Jal Shakti Department regularises 1969 Engineers

JAMMU, Oct 7: In a major move aimed at efficient cadre management, the Jal Shakti Department (JSD) issued regularization orders of 396 Engineers in various ranks here yesterday, with another 411 in the pipeline pending essential clearances.

Many of those benefited by resultant pay fixation are retired officers who had been drawing pensions in lower ranks.

Since September 2022, 1969 engineers have been regularized, promoted and recommended, right from the rank of Junior Engineer to Superintending Engineer. Officers had been working in incharge capacity, i.e. on adhoc basis, for years together, without substantive promotions. In many a cases, the regularization has taken place after more than 22 years of the adhoc placement.

The proactive and transparent processes steered by the Public Service Commission (PSC) have enabled the department to address these long pending issues.

The recommendations of the Departmental Promotion Committee in the PSC has resulted in orders of promotion of 70 Executive Engineers to Superintending Engineers, 129 Assistant Executive Engineers to Executive Engineers, 415 Assistant Engineers to the role of Assistant Executive Engineers and 665 Junior Engineers to Assistant Engineers while another 690 officers have been cleared subject to essential clearances which are in process.

Also, in another first, since September 2022, the department has strived to man all the posts in the department with competent officers by timely posting and placement of 19 I/c Chief Engineers, 28 I/c Superintending Engineers, 56 I/c Executive Engineers.

Further, the department has made concerted efforts to issue seniority lists at various ranks to bring transparency and stability while assuring career progression free of favouritism. The final seniority lists have been issued in respect of Superintending Engineers [G.O. No. 10-JK(JSD) of 2023 dated 25.01.2023], Assistant Engineers (Degree Holders) [G.O. No. 233-JK(JSD) of 2023 dated 27.09.2023] and Assistant Engineers (Diploma Holders) [G.O. No. 234-JK(JSD) of 2023 dated 27.09.2023] while tentative seniority list have been issued in respect of Assistant Executive Engineers (Degree Holders) [Circular No. 08-JK(JSD) of 2023 dated 06.10.2023], Executive Engineers (Degree Holders) [Circular No. 09-JK(JSD) of 2023 dated 06.10.2023] and Assistant Executive Engineers (Diploma Holders) [Circular No. 10-JK(JSD) of 2023 dated 06.10.2023].

The resolution of the regularization matters will pave the way for smooth career progression of the Engineering cadre i.e from the level of Junior Engineer to Chief Engineer.

This has been possible only due to the visionary leadership of Lieutenant Governor, Manoj Sinha. The directions of Chief Secretary Dr Arun Kumar Mehta and encouragement of the Advisor to Lieutenant Governor Rajiv Rai Bhatnagar have been critical to the entire process.

Most of all, it has been the unstinted support and guidance by Satish Chandra, Chairman of the Public Service Commission and Zubair Ahmad Raza (Member PSC & Chairman DPC, JSD) that has made the difference; that too despite extreme preoccupation with the ongoing time bound recruitments. This has enabled the department headed by Shaleen Kabra, Additional Chief Secretary to work tirelessly to address these service matters.

These measures have enabled the department to rise to the challenges of execution of the Jal Jeevan Mission, flagship scheme of the Government of India that envisages to provide safe and adequate drinking water, @ 55 LPCD of BIS 10500 quality to every rural household, numbering 18.67 lakh in J&K.

Jal Shakti Department is committed to cater to the requirements of the inhabitants of the UT of J&K through its dedicated officials.

Union Miniter Dharmendra Pradhan said on Sunday that appearing for Class 10 and 12 board exams twice a year will not be mandatory for students. He said the option has been introduced to reduce stress caused by the fear of a single opportunity.

Dharmendra Pradhan emphasised that the matter of ‘dummy schools’ should not be overlooked, stressing the need for a substantial discussion on this issue.
“The students will have the option of appearing for the (Class 10 and 12 board) exams twice a year just like engineering entrance exam JEE. They can choose the best score… but it will be completely optional, no compulsion,” Dharmendra Pradhan said.

The union minister said, “The students often get stressed thinking they lost a year, their chance is gone or could have performed better… the option is being introduced to reduce the stress caused by the fear of single opportunity.”JKBOSE 10th Class Exams Postponed Pvt/Bi-Annual 2023

“If any student feels that he is completely prepared and is satisfied with the score in the first set of exams, he can choose not to appear for the next exams. Nothing will be mandatory,” Dharmendra Pradhan added.
In August, the Ministry of Education had announced the New Curriculum Framework (NCF). According to the new curriculum, board examinations will be held twice a year to ensure that students have enough time and opportunity to perform well and get an option to retain the best score.

