NCDC core committee deliberates student safety and mental health concerns, demands tighter laws and awareness

Srinagar (J&K): The National Child Development Council (NCDC) Core Committee held an important meeting to discuss increasing concerns regarding the safety of students, mental health, and the necessity of enhanced institutional and legal interventions to avoid bullying and harassment in schools.

The committee members, under the chairmanship of NCDC Master Trainer Baba Alexander discussed several matters related to the emotional well-being of children, the responsibility of educational institutions, and the joint responsibility of teachers, parents, and society to protect students.

Mohammad Rizwan, one of the prominent committee members, pointed out the shocking rise in incidents of harassment and bullying within educational institutions. He emphasized the need for a clearly defined legal framework to address such abuses. Rizwan stressed that, in addition to safeguarding the students, it should be guaranteed that good quality counseling is maintained from the onset so that the students realize their rights and are aware of legal repercussions against harassments. “Right from the start, we need to inculcate sessions of counseling with a view to creating awareness on the law as well as consequences of such crimes,” he emphasized.

NCDC core committee member Shakila Wahab emphasized the provisions of law that are already in place, specifically the 1998 Act (IPC Section 294) that deals with harassment and bullying, and defined the punishment for the offenders. The punishment ranges from imprisonment for two years, fine up to ₹10,000, expulsion from schools, and a three-year prohibition on admission to any other school. She highlighted the need for strict enforcement of these legislations to stem the growing wave of bullying and its ruinous effects on the mental health of students.

Shakila went on to clarify that bullying in or out of school severely demoralizes students and has adverse effects on their mental well-being. She underscored the fact that the psychological damage of bullying can be long-standing and must be dealt with by a mix of legal measures and emotional healing mechanisms.

Shakila Wahab also mentioned how understanding the psychological reasons for the bullying is also crucial. Several children who exhibit such violent behavior are also themselves victims of neglect or physical abuse at home. Lack of emotional space or care at home gives rise to disciplinary problems at school. “These children might be having their own individual problems, which they are expressing as aggression towards others,” Shakila said. She recommended a more holistic approach, where counseling and psychological intervention could assist victims and bullies alike.

Another NCDC core committe member Ms Bindu presented a convincing argument regarding children being taught both their rights as well as responsibilities. She advocated that schools set clear policies as well as conduct training programs that would ensure a ban on humiliation and bullying. In Bindu’s opinion, the school setting should promote respectful relationships among individuals, where every child feels regarded.

She indicated that schools, more often than not, put their reputation ahead of the welfare of children, and this results in ignoring the emotional and psychological needs of children. “A child’s life and well-being should be more important than the school’s reputation,” Bindu said, calling on schools to implement strong anti-bullying policies and act firmly when breaches are made.

It also brought into focus the importance of teachers and parents in identifying and meeting students’ emotional needs. Bindu stressed that teachers need to establish strong, caring relationships with students, providing a space where children feel safe to bring out their problems. “Teachers need to be able to recognize emotional changes in children and make them feel heard and supported,” she said. In addition, any problems that students may have should be kept confidential and handled sensitively, with the parents of the child and, if needed, legal authorities.

Bindu also emphasized the need for parents to spend quality time with their children. She noted that most parents, because of work, tend to overlook the emotional problems their children might be experiencing. Sometimes, students transfer from school to school, signifying more ingrained problems which were not corrected. “Parents must always sit with their kids, know about their issues and help them during any emotional or psychological issues,” Bindu suggested. She requested teachers and parents to work hand in hand for ensuring students have the emotional guidance they need in both school and home.

NCDC core committee members Ms. Sheeba, Radha Sajeev & others also shed light on various aspects related to the topic.

The committee came to the conclusion that combating bullying and its effects on students calls for a comprehensive strategy. This entails strict application of laws, the adoption of anti-bullying policies in schools, as well as the offer of psychological care and counseling. Through combined efforts, teachers, parents, and mental health experts can assist the children in overcoming bullying trauma and ensuring their general well-being.

The meeting of the NCDC Core Committee highlighted the gravity of these matters and necessitated a stronger legal and institutional setup to safeguard students. The committee members including concurred that it is imperative to build a safer, more conducive environment for education to promote the mental and emotional development of children, particularly during the early years of their schooling.

ACB arrests Patwari in Kathua for accepting bribe

Srinagar, Feb 13 (KNO): Anti-Corruption Bureau (ACB) on Thursday said to have trapped and arrested Patwari of Halqa Khanpur in Tehsil Marheen, Kathua for demanding and accepting bribe of Rs 15000.

A spokesman in a statement issued to the news agency—Kashmir News Observer (KNO) said that Jammu and Kashmir ACB received a complaint, alleging therein that public servant namely Sudershan Khajuria, Patwari Halqa Khanpur Tehsil Marheen District Kathua demanded illegal gratification for correction of Girdawari entry in revenue record from the complainant.

