CAT Orders JKSSB to Allow Overaged Graduates to Participate in Sub-Inspector Selection Process

Jammu, Dec 28, KNT: The Central Administrative Tribunal (CAT) in Jammu has directed the Jammu and Kashmir Services Selection Board to permit 241 unemployed graduates, who are over the prescribed age limit, to participate in the ongoing selection process for the posts of Police Sub-Inspector.

The application was filed by the graduates seeking age relaxation.

The bench, comprising Member (Judicial) Rajinder Singh Dogra and Member (Administrative) Ram Mohan Johri, issued the directive after hearing arguments from Advocate Sheikh Shakeel Ahmed and his team, representing the applicants.

The tribunal as per the news agency Kashmir News Trust acknowledged that the applicants had missed the opportunity to apply earlier due to the Home Department’s delay in referring vacancies to the JKSSB, leading to the overage status of the candidates.

Advocate Ahmed argued that the delay in the selection process, which lasted more than three years, had left the applicants overaged, despite the fact that they met the eligibility criteria at the time of the previous selection process. He referred to SRO-166 of 2005, which mandates that vacancies be referred to the JKPSC/SSB by January 15 each year, a requirement that the Home Department had failed to comply with, further delaying the recruitment process.

The tribunal, while allowing the applicants to participate in the selection process, made it clear that their participation would be at their own risk and responsibility.

Furthermore, the results of their selection will remain in a sealed cover until further orders from the tribunal.

The CAT’s decision aligns with a recent order by the High Court of Jammu and Kashmir, which similarly directed the JKSSB to allow candidates to take part in the selection process despite the age issue, also emphasizing that the results should be held pending further legal considerations. [KNT]

However, the period from January 4 to 6 is expected to bring moderate to heavy snowfall to the higher reaches, with light to moderate snowfall across the Kashmir Valley and scattered parts of Jammu.

Pay Scale

Selection Process

  • The selection process is based on merit lists prepared from the Disclosure Lists of CMSE 2022 and CMSE 2023, considering the marks obtained in these examinations conducted by UPSC.
  • The year-wise select list will be published on the ESIC website.
  • Candidates selected from the CMSE 2022 list will be given seniority over those from the CMSE 2023 list.

Srinagar, Dec 27 (KNO): Jammu & Kashmir Government on Friday ordered transfer and posting of six Indian Administrative Service (IAS) officers.

According to the news agency—Kashmir News Observer (KNO), Shantmanu, IAS (AGMUT: 1991), awaiting orders of posting in GAD is transferred and posted as Financial Commissioner (Additional Chief Secretary), Higher Education Department relieving Dr. Rashmi Singh, IAS of the additional charge.

Shantmanu shall also hold the additional charge of the post of Administrative Secretary, Information Technology relieving Santosh D. Vaidya, IAS of the additional charge, the order reads.

According to the order,
“Shailendra Kumar, IAS (AGMUT:1995) ,Principal Secretary to the Government, Agriculture Production Department shall hold additional charge of Administrative Secretary, Floriculture, Parks and Gardens Department with effect from Jan-01-2025, in addition to his own duties.

Sanjeev Verma, IAS (AGMUT: 2001), Commissioner Secretary to the Government, General Administration Department is transferred and posted as Commissioner Secretary to the Government, Social Welfare Department.

M. Raju, IAS (AGMUT:2005) awaiting orders of posting in the General Administration Department, is posted as Commissioner Secretary to the Government, General Administration Department. He shall also hold additional charge of Administrative Secretary, Information Department till further orders, reads the order.

The order further said that Sheetal Nanda, IAS (AGMUT:2006) Commissioner Secretary to the Government, Social Welfare Department is transferred and posted as Commissioner Secretary to the Government, Department of Forest, Ecology and Environment relieving Shailendra Kumar, IAS of the additional charge.

Remaining flights on standby likely to face cancellations due to low visibility: Airport Director

Srinagar, Dec 27 (KNO): Flight operations at Srinagar airport have been severely impacted, with 80% of flights cancelled and the remaining 10% placed on standby, likely facing cancellation as well, officials said.

