Over 32,000 Seek De-Addiction Treatment in J&K Since 2022; Srinagar Tops List at 6100: J&K Govt

Srinagar, Feb 20: The Jammu and Kashmir Government on Friday informed the Legislative Assembly that more than 32,000 drug abuse patients have been registered across the Union Territory since 2022, with authorities intensifying treatment and rehabilitation measures under ongoing anti-drug initiatives.

Replying to queries by many legislators, the Health and Medical Education Department as per news agency Kashmir News Corner — KNC stated, that a total of 32,517 patients have been enrolled for treatment, including 16,759 in Kashmir division and 15,758 in Jammu division.

As per official data, Srinagar recorded the highest number of cases in Kashmir division with 6,100 registrations, followed by Anantnag (2,157), Kulgam (2,075), Baramulla (1,623), Pulwama (1,312) and Budgam (1,166). Other districts include Bandipora (817), Shopian (713), Kupwara (552) and Ganderbal (244).

In Jammu division, Government Medical College (GMC) Jammu accounted for the highest registrations at 9,806 cases. It was followed by GMC Kathua (1,529), GMC Rajouri (1,227), Udhampur (968), Ramban (577), Doda (566), Poonch (359), Kishtwar (311), Samba (292) and Reasi (123).

The government said de-addiction services are being strengthened under the Nasha Mukt Bharat Abhiyan, with Addiction Treatment Facilities (ATFs) operational in all districts of Kashmir and nine districts of Jammu division. These centres provide both outpatient (OPD) and inpatient (IPD) services for comprehensive treatment.

While de-addiction OPD services are available in all 20 districts of J&K, IPD facilities are functional in all Government Medical Colleges with psychiatrists deployed for specialised care.

The House was further informed that although there is no separate proposal to establish new de-addiction centres in Pulwama and Samba, an existing centre at Bajwani, Tral, caters to Pulwama district, and an ATF has been operational at District Hospital Samba since February 2024.

The government added that awareness drives, community outreach programmes and Panchayat-level monitoring mechanisms are being implemented to identify vulnerable youth and connect them with treatment and rehabilitation services. (KNC)

Srinagar, Feb 20: The government on Friday informed the House that 65 Water Supply Schemes have been sanctioned for the Union Territory of Jammu and Kashmir under AMRUT 2.0, including one scheme for the Sopore constituency.

In response to a query by MLA Irshad Rasool Kar, the Chief Minister, who is also the Minister in charge, told the House, as per the news agency —Kashmir News Observer (KNO), that 62 of the sanctioned schemes are currently at various stages of execution.

The minister further informed that no scheme has been completed or made functional so far, adding that the technical evaluation has been completed for the Water Supply Scheme Sopore and Water Supply Scheme Udhampur Part I.

The Chief Minister also informed that Water Supply Scheme Udhampur Part II and Pokhribal Part II are at the evaluation stage, while the development of the AMRUT Model Pocket 24×7 has been re-tendered.—(KNO)

MBBS/BDS intern stipend enhancement under review: Govt tells House

Jammu: The Government on Friday informed the House that the proposal for enhancement of stipend for MBBS/BDS interns is presently under examination in the Finance Department.

Replying to a question tabled by MLA Hasnain Masoodi, the Health & Medical Education Department, according to the news agency—Kashmir News Observer (KNO), said that a committee constituted vide Government Order No. 538-JK(HME) of 2023 had recommended raising the existing stipend from rupees 12,300 per month to rupees 25,000 per month in favour of MBBS/BDS internees.

The government said, recommendations were examined in the department and submitted to the Finance Department for concurrence. It added that the Finance Department had sought clarifications on multiple occasions and conveyed certain observations.

These observations, as per the reply were communicated to the concerned Government Medical Colleges (GMCs), which furnished the required information from time to time. The submissions received were examined and the case has again been forwarded to the Finance Department for consideration.

The government further stated that there is no undue delay in issuance of formal orders and that the department is actively considering the demands of MBBS/BDS internees.—(KNO)

Srinagar, Feb 20: The Government on Friday informed the Legislative Assembly that over Rs 1,684 crore in compensation has been released so far for land acquired for Ring Road projects in Jammu and Kashmir.

Replying to a question tabled by MLA Devyani Rana, the Revenue Department, as per the news agency—Kashmir News Observer (KNO), said the Ring Road in Jammu passes through Jammu and Samba districts, while in Kashmir, the project covers six districts, including Srinagar, Baramulla, Pulwama, Budgam, Ganderbal and Bandipora.

The government said the compensation sharing ratio between NHAI and the UT Government is 90:10.

As per the details provided, they said, in Jammu division, against a total awarded amount of Rs 322.21 crore, an amount of Rs 270.11 crore has been released, while Rs 52.10 crore is pending.

In Kashmir division, out of a total awarded amount of Rs 1,784.49 crore, an amount of Rs 1,514.34 crore has been released, while Rs 270.15 crore remains pending. “The amount disbursed so far stands at Rs 1,450.94 crore, while Rs 63.40 crore is yet to be disbursed,” the reply said.

The government further informed, that compensation cases of several landowners are still pending. In Jammu division, 38 cases in Samba and 112 in Jammu are awaiting disposal due to reasons such as non-deposit of balance funds by the indenting department, litigation, court references and other land-related disputes.

“An amount of Rs 3.73 crore for Jammu district has been uploaded on the Bhoomi Rashi portal.”

They said, in Kashmir division, pending cases include 57 in Srinagar, 7 in Baramulla, 247 in Budgam, 905 in Ganderbal, and 32 in Bandipora and compensation is partly delayed due to litigations and disputes between parties.

It added that an amount of Rs 28.20 crore has been deposited before the High Court of J&K in connection with title disputes between landowners and the Custodian Department. “The compensation in dispute-free cases is being disbursed regularly through the Bhoomi Rashi portal,” the government said.—(KNO)
