JKBOPEE Recruitment 2026: OBC Category MS General Surgery Seat Open at GMC Anantnag, Counselling on Feb 23

0

The Jammu and Kashmir Board of Professional Entrance Examinations (JKBOPEE) has issued Notification No. 035-BOPEE of 2026 dated 20-02-2026 regarding the filling up of one (01) vacant seat of MS General Surgery at Government Medical College (GMC) Anantnag under the OBC category. The notification comes in light of the resignation of a previously allotted candidate and aims to ensure that the vacant seat is filled promptly through a physical round of counselling.

This latest development is crucial for OBC category NEET-PG aspirants in Jammu & Kashmir who are currently not holding any seat and are seeking admission in MD/MS/PG Diploma courses for the academic session 2025.

Background of the Vacancy

As per the official notification , the Board had earlier issued Notification No. 183-BOPEE of 2025 dated 26-11-2025, wherein a provisional selection list was notified after the first round of online counselling for MD/MS/PGD Courses-2025.

During that round:

  • A candidate, Rizwan Jeelani Zargar, was allotted MS General Surgery at GMC Anantnag under the OBC category.
  • The candidate later resigned from the allotted seat.
  • However, the concerned college did not inform JKBOPEE in time about the resignation.
  • As a result, the seat remained vacant and was not filled during subsequent counselling rounds.

Later, during the Mop-up Round of Physical Counselling (Notification No. 030-BOPEE of 2026 dated 12-02-2026), remaining reserved category seats were converted to Open Merit (OM) as per Section 09(2) of the J&K Reservation Act, 2004. However, since the resignation information was communicated only on 20-02-2026, the OBC seat at GMC Anantnag remained unfilled.

To rectify this, JKBOPEE has now announced a special physical counselling round exclusively for OBC candidates.

Counselling Schedule and Venue Details

JKBOPEE has scheduled the physical round of counselling on 23-02-2026 (Monday) for eligible OBC category candidates.

Important Details:

  • Date of Counselling: 23 February 2026 (Monday)
  • Reporting Time: 10:00 AM to 11:00 AM
  • Venue: BOPEE Offices at Jammu and Srinagar
  • Eligible Candidates: Registered OBC candidates who are not holding any seat

Candidates must report within the specified time window for Registration, Attendance, and completion of formalities. Late reporting may lead to disqualification from the counselling process.

Counselling Fee Details

Candidates participating for the first time in physical counselling are required to pay:

  • Counselling Fee: ₹2000/-
  • Mode of Payment: Physical payment through POS machines available at BOPEE offices in Jammu/Srinagar

Candidates are advised to carry valid ID proof, required documents, and sufficient funds for fee payment.

What Happens If the Seat Remains Vacant?

The notification clearly states that:

If the said seat remains vacant due to non-availability of eligible OBC candidates, it shall be converted to Open Merit (OM) as per Section 09(2) of the J&K Reservation Act, 2004.

This means that OBC candidates have a final opportunity to claim the seat before it is converted to OM and opened for other eligible candidates.

Applicable Rules and Conditions

JKBOPEE has clarified that:

  • All other Terms and Conditions remain the same as mentioned in the e-Information Brochure.
  • Previous notifications and notices issued by the Board will continue to apply.
  • Candidates must fulfill eligibility criteria as per NEET-PG and JKBOPEE norms.

The notification has been issued under the authority of:

Prof. Gurvinder Raj Verma
Controller of Examinations
J&K BOPEE

Notification Reference:
No. BOPEE-Exam/112/2025(7762207) Dated: 20.02.2026

Importance of MS General Surgery at GMC Anantnag

Government Medical College Anantnag is one of the emerging government medical institutions in Jammu & Kashmir. Securing an MS General Surgery seat in a government college provides:

  • Advanced surgical training
  • Exposure to diverse clinical cases
  • Affordable fee structure compared to private colleges
  • Strong academic and hospital infrastructure
  • Government-recognized postgraduate qualification

For OBC category aspirants, this vacancy presents a significant opportunity to pursue specialization in General Surgery within the Union Territory.

Who Should Apply?

The counselling is specifically meant for:

  • Registered OBC category candidates
  • Candidates who participated in NEET-PG 2025
  • Aspirants who are currently not holding any seat
  • Candidates meeting eligibility criteria as per JKBOPEE guidelines

Those already holding seats are generally not eligible unless otherwise specified under Board rules.

Documents to Carry for Physical Counselling

Although the notification does not list documents explicitly, candidates are advised to carry:

  • NEET-PG Admit Card & Score Card
  • JKBOPEE Registration Slip
  • Category Certificate (OBC)
  • Domicile Certificate (if applicable)
  • MBBS Degree/Provisional Certificate
  • Internship Completion Certificate
  • Valid Photo ID
  • Fee payment proof (if applicable)

Failure to produce required documents may result in cancellation of candidature.

Legal Framework: J&K Reservation Act, 2004

The notification references Section 09(2) of the J&K Reservation Act, 2004, which governs conversion of reserved category seats to Open Merit when eligible candidates are unavailable.

This ensures:

  • No seat remains vacant unnecessarily
  • Fair opportunity is provided to reserved categories first
  • Transparent and lawful admission process

Candidates must therefore treat this counselling round as the final chance under the OBC quota for this seat.

Why This Notification Matters for NEET-PG Aspirants

This development is significant because:

  1. It reopens admission opportunity for OBC aspirants.
  2. It corrects an administrative delay caused by late communication of resignation.
  3. It ensures transparency in seat allocation.
  4. It prevents permanent loss of a postgraduate medical seat.

For many aspirants who narrowly missed selection earlier, this could be a career-defining opportunity.
