Intense Showers, Thunderstorms Likely to Continue for Next 6 Hours: MeT

Srinagar, 19 APR: Jammu and Kashmir has been experiencing heavy rainfall since late Friday night, with fresh snowfall reported in many higher reaches of the region. The sudden change in weather has brought down temperatures and disrupted normal life in several areas.

According to the Meteorological Centre in Srinagar, a nowcast issued at 4 PM on Saturday, forecasting “moderate rain with intense showers, accompanied by moderate to severe thunderstorms, lightning, and gusty winds at many places across the Union Territory over the next 6 to 8 hours.”

The department has advised people to stay indoors or seek safe shelter, and to avoid venturing near water bodies, loose structures, and landslide-prone zones.

Authorities are closely monitoring the situation, especially in hilly and vulnerable areas, as the risk of landslides, flash floods, and falling trees remains significant.

Shopian, Apr 19 (JKNS): Following a recent hailstorm in various areas of Shopian district, the Chief Horticulture Officer has issued a detailed advisory, urging orchardists to take immediate preventive measures to protect their fruit crops.

According to the advisory accessed by news agency JKNS reads, affected orchardists are advised to spray fungicides in 100 litres of water per treatment once the weather improves. For Apple and Pear crops, the recommended fungicides are Mancozeb 75WP, Propineb 70WP, and Zineb 75WP (each @300g), along with Zineb 68% + Hexaconazole 4% (@125g). Farmers have also been advised to remove all fallen leaves immediately and maintain proper drainage in orchards.

For Cherry, Apricot, Plum, Peach, and Almond crops, the department recommends using Carbendazim 50WP (@50g), Carbendazim 12% + Mancozeb 63% 75WP (@250g), and Thiophanate Methyl 70WP (@50g), advisory reads.

J&K Hajj pilgrims plummet 70% in two years as costs soar

Srinagar: The number of pilgrims heading for Hajj from Jammu and Kashmir has seen a sharp decline in recent years, with official figures revealing a 70 per cent drop over the past two years compared to 2023.

Only 3,624 pilgrims from the region are set to embark on the sacred journey in 2025, down from 7,008 pilgrims who performed the pilgrimage last year.

Officials, speaking to the news agency—Kashmir News Observer (KNO), cite a combination of factors behind the decline, including the rising cost of travel after the removal of government subsidies, the absence of foreign airlines in this year’s Hajj operations, and increasing concerns about extreme summer temperatures in Saudi Arabia.

In addition to the pilgrims from J&K, 242 individuals from Ladakh are also scheduled to travel for Hajj this year. Flights from Srinagar International Airport are expected to begin on May 4 and will continue until May 15.

A total of 13 flights are planned from Srinagar, while one additional flight carrying 440 pilgrims will depart from New Delhi, according to the officials.

Looking at the recent trend, the decline is part of a broader pattern. In 2023, 12,079 pilgrims from Jammu and Kashmir undertook the pilgrimage.

That number fell by 42 per cent in 2024, and this year, it has dropped further by around 48 per cent. Overall, the region has witnessed a 70 per cent decrease in Hajj pilgrims over just two years.

In 2022, the combined figure for J&K and Ladakh stood at around 6,000 pilgrims, marking a relatively stable period following the COVID-19 pandemic, during which Hajj was suspended in 2020 and 2021.

The surge in 2023 was short-lived, and the sharp fall in the subsequent years reflects both financial and logistical hurdles that prospective pilgrims are facing.

While the official Hajj quota for J&K in 2024 was 8,200, only 8,147 applications were received, and 7,008 individuals ultimately completed the journey.

The officials further said that apart from the government-organised arrangements, approximately 3,000 pilgrims from J&K opt for private travel operators each year a trend that has held steady since 2015.

