J&K Government Forms Ministerial Panel to Address Reservation Rules Controversy

Controversy over reservation rules

Ministerial committee to hold consultation with all stakeholders to finalise its recommendations

Srinagar, Dec 10 (KNO): In a significant move, the Jammu & Kashmir Government on Tuesday constituted a cabinet-sub- committee(CSC) headed by Social Welfare Minister Sakina Masood Ittoo to examine the grievances regarding reservation rules, which have triggered widespread resentment among the open merit candidates.

The CSC was constituted nearly 18 days after Omar-Abdullah cabinet approved it in its first cabinet meeting in Jammu on November 22.

The cabinet panel, according to an order, a copy of which is in possession of news agency—Kashmir News Observer (KNO), would examine the grievances projected by a section of aspirants for various posts regarding reservation rules, in consultation with all stakeholders.

According to the order, the CSC would be serviced by the Social Welfare Department, which deals with reservation and allied issues.

The CSC shall submit its report to the council of ministers, which is empowered to make amendments in reservation rules.

However, the order doesn’t set any deadline for the committee to submit its recommendation to the NC-led government, which, in its election manifesto, has promised to fill all vacant posts in government departments in its first 180 days.

In its manifesto, NC has pledged to rationalize reservation rules which have become more disadvantageous to open merit candidates over the years.

Recently, Chief Minister Omar Abdullah had said that CSC would take a holistic view on the matter. “They have been asked to see what has happened so far and whether we have gone beyond the Supreme Court’s recent directives or adhered to them,” he said. Omar had assured that justice would be done with everyone and nobody would be deprived of their rights—(KNO)

NEET PG Aspirants Stage Protest Against Reservation Policy in Srinagar

NEET PG students protest against reservation policy in Srinagar

Srinagar, Dec 9: Amid the row over reservation rules, the medico students on Monday staged a sit-in protest over what they called excessive reservation in NEET- PG this year

The medico students demanded a 2018 merit of 75 percent for the open merit quota.

Holding placards, the postgraduate students assembled at the Government Medical College (GMC) Srinagar said the reservation for the open quota has come down now to only 27 percent following the implementation of the new reservation policy.

Talking to media persons a student said that there are only two seats for the students who desire to do a specialisation course in Pulmonology, besides in Radiology and Medicine the number of seats remains less.

He said there should be a level of competency in a doctor to go in the specialisation courses which is being determined by the NEET PG.

He said the SRO 49 was determining the specialisation of doctors for selection for the PG courses and it had kept 75 percent for the open merit category quota which has now been reduced to 27 percent only.

He alleged that post-2018 there are only 27 percent reservations for the better ranked doctors in the list of MD and MS.

“Where will the competent doctors go”, he questioned and added, “what is the future for us”.

The students alleged that the government is playing with their future.

“This is an injustice to us and we are being forced to come on the streets”, they said.

The protesters urged Lieutenant Governor Manoj Sinha and Chief Minister Omar Abdullah to immediately intervene in this matter.

The issue of reservation is no longer limited to jobs, but NEET PG students studying in various medical colleges also have to go through this injustice to get admission in MD and MS, another student said.

She said that under SRO 49, open merit students were given a 75 percent quota for MS and MD, but now as a result of the new reservation policy, only students from different categories are benefiting from it.

“If only 27 percent reserved for open merit students, where will we go, justice should be done with us”” she demanded.

She also alleged that if PG students with low marks are selected for MS and MD, it will also have a negative impact on the health sector of Jammu and Kashmir.

The protesters further said that this policy is applicable only in Jammu and Kashmir.–(UNI)
