Current weather in Jammu and Kashmir (as of 23.11.23) at 9:30 AM indicates partly to generally cloudy conditions at many places. The forecast for the upcoming days includes generally dry weather from 24th to 26th November, followed by generally cloudy conditions on 27th-28th November. Light rain/snow is expected at isolated higher places on 29th-30th November, with partly to generally cloudy skies from 1st to 3rd December. There’s a slight improvement in minimum temperatures across many stations in the Kashmir Division, and shallow to moderate fog is likely to persist until 28th November in various areas.

TRAFFIC POLICE HEADQUARTERS, J&K, JAMMU/SRINAGAR

1. From 21-11-2023, 1700 hrs. to 22-11-2023, 1700 hrs., there was slow movement observed on NH-44 due to breakdown of 04 HMVs and poor surface condition of road at Dalwas and single lane traffic at Cafeteria- Mehad, Magerkote, Nachlana between Nashri and NAVYUG Tunnel.

2. Passengers/LMVs operators are advised to prefer journey on Jammu- Srinagar NHW during day time. Please avoid journey during night hours as movement of nomads from Kashmir valley towards Jammu may cause inconvenience to the commuters.

3. HMVs Operators/Owners are requested to desist from overloading and carry sufficient fuel during journey on Jammu-Srinagar NHW. It is further requested that vehicle owners must double check the fitness of their vehicles and carry sufficient fuel before undertaking journey on Jammu-Srinagar NHW.

4. HMVs with only 06 and 10 tyres shall be allowed to ply through Dhar road.

TRAFFIC PLAN & ADVISORY FOR 23-11-2023:-

Subject to fair weather and good road condition, LMVs Passenger/Private Cars/HMVs/Load Carriers shall be allowed from both sides on Jammu- Srinagar National Highway (NH-44) viz Jammu towards Srinagar and vice- versa. Commuters are advised to follow lane discipline.

SFS Convoy Movement:-

Subject to fair weather and good road condition, Security Forces vehicles shall be allowed from both sides on Jammu-Srinagar NHW (NH-44) viz Jammu towards Srinagar and vice-versa.

SSG ROAD

Subject to fair weather and good road condition, vehicular movement on Srinagar-Sonamarg-Gumari road shall be allowed from both sides viz Srinagar towards Kargil and vice-versa. LMVs followed by HMVs shall be allowed from Minamarg towards Srinagar between 0730 hrs. to 1100 hrs. Similarly, LMVs followed by HMVS shall be allowed from Sonamarg towards Kargil between 1300 hrs to 1700 hrs. No vehicle shall be allowed after cut off timings.

SFS Convoy, plying from Srinagar to Kargil, shall leave Srinagar at 0800 hrs. SFS Convoy plying from Drass to Srinagar shall plan their movement in such a manner so that Civil Traffic doesn’t get disturbed.

Mughal Road:-

Subject to fair weather and good road condition, vehicular movement on Mughal road shall be allowed from both sides viz. Poonch towards Shopian and vice versa. These vehicles shall be allowed from Behramgalla (Buffliaz)

and Herpora (Shopian) between 0600 hrs. to 1800 hrs. No vehicle shall be

allowed after cut of timings

KPDCL accelerates night inspections to combat hooking, power theft

‘Consumers with power dues exceeding 3 months will be disconnected’

Srinagar, Nov 22 (KNO): Kashmir Power Distribution Corporation Limited (KPDCL) has accelerated the pace of night patrolling and inspections across all 10 districts of Kashmir Division to combat incidents of massive hooking and power theft by consumers that often result in outages and damage to Distribution Transformers.

KPDCL also warned that legal action shall be taken against offenders who are found involved in rampant hooking and connecting electricity lines of their own.

While incidents of hooking in metered areas on bare conductor has witnessed a steep rise over the last one month, consumption of energy by consumers in unmetered areas over and above their agreed load has also sharply grown, putting huge strain on the power curtailment schedule. In unmetered areas, the usage of power by consumers is three to four times their registered load, leading to frequent DT damages, low voltage condition thereby resulting in distress cuts.

