Jammu and Kashmir Public Service Commission widely known as JKPSC, is a constitutional body formed by the Government of India under articles 128 and 133 which conducts the civil services examination for appointment to various civil services in the Indian administered union territory of Jammu and Kashmir.[3] The JKPSC, autonomous body select the officers for various key positions in state civil services according to the merits of the candidates and the rules of reservation.

The history of Jammu and Kashmir Public Service Commission begins with the Jammu and Kashmir Civil Services Regulation volume-II, which explains the civil services of the state. The concept of conducting statewide competitive examination for appointment to specific posts came into consideration way back between 1954-1957. During the Dogra Rule Maharaja Hari Singh had introduced Civil Service examination for the first time in the state in 1941.[6] Before that the Maharaja used to nominate candidates for civil service training who after completing the training would join the state government. Agha Nasir Ali was the first Kashmiri to top the civil service examination when they were introduced for the first time in 1941.[7] He was the first Deputy Commissioner of Srinagar.[8] Later, previous rules were revoked by the Kashmir Civil Service Rules-1954. The formation of JKPSC is revealed by the Indian public service commissions which further explains the Constitution of India in Part XXI along with Article 370, giving autonomous status. Section 128 of the Constitution of J&K describes the formation of JKPSC which indicates the commission was set up on 2 September 1957.

The Jammu and Kashmir Public Service Commission is the top-most constitutional body and senior-most civil services of the Government of India. Its headquarters are located in Solina area of Srinagar city, 190009. The Commission is headed by its chairman who is responsible for the recruitment process, JKPSC policy formulation, and its implementation. The commission chairman including other members are appointed by the state governor. The governor has the right to determine the number of members as well as the members of the commission and their terms of service under certain sections of J&K state.

JKPSC Duties and function

  • To conducts statewide civil services examinations and recruitment process for appointments to the various posts on state level.
  • Every year, it submits a report about the work done by the commission to the state governor.
  • To ensure the procedures of transfer, promotion, recruitment, and dismissals of civil services posts constitutionally prescribed principles.
  • To Report its activities of the performance including any finding in accordance with prescribed values and principles constitutionally.
  • To investigate and analyze the application of personnel and public administration practices, and report to the relevant executive authority and legislature of Jammu & Kashmir.
  • The commission shall be consulted on all disciplinary matters affecting a person serving under the Government including memorials or petitions relating to such matters.
  • To advise on any matter referred to them in compliance with the section 133 of the Constitution of the Indian states.

History of JKBOSE

The JK BOSE or Jammu and Kashmir Board of School Education is the main education board of Jammu and Kashmir. The Jammu and Kashmir State Board of School Education is an autonomous body and functions under the administration of the Jammu and Kashmir state government. The board is also referred to as Jammu and Kashmir State Board of School Education, i.e. JKBOSE.

  • About J&K Class 10 Exams and Results

The JKBOSE Class 10 exams are conducted in two divisions that are the Jammu division and the Kashmir division. The Class 10 exams are approximately taken by over 1 to 1.5 lakh students from both the Jammu and Kashmir divisions. In this year’s JKBOSE 10th result, 78% of state students have qualified, which is increased from the 70% of last year.

  • About J&K Class 12 Exams and Results

The JKBOSE Class 12 exams are also conducted for both Jammu and Kashmir divisions just like the class 10 exams. In 2018, more than a lakh students appear for the Class 12 exams from both the divisions and the average pass percentage was 53%. In the annual 2020-21 and bi-annual (private) class 12th exams, the J&K Board of School Education (BOSE) declared a 79.69 percent pass rate.

1. From 11-11-2023, 1700 hrs. to 12-11-2023, 1700 hrs., there was slow movement observed on NH-44 due to breakdown of 02 HMVs and poor surface condition of road at Dalwas and single lane traffic at Cafeteria-Mehad, Magerkote, Nachlana between Nashri and NAVYUG Tunnel.