Speaking to news agency—Kashmir News Observer (KNO), Srinagar Airport Director Javed Anjum confirmed that the ongoing snowfall has resulted in mass cancellations, with visibility remaining too low to permit landings despite a clear runway.

“The snowfall has led to the cancellation of about 80% of flights. The remaining 10% are on standby and are also likely to be cancelled as visibility continues to remain low,” Anjum said.

He noted that flights operated by airlines such as Indigo, SpiceJet, and GoAir are among those cancelled.

Anjum added that if weather conditions improve later in the day, there is a possibility for the remaining flights to resume, but this will entirely depend on improved visibility—(KNO)

2-yr-old girl dies of suffocation, 3 of a family hospitalized in Kulgam

Kulgam, Dec 28 (KNO): A minor girl lost her life while three other members of a family were hospitalized due to suffocation caused by a charcoal firepot used for heating at Ves Batapora area of Kulgam district, officials said.

An official told the news agency—Kashmir News Observer (KNO) that a nomadic family from Ramban, currently residing as tenants in Ves Batapora village of Kulgam, suffered suffocation during the night due to a charcoal firepot.

The family, comprising five members, was shifted to PHC Mohammadpora by police, health teams, and local administration.

However, a two-year-old girl identified as Aadita Jan, daughter of Nissar Ahmad from Ramban, was declared brought dead at PHC Mohammadpora.

The condition of the three other members of a family is reported to be stable, officials added—(KNO)

Srinagar, 28 Dec (JKNS): As Snowfall continues across Kashmir valley on saturday normal life remains disrupted, while heavy snowfall is being reported across South Kashmir.

An official from the meteorological department told news agency JKNS that Rains and snowfall is expected to continue till this afternoon.

Reports said that heavy snowfall was reported in South Kashmir where 2.5 Feet has been reported from DH pora Kulgam, 1.5 feet in Main town Anantnag, 2 feet reported in Main town Kulgam, 2 feet reported in Qazigund, 1.7 feet in Khudwani, 1.5 feet in main town Shopian, 1.6 feet in Hakura Anantnag, 1.8 feet in Achabal, 1 feet Pampore, 1.5 feet Bejbehara, 1.5 feet in Sallar

Meanwhile, Kashmir University and Cluster University Srinagar postponed all exams scheduled today.

KU Assistant Controller exams in a notification as per JKNS said, In view of the inclement weather condition, all examinations of University of Kashmir scheduled to be held on 28.12.2024 stand postponed.
It further stated that, fresh dates for the postponed papers shall be notified separately, it reads.

In a seperate notification issued by Controller Examinations, Cluster University Srinagar reads, all the examinations of Cluster University Srinagar scheduled on 28-12-2024 are hereby postponed due to inclement weather conditions. Fresh dates for postponed papers shall be notified separately, it reads.

However, an official from IGNOUE told JKNS that exams scheduled for today are as per per schedule, because exams through IGNOU are being conducted across the country, of which postponed is not possible, he said.

An official from Traffic department told news agency JKNS that, Jammu-Srinagar NHW is blocked due to snow accumulation around the NAVYUG Tunnel. Morever, Mughal road/Sinthan road/Sonamarg-Kargil road/ Bhaderwah-Chamba Road are also blocked due to snow accumulation. Commuters are advised to avoid journeys till the weather improves and road is clear, he said.

An official told news agency JKNS that the suspension, a precautionary measure, is expected to last until at least till Saturday afternoon. To address the situation, he said that a WDM3 locomotive fitted with a snow cutter will be deployed to clear the tracks under the guidance of the permanent way (pway) department. He added that train operations would resume only after assessing track conditions.

Director Srinagar Airport told JKNS that flight operations at Srinagar Airport has been put on hold, we are monitoring weather conditions and if needed will take decision on suspension of operation after 10am, he said. (JKNS)