Giving details in a statement released today, an official spokesperson stated that extensive inspection drives have been conducted by KPDCL in the first seven months of the current financial year. “53,016 inspections have been conducted till October 31 this year, which includes 2370 by the Central Squad targeting high-end commercial and industrial consumers,” he said, adding that a penalty of Rs.12.68 crore has been imposed for unauthorized power use in terms of Section 126 of the Electricity Act.

The spokesperson further stated that special teams have been constituted across all 6 Circles of KPDCL for late night inspections to book those resorting to illegal hooking and using crude heating gadgets including banned nichrome-based, in a bid to reduce soaring energy demand in winter.

On a tip off through social media, inspection teams from Electric Division II, Srinagar, conducted surprise inspections in Ikhrajpora, KP Bagh and Sadaat Colony areas of ESD Chanapora and booked many offenders for illegal hooking. Fines in terms of Section 126 of the Electricity Act for unauthorised use of power have been imposed on such consumers.

The KPDCL spokesperson also attributed damage to Distribution Transformers (DTs), LT AB cables and Distribution Boxes to illegal hooking by consumers and use of crude heating gadgets. He said that 64 DTs were damaged on Tuesday alone, a direct outcome of heavy loading of the electric transformers, over and above their approved capacity. “While 64 DTs were reported damaged on November 21, 67 DTs were also repaired and replaced by the Central Workshop at Pampore and Workshops across all 19 Electric Divisions in Kashmir Valley,” he added.

KPDCL assured the consumers that all DTs are serviced and maintained to provide smooth power supply, provided they are not overloaded due to power pilferage and illegal hooking.

The spokesman further assured the registered consumers of improvement in power situation if they use power judiciously as per agreed load, especially during peak time, in the mornings and evenings. “Cases of power theft increase in winter months, which leads to severe overloading of the distribution system at certain places, resulting in unscheduled power cuts”, he added.

In a bid to improve revenue realization, Circle I, Srinagar, disconnected 448 commercial and 147 industrial units on Tuesday for having failed to pay energy dues for the last three months amounting to Rs. 13.50 crore. The commercial and industrial units whose power connections were disconnected are situated in Sheikhbagh, Dalgate, Habbakadal, Nishat, Khunmoh in Electric Division I and Khanyar, Hawal, KK Moulla, Rainawari and Zakura in ED IV.

The spokesperson further stated that KPDCL is targeting improvement in billing and collection efficiency to improve revenue realization and bringing down AT&C losses to the levels fixed by the Government under RDSS norms—(KNO)

Budgam, Nov 22 (KNO): Former chief minister of erstwhile Jammu and Kashmir State and National Conference (NC) Vice President Omar Abdullah on Wednesday said that government employees, who were terminated from their services, should have been given a chance to defend themselves.

Speaking with reporters during the workers’ convention in Beerwah Budgam, according to news agency—Kashmir News Observer (KNO), Omar stated that terminated employees should have been given the opportunity to clear their pint, even if the law grants them the same right.

“Everyone should be given the chance to fully defend themselves, but I am unable to determine whether the accusations made against these people are true or false based on the information available. You are innocent until and unless proven guilty, but sadly, there is a trend in which people are being sacked from their employment without any proof of their wrongdoing. The system will undoubtedly be reconsidered if it changes,” he said.

“Where are the 26,000 jobs claimed by the government? To put it simple, we did not witness the issuance of any list; rather, whenever the list was made public, it was manipulated, and an investigation was launched; nonetheless, as of now, there is no open recruiting procedure,” he said.

He added that “the only thing left is that we must continue to criticize the administration or voice our opposition to its poor actions.”

Asked about the NHPC projects and the frequent power outages, he said, “We have not given any power projects to NHPC. During NC’s tenure, NHPC completed some projects here but we also demanded that it should be returned to the people of Jammu and Kashmir.”

“The Prime Minister needs to return NHPC projects to J&K people if he truly cares about the region,” he said—(KNO)

Srinagar, Nov 22 (KNO): Amid demand and suggestions of early winter vacations in Kashmir valley in view of bad weather conditions, authorities on Wednesday said that it will likely announce vacations for primary level classes from November-25.

Official sources informed the news agency—Kashmir News Observer (KNO) that the vacation for primary level classes was highly considered. “Most likely, winter vacations up to 5th standard will be from November-25,” the official said.

