SIA arrests Sarjan Barkati, Azadi Chacha of Kashmir

Srinagar, Aug 29, KDC: SIA Kashmir has arrested Sarjan Ahmad Wagay alias Barkati, in Case FIR No 02/2023 of police station SIA. The case pertains to Barkati’s involvement in orchestrating an extensive fund-raising campaign through crowd funding, resulting in the generation of funds amounting to crores. These funds were subsequently misused, involving money laundering and acquisition of undisclosed assets for propagation of radicalism within the Kashmir valley.

A top official told news agency Kashmir Dot Com that ‘Barkati, also known as “Azadi Chacha,” gained prominence in 2016 following the neutralization of Hizbul Mujahideen commander Burhan Wani by security forces. Sarjan Barkati was a central figure in orchestrating large-scale protests, rallies, and clashes with security forces in 2016, for which more than 30 FIRs were registered against him in various police stations of the valley.”

SIA Kashmir revealed that Barkati managed to raise approximately Rs 1.74 crores through crowd funding campaigns. These funds were ostensibly raised for personal gains and a significant portion of the collected funds was allegedly misused for undisclosed purposes, including possible financing of secessionist and terrorist activities.

He said during investigation SIA Kashmir has found that Barkati had not only exploited public sentiment and trust for personal financial gain but also potentially laundered funds from unidentified sources, suspected to have links with terrorist organizations.
Furthermore, a substantial portion of the acquired funds had been deposited in various Fixed Deposit Receipts (FDRs) under the names of Barkati’s family members, raising questions about the legitimacy of the sources and utilization of the funds, the officer said.

“The SIA Kashmir emphasized that Sarjan Barkati’s actions amounted to a betrayal of the public’s trust, as he allegedly manipulated emotional appeals and crowd funding platforms to further personal and potentially illicit agendas. The agency noted that Barkati’s activities not only tarnished the sanctity of crowd funding but also raised serious concerns about the misuse of such resources for promoting separatist-terrorist activities,” the officer added. Centre advises J&K admin to increase enrollment percentage of secondary level students

Srinagar, Aug 28 (KNO): Union Ministry has advised the Jammu and Kashmir administration to increase the enrollment percentage of students studying at secondary level.

According to the news agency—Kashmir News Observer (KNO), the Ministry of Education (MoE) in Project Approval Meeting (PAB) while reviewing the Gross Enrollment Ratio said, “The enrollment percentage of children studying at Secondary level should be increased.”

“Jammu and Kashmir UT would need to see where these five lakh children are going and focus on improving the enrollment percentage of children at government schools and strategize to attract children towards government schools at the secondary level,” ir reads.

Stating the developmental initiatives, the representatives of JK in the meeting said, “The development of Model KGs under the UT initiative has been one of the measures taken during 2022-23.”

“Under the initiatives more than 1000 Modet KGs have been developed and equipped with the requisite infrastructure and other facilities,” reads the official document.

It also said that the awareness of communities regarding the significance of Pre-School education has been another best practice which the UT has successfully conducted.

“It was due to this that the enrolment at Pre-primary level has witnessed massive enrolment during 2022-23 under which more than 146,000 students got enrolled for Pre-primary against the 70559 students in 2021-22,” JK representatives informed MoE.

Besides, it also said that the efforts are continuing and the target is to have the enrolment in every Pre-Primary section. “The Department of School Education has developed a vibrant group of Master Trainers on ECCE most of whom have done their Diploma in ECCE through NCERT New Delhi.”

MoE was also informed that the expertise of these MTs were extended to the Social Welfare Department, in training their Master Trainers. The Department utilizes these master trainers to train AWWs—(KNO)

Jammu and Kashmir Public Service Commission (JKPSC) has invited online applications from eligible candidates for recruitment to the post of Civil Judge (Junior Division). The application process commenced on August 27 and the deadline for the submission of the application form is September 17. Interested candidates can apply online through the official website at jkpsc.nic.in.

Candidates will be able to edit their applications from August 18 to August 20. The preliminary examination will be conducted on October 8.

SC asks Attorney General to look into suspension of J&K lecturer who argued against abrogation of Article 370

New Delhi, Aug 28: The Supreme Court on Monday asked Attorney General R Venkataramani and Solicitor General Tushar Mehta to look into the issue of the suspension of Jammu and Kashmir education department lecturer who had argued before the top court in a matter related to the abrogation of Article 370.

A five-judge bench headed by Chief Justice D Y Chandrachud took note of the suspension of Zahoor Ahmad Bhat, who had argued before the top court on August 24 as petitioner in-person in the case.

As soon as the court resumed its hearing, senior advocates Kapil Sibal and Rajeev Dhavan pointed out that Bhat was suspended from his job by the Jammu and Kashmir administration after having argued before the top court.

“He took leave for two days. Argued before this court and went back and was suspended,” Sibal said.

The bench, also comprising Justices Sanjay Kishan Kaul, Sanjiv Khanna, BR Gavai and Surya Kant, asked Venkataramani to talk to the J-K Lieutenant Governor and look into the issue.

