JKSSB Postpones Junior Engineer (Civil) OMR-Based Exam Again Due to Bad Weather: Fresh Date to be Announced Soon

The Jammu and Kashmir Services Selection Board (JKSSB) has once again postponed the OMR-based written examination for the post of Junior Engineer (Civil). This exam, which was originally scheduled for 31st August 2025 and later rescheduled to 7th September 2025, has now been deferred further due to prevailing adverse weather conditions across Jammu and Kashmir.

The official notification was issued by the Controller of Examinations, JKSSB, on 30th August 2025, informing all concerned candidates that the fresh date of the exam will be notified separately in due course of time. Candidates have been advised to keep visiting the official JKSSB website (www.jkssb.nic.in) for the latest updates.

Background of the Exam

The recruitment examination pertains to the post of Junior Engineer (Civil), advertised under Notification No. 03 of 2025 dated 24.04.2025. The JKSSB Junior Engineer Civil post is one of the most sought-after government job opportunities in the Union Territory, attracting thousands of candidates holding Civil Engineering diplomas and degrees.

Initially, the OMR-based test was scheduled for 31st August 2025. However, considering the weather alerts and disruptions caused by heavy rains and landslides in parts of Jammu and Kashmir, the exam was rescheduled to 7th September 2025. Unfortunately, with the continued impact of inclement weather, JKSSB has once again postponed the exam, leaving aspirants waiting anxiously for the new date.

Key Highlights of the Notification

  1. Exam Postponed Again:
The OMR-based exam for Junior Engineer (Civil) has been postponed until further notice due to bad weather.
  2. Earlier Dates:
    • Scheduled initially for 31st August 2025
    • Rescheduled for 7th September 2025
    • Postponed again as per the notification dated 30th August 2025
  3. Reason for Postponement:
The official notice cites prevailing weather conditions as the reason. Heavy rainfall, floods, and landslides in multiple districts of J&K have disrupted connectivity and posed risks to travel.
  4. Fresh Date:
The new date for the Junior Engineer (Civil) examination will be announced separately by JKSSB.
  5. Advisory to Candidates:
Aspirants have been instructed to regularly visit the JKSSB official website for further updates instead of relying on unofficial sources.

Impact on Candidates

The repeated postponement of the JKSSB JE Civil exam has sparked mixed reactions among aspirants:

  • Frustration Among Students: Many candidates who had been preparing for months are frustrated with the constant delays, as uncertainty makes exam preparation more stressful.
  • Relief for Some: For others, especially those who were struggling with last-minute revisions or had travel difficulties due to bad weather, the postponement has come as a relief.
  • Financial & Logistical Strain: Candidates traveling from remote districts often incur extra costs for transportation and accommodation near exam centers. The repeated changes in schedule have caused additional financial and emotional strain.

Why Weather is a Major Factor in J&K Exams

Jammu and Kashmir is geographically prone to harsh and unpredictable weather conditions, especially during monsoon months. Heavy rains often lead to:

  • Flood-like situations in low-lying areas
  • Landslides in hilly terrains, blocking highways like Jammu-Srinagar National Highway
  • Transport disruptions, making it difficult for candidates to reach exam centers
  • Safety concerns for both candidates and staff on exam duty

These challenges make it necessary for JKSSB and other recruitment bodies to prioritize safety over strict adherence to schedules.

Steps for Candidates During Postponement

While waiting for the fresh exam date, aspirants should use this extra time effectively:

  1. Revise Thoroughly: Continue revising important Civil Engineering subjects like Surveying, Strength of Materials, Fluid Mechanics, Estimation & Costing, RCC Structures, and Environmental Engineering.
  2. Solve Previous Papers: Practice JKSSB’s previous year question papers to get familiar with the exam pattern.
  3. Mock Tests: Take as many OMR-based mock tests as possible to improve accuracy and time management.
  4. Stay Updated: Check the official JKSSB website and leading local newspapers regularly for new announcements.
  5. Stay Positive: Use the delay as an opportunity to strengthen weak areas instead of getting demotivated.

What to Expect Next

The new date for the JKSSB Junior Engineer Civil exam is likely to be announced once the weather situation improves. Based on previous trends, JKSSB usually reschedules exams within 2-3 weeks of postponement, provided the conditions normalize.

Candidates can expect the following steps ahead:

  • Issuance of a new notification announcing the rescheduled date
  • Release of updated admit cards if required
  • Re-publication of notices in leading newspapers and official website

Official Notification Details

The notification issued by JKSSB (No: JKSSB/COEOExam/UT/29/2025-03) was signed by Reyaz Ahmad Malik, JKAS, Controller of Examinations, and dated 30th August 2025. It was circulated to top officials including the Commissioner/Secretary to the Government, Deputy Commissioners of Jammu and Srinagar, Director of Information J&K Government, and others for information and necessary action.