The official also said that the winter vacations for other classes will likely commence after the first week of December for Middle classes and second week of December for high and secondary level classes respectively.

Meanwhile, Divisional Commissioner, Kashmir, Vijay Kumar Bidhuri said that the winter vacation for schools in Kashmir will be announced in a day or two as they are seriously considering the issue.

While speaking with reporters, Bidhuri said that the decision to announce the vacation will be made after considering various factors, including the impact of vacation on the academic calendar of students.

He said that the vacations will be announced in a phased manner, with primary schools being the first to close, followed by middle and higher schools.

“The exact dates for the vacation will be announced in a day or two,” he said.

The Divisional Commissioner also assured that the government is committed to ensuring that the academic calendar of students does not suffer as a result of the vacation.

In the meantime, advisor to Lieutenant Governor, Rajiv Rai Bhatnagar told KNO that the concerned authorities will take a call soon in this regard.

“The matter of winter vacation is being highly considered and we are also keeping tabs on the syllable and other important factors before announcing early winter vacation,” he said—(KNO)

NLCIL Recruitment 2023 Selection Process

Selection will be based on the GATE 2023 Score (80 Marks) followed by Personal Interview (20 Marks). The Final selection shall be in the order of merit based on the total marks scored by the candidates out of 100 marks, (i.e.) sum of marks scored in GATE 2023 (80 marks) and Personal Interview (20 marks), ensuring due reservation.

NLCIL Recruitment 2023 RESERVATIONS & RELAXATIONS:-

7.1 Reservation and relaxations for SC/ST/OBC (Non-Creamy Layer)/ EWS / PwBD (degree of disability 40% & above) & Ex-servicemen candidates will be as per Government of India guidelines.

7.2 SC/ST/PWBD/Ex-service men Candidates are exempted from payment of application fee. However, they have to pay a non-refundable amount of INR.354/- (inclusive of 18% GST) towards processing fee.

7.3 The Upper age limit is relaxable by 5 years for SC/ST, 3 years for OBC (Non-Creamy Layer), 10 Years for Persons with Benchmark Disabilities (degree of disability 40% and above) [13 years for PwBD-0BC & 15 years for PWBD-SC/ST]. For Ex-Servicemen as per Govt. of India guidelines. However, in all the cases of relaxation, maximum age limit is 58 years as on crucial date.

7.4 Candidates belonging to OBC (NCL)/ SC/ST/EWS categories should meet the eligibility norms notified for UR category for consideration against unreserved (UR) vacancies. In other words, OBC (NCL)/SC/ST/EWS candidates applying against unreserved posts shall be considered under general standard of merit and no relaxations (except payment of application fee) shall be available for the candidates.

7.5 OBC Candidates belonging to “Creamy Layer” are not entitled to avail any concession otherwise extended to OBC (NCL) category. Such candidates have to indicate their category as UR.

7.6 Candidates claim to belong to EWS/OBC (NCL) / SC/ST/PWBD / Ex-servicemen category should necessarily upload the valid EWS / OBC (NCL) /SC/ST/ Disability certificate / Discharge Certificate, as the case may be, issued by Competent Authority prescribed certificate formats can be downloaded from “Forms” tab in career page of NLCIL website (www.nlcindia.in).

7.7 Candidates belonging to OBC (Non-Creamy Layer) category should upload OBC (Non-Creamy Layer) certificate in the prescribed format (applicable for purpose of reservation in appointment to posts under Government of India as contained in DOPT Memo No.36036/2/2013- Estt.(Res.) dated 30-05-2014) obtained from competent authority. However, they should produce valid OBC (NCL) certificate obtained on or after 01.04.2023 from competent authority at the time of document verification, failing which they will not be permitted to attend the selection/join under OBC (NCL) category.

NLCIL Recruitment 2023 METHOD OF SELECTION:-

8.1 Selection will be based on GATE 2023 Score (80 Marks) followed by Personal Interview (20 Marks).

8.2 Applicants who have qualified the Graduate Aptitude Test in Engineering (GATE) -2023 and meeting the eligibility criteria as per the notification will be shortlisted for personal interview in the ratio 1:6 against the notified vacancies, based on the merit arder of marks (out of 100) scored in (GATE) – 2023, ensuring due reservation for SC/ST/OBC(NCL)/EWS/PWBD.