“With the soaring cost of travel and the absence of foreign airlines, the number of pilgrims from J&K has been considerably reduced. Added to that, the fears over extreme temperatures in Saudi Arabia have also deterred many from making the pilgrimage this year,” another official said—(KNO)

National Overseas Scholarship Scheme 2025-26: Check Eligibility Criteria

National Overseas Scholarship Scheme 2025-26 is an initiative of the Ministry of Social Justice and Empowerment, Government of India for students belonging to Scheduled Caste (SC), Denotified Nomadic and Semi-Nomadic Tribes, Landless Agricultural Labourer and Traditional Artisan categories. The scheme provides financial assistance to students belonging to the aforementioned categories for pursuing a Master’s or Ph.D. degree at accredited universities abroad in any field of study. Selected candidates will receive an annual maintenance allowance of USD 15,400 and other benefits.

Booking charges, excess baggage fees, cancellation charges, and other add-ons are not reimbursed. Awardees can claim airfare reimbursement from their respective Indian Mission abroad after joining the university and submitting a joining report.  Return tickets will be booked by the Indian Mission abroad.

Note:-

  • A contingency allowance is provided for awardees to cover expenses like books, essential apparatus, study tours, travel to subject-related conferences/workshops, thesis typing and binding, etc.
  • University/institution fees directly related to studies are covered, including student service fees, amenity fees, registration fees, examination fees, enrollment fees, and library fees. However, fees for English or other language courses (before or during the program) are not allowed.
  • Awardees can supplement their allowances with research or teaching assistantships.
  • Second-class railway fare is covered from the port of disembarkation to the place of study and back. For far-flung locations without rail access, bus fare(s) to the nearest railway station, ferry crossing costs, airfare to the nearest rail-connected airport (if necessary), and second-class railway fare by the shortest route to the port of embarkation and back are permissible.
  • The disbursement method for this financial assistance will be decided by the Government of India and Indian Missions abroad.
  • If a selected research student visits India for study/research purposes under the NOS scheme with approval from the Indian Mission and university, the maintenance allowance rates in India will be the same as those under the National Fellowship Scheme for Scheduled Castes (SC) implemented by the Ministry of Social Justice and Empowerment.

  • Self-declaration regarding any pending case/Non-conviction of offence
  • Copy of Passport

The Ministry will process the Confirmation of the Award Letter after verification of the offer letter by the concerned Embassy and original documents as sought by the Department.

Note:- Candidates must visit the Ministry personally on any working day, with prior permission/appointment, to submit original documents for verification.

Documents Required for Confirmation of Award Letter:-

After verification of original documents by the Ministry and approval from the Financial Department (IFD), the awardee will be issued a Confirmation of Award Letter. The candidate must submit the following:

  • Two Bonds on at least ₹100 non-judicial stamp paper, executed before a Notary Public, with two sureties, as per the Scheme’s regulations.
  • Solvency certificates for both sureties.
  • Health Certificate
  • Two copies of Passport and Visa
  • An undertaking/declaration on non-judicial stamp paper stating that the awardee has not acquired the qualification for which they have been selected and has not obtained any other scholarship.
  • The desired date of departure to join the foreign university.

Note:-

  • Candidates must visit the Ministry personally on any working day, with prior permission/appointment, to submit original documents and copies of the above-mentioned documents. They should also submit PDF copies of all documents via email.
  • Specimen copies of the bond, solvency certificate, and undertaking will be issued with the Confirmation of Award Letter. The undertaking must be submitted on ₹10 non-judicial stamp paper, sworn before a Notary Public.

Selection Criteria
There will be only two rounds of selection. For each selection cycle, a merit list of eligible candidates will be drawn up based on the rank of the foreign university or institution from which the candidate has received an offer of admission, as per the latest QS ranking. Scholarships will be awarded in the order of this merit list, by Clause 2(b).

PFMS Scholarship 2025 – How to Track NSP Scholarship Payment Status?

Candidates with an offer letter from a higher-ranked university or institution will be ranked higher on the merit list.

In case of a tie in QS rankings between two or more candidates, their position in the merit list will be determined by the marks or grades secured in the qualifying examination for the higher studies for which the scholarship has been applied.

