Srinagar, Jun 16 (KNO): Director Youth Development and Rehabilitation Centre Dr Mohammad Muzaffar Khan recently talked to the news agency—Kashmir News Observer (KNO) about the most pressing challenge in Jammu and Kashmir – drug addiction. He shed light on the intricate web of factors that contribute to youth abuse. With deep insight into the issue, he outlined three main categories that encompass the reasons behind this growing concern.

Dr Muzaffar Khan pointed out that there are three main reasons that lead youth into drug addiction.

“The first group comprises individuals who do not have any problems, are highly intelligent, and want to experiment with life by engaging in such activities. They are curious to know the consequences of drug use,” he said.

The second group, he said, consists of those who face personal problems such as failed relationships, exam failures, domestic violence, or other types of failures. They turn to drugs as a coping mechanism for stress, often under the guidance of someone else.

“After this, there is another group of young boys and girls who unknowingly consume drugs without understanding their effects. If someone guides them by saying drugs will provide muscle power, confidence, or a good memory, they may take them due to ignorance. These are the three major consequences,” he said.

Furthermore, the availability of drugs and association with affected peer groups becomes another reason, Dr Khan said, adding, “Additionally, an inherent factor is that when a person falls into addiction, they often become a peddler themselves, seeking more clients and engaging in activities to get more people addicted.”

Preventive Measures

Talking about the preventive measures, Dr Muzaffar said, “We need to provide treatment to all those who are affected. Treatment centers should be established. Preventive measures should be taken for those who are at risk, and for that, training should be provided to teachers, religious scholars, and mothers.”

He said screening facilities at the public health level are necessary. A helpline should be available for affected families and parents who want their children to receive treatment. Furthermore, support for the private sector should be encouraged as the government alone cannot handle all these tasks. He emphasized that some families are not comfortable with mental hospitals and rehabilitation centers and prefer to avail of private sector services.

Additionally, it was the J&K Police in 2008 that recognized the problem and established a center at PCR Srinagar. At that time, there was a general denial, but now, after 18 years, we are witnessing acceptance at the public, policy, and official levels, he said.

Meanwhile, the details shared by the Union Minister for Social Justice and Empowerment, Sushri Pratima Bhoumik, while presenting the figures of drug addicts in the lower house of the parliament in response to a query from National Conference (NC) Member of Parliament, Hasnain Masoodi in March this year, reveal a worrying state of drug addiction in the country, with Jammu & Kashmir being hit particularly hard.

According to the figures presented by the Minister, the estimated number of children and adults currently using various psychoactive substances in India is alarmingly high. The prevalence of alcohol use among adults is estimated to be 17.1%, with an estimated number of 15.1 crore users. Cannabis, opioids, sedatives, inhalants, cocaine, ATS, and hallucinogens are also being used by a significant number of people.

Also, the data provided by the Ministry reveals, the prevalence of substance abuse in Jammu & Kashmir is high, with an estimated 108,000 males and 36,000 females using cannabis, 534,000 males and 8,000 females using opioids, and 160,000 males and 8,000 females using sedatives. A smaller percentage of the population uses cocaine, amphetamine-type stimulants (ATS), inhalants, and hallucinogens—(KNO)

As per news agency—Kashmir News Observer (KNO), using few couplets from a Ghazal of Rahat Indori, to evoke people conscious towards taking part in saving the environment, the LG said, “Na Hum-Safar Na Kisi Hum Nasheen Se Niklegā, Hamare Panw Ka Kantha Hāmi Se Niklega,’ which literally means that instead of fependfinbg upon others people should participate as community to realize the dream of realize the goals of sustainable growth and pollution free environment.

He said the effects of climate change in s visible and nature unites us to build a harmonious and prosperous society while effectively managing the challenges of climate change.

The LG was addressing a gathering after launching bioplastic carry bag developed by Defence Research and Development Organisation (DRDO) under Polythene-free Jammu initiative along with inaugurating Hardeep Singh Puri, Union Minister for Petroleum and Natural Gas, Housing and Urban Affairs.

Furthermore, the LG said people should actively contribute in such endeavours to build clean, smart and green city and a better future for coming generations.

“Youth will play a crucial role in combating climate change and building a sustainable future. Youth will also lead the communities to reduce the plastic pollution and to strengthen economic, commercial and social activities in our cities,” the Lt Governor added.

The earth and the ocean both are facing threat from single use plastic. Efforts of the people and the implementation of the 7R campaign will have to be intensified. We need both technology innovations and calibrated action to reduce plastic pollution, enable sustainable alternatives to ensure success of our sustainable development programmes, he said.

“Sale of polythene and single use plastic has been completely banned in J&K. But plastic pollution cannot be overcome only by government orders. Our resolve to make Jammu Polythene-free requires the active participation of every citizen of Jammu city,” he said.

Earlier, Hardeep Singh Puri, Union Minister for Petroleum and Natural Gas, Housing and Urban Affairs congratulated the people of Jammu, Mayor JMC and ULB members on getting the alternative of polythene. He called upon the people to shun polythene bags and switch to sustainable bags developed by DRDO.