The accused had initially demanded a bribe of Rs 30,000 from the complainant for correction of Girdawari entry in revenue records and in case, the complainant failed to provide the bribe amount, the said Patwari intimidated the complainant to tamper his revenue record and will change the entries of his name, reads the statement.

“Under compelling circumstances, the complainant had given Rs 5000 to the said Patwari. After negotiation, the accused has agreed to take bribe amount of Rs 15000 instead of agreed Rs 25000 from the complainant for doing the needful.”

Since, the complainant didn’t want to pay bribe and he approached Anti Corruption Bureau for taking legal action against the accused public servant under law, the statement added.

“On receipt of the complaint, a discreet verification was conducted, which confirms the demand of bribe by the public servant concerned and accordingly, a case FIR No. 01/2025 U/S 7 of Prevention of Corruption Act, 1988 was registered in Police Station ACB Jammu and investigation taken up,” it reads.

“During the course of investigation, a trap team headed by was constituted. The team laid a successful trap and accused public servant was caught red-handed while demanding and accepting bribe amount of Rs 15,000 from the complainant in the presence of independent witnesses. The accused was arrested on the spot by the ACB team after following due process of law. The bribe money was also recovered from his possession in presence of independent witnesses associated with the trap team. Moreover, searches were also conducted in the residential house/office premises of the accused in presence of independent witness and Magistrate,” the statement reads, adding that further investigation of the instant case is going on—(KNO)

Kupwara teen defies odds, scores 99.229 percentile in JEE Main without coaching

Kupwara, Feb 13: In an inspiring story of determination, 18-year-old Mohammad Sahil Bhat from Roshanpura in Kralpora, Kupwara, has achieved a remarkable 99.229 percentile in the Joint Entrance Examination (JEE) Main, all without the aid of private coaching. Despite facing significant financial challenges, Sahil’s perseverance has brought him closer to his dream of securing a seat in one of India’s prestigious IITs.

Hailing from a remote village with limited resources, Sahil’s path to success has been far from easy. Speaking exclusively to Rising Kashmir, he shared that until Class 8, he had no knowledge of engineering as a career option. It wasn’t until Class 9 that his elder brother, currently pursuing a degree, introduced him to the field of engineering.

Sahil completed his Class 12 education at Jawahar Navodaya Vidyalaya (JNV) in Lolab, securing an impressive 89 percent. Despite the lack of financial resources to afford private coaching, Sahil committed himself to rigorous self-study, dedicating 10 to 12 hours daily in the months leading up to the exam. “I couldn’t afford private coaching, and I knew my parents couldn’t bear the costs, so I focused entirely on self-study,” he said.

Though financially strained, Sahil attributes much of his success to the unwavering support of his family. “I never pressured them for coaching, knowing our situation. Consistency and discipline were my pillars. In today’s world, with so many online resources available, anyone determined enough can succeed,” he added.

Despite having no engineers to look up to in his village, Sahil remains focused on his ultimate goal: to clear JEE Advanced and secure admission to a top IIT. His story not only fills his family with pride but also serves as a beacon of hope for other young students in his remote village, proving that hard work, determination, and a clear focus can turn even the toughest dreams into reality.–(RK)

Leverage central govt schemes for self-reliance: Union minister Jitendra Singh to J-K students

New Delhi, Feb 13: Union minister Jitendra Singh on Wednesday asked students from Jammu and Kashmir to take advantage of different central government initiatives aimed at empowering them financially and professionally.

In a luncheon interaction hosted for a group of J and K youth, currently on a visit to Delhi as a part of the central government’s youth exchange programme, he also underscored the importance of self-awareness and career planning, advising them to identify their strengths and align their aspirations accordingly.

Singh, the Minister of State for Personnel, discussed the enormous start-up, entrepreneurship and livelihood opportunities being provided by the Modi government and urged them to avail of the same.

The minister engaged in an insightful conversation with the youth urging them to take advantage of various central government initiatives aimed at empowering them financially and professionally.

A total of 125 students from J and K participated in the programme, gaining exposure to opportunities available under government schemes.

He encouraged the youth from Kashmir to explore opportunities in their region’s rich heritage industries, such as Pashmina weaving and wood carving, to secure sustainable livelihoods.

Singh emphasised that the scheme not only enhances skill sets but also ensures economic stability by providing financial incentives and employment prospects.

The minister commended the technological advancements in Kashmir’s apple industry, where modern interventions have doubled apple production and improved shelf life, allowing farmers to expand their markets beyond the region.

He urged young minds to embrace such technological innovations and drive progress in their respective fields.