Conclusion

The postponement of the JKSSB Junior Engineer (Civil) OMR-based exam is an understandable step given the unpredictable weather conditions currently prevailing across Jammu and Kashmir. While the delay may be disappointing for aspirants, it ensures the safety and convenience of thousands of candidates who would otherwise face severe difficulties traveling to exam centers.

Candidates are strongly advised to:

  • Keep checking the official website of JKSSB for fresh updates
  • Stay focused on their preparation
  • Use the extended time wisely to improve their chances of success

The fresh exam date will be announced shortly, and aspirants can expect the official notice soon.

JKBOSE Extends Class 9th Registration Dates for Academic Session 2024-25, New Deadline Set for 10th September 2025

JKBOSE Extends Registration Dates for Class 9th Students of Academic Session 2024–25: Detailed Guidelines

The Jammu and Kashmir Board of School Education (JKBOSE) has issued an extension notification regarding the online submission of Registration Returns (RR) for Class 9th students of the academic session 2024–25, who are presently studying in Class 10th in JKBOSE-affiliated schools across the Kashmir Division, including District Kargil. This extension comes as a major relief to thousands of students, parents, and schools who were concerned about completing the registration process within the earlier notified deadlines.

The decision has been formally communicated through Notification No. F(Regn/Extn/RR/9th/Online)25 dated 29th August 2025, signed by the Joint Secretary, Registration, Kashmir Division.

Background of the Notification

The registration process is a mandatory academic procedure for all students moving from Class 9th to Class 10th in JKBOSE-affiliated institutions. Registration Returns (RR) not only provide official enrollment records but also ensure eligibility for appearing in the Class 10th board examinations.

Earlier, JKBOSE had issued Notification Nos. F(AcadC)/Ext-I/RR/IX/24–25/E–7585606/24 dated 3rd June 2025 and F(Regn/Extn/RR/9th/Online)25 dated 28th July 2025, setting deadlines for online submissions. However, due to logistical challenges, late submissions, and the need to accommodate more students, the Board has now granted another extension, thereby preventing students from missing out on this crucial academic requirement.

Revised Dates for Online Registration

According to the fresh notification, students who were enrolled in Class 9th during the academic session 2024–25 and are currently pursuing Class 10th (2025–26 session) in JKBOSE-affiliated institutions or schools in the Kashmir Division and District Kargil can now complete their online registration process between:

  • Start Date: 1st September 2025
  • Last Date: 10th September 2025

This extended schedule allows students sufficient time to register without undue stress and ensures maximum coverage of eligible candidates.

Registration Fee

The notification clearly mentions that students will have to submit the applicable fee of Rs. 2740/- per candidate. This fee is uniform for all eligible students, and the payment must be made during the online registration process.

Online Registration Procedure

JKBOSE has simplified the process by making it fully online. The link for submission of online forms will be available on the official website of JKBOSE: www.jkbose.nic.in.

Steps to Complete the Registration:

  1. Visit the official JKBOSE website.
  2. Navigate to the registration section (Class 9th RR Online).
  3. Enter the required student details, including enrollment information from Class 9th.
  4. Upload necessary documents (as per school and board requirements).
  5. Pay the registration fee of Rs. 2740 online.
  6. Submit the application form and download/print a confirmation copy for record-keeping.

Students are advised to cross-check all entered details before final submission to avoid discrepancies later.

Applicability of the Extension

This extension is specifically meant for:

  1. Students who were enrolled in Class 9th during 2024–25.
  2. Those who are now studying in Class 10th (2025–26).
  3. Candidates studying in JKBOSE-affiliated schools of the Kashmir Division, including District Kargil.

Students outside this category are not eligible under the current extension.

Terms and Conditions

The notification clearly states that all other terms and conditions as mentioned in the earlier main notification (No. F(Acad-C)RR.IX/24–25/E–7585606/24 dated 30th December 2024) will remain unchanged.

This means:

  • Eligibility criteria, documentation requirements, and registration rules remain the same.
  • Only the last date has been extended.
  • No further relaxation in fee or additional exemptions has been announced.

Purpose of Extension

The decision to extend the registration date is intended to ensure that no student is left out of the academic record due to delays or unavoidable circumstances. Every year, JKBOSE receives requests from schools, parents, and students for more time, as many students face challenges related to:

  1. Technical glitches in online submissions.
  2. Connectivity issues in remote and hilly areas of Kashmir and Ladakh.
  3. Delays in document preparation by schools.
  4. Financial constraints in meeting fee deadlines.

By extending the date till 10th September 2025, the Board has acknowledged these ground realities and attempted to provide a fair opportunity to all.