The Lt Governor Manoj Sinha lauded the DRDO for developing the bioplastic carry bag as an alternative to the polythene bags.

On the recommendations of the J&K Service Selection Board, and endorsed by the Administrative Department vide their letters
referred above, sanction is hereby accorded to the temporary appointment of the below mentioned candidate as Junior Assistant in
the Revenue Department, District Cadre Kishtwar, in the pay level-4 ( Rs 25500-81100).

The appointee shall report to the Deputy Commissioner, Kishtwar, within a period of twenty one (21) days from the date of issuance of this order and shall be allowed to join after the production of following documents/certificates (in original) to be verified subsequently:-

(i) Academic/ qualification Certificates.
(ii) Matriculation/Date of Birth Certificates.
(iii) Health Certificate from the concerned Chief Medical Officer of the District.
(iv) Domicile Certificate issued by the competent authority.
(v) If the candidate has taken loan for self employment from DIC/Employment Department, to be ascertained from the District Industries Centre (DIC) and District Employment & Counseling Centre of the domicile District, she shall relinquish the
proprietorship of unit/enterprise and also stakes, if any, in such self employment unit/enterprise before joining the Government
service. She shall be required to repay the entire loan liability in suitable EMIs to be worked out by the DDO concerned from her
salary. DDO concerned shall obtain an affidavit from the concerned appointee regarding both relinquishment of proprietorship and stakes if any, in such a self-employment unit/enterprise and recovery to be made and also personally monitor its recovery.
(vi) Valid relevant Category Certificate, if any, applicable.
The above appointment shall further be subject to the following conditions:-
(a) The clearance received from the Criminal Investigation Department, J&K is provisional and it shall be mandatory for the
appointee to fill in the Verification Rolls (V-Rolls), as available through the online mode under the Electronic Employment
Verification System (EVS). Any false information provided by the appointee, or an adverse finding subsequent to the V-Roll
submitted electronically shall result in cancellation of appointment ab-initio, without any further notice.
(b) The appointee shall give an undertaking in the shape of an affidavit to the effect that if, on verification, genuineness of the
qualification /category certificate from the concerned issuing authority are found fake/forged, the appointment shall be treated
to have been cancelled ab-initio.
(c) The salary of the appointee shall not be drawn and disbursed to them unless a satisfactory report in respect of (a) above is
received in their favour.
(d) The appointee shall be initially on probation for a period of two years.
(e) The appointment of the candidate shall be governed by the “New Pension Scheme” as per SRO 400 of 2009 dated 24.12.2009.
(f) The inter-se-seniority of the appointee shall be strictly as per their merit in the select list.
(g) The cadre allocated by appointing authority/SSB shall not be changed under any circumstances.
(h) This appointment order is issued subject to outcome of any petition(s) pending in any competent Court/Tribunal, etc.
(i) If the appointee fail to join within a period of 21 days (twenty one) days from the date of issuance of this order they shall forego
their right to appointment which shall be deemed to have been cancelled ab-initio without any further notice.

After India and Pakistan were locked in a war of words, the wait for the Asia Cup deadlock to be broken has been a long one. But ending all debate, the Asian Cricket Council (ACC) on Thursday, confirmed that the tournament will be played between August 31st to September 17.

The ACC further added that the proposed hybrid model had been accepted and the multi-nation tournament will get underway with four matches being held in Pakistan.

After hosts PCB conduct the first four games in Pakistan, the tournament will then shift to Sri Lanka for the last nine matches. India will play their matches in Sri Lanka.

In a statement, ACC announced, “We are delighted to announce that the Asia Cup 2023 will be held from 31st to 17th September 2023 and will see the elite teams from India, Pakistan, Sri Lanka, Bangladesh, Afghanistan, and Nepal, compete in a total of 13 exciting ODI matches.

“The tournament will be hosted in a hybrid model with four matches being held in Pakistan, and the remaining nine matches being played in Sri Lanka.”

The tournament will be held in ODI format this year with six teams competing.

While Nepal will be making their maiden appearance in the tournament, the other teams in the fray include – hosts Pakistan, defending champions Sri Lanka, India, Bangladesh and Afghanistan.

For the upcoming edition, India have been grouped with arch-rivals Pakistan and Nepal in the league stage, while Bangladesh, defending champions Sri Lanka and Afghanistan make up the second group.

Here is the tentative schedule for the Cricket Asia Cup 2023. Please note that this is not the final schedule, as the official schedule will be announced by the ACC later. The tournament is set to begin on August 31 with an exciting match between Sri Lanka and either Afghanistan or Bangladesh. Pakistan will host the first four group matches, and two of India’s group matches will take place in Sri Lanka. It is probable that India’s first group match will be against Pakistan in Sri Lanka. The final match is scheduled for September 17.

Asia Cup 2023 Format

The Asia Cup is played alternately in T20I (20 overs) and ODI (50 overs) formats. Asia Cup 2023’s format will be a 50-over match. All six qualified teams will play group and knockout matches in round-robin fashion. The top two teams from the Super 4 round will play in the final match for the title.
