DGM (E7 level)

Qualification Required: Member of ICSI (Institute of Company Secretaries of India)

Experience required: For candidates currently working in Govt./ Public Sector Undertakings – minimum 16 years of post-qualification experience (including minimum 4 years in a listed company) in the executive cadre in the relevant area in a Govt. company/ Public Sector Undertaking or Private Company, out of which at least 03 years’ experience in the post and scale of Rs. 90,000-2,40,000 or above.

For candidates currently working in Private Sector – minimum 16 years of post-qualification experience (including minimum 4 years in a listed company) in the executive cadre in the relevant area.

Upper Age Limit: 47 Years

Pay Scale: E7 Grade-Deputy General Manager level/ IDA (Rs. 1,00,000-2,60,000), Additionally, DA, other perquisites and allowances, HRA/ Company Accommodation, Medical Facilities, PRP, Group Insurance, Terminal Benefits etc. as per Company’s Rules in force from time to time.

Manager (E5 level)

Qualification Required: Member of ICSI (Institute of Company Secretaries of India)

Experience Required: For candidates currently working in Govt./ Public Sector Undertakings – minimum 11 years of post-qualification experience (including minimum 2 years in a listed company) in the executive cadre in the relevant area in a Govt. company/ Public Sector Undertaking or Private Company, out of which at least 03 years’ experience in the post and scale of Rs. 70,000-2,00,000 or above.

For candidates currently working in Private Sector- minimum 11 years of post-qualification experience (including minimum 2 years in a listed company) in the executive cadre in the relevant area.

Upper Age Limit: 42 Years

Pay Scale: ES Grade – Manager level IDA (Rs. 80.000- 2,20,000). Additionally, DA, other perquisites and allowances, HRA/ Company Accommodation, Medical Facilities, PRP, Group Insurance, Terminal Benefits etc. as per Company’s Rules in force from time to time.

Deputy Manager (E4 level)

Qualification Required: Member of ICSI (Institute of Company Secretaries of India).

Experience Required: For candidates currently working in Govt./ Public Sector Undertakings – minimum 9 years of post-qualification experience in the executive cadre in the relevant area in a Govt. company/ Public Sector Undertaking or Private Company, out of which at least 03 years’ experience in the post and scale of Rs. 60,000-1,80,000 or above.

Experience Required: For candidates currently working in Govt./ Public Sector Undertakings – minimum 7 years of post-qualification experience in the executive cadre in the relevant area in a Govt. company/ Public Sector Undertaking or Private Company, out of which at least 03 years’ experience in the post and scale of Rs. 50,000-1,60,000 or above.

For candidates currently working in Private Sector – minimum 7 years of post-qualification experience in the executive cadre in the relevant area.

Upper Age Limit: 37 Years

Pay Scale: E3 Grade Assistant Manager level IDA (Rs. 60,000-1,80,000). Additionally. DA, other perquisites and allowances, HRA/ Company Accommodation, Medical Facilities, PRP, Group Insurance, Terminal Benefits etc, as per Company’s Rules in force from time to time.

Executive on Fixed Term Basis

Qualification Required: Member of ICSI (Institute of Company Secretaries of India)

Experience Required: Minimum 3 years of post-qualification experience in the relevant area in a Govt. company/Public Sector Undertaking or Private company.

Upper Age Limit: 35 Years

Remuneration: Monthly Consolidated amount of Rs. 90,000/-. Additionally, HRA/ Company Accommodation, Retention Benefit and Medical facility for self, spouse, dependent parents and two children.

Some general points to remember:

  1. Only Indian Nationals are eligible to apply.
  2. All qualifications should be from Universities/Institutions recognized & approved in India.
  3. All computations of age/experience requirement/qualification shall be done with respect to the last date of receipt of online application as mentioned in the advertisement.
  4. In case the vacancy is for any reserved category, candidates claiming to belong to the particular category will necessarily need to have a valid SC/ST/OBC-NCL/Disability/ EWS certificate, from the Competent Authority.
  5. The Upper age limit is relaxed by 5 years for SC/ST candidates, 3 years for OBC- NCL candidates,10 years for PwBD candidates. Relaxation of age to Ex- Serviceman will be as per Govt. guidelines.
  6. There may be multi-stage selection process comprising of application shortlisting/screening (based on qualification/percentage of marks, no of years of experience, etc.), written/computer- based test, personal interview, etc, or combination of the above or to raise the minimum eligibility standards/criteria, as per requirement.
  7. Only submitting application against the advertisement and fulfilling the criteria as prescribed would not bestow on him/her the right to be definitely called for interview/considered further for selection process.
  8. While applying for the post, applicants are required to ensure that they fulfill the eligibility and other norms as mentioned, and that the particulars furnished are correct in all respects. If at any point it is detected that a candidate does not fulfill the eligibility norms and/or that he/she has furnished any incorrect/false information or has suppressed any material fact(s), his/her candidature will be automatically cancelled.

