with peak activity on 4th to 6th January (a/n). On 7th-10th January: Generally cloudy with dry weather.”

The MeT Department also issued an advisory, saying that in view of fresh snowfall, sub-freezing temperatures and icy conditions over roads (plains/higher reaches), tourists/travellers/transporters are advised to plan accordingly and follow administration and traffic advisory.

“Possibility of heavy snow at isolated higher reaches during 4th & 5th January,” said the MeT office.

Srinagar recorded minus 4.4, Gulmarg minus 8.8 and Pahalgam minus 7.6 as the minimum temperature on Wednesday.

Jammu city recorded 8.4, Katra town 5.7, Batote 2.5, Banihal minus 1.3 and Bhaderwah minus 0.4 as the night’s lowest temperature.

Dal Lake in Srinagar city and all other lakes in the Valley are partially frozen these days.

The 40-day-long period of intense winter cold started on December 21 and will end on January 30.

The health department has issued an advisory asking people to guard themselves from long exposure to intense cold. Children and elderly have been specially warned to keep themselves warm during the cold winter days and nights.

The head of the cardiology department at Government Medical College Srinagar has said that international research has attributed winter deaths to constriction of blood vessels leading to myocardial infarction resulting in heart attack and heart failure. Respiratory ailments combined with constricted blood vessels are the major cause of thousands of deaths during winter months globally. — (IANS)

ATF price cut by 1.5 pc, commercial LPG rates down Rs 14.5 per cylinder

New Delhi, Jan 1 : The price of Jet fuel, or ATF, on Wednesday was reduced by 1.5 per cent and rates of commercial LPG that is used in hotels and restaurants was cut by Rs 14.5 per 19-kg cylinder in the monthly revision done in line with benchmark international prices.

The aviation turbine fuel (ATF) price was reduced by Rs 1,401.37 per kilolitre, or 1.52 per cent, to Rs 90,455.47 per kl in the national capital – home to one of the busiest airports in the country, according to state-owned fuel retailers.

The rate cut follows two rounds of monthly increases. Prices were increased by Rs 2,941.5 per kl (3.3 per cent) on November 1, and by Rs 1,318.12 per kl (1.45 per cent) on December 1, 2024.

The ATF price in Mumbai has been reduced to Rs 84,511.93 on Wednesday, from Rs 85,861.02 per kl previously.

Oil firms also reduced the price of commercial LPG by Rs 14.5 to Rs 1,804 per 19-kg cylinder in the national capital.

This the first reduction in the prices after fifth straight monthly hikes in commercial LPG price. Rates were hiked by Rs 16.5 per 19-kg cylinder at the last revision on December 1, 2024.

In five price increases, commercial LPG rates had been hiked by Rs 172.5 per 19-kg cylinder.

Commercial LPG now costs Rs 1,756 per 19-kg cylinder in Mumbai, Rs 1,911 in Kolkata and Rs 1,966 in Chennai.

Prices of ATF and LPG differ from state to state depending on the incidence of local taxes including VAT.

The rate of cooking gas used in domestic households, however, remained unchanged at Rs 803 per 14.2-kg cylinder.

State-owned Indian Oil Corporation (IOC), Bharat Petroleum Corporation Ltd (BPCL), and Hindustan Petroleum Corporation Ltd (HPCL) revise prices of ATF and cooking gas on the first of every month based on the average price of benchmark international fuel and foreign exchange rate.

Prices of petrol and diesel continue to remain frozen. Rates had been cut by Rs 2 per litre in mid-March ahead of the general elections. Petrol costs Rs 94.72 a litre in Delhi, while diesel is priced at Rs 87.62.(PTI)

Selection Process 

The selection process for the post of Junior Assistant (Fire Services) involves two stages.

Stage 1 is a Computer-Based Test (CBT) lasting two hours. To pass, candidates from the UR, EWS, and OBC categories must score at least 50 out of 100, while SC/ST candidates need a minimum of 40 out of 100.

Stage 2 begins after candidates pass the CBT. Shortlisted candidates will undergo certificate and document verification, followed by a medical examination, including a Physical Measurement Test. Candidates who clear the medical examination must then take a driving test for Light Motor Vehicles. To qualify for the driving test, candidates must have a valid driving license for Light, Medium, or Heavy Motor Vehicles.

Those who pass the driving test will proceed to the Physical Endurance Test (PET), which is qualifying in nature. To pass the PET, candidates must achieve a minimum score of 60 marks across the five prescribed endurance tests.
