Severe heat wave grips Kashmir, courtesy climate change

Srinagar, Sep 12 (KNO): Owing to the climate change in Kashmir, the prolonged dry spell in Jammu and Kashmir parts has presently resulted in severe heat wave conditions, breaking the decades old records in the month of September here in the Union Territory.

With no active Monsoon activity and also the absence of the Western Disturbance, there has been a sudden increase in the maximum temperature across Jammu and Kashmir, Deputy Director Meteorological department (MeT) told the news agency—Kashmir News Observer (KNO).

The experts have stated that the prevalent weather conditions are the outcome of climate change. “The main driver of this sudden change in weather conditions is climate change. There is a possibility of erratic weather conditions due to climate change. In that context, snowfall was recorded in the month of November in 2018-19, which is due to climate change. So the present heat wave is also a part of the erratic weather conditions,” Dr Irfan Rashid, an expert told KNO.

“In the ensuing autumn, Kashmir may witness different kinds of weather events that will follow as a part of ongoing regional climate change, which Kashmir is experiencing,” Dr Irfan Rashid added.

He further stated that the weather system might have weakened, which has led to the prolonged dry spell, but it needs to be researched properly meteorologically.

About climate change, he said that the people at present mostly rely on conventional fossil fuel, which led to the increase in regional emissions. “The governments as well as the policy makers need to look into it, which can reduce the carbon footprint and can help somehow to tackle the situation,” he added.

Deputy Director MeT, Dr Mukhar Ahmad told KNO the present heat wave is the outcome of prolonged dry spell, saying that there was no active Monsoon activity and also the absence of Western Disturbances have led to the present weather conditions.

“The present heat wave conditions will continue for the next one week. There is a forecast of hot and dry weather conditions till September 15, following which the weather conditions would improve,” he said.

Moreover, Srinagar once again recorded the hottest day in the month of September. According to the Independent Weather Forecaster, Faizan Arif Keng, Srinagar has recorded the second highest maximum temperature in the month of September since 1891.

The maximum temperature in Srinagar settled at 34.2 degree Celsius, which is 6.0 degree Celsius above normal.

The previous record was 33.8 degree Celsius on 01 September 1970 while the all-time record was 35.0 degree Celsius on 18 September 1934, Keng informed.

Moreover, Kokernag and Qazigund continued to witness severe heat wave conditions as the mercury settled 6.6 degree Celsius and 6.7 degree Celsius above normal respectively.

In Qazigund, the maximum temperature settled at 33.2 degree Celsius, he said, adding that the previous record was 32.8 degree Celsius on 12 September 2019 while the all-time record is 33.2 degree Celsius.

As per Keng, the maximum temperature in Kokernag settled at 32.0 degree Celsius, which is also similar to the all-time hottest day in September recorded in September 1977 while the previous record was 31.8 degree Celsius on 02 September 2023—(KNO)

TRAFFIC POLICE HEADQUARTERS, J&K, JAMMU/SRINAGAR

1. From 11-09-2023, 1700 hrs. to 12-09-2023, 1700 hrs. Jammu-Srinagar NHW remained blocked for 01 hr 35 mins due to removing of loose boulder at Hassanbass and blocked for 05 hrs 21 mins due to landslide at Kishtwari Pather, Banihal, making the total blockage of 06 hrs 56 mins. Slow movement was observed on NH-44 due to breakdown of 01 HMV, movement of 02 nomadic flocks and single stretch at Mehar, Cafeteria and Dalwas between Nashri and NAVYUG Tunnel.

2. HMVs Operators/Owners are requested to desist from overloading. It is further requested that vehicle owners must double check the fitness of their vehicles before undertaking journey on Jammu-Srinagar NHW.

3. HMVs with only 06 and 10 tyres shall be allowed to ply through Dhar road.

TRAFFIC PLAN & ADVISORY FOR 13-09-2023:-

LMVs/HMVs/LOAD CARRIERS;-

Subject to fair weather and better road conditions LMVs Passenger/Private Cars/HMVs/Load Carriers shall be allowed from both sides on Jammu-Srinagar NHW (NH-44) viz Jammu towards Srinagar and vice-versa. Commuters are advised to follow lane discipline.

SFs Convoy Movement:-

Subject to fair weather and good road conditions Security Forces vehicles shall be allowed from both sides on Jammu-Srinagar NHW (NH-44) viz Jammu towards Srinagar and vice-versa.

 

*SSG ROAD*

Subject to fair weather and good road condition, vehicular movement on Srinagar-Sonamarg-Gumari road shall be allowed from both sides viz Srinagar towards Kargil and vice-versa. LMVs followed by HMVs shall be allowed from Minamarg towards Srinagar at 0730 hrs. to 1100 hrs. Similarly, LMVs followed by HMVs shall be allowed from Sonamarg towards Kargil at 1300 hrs to 1700 hrs. No vehicle shall be allowed after cut off timings.