MHA Promotes 12 IPS Officers to Selection Grade, 5 Officers to DIGP Grade

Srinagar, Mar 10 (JKNS): The Ministry of Home Affairs (MHA) has approved the promotion of five IPS officers to the Deputy Inspector General of Police (DIGP) Grade and twelve IPS officers to the Selection Grade.

A copy of the order, accessed by news agency JKNS, states that Maqsood-ul-Zaman, Mubassir Latifi Ameer, Shiv Kumar Sharma, Rashmi Wazir, and Rajeshwar Singh—all from the 2011 batch—have been promoted to DIGP Grade (Level 13A in the Pay Matrix) with effect from the date of assumption of charge.

In a separate order, the MHA also promoted twelve IPS officers to the Selection Grade (Level 13 in the Pay Matrix). This includes Maqsood-ul-Zaman, Mubassir Latifi Ameer, Shiv Kumar Sharma, Rashmi Wazir, Rajeshwar Singh, Sandeep Wazir, Anita Sharma, Sameer Rekhi, Jatinder Singh Johar, Swarn Singh Kotwal, Zahid Nasim Manhas, and Koshal Kumar Sharma. Their promotions are notionally effective from January 1, 2024, and January 1, 2025, with actual benefits applicable from the date of assumption of charge.

The orders were issued following the recommendations of the Screening Committee meeting held on December 19, 2024, and were approved by the Competent Authority. (JKNS)

Srinagar: The National Child Development Council (NCDC) has now opened the admission process for its Montessori Teacher Training Program for women with the aim of empowering women and enabling them to develop their teaching skills. The program, catering to professional development in teaching, provides a valuable opportunity for women interested in obtaining a fulfilling career in teaching.

An NCDC representative recently pointed out the unique features of the Montessori Teacher Training Program, including its internationally accepted certification and career-focused curriculum. The program provides candidates with the opportunity to gain professional advice and in-depth training in Montessori teaching.

In a testament to the success of the program, seven recent graduates of the NCDC Montessori Teacher Training Course have already been hired as teachers at several schools. Traffic Advisory for Jammu-Srinagar NH-44 and Other Key Routes in J&K

Slow Traffic and Road Conditions on NH-44

From March 9, 2025 (1700 hrs) to March 10, 2025 (1700 hrs), slow traffic movement was observed on NH-44 due to multiple factors, including:

  • Breakdown of two Heavy Motor Vehicles (HMVs).
  • Single-lane traffic at Dalwas, Mehad, and between Marog & Kishtwari Pather.
  • Ongoing four-lane construction work.

Advisory for Passengers and Goods Carriers

  • Passengers and LMV operators are advised to travel only during the daytime due to the risk of shooting stones between Ramban and Banihal.
  • HMV/LMV operators carrying perishable goods or livestock should follow Traffic Police Headquarters advisories due to the poor road conditions and single-lane movement at various locations.
  • HVM operators/owners must avoid overloading, ensure their vehicles are roadworthy, and carry sufficient fuel for the journey.
  • Only HMVs with six and ten tyres will be allowed to ply through Dhar Road.
  • Commuters should avoid unnecessary halts between Ramban and Banihal, especially near landslide-prone areas.

Traffic Plan & Advisory for March 11, 2025

  • LMVs (Passenger/Private Cars) will be allowed from both sides (Jammu to Srinagar and vice versa), subject to fair weather and better road conditions.
  • HMVs (Load Carriers) will be allowed from the Navyug Tunnel (Qazigund side) towards Jammu, only after assessing road conditions.
  • Traffic Control Units (TCUs) of Jammu and Srinagar will coordinate with TCU Ramban regarding road conditions.
  • Travelers are advised to check NH-44 updates via J&K Traffic Police’s Twitter and Facebook pages.

Security Forces Convoy Movement

  • Security Forces are requested not to violate the advisory as there is a high risk of traffic congestion between Nashree and Banihal due to the narrow road.
  • March 11, 2025: SF convoys may travel from Srinagar towards Jammu after confirming road conditions with TCU Ramban.

Rajouri, Mar 10 (JKNS): The Chief Education Officer (CEO) Rajouri has issued a circular directing all private schools in the district to ensure transparency and compliance with government regulations.

As per the circular, a copy of which lies with news agency JKNS, private schools must adhere to the Fee Fixation and Regulation Committee (FFRC) structure for 2025-26. They are prohibited from charging unauthorized fees, and the FFRC-approved fee structure must be publicly displayed on school notice boards.

The circular further mandates that only JKBOSE-prescribed textbooks shall be used, and schools cannot force parents to buy books from specific vendors. Additionally, no school can change its uniform without prior approval, and parents must have the freedom to purchase uniforms from any shop.