The online applications of eligible candidates will be presented to the Selection-cum-Screening Committee, which will make recommendations for the selection and ranking of eligible candidates for scholarships.

A waitlist of eligible candidates will be maintained in the final round. The waitlist will be valid until March 31st of the selection year. Candidates on the waitlist may apply for the next selection year as well. The waitlist will be limited to a maximum of 50% of the total seats.

Selected candidates who have already secured admission to a foreign university or institution will be issued provisional award letters.

Students may be granted a maximum of one year or two intake deferrals, whichever is earlier, from the date of issuance of the provisional award letter to join the university or institution abroad. Failure to do so will result in the automatic cancellation of the award, and no further correspondence will be entertained.

If a Confirmation of Award letter is issued to an awardee, they must complete all procedures, such as verification of original documents, submission of bonds, solvency certificates, etc., within six months of the issuance of the Confirmation of Award Letter. Failure to do so will result in the automatic cancellation of the award letter. No further extensions will be granted for completing these formalities.

Terms and Conditions
  • 30% of the scholarships will be reserved for women candidates each year.
  • Candidates must submit their Aadhaar Card on the NOS portal and secure admission to programs/fields specified in the Scheme at a top 500 QS-ranked university/institution (latest ranking available). (Link: https://www.topuniversities.com/university-rankings/world-universityrankings/2025)
  • Candidates are not eligible for scholarships under this scheme to pursue the same level (Master’s/Ph.D.) of study for which they already qualify at any university/institution in India or abroad.
  • Topics/courses related to Indian culture, heritage, history, or social studies research will not be covered under the NOS scheme. The Selection-cum-Screening Committee of NOS will have the final say on which topics can be covered under this category.
  • Employed candidates are required to submit a No Objection Certificate (NOC) from their employer to this Ministry.
  • Awardees who were government servants before going abroad are also required to serve the government upon returning to India, if they continue government service, under the same terms and conditions as before their departure with the NOS scholarship.
  • All administrative matters like study leave, salary, etc., are the sole responsibility of the candidate and their employer, as per their organization’s rules. This Ministry will not take any responsibility or assist in these matters.
  • Candidates are responsible for obtaining the appropriate visa for their chosen country of study. Visa authorities may issue visas that permit the candidate to pursue the specified course abroad and then return to India. For candidates applying to universities in the United States, a J-1 Visa is mandatory. The US State Department maintains a list of Designated Sponsor Organizations for J-1 visas for students. Candidates going to the USA should only apply to J-1 Visa sponsoring universities/colleges. Candidates who have applied or already obtained an F-1 Visa are not eligible for scholarships under the Scheme. The Government of India will not assist candidates in obtaining visas.
  • Candidates will give an undertaking to allow their university to share information with the concerned Indian Mission abroad and the Ministry.
  • They will also undertake that they are not receiving any other scholarship from the Government of India/State Government/foreign government/other organizations in India or abroad. If a scholarship is received from the university/college where they secured admission, it will be allowed, but the amount will be deducted from the admissible amount under NOS.
  • Selected candidates must also give an undertaking to the Ministry and the Indian Mission abroad, as per prevailing laws of the foreign country, that they will not extend their stay beyond the completion of the course or scholarship duration (whichever is earlier) unless permitted under clause 14.
  • In the event the chosen university/institution allows online classes due to the COVID-19 pandemic or similar future situations, the candidate is required to join the online classes upon completing all procedural formalities as per the scheme guidelines.
  • Selected candidates must execute a bond on a non-judicial stamp paper before a notary public with two sureties who will execute separate surety bonds for the actual amount to be spent by the Government of India on the candidate, or ₹50,000 (whichever is higher).
  • The language of the bond must be acceptable to both the candidate and the Government of India. Solvency certificates must be provided for both sureties, issued by the Revenue Department of the concerned State Government.