Responsibility of Schools

The circular also highlights the role of Heads of all Government and Private affiliated institutions. They are instructed to ensure that all eligible students are registered within the extended timeline. Schools are required to guide students, assist them in filling forms, and ensure timely online submissions.

Failure of institutions to comply may result in administrative consequences, as the registration is a compulsory academic process.

Reaction of Students and Parents

The extension has been welcomed by students and parents across the Kashmir Division and Kargil. Many students had expressed concerns about missing the deadline due to delays in arranging the fee or technical issues in online form filling. Parents too had been urging for leniency, especially given the recent disruptions in normal academic schedules due to weather conditions and administrative delays.

This move by JKBOSE is being seen as a student-friendly decision that protects academic careers and prevents unnecessary hardship.

Importance of Registration Returns (RR)

For students, the registration return (RR) process is not just a formality; it has far-reaching significance:

  1. Eligibility for Class 10th Board Exams: Students cannot appear in the final Class 10th board examination without completing the RR.
  2. Permanent Record: The RR becomes part of the permanent academic record maintained by JKBOSE.
  3. Error Correction: This is the stage where schools and students can ensure that all details such as name, parentage, date of birth, and previous academic records are accurate.
  4. Prevention of Academic Gaps: Missing registration would mean losing an entire academic year, as students without RR cannot be promoted or examined officially.

Administrative Instructions

The notification has been copied to various administrative offices within JKBOSE to ensure implementation:

  1. Director Academics, Central.
  2. Joint Secretary, IT&SS, JKBOSE.
  3. Joint Secretary, General Examinations, Kashmir Division.
  4. All Deputy/Assistant Secretaries of the Board.
  5. P.S. to the Secretary/Chairman for information.
  6. Assistant Secretary, IT&SS wing, Kashmir Division, to upload the notification on the BOSE website.
  7. Heads of all Govt./Private affiliated institutions.
  8. Accounts Officer, Kashmir Division.
  9. Notice Board/concerned file.

Key Takeaways from the Notification

  1. Extension Granted: Students have an additional window from 1st September to 10th September 2025.
  2. Fee Fixed: Rs. 2740 per candidate.
  3. Eligibility: Class 9th students (session 2024–25) now in Class 10th, Kashmir Division and District Kargil.
  4. Online Process: Available at www.jkbose.nic.in.
  5. Final Reminder: No other terms or conditions have changed; only the date is extended.

Conclusion

The JKBOSE extension notification dated 29th August 2025 is a crucial development for Class 9th students of session 2024–25. By granting extra time till 10th September 2025, the Board has ensured that no student is deprived of their rightful opportunity to register for the Class 10th board examinations. Students and schools are strongly advised not to wait until the last date and complete the registration at the earliest to avoid last-minute issues.

This proactive measure reinforces JKBOSE’s commitment to safeguarding the academic interests of students while maintaining discipline and order in the education system of Jammu and Kashmir.

Uneasy Calm Ends as Flood Threat Recedes in J&K; Weather Improves, MeT Predicts Intermittent Rains Till Sept 6

Uneasy calm ends as flood threat eases in J&K

Weather improves, water levels recede at most places; MeT forecasts intermittent rains till Sept 6

Srinagar/Jammu, Aug 28 (KNO): After an uneasy calm over the flood threat for the last two days across Jammu & Kashmir, the situation has eased in both regions on Thursday, as the water levels in almost all rivers and streams have receded to a large extent, settling below the alert mark at most places.

People in Jammu as well as in Kashmir, especially those living close to water bodies, had sleepless nights over the last two days, fearing a 2014-like situation when the whole valley flooded, causing extensive losses across J&K.

According to details obtained by the news agency—Kashmir News Observer (KNO), after receiving the highest-ever 380 mm of rainfall in 24 hours until yesterday morning, Jammu has shown improvement in weather conditions, with only 5.6 mm of rainfall recorded till this morning, and no precipitation recorded until the evening today.

Other stations, including Srinagar, the summer capital of Jammu and Kashmir, also recorded no precipitation since this morning, allowing water levels to recede and thereby eliminating the threat of floods across the region.

An independent weather forecaster, Faizan Airf Keng, told KNO that the water level has receded significantly, settling below the alert level. He said that the water level in Jammu is near normal, adding that in Kashmir, it remains above normal.

The water level in the Jhelum at Pampore is still above the flood declaration mark. It was recorded at 1587.674 m, while the flood declaration mark is 1587.184 m.

Similarly, at Ram Munshi Bagh, the water was flowing at 18.21 ft, which is 0.21 ft above the flood declaration mark. However, the water level has been constantly receding at both locations.

Moreover, at other stations, including Sangam and Asham, water levels are well below the flood declaration mark, eliminating the flood threat across the valley.

