Srinagar, Dec 15: The recent news regarding the alleged non-issuance of Examination Forms has been vehemently refuted by Jammu and Kashmir Board of School Education (JKBOSE), dismissing the claims as fabricated and baseless.

An official of JKBOSE clarified that the issue of non-facilitation for eligible candidates of affiliated academic institutions to appear in public examinations is unfounded. The Board official emphasized its role as an affiliating-cum-examining body that prioritizes facilitation over bias, addressing any misleading information in accordance with norms and factual records.

He highlighted that academic institutions must adhere to the norms and guidelines set by the J&K BOSE and the Government School Education Department. Non-compliance with mandated document submission by petitioner schools cannot be overlooked, and the Board is committed to ensuring the rights of students to pursue their educational goals.

Furthermore, he underscored its awareness of student interests and commitment to facilitating them, citing ongoing processes to benefit students from affected schools. It also noted the legal adjudication of issues related to schools having “other than proprietary” land titles.

The Board refuted allegations against its denial of institutions’ rights to foster mandatory education, emphasizing its dedication to safeguarding the academic interests of students. The ongoing facilitation process for affected schools has already benefited students, with more schools to be accommodated in due course.

He strongly rebuts and refutes the allegations, asserting its commitment to ensuring the academic interests and rights of students in affiliated schools.

Chairman of the Jammu & Kashmir Board of School Education, Prof. (Dr.) Parikshat Singh Manhas, also conveyed a strong commitment to ensuring that no student would miss their exams.

He stated that late fees would not be charged for any student. Addressing the issue of schools established on state land, he further said that the importance of adherence to norms and guidelines. Some schools, he noted, seem to turn the registration process into a contentious matter.

Prof. Manhas expressed regret that certain politicians are providing misleading information. “The overarching assurance was that the board strictly ensures that every student can take their exams without any hindrance,” he added.

Previously, it was noted that the educational prospects of numerous students in Jammu and Kashmir are uncertain, given the Jammu and Kashmir Board of School Education’s (BOSE) refusal to acknowledge class 10th examination forms submitted by students from private schools situated on state-owned land. This decision has prompted apprehension and cast doubt on the Board’s actions, particularly in light of a High Court order issued last year, aligned with a government directive from the preceding year. Srinagar, Dec 15 (KNO): As a major boost to Jal Jeevan Mission (JJM) in J&K, the Centre has approved new 102 Water Supply Schemes worth Rs 476.71 crore for coverage of additional 54752 rural households in the UT for which the provision for Functional Household Tap Connections (FHTCs) had not been planned at the start of the mission.

The identification of these areas/ households was done, by the public, during various public outreach programmes like ‘Back to village’, Block Divas, JJM Fortnight, Gram Sabhas and JJM awareness camps conducted by the Department, where the public had raised the demands for inclusion of these left out areas in the Jal Jeevan Mission.

With the approval of these new 102 schemes by the Centre, it shall be ensured that no household is left without a tap connection within its premises.

The UT administration has thanked the Department of Drinking Water & Sanitation, Union Ministry of Jal Shakti, for timely approval of the new schemes for coverage of additional 54752 households.

Additional Chief Secretary, Jal Shakti, Shaleen Kabra, has impressed upon the engineers to expedite execution of these schemes to meet the agreed timelines for completion of the Mission. He further emphasized upon the field functionaries to maintain highest degree of transparency, accountability and accessibility to the general public for effective implementation of the mission.

It may be recalled that like other States/ UTs of the country, Jal Jeevan Mission is being implemented in J&K with the involvement of various stakeholders like Central Government’s Department of Drinking Water & Sanitation, Jal Shakti Department, J&K, District Administrations and the local communities for providing access to safe and adequate drinking water supply facility through tap connections within the premises of rural households. Pani Samitis representing the local communities are playing a very critical role in the implementation of the Mission by partnering with the Department in planning, implementation and monitoring of the Mission activities.

The Department has been continuously reviewing its planning and implementation for achieving the 100% coverage with FHTCs in the most economic, transparent and technically feasible manner. As on date, J&K has achieved more than 75% coverage of tap water connections, thereby entering into the ‘High Achievers’ category at the National Level. The FHTCs being provided are reported on the IMIS portal of JJM with Aadhar linkage of the beneficiaries.

So far, about 3300 schemes have been planned under Jal Jeevan Mission at an estimated cost of Rs. 12975.00 crore which are at different stages of execution. The contracts of more than 98% works under these schemes have been awarded through e-tendering in a transparent manner and out of which around 87% works have been started on ground. The allotments orders issued have been placed on the websites of the respective PHE Directorates in both the provinces.

In this regard, the UT has already covered more than 1000 villages, among which are some of the remotest areas like Batlan, Taraiyan and Chanbra villages in Sub Division Tangdar of District Kupwara which are located near the LoC and received piped water for the first time. In these villages people would fetch water from springs and nearby streams by travelling long distances. Similarly, Nilfan village with about 285 households got 100% tap water connectivity for the first time and the women and children of the area got relieved of the drudgery of fetching water by travelling long distances on hill slopes.

 

By completing and commissioning of Water Supply schemes Rampura and Sujwan at an estimated cost of Rs. 6.67 crore, in district Samba, about 1100 households have been benefited by getting Functional Household Tap Connections (FHTCs) within the premises. The people of these villages were mostly using the water from shallow hand pumps which were quality affected and through the newly commissioned schemes under Jal Jeevan Mission, deep tube wells have been drilled and required storages created for supplying the water of adequate quantity and prescribed quality as per BIS 10500, regularly.

In order to ensure the transparency in work done and households covered, the process of Har Ghar Jal Certification by the Gram Panachayats has been put in place where the villages reported as Har Ghar Jal by the PHE Department are subsequently certified through a Special Gram Sabha resolution. This not only creates the awareness about provision of tap water connectivity in the village but also promotes community ownership—(KNO)

Srinagar Dec 15: Apni Party Chief Syed Muhammad Altaf Bukhari on Friday voiced strong resentment over denial by JK Board to accept the forms of class 10th students noting that the future of approximately two lakh students enrolled in private educational institutions established on state land hangs in the balance.

Bukhari emphasized the need for the JK Board of School Education (BOSE) to promptly accept examination forms from 10th-grade students enrolled in these private institutions.

He argued that jeopardizing the academic prospects of such a significant number of students is an untenable situation.

Expressing surprise at JKBOSE’s refusal to accept exam forms, Bukhari pointed out that the J&K High Court had issued clear directives to release Registration Returns forms (RRFs) in favor of the petitioner schools.

These directions, he stressed, were consistent with the practices followed before the issuance of the controversial SO 177 on April 15, 2022.

“At this juncture, we should not put the future of two lakh students at stake. The students should be allowed to appear in exams, and later, the government can decide about the fate of these private schools,” Altaf Bukhari said.

He called upon J&K Lieutenant Governor (LG) Manoj Sinha to personally intervene in the matter, underlining the urgency of safeguarding the students’ interests and their participation in upcoming examinations.