Dharmendra Pradhan said he has received positive feedback from students on the plan to conduct board exams twice a year.
“I met students after the New Curriculum Framework (NCF) was announced. They have appreciated this and are happy with the idea. We are trying that the exams are conducted twice a year from 2024 itself,” he said.
Speaking about the Kota suicides, the Union minister told PTI that it is a very sensitive issue. “No lives should be lost… they are our children. It is our collective responsibility to ensure the students are stress-free,” he said.Apart from two board exams in a year, the NCF also envisages the following:

  1. Students in Classes 9 and 10 learn three languages, with at least two being native Indian languages.
  2. In Classes 11 and 12, students will study two languages, including one of Indian origin.
  3. The number of mandatory subjects for Classes 9 and 10 is seven, and for Classes 11 and 12 is six. Earlier students in Classes 9 to 12 studied five mandatory subjects with an option to add one more (India Today)

The Jammu and Kashmir Services Selection Board (JKSSB) conducted the Written Examination for the post of Data Entry Operator, Election Department, advertised vide Advertisement Notification No. 04 of 2020, under Item No. 098, on 08th October, 2023.

The Provisional Answer Key of the question paper (Senes A, B, C, D) for the above said examination is provided at Annexure “A” to this notice for the information of the candidates.

Any candidate having objection(s) to the answer key, may submit his/her objection(s)/representation(s) in respect of such question(s) on prescribed format/proforma annexed herewith as Annexure “B” along with the documentary proof/evidence substantiating the claim (hard copies only) and a fee of Rs. 200/- (in the form of demand draft) per question (refundable in case of genuine/correct representation/objection) in favour of the Accounts Officer, J&K Services Selection Board.

School Education Department (SED) proposes post of Vice-Principal, B.Ed for Lecturer & exam for promotion

JAMMU, Oct 7: The School Education Department in Jammu and Kashmir Union Territory has proposed some significant changes in its Gazetted Service Recruitment Rules, which have been deemed necessary as per the demand of the time and new National Education Police (NEP) 2020.

The Department has proposed introduction of the post of Vice-Principal besides adding B Ed Degree to the existing qualification of PG only for the post of Lecturer.

Besides, a limited Departmental Examination by Jammu Kashmir Public Service Commission (JKPSC) has been proposed for the promotion purpose, in addition to the B Ed Degree.

Further, the Department has also proposed to keep an alternative of at least six percent of Lecturers as a temporary replacement for those put on deputation, training and leave purposes.
While notifying the Draft Jammu and Kashmir School Education (Gazetted) Service Recruitment Rules-2023, vide Circular No.05-JK(Edu) of 2023, dated 27-09-2023, the Department has invited suggestions and objections from all the stakeholders within 15 days.

However, non-seriousness in taking the stakeholders on board can be gauged from the fact that the draft notification of the proposed Rules has not yet been uploaded on official websites of the School Education Department even as only two days are left for submission of the objections and suggestions.

As per the notified draft, B Ed Degree has been added to the existing qualification of Post Graduation only as per NCET guidelines for the post of Lecturer while for the promotion purposes, in addition to B Ed Degree, a limited Departmental examination has been proposed to be conducted by JKPSC. The Jammu and Kashmir State Council of Educational Research and Training (JKSCERT) will set the syllabus for the departmental examination.

The Department has also proposed that for fixing the seniority of candidate, date of passing higher qualification required for acquiring full eligibility for promotion shall be taken as of date of inclusion in seniority in addition to the date of appointment.

Further, the department has proposed introduction of the post of Vice-Principal, equivalent to the number of the Principals (Higher Secondary School) from the existing strength of Senior Lecturers without any financial implications.

However, a decrease in the percentage of Zonal Education Officers (ZEOs) for promotion as Principals from existing 20 percent to 5 percent has been proposed keeping in view their cadre strength.

The Department has also proposed to keep an alternative of at least six percent of Lecturers as a temporary replacement for those put on deputation, training and leave purposes. As per the draft, the department has proposed to reserve two percent of Lecturers (206) for deputation purposes, two percent for training purposes (206), and two percent (206) for leave purposes.

Therefore, total 616 Lecturers will be kept reserved for temporary replacement purpose to avoid any sort of deficiencies in the department. Earlier there were only 6,255 Lecturers in Jammu and Kashmir and in 2019, the department increased the teaching strength to 10,330.

Pertinent to mention that the issue of updation of Jammu and Kashmir School Education (Gazetted) Service Recruitment Rules 2010 was discussed in the committee constituted for the same vide Government order number 1359-jk (GAD) of 2022, dated 15-11-2022. In last meeting of the committee, held on June 28, 2023, chaired by Alok Kumar, Principal Secretary, School Education Department, the issue was discussed threadbare and suggestions from the members were taken into consideration after which the draft rules and proposed changes were notified.