2. Passengers/LMVs operators are advised to prefer journey on Jammu-Srinagar NHW during day time. Please avoid journey during night hours as movement of nomads from Kashmir valley towards Jammu may cause inconvenience to the commuters.

3. HMVs Operators/Owners are requested to desist from overloading and carry sufficient fuel during journey on Jammu-Srinagar NHW. It is further requested that vehicle owners must double check the fitness of their vehicles and carry sufficient fuel before undertaking journey on Jammu-Srinagar NHW.

4. HMVs with only 06 and 10 tyres shall be allowed to ply through Dhar road.

Subject to fair weather and good road condition, LMVs Passenger/Private Cars/HMVs/Load Carriers shall be allowed from both sides on Jammu-Srinagar National Highway (NH-44) viz Jammu towards Srinagar and vice-versa. Commuters are advised to follow lane discipline.

SFs Convoy Movement:-
Subject to fair weather and good road condition, Security Forces vehicles shall be allowed from both sides on Jammu-Srinagar NHW (NH-44) viz Jammu towards Srinagar and vice-versa.

SSG ROAD
Subject to fair weather and good road condition, vehicular movement on Srinagar-Sonamarg-Gumari road shall be allowed from both sides viz Srinagar towards Kargil and vice-versa. LMVs followed by HMVs shall be allowed from Minamarg towards Srinagar between 0730 hrs. to 1100 hrs. Similarly, LMVs followed by HMVs shall be allowed from Sonamarg towards Kargil between 1300 hrs to 1700 hrs. No vehicle shall be allowed after cut off timings.
*SFs Convoy, plying from Srinagar to Kargil, shall leave Srinagar at 0800 hrs. SFs Convoy plying from Drass to Srinagar shall plan their movement in such a manner so that Civil Traffic doesn’t get disturbed.*

Mughal Road:-
Subject to fair weather and good road condition, vehicular movement on Mughal road shall be allowed from both sides viz. Poonch towards Shopian and vice versa. These vehicles shall be allowed from Behramgalla (Buffliaz) and Herpora (Shopian) between 0600 hrs. to 1800 hrs. No vehicle shall be allowed after cut of timings

National Testing Agency (NTA) is expected to announce soon results of the PhD entrance test. Provisional answer keys of the entrance test for admission to PhD courses at University of Delhi (DU), Jawaharlal Nehru University (JNU), Banaras Hindu University (BHU) and Babasaheb Bhimrao Ambedkar University (BBAU) were issued on November 8. Results will be announced next on phd-entrance.samarth.ac.in.

The agency had also published question papers and recorded responses of candidates along with the answer key. After that, it invited objections from candidates on payment of 200 per question till 11 pm on November 10.

“Challenges made by the candidates will be verified by the panel of subject experts. If found correct, the answer key will be revised accordingly. Based on the revised final answer key, the result will be prepared and declared. No individual candidate will be informed about the acceptance/non-acceptance of his/her challenge. The key finalized by the experts after the challenge will be final,” the NTA notice on answer key reads.

Based on the final answer key, results of the exam will be prepared and announced.

Pursuant to Notification No. 028-BOPEE of 2023 dated 10.05.2023, the Board has
notified the provisional merit list of eligible candidates who had appeared in Common Entrance Test for admission to B.Ed. Courses-2023 in Government College of Education, Canal Road Jammu, for objections, if any, against their Entrance Marks / Rank upto
13.05.2023. It was further notified that in case no objections are received within the prescribed date, the provisional merit list shall be deemed to be final. The Board has not received any representation / Objection(s) from any candidate till 13.05.2023 about their
rank position assigned to the candidates on the basis of marks secured by them in the Common Entrance Test; hence the PML list has been deemed as final.
Now, in view of the above, it is hereby notified for information of all the eligible
concerned candidates that the Board shall conduct Physical Round of Counselling for allotment of seats for admission of the candidates who figure in Annexure “A” to the Notification No. 028-BOPEE of 2023 dated 10.05.2023 as per the following schedule:

Eligibility Criteria 

The applicant must follow the following eligibility criteria to apply for this scholarship:-

  • The parents of the students should be Beedi, Iron Ore Manganese & Chrome Ore Mines, Limestone & Dolomite Mines, and Cine workers with at least six months of service. This also includes Contract/Gharkhata (Home Based) workers.
  • The total monthly Income of the Worker’s family from all sources should not exceed as under-
    • a. Beedi Workers – Rs.10,000/-
    • b. Mine Workers –
      • The Mineworkers doing manual, unskilled, highly skilled and clerical work are eligible for availing all facilities under different welfare schemes of the Labour Welfare Organization irrespective of the wages paid to them.
      • The persons employed in supervisory and managerial capacity are eligible for availing of the facilities under different welfare schemes subject to the wage limit of Rs.10,000/- per month.
      • Cine workers – “An amount not exceeding Rs.8,000/- per month where such amount is paid monthly or an amount not exceeding Rs.1,00,000/- where it is paid by way of lump sum or instalments; as remuneration of a cine worker for the purpose of this Act.”
  • The Applicant must have passed the last qualifying examination on the first attempt. However, Students promoted to the next class are also eligible to apply for the above scholarships.
  •  The Scholars pursuing studies through Correspondence are not eligible.
  • Candidates for the award of scholarships should have taken regular admission for studies at recognized institutions in India in any course of general or technical education, including medical, engineering and agricultural studies. However, the following category of students is not eligible for the award of scholarships under the scheme.:-
    • Students who, after passing one stage of education, are studying in the same stage of education in a different subject. e.g. B.Sc. after B.Com. or B.Com. after B.A. or M.A. in one subject after M.A. in another subject.
    • Students who after having completed their educational career in one professional line, continue education in a different professional line, e.g. L.L.B. after B.T. or B.Ed.
  • The Educational Institute must be a Government/Government Recognized Institute.
  • Students who receive scholarships or stipends from any other source will not be granted under this Scheme.
  • The scholarship sanctioned is liable to be cancelled on the following occasions:-
    • a. If the scholar is found to have obtained a scholarship by false statements.
    • b. If the scholarship discontinues his/her studies, the scholarship shall be stopped from the date of such discontinuance.
    • c. If the scholar changes the subject of the course of study for which the scholarship was initially awarded or changes the Institution of Study without the prior approval of the Welfare Commissioner.
    • d. If the scholar fails to make satisfactory progress in the studies or is irregular in attendance or is guilty of misconduct during the academic year for which the scholarship has been granted.
    • e. If the parent(s) of the scholar ceases to be a Beedi/Mine/Cine worker.
  • The Scholar should have a separate bank account. In the case of a Joint Account, the first name should be of the Scholar.
  • More than one child of the same worker also should furnish a separate bank account number.
  • Each Scholar is required to furnish a separate Mobile Number.

  • Copy of front page of Bank Pass Book or Cancelled Cheque (which should contain details of the account holder/beneficiary).

GATE 2024: The Indian Institute of Science, Bengaluru, will open the application modification window for the candidates who have registered for the Graduate Aptitude Test in Engineering (GATE) 2024, on the official website. Now, GATE 2024 official Twitter handle has shared the news that the application modification window will be live from November 18 and will close on November 24, 2023.

GATE 2024 Revised application

The tweet reads, ‘IMPORTANT Announcement: Application portal for GATE 2024 (GOAPS) will be available for modification of application, with fee as applicable, from 18th November to 24th November, 2023.’

The tweet also mentions information regarding fee charges for each change. Candidates can make changes to their name, date of birth, examination city, etc.

Once the link for modification is active, candidates can visit the official website for GATE 2024, i.e., gate2024.iisc.ac.in, log in to their registered accounts and make the required changes.
