Srinagar, Oct 11 (KNO): The Jammu & Kashmir government on Wednesday directed its departments to include “transgender” as a separate category of gender for recruitment in government jobs.

The government today directed all the administrative departments to modify the relevant examination/service rules for inclusion of a separate category of ‘third gender/any other category” in the application forms in recruitment to various posts in the UT of J&K.

With this directive, the departments will now have to amend rules for keeping the option of ‘transgender’ in the application forms for government jobs along with male and female.

The move is aimed to ensure that the relevant rules are in conformity with the Transgender Persons (Protection of Rights), Act of 2019, the General Administration Department said, in an order, a copy of which is in possession of news agency—Kashmir News Observer (KNO).

In 2020, the Department of Personnel & Training, Government of India, had issued a similar directive to the Central government departments.

On February 5, 2020, the DOPT also notified civil services examination rules- 2020 for inclusion of transgender as a separate category of gender for the said exam.

Srinagar, Oct 11 (KNO): Amid installation of smart meters coupled with the complaints of pesky power cuts across the Valley, the Kashmir Power Distribution Corporation Limited (KPDCL) is likely to announce winter curtailment schedule by October 14.

The decision to come up with a power curtailment schedule comes at a time when the erratic power supply has taken a heavy toll on the consumers including the domestic as well as the commercial, which include the industrialists as well. The move also comes close on the heels of a massive smart meter installation drive across Srinagar and elsewhere.

Official sources while divulging the details with the news agency—Kashmir News Observer (KNO) said that the power curtailment schedule has not been announced yet, but will be there by Saturday.

“The department is presently in talks to procure additional electricity to meet the increasing power demand. A positive response in this regard is expected by Saturday following which the curtailment schedule will be announced according to the power availability,” they said.

“The curtailment schedule will be at par with the previous year’s plan. No extra curtailments are expected,” an official from KPDCL told KNO.

However, the government had earlier stated that 400 Megawatts of electricity has been procured from Uttar Pradesh and Central governments, which would put an end to the pesky power cuts.

By October 09, the government had stated an extra 150 MWs of electricity will be procured; therefore a total of 550 MWs will be made available for the consumers.

Nonetheless, the consumers continued to witness frequent power cuts, resulting in hardships to them.

The industrialists and traders have also complained of erratic power supply, stating that inadequate electricity supply has been giving them huge losses and demanded immediate measures in this regard—(KNO)

ACB arrests revenue official in bribery case in Rajouri

Srinagar, Oct 11 (KNO): Anti Corruption Bureau arrested a revenue official in Rajouri for demanding Rs 20,000 bribe from a man for issuing BPL ration card in his favour.

In a statement, issued to the news agency—Kashmir News Observer (KNO) ACB said that it received a complaint alleging that the complainant approached Dil Mohd, Ration Dealer R/o Nambla for BPL ID of his brother to get separate Ration Card from his father.

The statement reads that the Ration Dealer along with the complainant approached Tehsil Supply Officer (TSO), Rajouri and submitted the relevant documents for doing the needful. “However, TSO Rajouri Mohd Reyaz delayed the issuance of BPL ID and demanded ₹20,000 as bribe for issuance of the same from the complainant.”

It reads that the Complainant lodged a written complaint in Police Station ACB Rajouri for taking legal action against TSO Rajouri.

“As the contents of complaint prima facie disclose the commission of offence punishable U/S 7 of the PC Act 1988 by accused public servant TSO. Accordingly a Case FIR No. 05/2023 was registered at Police Station Anti Corruption Bureau Rajouri U/s 7 of the PC Act 1988 and the investigation was initiated.”

It added that during the course of investigation a trap team was constituted and it caught the accused Tehsil Supply Officer red-handed while demanding and accepting the bribe of Rs 18,000 from the complainant.

“He was arrested on the spot after completing all legal formalities. Subsequently, search in the residential house of accused was also conducted. Further investigation into the case is going on,” it reads—(KNO)

Srinagar, Oct 11 (KNO): Committee for Fixation and Regulation of Fee of Private Schools (FFRC) Wednesday asked Dehli Public School (DPS) Athwajan to charge the tuition fee in two instalments.

The order was issued following complaints by some parents who had alleged that the school managemnt has raised 20 percent tuition fee abruptly in the mid session.

According to an order, a copy of which lies with the news agency—Kashmir News Observer (KNO), chairperson of the Committee, Justice (Retd), Sunil Hali said, “I find the demand of the parents is genuine as spike of 20 percent will become burden on the parents to pay ln one go.”

He asked the school management to charge the fee in two instalments. “10 percent to be charged in the session 2O23-24 and 10 percent in next session 2O24-25.”

FFRC further said that the complainants’ grievances are that the school has hiked tuition fee abruptly by 20 precent in mid-session.

“So far as the contention of parents regarding Tuition Fee is concerned that there is spike of 20 percent in one go, this contention is not correct,” it said.

FFRC also maintained that the school management has submitted its file on 22 March 2O21 for fixation, but this committee did not take any decision in this regard as a result of which the decision remained pending—(KNO)

Srinagar, Oct 10 (KNO): Ahead of winter, the Union Territory administration in Ladakh Tuesday assured students that they have taken up matters with Kashmir University administration and their exams will be held in their region only.