Earlier in the day, the Divisional Commissioner, Kashmir, Anshul Garg, said the administration is on full alert, with all departments working together to ensure the safety of people amid monsoon rains.

He said the public has shown remarkable patience over the last few days. “Teams from the Army, Police, SDRF, and civil administration are deployed on the ground. The Flood Control Department is keeping a strict watch on the Jhelum and its tributaries,” Garg said.

Notably, while the flood threat is nearly over in Kashmir, the weather forecast predicts intermittent rains till September 6.

Director of the Meteorological Department, Dr Mukhtar Ahmad, said that a brief spell of rain and thunder is expected at a few places, mainly late afternoon and late night tomorrow.

“From August 30 to September 1, a spell of light to moderate rain, scattered to fairly widespread, with the possibility of moderate to heavy rain and thunderstorms, is expected in a few districts of Jammu division,” he said. “From September 2 to 6, a brief spell of rain and thunderstorms is forecast at a few places.”

The MeT has issued an advisory, warning of the possibility of moderate to heavy rain and thunderstorms at a few places in the Jammu division from the early morning of August 30 to late night of September 1, and again early morning on September 2.

It also warns of potential landslides, mudslides, shooting stones, etc., at vulnerable locations, advising people to stay away from water bodies, nallas, river embankments, and loose structures—(KNO)

National Child Development Council Demands Collective Action to End Dowry System

National Child Development Council Demands Collective Action to End Dowry System

New Delhi – The National Child Development Council (NCDC) held a top-level Core Committee meeting during the week, making a strong call for action to end India’s time-honored and deadly dowry tradition. At the meeting, NCDC women’s empowerment leaders, educators, and social activists came together to focus on recent dowry tragedies and stress the urgency for cultural as well as legal change.

Central to the debate was the sad history of Rithanya, a young woman from Tirupur, Tamil Nadu, who ended her life just 72 days after marriage, reportedly on account of constant demands for higher dowry and incessant harassment, sexual as well as emotional abuse from her spouse. Though her parents had given a big dowry at the time of marriage, the demands continued to mount, driving her to despair.

“She left a voice message for her parents prior to her death stating that she could no longer tolerate the physical and mental torture. Her agony is a reflection of thousands untold tales from India,” one of the committee members stated during the session.

Dowry System Persists Despite Legal Ban

Though dowry has been prohibited in India by virtue of the Dowry Prohibition Act, 1961, members observed that the practice persists, thinly veiled under the guise of “gifts,” “property,” or “security.” The issue is not limited to illiterate or economically backward sections now; it exists in all levels of society, including educated and financially prosperous groups.

A number of members also raised concerns that parents of brides are complicit, willing to give dowry under social compulsion or to arrange so-called “prestigious” matches. The result, they cautioned, is a normalization of a exploitative custom.

Social and Psychological Burden

Apart from economic strain, the committee highlighted related problems such as:

Body shaming and discrimination against women who do not fit societal beauty norms, which is often followed by increased dowry demands.

Mental effects like anxiety, depression, and suicide in women trapped in abusive marriages.

A lack of desire to get married among educated women who see such trends prevailing in society.

“Even now, girls are being asked to ‘adjust’ instead of leaving abusive marriages. Parents are more scared of social stigma than the agony of their daughter,” noted a speaker.

NCDC Recommendations

In a series of resolutions adopted at the meeting, the NCDC laid out a holistic plan to address dowry:

1. Dowry Laws Must Be Stricter: Families demanding or taking dowry should face immediate legal action with hastened judicial procedures.

2. Education in Schools: Education about dowry awareness and gender equality has to be included in school curriculum to transform attitudes at a young age.

3. Community and Family Involvement: Parents should stand behind their daughters after marriage and should never insist that they stay in abusive situations for family honor.

4. Empowerment of Women: Women should be encouraged to seek education, jobs, and financial independence to prevent dependency and exploitation.

5. Emphasizing Positive Role Models: The council provided instances of marriages arranged without dowry and encouraged them to be role models for society.

“Saying ‘no’ to dowry isn’t sufficient. We should say ‘yes’ to empowerment, to equality, and to a new cultural norm,” stated one top official.

Not Just a Legal Issue — A Cultural One

The Council highlighted that government action is needed, but the actual transformation must come from society. The craze for money, gold, and lavish weddings needs to give way to human values, respect for each other, and equality in marriage.

“Do not sell our daughters. Marriage is a union of hearts—not wallets,” retorted a flustered protester.

Conclusion

With over 77,000 cases related to dowry being filed each year—and countless others going unreported—the NCDC called for collective responsibility from families, communities, and the government. The system of dowry, they added, is a moral crisis, and if not taken seriously, will continue to take the lives and dignity of India’s women.

The Council summed up in a national call to action: “Ban dowry in practice, not just in law. Value life—not gold.”