*SFs Convoy, plying from Srinagar to Kargil, shall leave Srinagar at 0800 hrs. SFs Convoy plying from Drass to Srinagar shall plan their movement in such a manner so that Civil Traffic doesn’t get disturbed.*

 

*Mughal Road:-*

Subject to fair weather and good road condition, vehicular movement on Mughal road shall be allowed from both sides viz. Poonch towards Shopian and vice versa. These vehicles shall be allowed from Behramgalla (Buffliaz) and Herpora (Shopian) at 0600 hrs. upto 1800 hrs. No vehicle shall be allowed after cut of timings

Srinagar, Sep 11 (KNO): School Education Department has decided to conduct a mandatory inspection of academic activities in all the government institutions particularly with reference to the quality of education.

The concerned officials have been asked to review the findings and submit their recommendations to improve the academic standard in all government run schools of Jammu and Kashmir.

“In order to enhance the academic standard in all the Government Schools of JKUT, it is impressed upon both the directorates to prepare academic inspection schedule of all the supervisory officers that is Director, Joint Director, CEOs, and ZEOs and conduct a detailed inspection of academic activities in all the Educational Institutions particularly with reference to the quality,” the government ordered.

According to the news agency—Kashmir News Observer (KNO), the government has also said that the inspecting or supervisory officers shall submit the findings along-with recommendations to their respective directorates within three days after inspection.

“The directorates shall submit the consolidated report along with findings and recommendations to the Administrative Department in the first week of every month,” it reads.

The government said that any deviation of the instructions given shall be taken seriously and disciplinary action shall be initiated wherever required—(KNO)

Says security agencies reviewing decision to lift traffic advisory along highway

Srinagar, Sep 11 (KNO): The government on Monday said that there will no restrictions on the traffic along National Highway as the vehicles from either side can ply on daily basis from now onwards.

Divisional Commissioner, Kashmir, V K Bidhuri, as per the news agency—Kashmir News Observer (KNO) said that the condition of Srinagar-Jammu highway has improved and from now onwards, the traffic from both the sides will be allowed to ply on daily basis.

“The trucks from both sides will ply towards their destinations on either side,” he said.

Asked about allowing civil traffic during security forces movement, he said that the decision was taken in the aftermath of an attack on CRPF personnel a few years back.

“The decision was taken at a time when there were no dividers in place. Although the situation has improved and the dividers are also in place, the security agencies are reviewing the decision,” he said.

Any decision in this regard will be taken keeping in view the security angle as well as the convenience of common people.

Pertinently, Additional Director General of Police (ADGP) Kashmir zone, Vijay Kumar had announced that no civil traffic will be stopped on the national highway during VVIP and senior officers’ movement.

He had also advocated additional measures and SoPs for facilitating free flow of traffic without compromising convoy security in a phased manner—(KNO)

Srinagar, Sep 11 (KNO): Sanjeev Gupta, former district and session’s judge, has resigned as member of Jammu & Kashmir Public Service Commission after his appointment as member of the Central Administrative Tribunal (CAT).

J&K Government on Monday said that Lieutenant Governor Manoj Sinha has accepted the resignation of Sanjeev Gupta, as member of the Public Service Commission.

“In exercise of powers conferred by Clause (2) of the Article 316 of the Constitution of India read with Section

93 of the Jammu and Kashmir Re-organization Act 2019 and S.0. 3937 (E) dated 31 October, 2019, read with Order issued in terms of sub-clause (i) of clause (c) of the Proclamation issued by the President dated 31st October, 2019, the Lieutenant Governor of Union Territory of Jammu and Kashmir is pleased to accept the resignation of Mr. Sanjeev Gupta, Member, Public Service Commission for the Union territory of Jammu and Kashmir, w.e.f 05.09.2023,” reads a notification issued by the General Administration Department, a copy of which is in possession of news agency—Kashmir News Observer (KNO).

Gupta was appointed as member of PSC in April this year. He had retired as the Registrar J&K High Court on January 31, 2023. During his distinguished career in the judiciary, which began with his appointment as Munsiff/Judicial Magistrate 1st Class in Gool in 1995, he served in various capacities.

He served as Munsiff Chenani till 1998; promoted as Sub-Judge in 1998 and served at various places viz., Batote, Jammu, Samba and Leh, Ladakh as Sub-Judge (Chief Judicial Magistrate). He was promoted as District and Sessions Judge in the month of May, 2008 and served as Special Judge Anti-Corruption thrice at Jammu and once at Srinagar—(KNO)
