Srinagar, Dec 4: The Kashmir Valley continued to reel under intense cold conditions on Wednesday night as most stations recorded sub-zero temperatures last night, weatherman said on Thursday.

Details compiled by independent weather channel Kashmir Weather, as per news agency Kashmir News Corner — KNC, In Srinagar, the minimum temperature settled at -4.0°C, while Qazigund recorded -3.6°C. Pahalgam remained among the coldest plains in the Valley at -4.8°C. Kupwara recorded -3.2°C, Kokernag -0.8°C, and Gulmarg -1.0°C.

Pampore dipped to -5.0°C, Srinagar Airport to -4.6°C, and Awantipora to -4.0°C. Budgam recorded -4.2°C, while Anantnag, Baramulla and Zethan Rafiabad registered -4.8°C, -4.8°C, and -4.6°C respectively. Bandipora touched -3.9°C, whereas Pulwama and Shopian witnessed severe cold at -5.6°C and -5.3°C. Ganderbal recorded -2.6°C and Sonamarg -3.6°C. The coldest among all was Zojila Pass at -17.0°C. Kulgam data was not available.

In the Jammu region, temperatures remained comparatively higher. Jammu recorded 8.0°C, Banihal 2.1°C, Batote 4.7°C, and Katra 8.4°C. Bhaderwah was among the colder stations at 0.4°C, while Kathua recorded 7.2°C and Jammu Airport 8.7°C. Jammu, Dec 03: The Jammu & Kashmir cabinet on Wednesday greenlit a proposal to slash quotas in the Economically Weaker Sections (EWS) and Reserved Backward Area (RBA) categories to enhance the share of Open Merit (OM) by 10 percent.

Authoritative sources revealed to news agency Kashmir News Observer, that under the chairmanship of Chief Minister Omar Abdullah, the cabinet approved a seven percent cut in the Economically Weaker Sections (EWS) quota and a three percent cut in the Reserved Backward Area (RBA) quota. The shake-up is designed to boost the Open Merit share by a staggering 10 percent.

“The cabinet has implemented the sub-committee’s recommendations in toto,” they disclosed.

The Cabinet Sub-Committee (CSC) had recommended against tinkering with Scheduled Tribe-I, Scheduled Tribe-II, Scheduled Castes, Other Backward Classes, and Actual Line of Control/International Border categories.

The proposal will now be sent to the Lieutenant Governor for approval. If cleared, this decision is expected to enhance the OM share by 10 percent.

With this move, the Open Merit (OM) share would rise to 50 percent in vertical reservation.

The Lieutenant Governor may have to make a prior reference to the Union Government on the matter, as the Transaction of Business of the Government of Union Territory of Jammu and Kashmir Rules, 2019 mandate that the Lieutenant Governor shall consult the Central Government in the Ministry of Home Affairs, or the appropriate Ministry, with a copy to the Ministry of Home Affairs, in respect of cases that affect or are likely to affect the interests of any minority community, Scheduled Castes, or the Backward Classes.

Currently, the ST-I, ST-II, RBA, and EWS categories each have 10 percent reservation, while the Scheduled Castes and OBCs each have 8 percent, and the ALC/IB category has 4 percent reservation.

The opposition parties are yet to react to the cabinet proposal.

The BJP said that they do not know what the cabinet has proposed and will comment only after the proposal is in the public domain. “It would be premature to comment on the issue at this juncture,” BJP spokesman Sunil Sethi told KNO.

MP Aga Ruhullah Mehdi, one of the politicians spearheading the campaign for rationalisation, could not be contacted for comments.

Peoples Conference president Sajad Gani Lone, who was also advocating rationalisation of reservation, has also not reacted to the proposal but accused the government of pitting Kashmiris against each other. “I will reiterate that in the context of the reservations issue, the elected government is passing on the buck and trying to create a wedge in the Kashmiri ranks, pitting one Kashmiri against another,” he said in a post on X, formerly Twitter.

Srinagar, Dec 03: Chief Minister Omar Abdullah on Wednesday said the government has undertaken a comprehensive exercise to rationalize Jammu and Kashmir’s reservation policy in accordance with commitments made to the public.

Speaking to reporters after chairing a cabinet meeting in Jammu, CM Omar as per news agency Kashmir News Corner — KNC said the cabinet worked extensively on the matter and ensured that “no section faces any kind of injustice.”

“We have tried to rationalize the reservation policy exactly as we had assured the people. At the same time, every effort was made to ensure fairness to all,” Omar said.

CM Omar took a swipe at those accusing the government of inaction, saying the same groups are now threatening protests over the changes.

“Earlier they taunted us, claiming we had done nothing on reservation. Now, when work has been done, they say they will agitate. It is always easy to play politics over such issues,” he said.

Omar added that the administration had gone through an exhaustive process while examining the reservation policy.

“We could not have taken this exercise any further than we already have. Every aspect was scrutinized thoroughly,” he said.

“The subject has come to the cabinet three or four times, and the cabinet sub-committee spent six months completing its work,” Omar said without indulging anymore details.

“The matter will now be forwarded to the Lieutenant Governor. I cannot share the details at this stage,” he said. —(KNC)