  • If a selected candidate obtains admission and joins the university/institution before bond execution as mentioned above and cannot return to India, they may execute a Power of Attorney (POA) for a representative in India to act on their behalf and sign legal bonds/agreements/undertakings with the Government of India. All such POAs must be attested/validated by the Indian Embassy/High Commission in the country of study.
  • Selected candidates are required to furnish all documents and enter into agreements as decided by the Government of India from time to time.
  • Married candidates who decide to take their spouse and children with them or have them join them during the study period are solely responsible for assessing their financial potential and obtaining passports, visas, etc. No financial assistance or support is provided under the Scheme for spouses and children.
  • Awardees who receive an overpayment through an Indian Mission abroad or any other government agency are liable to refund the same to the Government of India. Their employer (if any) may recover the excess amount from their dues, at the request of the Government of India, and refund it.
  • No scholarship will be disbursed/paid to candidates who complete their education abroad without completing the required procedures/formalities under the scheme.
  • Only online applications will be considered for the award. Incomplete applications will be summarily rejected. However, rejected candidates may apply in subsequent selection phases. Candidates must submit the required documents.
  • Grievances regarding the results may be submitted within 30 calendar days of the result publication on the portal.
  • No requests for changes to the Institution/University will be entertained. If a selected candidate wishes to change their course or university, they must apply afresh in the next available round.
  • The jurisdiction of the scheme is limited to providing prescribed financial support to the selected candidates for pursuing higher education in the specified subjects.
  • If a candidate pursuing studies abroad violates any terms and conditions of the bonds executed by them, if the educational institution/university informs the Indian Mission abroad about adverse reports on the candidate’s studies or conduct, or if the candidate leaves for another country, absconds, joins another university or course/program, or returns to India without informing the Indian Mission abroad due to an exigency, they will be declared a defaulter and liable to refund the entire amount spent on them, along with 12% annual interest.
  • If the awardee fails to repay the amount within six months of the demand for a refund, a penal interest of 2.5% higher than the normal interest rate will be charged on the outstanding amount. If the awardee still fails to repay the amount and interest, their sureties, who have executed bonds, will be liable to pay the entire amount. If necessary, the District Collector of the concerned district will recover the amount as arrears of land revenue.
  • If any candidate has provided false information or documents, they will be disqualified from the award. If they have already availed of the award or are currently availing of it, action will be initiated to recover the amount spent, along with 15% compound interest. The candidate will also be blacklisted for future awards.
  • For employed candidates, departmental action will be initiated, and the Government of India will take up the matter with their respective employers. Employers are requested to carefully review the applications of their employees before issuing NOCs. Employers are also free to require their employees to execute bonds as they deem necessary, following their rules and regulations.
  • Any litigation arising from this Scheme in India will be subject to the exclusive jurisdiction of the courts located in the Union Territory of Delhi. Litigation arising abroad will be handled by the Indian Missions abroad.
  • A provision of up to 1% of the total NOS budget will be allocated to Indian Missions abroad/the Ministry for creating a database, publicity, hiring manpower, maintaining/upgrading the NOS Portal, generating awareness, and other activities necessary for the efficient operation of the scheme. Using these administrative expenses, Missions may engage full-time or part-time personnel to manage related work, with the approval of the Ministry.
  • The candidate will not be eligible to receive any other scholarship benefits from similar schemes offered by the Central or State Governments.
  • Under special circumstances, the Minister of Social Justice and Empowerment may consider and decide on modifications or relaxations to the guidelines of the National Overseas Scholarship Scheme for SC, etc., except for financial norms. Financial parameters may be changed in consultation with the Department of Expenditure.

  • April 18–20: The region is expected to remain generally cloudy with light to moderate rain and snowfall, particularly over the higher reaches. There is also a possibility of moderate to heavy rain/snow at isolated to scattered locations during April 18 and 19. Thunderstorms and gusty winds are likely to occur starting from the evening of April 18 through the late night of April 20.