Meanwhile, in response to proposed changes in class-III category (G) ZEO/Sr Head Master and Class-IV category-(A) HM/ZEPO of schedule-II, some Headmasters, ZEOs and ZEPOs, who approached the Excelsior, conveyed their concern over some proposals and confusions in the draft. As per schedule-I of Annexure A, the pay scale of ZEO/Sr HM mentioned at S.no.19 has been shown as 52700-166700 but in Schedule-II class-III category(G) the pay scale has been reduced to 50700-160600. Further, as per schedule-I of annexure A, the pay scale of Headmasters/ZEPOs mentioned at serial number 20 has been shown as 50700-160600 but in schedule-II class-IV (category A) the HM/ZEPO have been placed in the lower grade of 47600-151100 instead of pay scale 50700-160600. Moreover in page 2 of the said circular, ZEPOs (S.No.18) have been placed in the pay scale of 50700-160600 whereas the Headmasters mentioned at S.No.17 have been placed in the pay scale of 47600-151100. They have also expressed their reservations over lowering the promotion prospects of Sr HM/ZEO to the post of Principal from existing 20 percent to 5 percent

Kulgam, Oct 07 (KNO): Much to the delight of local farmers in Kashmir, there has been a 10 per cent surge in the local rice cultivation this year after a long gap.

Talking to news agency—Kashmir News Observer (KNO), an agriculture expert, wishing not to be named, while shedding light on the situation, stated that for many years, the people of Kashmir had relied on the government’s rice allocations through the Public Distribution System to sustain their rice needs. “The reduction in government’s rice allocations has instigated a transformation in the valley,” he said.

The expert further said that the cutback necessitated by government budget constraints, raised concerns among Kashmir’s residents. As rice became costlier and less in quantity, the people of the valley found themselves compelled to reassess their approach of sustenance.

In response to the dwindling rice supplies, many families returned to their agricultural roots, the expert explained. “The lush, fertile lands of Kashmir have long been known for their paddy fields. However, as government-supplied rice became the norm over time, these fields had lost some of their past glory. Now, faced with the need to secure their own food, families across the valley have rekindled their efforts in paddy cultivation.”

Farmers are overjoyed by the substantial increase in this year’s paddy production. They attribute the success to the favourable weather conditions, which were notably better compared to the previous year.

Ghulam Rasool Shah, a local farmer from Kulgam district, expressed his gratitude, saying, “I am grateful to Almighty for the favorable weather and abundant sunshine we had this year. The crop yield for this year has seen a substantial increase compared to the previous year.”

Director Agriculture Kashmir, Chowdhary Muhammad Iqbal told KNO that the productivity this year has increased by 10 percent as compared to previous years. “Like the previous year, this year too, the department gave all necessities to the farmers like subsidies for buying fertilizers.”

The cultivation this year has increased from 1.26 lakh hectares to 1.29 lakh hectares, he said, adding that the exact percentage of increase in production will come after ground assessment—(KNO)

Srinagar, Oct 07 (KNO): Kashmir is witnessing a remarkable resurgence of its traditional Hamams as winters have been recorded harsher in the valley for the last few years.

As per news agency—Kashmir News Observer (KNO), the traditional Hamams, an integral part of Kashmir’s cultural heritage, have been a place for relaxation, and socializing, for centuries. Over the years, many of these structures fell into disrepair due to various factors, including changing lifestyles.

However, a renewed interest in preserving Kashmir’s rich heritage has led to a resurgence in these Hamams.

Nisar Ahmad, a Hamam maker of Pulwama, said that during the last three years made more than 1000 Hamams in various parts of the valley.

“The interest in Hamams has resurged in the valley. We have a good demand for Hamams and each year we make more than 400 Hamams in various districts of the valley,” he said.

The reasons, he cited, were the harsher winters followed by the lack of constant supply of electricity in bone chilling weather.

“Hamam are best suited for winters in Kashmir. During winters, the temperature drops below zero Degree Celsius and the absence of electricity makes the season worse. People have realised that they can’t fight the cold anymore with modern gadgets and started building Hamams in their homes,” Bhat said.

A Turkish innovation brought by Mughals, hamam is an entire room lined with lime mortar and with a two-tiered floor, with the upper tier made of handmade limestone blocks.

Firewood is then spread between the upper and lower tiers, through an iron door. The smoke generated is piped through a chimney and a copper tank is placed above the fire pit, for plentiful supply of warm water.

Initially these rooms were found only in the mosques but now it is built into every home.

In Kashmir currently two types of Hamams are trending. In the most common Hamam, the special stone mainly found in Ladoo area of Khrew Pulwama and Sadrakoot area of Bandipora are used.

In another type, which although resembles in the structure, stones which are brought from Rajasthan are used.

Bashir Ahmad Mir (40), a mason from Bandipora who has 20 years long expertise in building these hamams said that the demand for them has not declined despite advancements such as central heating and other heating appliances.

This year so far, he has built more than 20 hamams, priced between Rs 70,000 and Rs 1,50,000.

“We even built Hamams in the houses which did not have this facility earlier. Now, every new house in Kashmir has a Hamam. It has become a prerequisite for every family in Kashmir,” he said—(KNO)
