JKAS Officer Mohammad Usman Khan Deputed to Ladakh for Two Years

Srinagar, July 9: The Jammu and Kashmir Government on Wednesday ordered the transfer of JKAS officer Mohammad Usman Khan to the Union Territory of Ladakh on deputation basis, effective immediately.

As per Government Order issued GAD a copy of which lies with news agency JKNS reads, Mr. Khan, who was awaiting orders of adjustment in J&K’s General Administration Department, has now been placed at the disposal of the Ladakh administration.

The order stipulates that his deputation period will be for two years or until recalled, whichever is earlier. It further clarifies that his lien and promotion prospects will continue to remain with the General Administration Department of Jammu and Kashmir.

In addition, the officer will be eligible for incentives to be provided by the UT of Ladakh and shall be considered relieved from J&K with immediate effect. He has been directed to report to the General Administration Department of Ladakh for further posting.

The decision has been taken “in the interest of administration,” the order stated. (JKNS)

Srinagar, Jul 08 (KNO): Several crucial government websites and portals in Kashmir have been non-operational for the past two months, causing severe inconvenience to needy individuals relying on various social welfare schemes.

The disruption is particularly impacting beneficiaries of the Golden Card and other welfare programs. The Food Supplies department’s online portal is also affected, preventing the registration for essential services.

Patients suffering from chronic illnesses have expressed urgent need for Golden Cards to facilitate treatment. However, with the online registration process suspended, they are unable to obtain these cards and are compelled to seek medical care in private hospitals, which many cannot afford.

Similarly, the government’s Marriage Assistance Scheme (MAS) for poor girls is also facing setbacks as the online portal is non-functional. Registration for this scheme is mandatory one month prior to marriage.

According to the news agency—Kashmir News Observer (KNO), many girls with imminent wedding dates are unable to apply, risking exclusion from the scheme if they marry without registration. Complaints have also been received regarding other departments, with citizens demanding clarifications to ensure eligible girls do not lose access to government support.

Sakina Itoo, the Minister in charge, when contacted, admitted that the portals are down at present and that the government is aware of the hardships being faced by the people. “The portals are currently down, and many are unable to apply. This issue is now on my notice. I will discuss it with departmental officers because the poor people have to bear the brunt. If online registration cannot be restored immediately, we may need to consider offline alternatives until the system is fixed.”

“I will call the concerned officers to explore possible solutions or workarounds, so people do not face difficulties,” she said.

Regarding the Golden Card specifically, the Minister said that the registration for the Golden Card should be linked to ration cards, which is also currently affected online. We know that portals are closed, and Golden Cards are made online, so this issue is significant. We will explore all possible options to assist people and thoroughly examine the situation. We will assess the scope of the problem, including the number of affected individuals and applicants, to determine feasible solutions.”—(KNO)

Drinking Water Crises: Sopore faces shortage of 80 lakh litres daily, tanker support inadequate

Sopore, Jul 08 (KNO): Amid soaring summer temperatures and mounting public frustration, Sopore town in north Kashmir is facing an alarming drinking water deficit of nearly 80 lakh litres per day, with rural areas adding another 30 lakh litres to the shortfall.

Sopore town, which comprises 21 municipal wards, requires much more than the current capacity to meet its basic water needs. “We are bearing the brunt and with such a massive shortfall, it is becoming impossible to manage,” an official from the Jal Shakti Department, on condition of anonymity, told the news agency—Kashmir News Observer (KNO).

To bridge the gap, authorities have been relying heavily on water tankers. However, only three tankers are currently operational, far short of the minimum 10 required to serve the township. “Out of the three, one is reserved for security forces and government offices, which leaves just two for the entire civilian population,” the official added. “These tankers are also in poor condition and require constant repairs.”

While six tankers were hired for short durations over the past two years, officials within the department admit this was a temporary and inadequate fix. “We always project the need for more tankers, but only a small budget is sanctioned during peak summer months,” a senior insider told KNO. “Ideally, three tankers should be hired on a yearly basis, but that hasn’t happened.”

Amid the growing crisis, officials are pinning hopes on the AMRUT 2.0 (Atal Mission for Rejuvenation and Urban Transformation) project, which is expected to be implemented soon. “For the first time, the department will tap the Jhelum River as a source for supplying drinking water to the town. This could significantly improve the situation in the long run,” an engineer supervising the project said.

The ongoing crisis has sparked a wave of protests across various parts of the town. Residents, particularly women and elderly, have taken to the streets, accusing the authorities of turning a blind eye to their plight. “We have been forced to buy water or walk long distances to fetch it. This is unacceptable in 2025,” said Naseerabad residents.

Several other localities in Sopore are also bearing the brunt of the worsening water crisis.

Until long-term projects like AMRUT 2.0 come to fruition, locals fear their suffering will continue unabated, especially as climate change and rising temperatures exacerbate the demand.

