Fake DOB Case: CBK Produces Chargesheet Against 8 Accused

Srinagar, Aug 25 (GNS): Economic Offences Wing Srinagar (Crime Branch Kashmir) produced a chargesheet, before a Court in Srinagar, against eight individuals for producing fake Date of Birth certificates during their initial appointment in Government Services’.

An EOW spokesperson in a statement issued to GNS said that a charge-sheet in Case FIR No. 28/2021 of P/S Crime Branch Kashmir was produced against eight accused individuals before the Hon’ble Court of City Munsiff Srinagar for their alleged involvement in commission of offences punishable under Sections 420, 420/511, 202, 468 & 471 of RPC.

Citing the brief facts of the case, the statement reads that Crime Branch Kashmir had received a complaint from the Agriculture Production Department, Govt. of Jammu & Kashmir (on the basis of a report generated by Director Agriculture Kashmir) alleging therein that twelve officials of said department had submitted fake D.O.B. certificates at the time of their initial appointment in Government service.

“Accordingly, the instant case was registered in P/S Crime Branch Kashmir in the year 2021 and investigation started.”

During investigation, the statement reads, it has been established that eight out of the twelve accused individuals have cheated the Department by submitting fake/ forged D.O.B. certificates at the time of their initial appointment; as a result of the deceit they continued to remain in Government service and unlawfully derive the benefits of employment beyond their actual age of retirement on superannuation.

“The charge-sheet has accordingly been presented against these eight accused persons in the court of competent jurisdiction for judicial determination”, reads the statement further. (GNS)

Srinagar, Aug 25 (GNS): The weather department on Friday advised concerned authorities to remain cautious till August 26 as “rain over higher reaches may generate landslides, flash floods in vulnerable spots at lower catchments areas”.

A meteorological department official here told GNS that generally cloudy weather was expected with possibility of intermittent light to moderate rain at scattered places of J&K during next 24 hours.

On August 26, he said, weather is expected to be generally cloudy with possibility of “intermittent light to moderate rain at scattered places.”

“Although there’s no forecast of heavy rain, still all concerned are advised to remain cautious during August 25-26th as rain over higher reaches may generate landslides, flash floods in vulnerable spots at lower catchments areas,” he said.

From August 27-28, he said, weather is expected to be partly to generally cloudy. (GNS)

Estates deptt seals quarters of senior NC leader, Vice President MC Bijbehara

Anantnag, Aug 24 (KNO): The Estates Department accompanied by Tehsildar Anantnag, sealed the quarters of senior National Conference (NC) leader Peerzada Hamid and Vice President of Municipal Committee (MC) Bijbehara, Peerzada Musharaf, at Anantnag Housing Colony Khanabal on Thursday evening.

“The sealing of the quarters has taken place after the two leaders were served notices by the Estates Department in, asking them to vacate the quarters within 15 days,” sources told the news agency—Kashmir News Observer (KNO).

Sources said the two leaders have been living in the government quarters for many years.

The occupants accused the government of targeting them for their political affiliations.

Meanwhile, in an official statemment issued to KNO it is stated that the quarter was allotted to one Mubeena Akhter, in the capacity of her being a government employee.

“The allottee has retired way back, this extinguishing all her rights over the said premises. It’s a blatant violation of the statute and public trust that the erstwhile allottee has sublet the public premises to the present occupants , who as such were occupying the premises in the most illegal manner and without any right, rhyme or reason,” the statement said.

It added that although the present occupants may be related to the actual erstwhile allottee, but since this isn’t her proprietary estate, it can’t devolve upon the kith and kin by any means, whatsoever.

The claims that the illegal occupants were targeted is outlandish, illogical and bereft of any common sense, the statement added—(KNO)

Land to be allotted on lease basis for PMAY beneficiaries, Rs 100 per Marla to be paid as one-time premium and Rs 1 per Marla rent, subletting prohibited

Srinagar, Aug 24 (KNO): In a significant development, the Lieutenant Governor-led administration on Thursday unveiled guidelines for allotment/ lease of land to landless beneficiaries of Pradhan Mantri Awas Yojana (Gramin).

The Revenue Department, as per news agency—Kashmir News Observer (KNO), today said that five Marlas of state land will be allotted on lease basis to landless PMAY (G)/Awas plus beneficiaries out of Rural Development Department’s permanent waiting list 2018-19.

Those eligible for allotment are people residing on state land; people residing on forest land; people residing in Rakhs and Farms; people in possession of custodian land; people residing on land already allotted by the Government near Dachigam Park for agricultural purposes, where construction is not permitted and any other category of cases who are otherwise eligible for Housing under PMAY-G, but don’t have any land available for construction.

According to the guidelines, the deputy commissioner concerned shall allot 05 Marlas of state land to those who are domiciles of J&K.