Regarding admissions, the circular states that only authorized and recognized classes shall be run, warning that unrecognized institutions will face strict action. To ensure compliance, district and zonal-level committees will conduct surprise inspections, and violators will be dealt with as per the law. (JKNS)

Jammu, Mar 10 (KNO): Jammu and Kashmir government on Monday said that they facilitated employment opportunities for 4,893 skilled and unskilled youth through job fairs conducted across the Union Territory in the past two years, while as of January 2025, over 3.70 lakh unemployed youth have been registered on the employment portal.

Government data, as per the news agency—Kashmir News Observer (KNO) reveals from 2022-23 to February 2025, 246 job fairs were conducted, 2,760 companies participated, and 1,36,200 job seekers registered themselves during these events. “Out of them, 39,782 candidates were shortlisted for second-round counseling, while 4,893 youth secured on-spot employment.”

In 2022-23, the department organised 84 job fairs with the participation of 878 companies and 45,447 job seekers. “As a result, 14,014 candidates were shortlisted, while 1,761 job seekers got on-spot placements, and 2,978 youth were recommended for skill training.”

In the subsequent year, the government increased the outreach, conducting 106 job fairs, engaging 1,412 companies and 72,175 job seekers. “This resulted in 20,754 candidates being shortlisted, 1,902 getting on-spot placements, and 2,807 being recommended for skill training”.

For the ongoing fiscal year 2024-25 (up to February 2025), 56 job fairs were held, 470 companies participated, and 18,578 job seekers registered. “Among them, 5,014 were shortlisted, while 1,230 candidates secured on-spot placements. Additionally, 855 youth were recommended for skill training”.

Replying to a question by MLA Sham Lal Sharma, minister in charge said that it intends to devise a policy focused on job creation in the private sector through multiple schemes and initiatives designed to enhance employment opportunities for the youth.

He stated that the registration of unemployed educated youth on the Employment Portal is a voluntary process, allowing job seekers to avail of self-employment schemes and job opportunities provided by various departments.

“As of January 2025, 3,70,811 unemployed youth have been registered on portal”. Additionally, as part of a baseline survey, the government said that 4.73 lakh individuals, within 18-60 age group, have reported being “not working but willing to work” across Jammu and Kashmir—(KNO)

As per a notification on the official website of the Ministry of Education, India, applicants can select their study program of interest in all fields, with the exception of Medicine, Dental Medicine and Pharmacy.

The candidates can access the platform at studyinromania.gov.ro via the “Apply for MFA scholarships” button or directly at scholarships.studyinromania.gov.ro.

The last date to apply is March 12.

“Government of India has no role in the nomination/selection of candidates. The Public notice is being published for wider dissemination of information purpose only. The final selection of the candidates will be done by the donor country,” the Education Ministry clarified.

Who can apply?

To be eligible, the scholarship applicant must submit a complete file and present study documents issued by accredited/recognized education institutions in their countries. They must have good results and comply with the application submission methodology.

Scholarship levels

Bachelor’s degree: Bachelor’s degree programmes are for graduates of high school or pre-university studies who have obtained a baccalaureate degree or equivalent. The programme runs for 3-6 years, depending on the specialization followed, and ends with a bachelor’s exam.

Master’s degree: Master’s degree programmes are for undergraduates, and run for 1 year, 1.5 years or 2 years and end with the dissertation exam.

PhD: Doctoral programmes are for graduate students or equivalent and run for 3-5 years, depending on the profile of the chosen faculty and end with the presentation of a PhD thesis. To be admitted to doctoral studies and to obtain the scholarship, candidates should get the written agreement of the Doctoral Tutor and that he/she passed the admission interview prior to submitting the application.

The language of study for undergraduate and master’s levels will be Romanian only.

Doctoral scholarship holders can opt for studies in Romanian or in a foreign language set by the doctoral school.

4,358 schools merged in J&K under rationalistion scheme: Minister

Srinagar, Mar 10 (KNO): The government Monday said that at least 4,358 schools in Jammu and Kashmir have been merged with the nearby institutions under rationalisation scheme.

In response to question by MLA Rajiv Jasrotia, Education minister Sakina Itoo, as per news agency—Kashmir News Observer (KNO) said that among the closed or merged 4,358 schools, 1,274 institutions are from Jammu region and 3084 from Kashmir region.

About the criteria followed and adopted by the authorities to merge such institutions, the minister said those schools functioning in same vicinity or those having rented or no building were merged with the nearby institutions.

It also said that those schools with zero and less enrollment were also merged with the nearby institutions.

“The surplus teachers are deployed and rationalised as per the actual need of the area or zone or district,” the minister said—(KNO)