It is noteworthy that, MLA Sopore Irshad Rasool Kar on Tuesday convened a crucial meeting with Jal Shakti Department officials, stressing the urgent need to restore and upgrade existing water supply schemes across the constituency.

Expressing concern over the hardships faced by residents, the MLA Kar, directed officials to submit a comprehensive report on infrastructure gaps and delayed projects. The department assured immediate short-term interventions along with long-term solutions under government-approved schemes—(KNO)

Srinagar, Jul 08 (KNO): The annual Amarnath Yatra continues to witness a massive rush of devotees as over 1.11 lakh pilgrims have performed the darshan at the holy cave shrine in the first six days of the pilgrimage, while more than four lakh people have registered so far.

Officials informed the news agency—Kashmir News Observer (KNO) that a total of 93,342 pilgrims had visited the holy cave shrine till July 7. On the sixth day of the Yatra (today), an additional 18,633 pilgrims performed darshan, taking the cumulative total to 1,11,975.

Today’s figure includes 13,010 males, 4,118 females, 256 children, 174 sadhus, 26 sadhvis, 2 transgender pilgrims, and 347 security personnel.

Officials said the Yatra is proceeding smoothly from both Pahalgam and Baltal routes amid tight security and favourable weather conditions. They said the 7th batch of 7,541 pilgrims, including 5,516 men and 1,765 women, left the Bhagwati Nagar base camp in Jammu in 309 vehicles for the twin base camps in Kashmir amid tight security arrangements on Tuesday morning.

“A total of 4,05,817 pilgrims have registered for the ongoing Amarnath Yatra so far. The number of casualties recorded to date stands at four, mainly due to health-related issues such as cardiac arrest, which are often triggered by low oxygen concentration at higher altitudes,” an official said.

Lieutenant Governor Manoj Sinha said on Tuesday that more than 1 lakh devotees have visited the holy cave shrine of Amarnath in the first six days of the annual pilgrimage. “The journey of faith, holy Shri Amarnath Ji Yatra has surpassed 1 lakh pilgrims within the first six days of pilgrimage,” Sinha said in a post on X.

He said the Yatra is continuing smoothly on both the Pahalgam and Baltal routes and is expected to draw more devotees in the coming days.

Moreover, Director General of Police (DGP), Jammu and Kashmir, Nalin Prabhat, conducted a comprehensive security review along the Baltal axis on Tuesday.

The DGP assessed the deployment and operational preparedness of forces guarding the Yatra route. “DGP J&K Shri Nalin Prabhat alongwith IGP Kashmir, DIG Central Kashmir Range & senior officers conducted #security review of ongoing #yatra along the Baltal axis today. The officers later reviewed the security and pilgrim facilities at #Shadipora, #Manigam and #Baltal Yatra camps,” Kashmir Zone Police post on X.

Srinagar: The Haj Committee of India (HCI) has started accepting online applications for Haj-2026 and the Jammu & Kashmir Haj Committee on Tuesday urged intending pilgrims from the Union Territory to apply well before the July 31 deadline.

According to the details available with the news agency—Kashmir News Observer (KNO), the pilgrims can fill the application form online by visiting the official website: https://hajcommittee.gov. in, https://hajcommittee.gov.in or by using the mobile app “HAJ SUVIDHA”, available for both Android and iOS users.

Speaking to KNO, Dr. Shujhat Qureshi, Executive Officer of the J&K Haj Committee, said they advise all eligible pilgrims from J&K to submit their applications early. “Our office is fully prepared to assist applicants with the process and ensure a smooth experience,” he said.

He added the online application window is open from July 7 to July 31, 2025 (till 11:59 PM).

Meanwhile, as per official guidelines, it is mandatory for applicants to have a machine-readable Indian International Passport, issued on or before the last date of application and valid at least till December 31, 2026.

Moreover, applicants have also been advised to carefully read the guidelines and undertakings before applying. The Haj Committee has also warned that cancellations, except in case of death or serious medical emergencies, will attract penalties and may lead to financial loss.

Srinagar, Jul 07 (KNO): As a severe heatwave sweeps across the valley, the recent decision to reopen schools with a 7:30 AM reporting time and to conduct both offline and online classes has ignited widespread concern among parents, students, and health professionals. Critics say this abrupt change is causing distress among children, disrupting sleep patterns, affecting mental well-being, and complicating family routines.

“Sudden changes in any environment, especially for children, can lead to stress and anxiety,” Dr Mohd Abrar Guroo, a Consultant Psychiatrist, told the news agency—Kashmir News Observer (KNO). “This may manifest as irritability, lethargy, poor concentration, anger, and tantrums.”