“A person shall be considered landless if he is a domicile of J&K having a separate family and doesn’t have land in his own name or in the name of any of his family members or is not entitled to inherit five Marlas or more land,” reads the order.

It further states that the deputy commissioner concerned shall lease out five Marlas of state land to the landless PMAY (G) beneficiaries who are figuring in the permanent waiting list 2018-19, surveyed by the Ministry of Rural Development, Government of India, and are otherwise eligible for housing assistance under PMAY(G)/Awas plus.

As per scheme guidelines, the land shall be granted on lease basis in terms of the Jammu and Kashmir Land Grants Act of 1960 and the Rules made thereunder.

“The land shall be granted on lease on payment of a token amount of Rs 100/- per Marla as a one-time premium and a nominal amount of Rs 01/- per Marla per annum as ground rent, in relaxation of Jammu and Kashmir Land Grant Rules, 2022,” reads the order.

The lease shall be for a period of 40 years, extendable further for a period of another 40 years, subject to the fulfillment of all codal formalities/norms.

“However, if a person fails to build house on allotted land within a period of two years, such lease shall be cancelled forthwith,” reads the order.

As per scheme guidelines, the Assistant Commissioner (Development) of the Rural Development Department of the district concerned shall verify the case(s) and place an indent before the deputy commissioner along with the complete particulars of the beneficiaries, including AADHAAR. “Deputy Commissioner shall forward the case(s) to Tehsildar concerned for inquiry, who shall identify the state land and verify the particulars of the beneficiaries, including their status of being landless,” the order states.

The grant of land on lease shall not be construed as permission for construction, and the lessee shall seek permission from the competent authority for the construction of the house.

“The lessee shall use the land only for the purpose for which it is granted and shall start construction of the house within three months (03) from the date of the lease, failing which land shall stand resumed to the government without any compensation,” it reads.

The government said that the lessee shall not sub-let/sub-lease/alienate/transfer the leased land, and any contravention shall terminate the lease, and the land shall stand resumed to the government without any compensation—(KNO)

Srinagar, Aug 24 (KNO): Lieutenant Governor of Jammu and Kashmir, Manoj Sinha Thursday said that the government was targeting to start over 19,000 business enterprises besides providing livelihood to over three lakh youth.

Speaking during ‘Gen Next Democracy Network Program’ at SKUAST-K wherein 19 delegates of nine countries are on visit under Indian Council for Cultural Relations (ICCR), Sinha said, “Through this program, we are targeting to start over 19,000 business enterprises and we are also targeting to provide livelihood to over three lakh youth of Jammu and Kashmir.”

According to the news agency—Kashmir News Observer (KNO), the LG said, “The world is aware of the fact that for almost more than three decades, this land of peaceful coexistence of almost all sects has suffered state sponsored terrorism by our neighboring country.”

“However, through different schemes of Prime Minister Narendra Modi that empower the masses and the Union Territory of Jammu and Kashmir, the terror ecosystem has been isolated,” he said.

Sinha further said that in the past four years, we have travelled a long distance to reach where we have reached today. “Our economy is growing and the tourism influx has increased manifold.”

He added that Industrial investment including Foreign Direct Investment (FDI) is pouring in. “There is quite a transformation and development is taking place.”

“Cities are transforming into smarter solutions for living and districts are becoming a production base,” Sinha said.

He said, “In past few years, we have reached a level and have figured at number five in India wherein the income of farmers is much better than other places.”—(KNO)

You can get yourself registered for driving licence in any recognized driving training school. They will have to take training from Driving Training School and pass the test there, a certificate will be given to the applicants by the school. On the basis of this certificate, the driving licence of the applicant will be issued.

What are the new rules

There are also some guidelines and conditions from the Ministry of Road and Transport regarding training centers. Which includes from the area of ​​training centers to the education of the trainer. Let’s understand this.

1. The authorized agency shall ensure that the training centers for two wheeler, three wheeler and light motor vehicles have at least one acre of land, for the centers for medium and heavy passenger goods vehicles or trailers, two acres will be required.

2. The trainer should be at least 12th class pass and should have at least five years driving experience, should be well versed in traffic rules.

3. The ministry has also prescribed a teaching curriculum. For driving light motor vehicles, the duration of the course will be maximum 4 weeks lasting up to 29 hours. The syllabus of these driving centers will be divided into 2 parts. Theory and Practical.

4. People have to spend 21 hours in learning to drive on basic roads, rural roads, highways, city roads, reversing and parking, uphill and downhill driving etc. The theory part will cover 8 hours of the entire course, it will include understanding road etiquette, road rage, traffic education, understanding the causes of accidents, first aid and driving fuel efficiency.

Srinagar, Aug 24 (KNO): A team of anti corruption branch of CBI Srinagar on Thursday caught a junior assistant of Institute of Management and Public Administration (IMPA) red-handed while accepting bribe of Rs 3000.