8.3 Short listing of candidates for Area-1 (Thermal Power Stations & Renewable Energy) and Area-2 (Mines & Allied services) is independent. based on merit order of the GATE-2023 score in the ratio 1:6 against the notified vacancies. Accordingly, area wise merit list of shortlisted candidates will be prepared separately for Area-1 and Area-2 based on GATE-2023 score, ensuring due reservation. Candidate opted for Area-1 cannot claim selection for Area-2 or vice versa. The area wise shortlisted candidates will be called for Personal Interview.

8.4 The Final selection shall be in the order of merit based on the total marks scored by the candidates out of 100 marks, (ie) sum of marks scored in GATE 2023 (80 marks) and Personal Interview (20 marks), ensuring due reservation.

8.5 In case of tie at cut-off level, (io) more than one candidate scoring same marks (out of 100) at cut-off level, such cases will be resolved by applying the following criteria, one after another, till the tie is resolved: 8.51 Date of Birth of the candidates, senior most candidate(s) by age will be placed higher,

8.5.2 Alphabetical order of first name of the candidates.

8.6 On successful completion of Document / Certificate Verification & Medical Examination, “Offer of Appointment” will be issued to the selected candidates who meet the notified qualifying norms and found medically fit

MEDICAL FITNESS:

Every provisionally shortlisted candidate, prior to being appointed for the post, is required to undergo Pre-Employment Medical examination as per the prescribed health standards of NLCIL by the Company’s Medical Officer and subject to being found Medically Fit, prescribed for the post.

GENERAL CONDITIONS:- 101 Only Indian Nationals are eligible to apply.

10.2 All qualifications should have been acquired from Indian Universities/Institutes, recognized by UGC or AICTE (whichever is applicable) or any other appropriate statutory authority in India.

10.3 Candidates who have passed the notified qualification and have qualified GATE-2023 only are eligible to apply.

10.4 Candidates from State PSES/ Central PSES/Government/Quasi Government, should produce No Objection Certificate (NOC) at the time of document verification otherwise they will not be permitted to join.

10.8 Provisionally selected candidates will be called for document/certificate verification based on selfcertified information along with the copies of testimonials uploaded by them. They should produce the original documents, in support of their meeting eligibility conditions, at the time of verification failing which such candidates will not be permitted for joining.Candidates already removed/terminated/deserted their employment from NLCIL will not be considered.

10.9 10.10 Persons already resigned from NLCIL may also apply, subject to fulfilling the notified eligibility criteria.

10.11 A candidate who has availed Voluntary Retirement (VR) from CPSE/PSU/State PSU/Central Govt/State Govt, and having received ex-gratia payment as VR compensation can also apply provided that he/she is prepared to repay/return the VRS compensation to the PSU from where he/she has received such compensation to the extent required as laid down in the VR schema/relieving letter and other Govt. rules as applicable at the time of VR. If such candidate who has got VR is selected by NLCIL the appointment order would be sent to such person only after getting clearance from the PSU concerned about the repayment of ex-gratia compensation. Further, all instructions/guidelines of Government of India issued in respect of VRS will also apply apart from the above.

10.12 NLCIL reserves the right to cancel/ restrict/enlarge/ modify /reopen /alter the recruitment process, if the need so arises, without issuing any further notice or assigning any reason thereof.

Srinagar, Nov 22 (KNO): Divisional Commissioner Kashmir Vijay Kumar Bidhuri on Wednesday said the power scenario in the Valley is expected to improve within a week.

Talking to reporters, as per the news agency—Kashmir News Observer (KNO) Bidhuri said that it is a fact that the power schedule announced earlier is not being adhered to as the demand has abruptly gone high due to the early onset of winters in Kashmir.

“We are expecting an improvement in the power scenario as Lieutenant Governor Manoj Sinha and Chief Secretary have constituted a committee over the issue of power purchase and a decision in this regard is expected soon,” he said.

He added that the government is aware of the sufferings of people as the unscheduled power cuts are more painful, but the administration is focused on improving the electricity scenario and it is expected to improve within a week only.

Kashmir has been grappling with severe power crisis with consumers from most of the areas claiming that the worst power scenario is being witnessed in the Valley for the first time—(KNO)