“This should not happen. Someone arguing before this court gets suspended…,” the bench said.

Venktaramani replied that he will look into the issue.

Mehta said after the news of Bhat’s suspension was published in a newspaper, he checked with the administration and he was informed that there were various reasons behind the lecturer’s suspension including that he has been regularly filing petitions before different courts.

“We can place before the court all the materials related to his suspension,” Mehta said.

Sibal countered, “Then, he would have been suspended earlier, why now. I have the suspension order of Bhat and it says that he has argued before this court and therefore the suspension. This is not fair. This is not how democracy should function.”

The bench said if there are other reasons then it is another matter but if a person gets suspended in close proximity of arguing before this court, then it needs to be looked into.

Mehta said he agrees that the timing was not appropriate and he will look into it.

On August 24, Bhat had appeared in-person before the top court and argued against the Centre’s August 5, 2019 decision to abrogate Article 370.

Bhat was removed from his place of posting in Srinagar and was attached to the office of the Director School Education, Jammu, while a senior official was appointed as an inquiry officer to conduct an in-depth inquiry into his conduct, according to an official order.

“Pending enquiry into his conduct, Mr Zahoor Ahmad Bhat, Senior Lecturer, Political Science, presently posted at Government Higher Secondary School Jawahar Nagar Srinagar, is hereby placed under suspension with immediate effect for violation of provisions of J&K CSR, Jammu and Kashmir Government Employees (Conduct) Rules 1971, J&K Leave Rules,” School Education Department Principal Secretary Alok Kumar said in an order.

During the period of suspension, the delinquent officer shall remain attached in the office of Director School Education, Jammu.

“Further, it is hereby ordered that Ms Subah Mehta, Joint Director, School Education, Jammu is appointed as inquiry officer, who shall conduct an in-depth inquiry in the conduct of the delinquent officer,” the order issued on Friday read.

Hailing from central Kashmir’s Budgam district, Bhat, who holds a law degree, personally appeared before the Supreme Court which is currently hearing a bunch of petitions challenging the scrapping of Article 370 that granted special status to the erstwhile state.

7th Pay Commission DA Hike: If you look at the figures, there has been a jump of 4 percent in the dearness allowance. But, in July, Retail Inflation (CPI) has reached the highest level of 15 months. In such a situation, it is being claimed that the government can increase the dearness allowance by 3 percent.

7th Pay Commission DA Hike: There is good news for central employees. Now they will not have to wait long for their increased dearness allowance. The increased dearness allowance (DA Hike) for July 2023 may be announced soon. However, till now there is no clear information on this from the government, nor has any date been fixed. But, it is discussed that this time the wait will not be long. Let us tell you, the central government revises the dearness allowance twice a year. The first is for January and the second is applicable from July. The DA increase for July 2023 is calculated on the basis of AICPI index data from January to June 2023.

Don’t have to wait till October

There was talk of payment of dearness allowance to be implemented from July 2023 in October. But, now it is discussed that it can be announced only in the month of September. The cabinet can take its decision by the end of September. If you look at the figures, there has been a jump of 4 per cent in the dearness allowance. But, in July, Retail Inflation (CPI) has reached the highest level of 15 months. In such a situation, it is being claimed that the government can increase the dearness allowance by 3 percent. With this DA will increase to 45 percent. But, these arguments are beyond the understanding of experts.

Dearness allowance should be increased only by 4 percent

Experts believe that dearness allowance is given only in lieu of inflation. When inflation is increasing, then dearness allowance should be more. In such a situation, if it is being claimed that the government will give less dearness allowance, then it is baseless. There seems little chance of this happening. Dearness Allowance for central employees and pensioners is calculated from AICPI (IW) figures. It is issued by the Labor Bureau at the end of every month.

Which way is the figure pointing?

According to AICPI (IW), the June 2023 figure for July 2023 had reached 136.4 points. In May 2023, this number was at 134.7 points. If you calculate dearness allowance on this, then dearness allowance becomes 46.24 percent. In this case the DA should be 46 per cent. In this way, a jump of 4 percent is visible in it. Let me tell you, a few days ago Shiv Gopal Mishra, General Secretary of All India Railwaymen’s Federation had issued a statement that we are demanding four per cent in dearness allowance. An increase of more than 3 percent is visible. But, the government does not look at the point after the decimal. That’s why dearness allowance can reach 45 percent. Ever since Mishra’s statement, there is confusion whether the figure is correct or there will be an increase of only 3 percent in reality.

Decision will be taken after cabinet approval

The Expenditure Department of the Finance Ministry will send a proposal with the financial burden arising from the increase in dearness allowance. This proposal will be placed in the cabinet. There will be an announcement on DA Hike only after getting approval from the cabinet. In the current system, above one crore central employees and pensioners are getting 42 per cent dearness allowance under the 7th Pay Commission. DA is given to central employees and DR to pensioners. Earlier in March 2023, dearness allowance was increased by 4 percent to 42 percent. This is applicable from 1 January 2023.