He said sleep is vital for children’s emotional regulation, memory, attention span, and overall mental health. “Early wake-up times may lead to chronic sleep deprivation, particularly in adolescents who tend to sleep later naturally. This can result in decreased academic focus, mood swings, and potential long-term mental health issues,” Dr Guroo warned.

Supporting this view, Dr Bilal Najar, Assistant Professor of Paediatrics at GMC Anantnag, highlighted the importance of age-specific sleep requirements:

Recommended Sleep Duration (per 24 hours):

– Toddlers (1–2 years): 11–14 hours (including naps)

– Pre-schoolers (3–5 years): 10–13 hours

– Grade-schoolers (6–12 years): 9–11 hours

– Teens (13–18 years): 8–10 hours

“Adequate sleep is crucial for proper behaviour, learning, and health. Insufficient rest can lead to attention problems, learning difficulties, and even accidents,” he said.

Dr Showkat Teeli, Head of Paediatrics at GMC Anantnag, said, “While the decision might have been made after administrative assessment, a one-week extension could have prevented unnecessary stress. Adjusting to new routines takes time, weeks rather than days. Such sudden shifts may cause mental strain for children and parents alike.”

He suggested that “online classes for higher grades and a temporary break extension for lower grades could have been alternative options.” Dr Teli also noted a positive aspect: “This decision encourages children to adapt to challenging circumstances and inculcate response skills, an important life lesson.”

Parents across the region are voicing concerns about the combined schedule of early school hours followed by online classes shortly after school ends.

“For example, a child travelling from Dargah to DPS Athwajan must wake up by 5:30 AM to be ready by 6 AM. School ends at 11:30 AM, but online classes start at 12:30 PM. Due to traffic, many children might not reach home in time,” said Farooq Ahmad, a parent from Srinagar.

“Where is the time for lunch, rest, or mental preparation for the next class? It’s an added burden on children’s mental health,” expressed another parent from Anantnag.

In hilly and remote areas, long commutes make managing the one-hour gap between offline and online classes nearly impossible.

Many parents also highlighted socio-economic challenges. “Approximately 40% of households live below the poverty line. Often, there is only one phone per household, usually with the parents who are at work. How will children attend online classes in such situations?” questioned Shazia Bano, a mother of two.

She added, “The lack of household assistance was raised as a concern. “In many families, both parents are government employees. If the phone is with them, who helps the children with online classes?”

Experts and parents are calling for a more flexible, empathetic, and phased approach to school reopening, particularly under extreme weather conditions.

“Before 2019, schools remained closed for months during hartals and shutdowns, yet academic sessions were managed effectively. Why the rush now?” questioned a teacher from Pulwama.

Dr Guroo called for holistic planning and public support, suggesting measures such as adjusting bedtimes, reducing screen time at night, and structuring mornings to help families adapt. “Schools should communicate openly with parents and ease the pressure,” he said.

A parent expressed frustration on social media: “This announcement feels more like punishment than policy. The system seems disconnected from ground realities, following the interests of private schools. This decision disrupts the lives of almost every family with students.”

Another parent said, “Forcing children to wake up at 6 AM, rush to school, and then jump into online classes is exhausting and harmful. It makes learning feel like a punishment.”

Concerns about infrastructure were also raised. “There’s no adequate digital infrastructure in place. Imposing online classes without considering that many families lack internet, laptops, or electricity is inhumane. The one-hour break is hardly enough for travel and lunch, let alone focused learning,” said a critic.

Some critics accused the system of moving towards commercialisation of education: “Public education is being corporatised, treating students as fee-paying clients rather than learners. Decisions like this reveal a disconnect from children’s well-being and a tendency towards authoritarianism.”

A parent on social media said the plan of two online classes after just a one-hour break is deeply flawed. “Many students will have to rush home in the heat to log in again. Rural students and those with long commutes will suffer even more. Please reconsider this policy,” the parent urged—(KNO)

No Need to Extend Summer Break, Temperatures Very Likely to Ease from Tomorrow: Weather Expert

Amid growing public curiosity over possible extension of the summer break in schools due to the ongoing heatwave, weather experts have forecast a significant drop in temperatures across Kashmir starting Monday, providing much-needed relief from the scorching heat.

Independent weather forecaster Kashmir Weather’s Faizan Arif as per news agency JKNS said , there is “100% certainty” that temperatures will begin to decrease gradually and stay within comfortable range for at least a week. “Some days may even see below-normal temperatures,” it stated.

Humidity, however, is expected to persist until the monsoon season ends, likely around August or September, he said.

The weather forecaster strongly opined that there is no justification for extending the school summer break any further. “Forecast models are highly confident and in strong agreement that temperatures will ease,” it said, adding that “we can’t expect July to behave like April or October now,” Faizan said.

It also clarified that temperatures around 31–32°C are considered normal for July in the region and not extreme enough to warrant school closures. (JKNS)