Students of Ladakh region pursuing B.ED (Bachelor of Education) in different private colleges across Kashmir had approached the Lieutenant Governor requesting to shift examination centers to their native areas given various concerns.

Addressing a press conference, Secretary Higher Education, UT Ladakh Padma Angmo as per news agency—Kashmir News Observer (KNO) said that the Lieutenant Governor has taken up the matter with the University of Kashmir administration regarding all possible measures for the good of students to shift their examination centers to Ladakh.

Students of both Leh and Kargil districts had approached the UT administration seeking early redressal of their grievances.

The Secretary said that students enrolled in different private colleges had received their center details. “Appearing in examinations at those centers was challenging for them for various reasons. The Lieutenant Governor spoke to the Vice Chancellor of Kashmir University and it was assured that measures would be taken to accommodate students. We are collecting details of all students who want their centers to be changed to either Leh or Kargil. So far about 178 students have come to our touch and a Google form has also been circulated for ease of students,” she said.

She maintained that they have support from both University of Ladakh and University of Kashmir Examination Controllers. “Students don’t need to travel to Kashmir for any purpose. We will come up with an update in a day or two. As of now, details are being shared with the Kashmir University authorities. Every other detail emerging would be shared with students accordingly.”

Students also raised concerns including the approaching harsh winter season. “We have also applied for some posts in Ladakh for which the events are nearing. It would not be possible for all to appear in examinations in parts of Kashmir and come back here. There are various challenges students fear. Early precautions are very important for all of us.”

Meanwhile, the Lieutenant Governor of Ladakh in a post on X formerly Twitter wrote that “Over a telephonic conversation with Vice Chancellor of Kashmir University, Ms Nilofer Khan, the HLG requested to shift the exam centre to Ladakh & assured that Ladakh Admin will arrange for required facilities for smooth conduct of the said exam. The VC concurred with the request.

It further read that Candidates from Ladakh who were to appear in the B.Ed Exams spanning over a month with their centres across J&K called on the Hon’ble Lt. Gov on 9th Oct & requested intervention in shifting their centres to Ladakh as many of them had also applied for Ladakh Police constable posts—(KNO)

Srinagar, Oct 10 (KNO): With the Kashmir University celebrating its 20th annual convocation on Wednesday, the varsity seems to be no longer a preferred destination for aspirants of higher education.

The figures furnished by the varsity suggest that the varsity, once a coveted choice for aspiring students, is grappling with an unprecedented crisis as hundreds of seats remain vacant in various Post Graduate (PG) departments across its campuses.

In wake of this alarming situation, the university has kept the admission process open for five months as the seats have remained vacant, deciding to keep the admission process for the 2023 session open and has called students for counseling to fill these vacant seats.

Additionally, candidates are being invited for spot admission in self-financed quota slots in various departments.

Official statistics available with the news agency—Kashmir News Observer (KNO) reveals that a staggering 124 seats have gone unfilled in different PG departments at the university’s main campus in Hazratbal, Srinagar.

Simultaneously, 45 seats remain vacant at the Institute of Technology Zakura campus. The North Kashmir campus reports 32 vacant seats, while the situation is worse in the South Kashmir campus with 111 seats lying unclaimed in various PG departments.

Even the Government Degree College’s MSc Mathematics program has five vacant seats.

The noticeable increase in vacant seats at Kashmir University has raised concerns among stakeholders as it is for the first time that the admission session has remained open for such a prolonged period.

In the past, the university was a top choice for students, who eagerly awaited their selection in PG departments. However, this year has seen a significant decline in admissions, despite the university’s A+ grade recognition and NIRF ranking within the top 50 institutions.

Officials report that in previous years, the university received between 30,000 to 35,000 applications for various courses. This year, the number of applications was substantially lower, resulting in the surplus of vacant seats across the main campus and its satellite campuses.

In response to the admission crisis, the Directorate of Admission and Competitive Examination (DACE) has issued a notification.

It states that the admission process for the 2023 session is now closed, but vacant seats in various programs necessitate additional counseling. “The final and last counseling session for courses like PG 3-year LLB, 5-year LLB, and 4-year B.Tech programs for the 2023 session is scheduled for October 17, from 10 am to 4 pm at DACE at KU,” the notice reads.

This counseling session will address available seats under the open merit (OM), reserved categories, and self-financed quota that have remained vacant due to incomplete admission formalities or cancellations by selected candidates.

“Eligible candidates are those who appear on the general merit list, available on the KU website, and have secured the required entrance test points for their desired programs,” it reads.

As per the KU notice, the candidates who applied for admission under the self-financed quota will be considered only for vacant seats in their respective programs within this quota. “During the counseling session, candidates will be required to obtain and complete a counseling form,” it reads.

For on-the-spot admission to available self-financed seats, candidates who have taken the entrance test and seek admission in the specified programs must also attend the counseling session. “However, these candidates must deposit a fee of Rs 500 as part of the self-financed application process,” the KU notice reads—(KNO)
