Demands thermal power projects for J&K

Anantnag, Mar 04 (KNO): Former Chief Minister and Chairman of Democratic Progressive Azad Party (DPAP) Ghulam Nabi Azad on Monday said the Government of India must restore statehood to Jammu and Kashmir immediately after the assembly elections.

As per the news agency—Kashmir News Observer (KNO), speaking to reporters in the Aishmuqam area of south Kashmir’s Anantnag district, following a public rally, Azad said both the Prime Minister and Home Minister had pledged in the Parliament that the statehood will be restored to Jammu and Kashmir after the assembly elections.

While the government had not specified a timeline for the restoration, it should be done without delay, he said, adding that the Prime Minister should address issues like continuous power outages in the Union Territory.

“What is the fun of installing advanced technology like 4G or 10G networks when basic infrastructure like electricity is lacking,” the DPAP chief said. He urged Prime Minister Modi to allocate resources for the construction of two thermal power projects with a combined capacity of 4000 MW for Jammu and Kashmir.

The former CM expressed disappointment with the lack of progress in addressing the electricity issue, despite the BJP’s rule in Jammu and Kashmir for the past decade. “The government must pay immediate attention to resolve this common problem faced by the people of the region,” he said.

Azad also criticised the neighbouring country for its “inability” to manage their own affairs. “How can anyone expect them to resolve issues in Jammu and Kashmir,” he said—(KNO)

The Jammu and Kashmir Public Service Commission (JKPSC) has announced the date sheet for the Jammu and Kashmir Combined Competitive (Main) Examination 2023. The exam will be held from March 26, 2024 to April 3, 2024.

The JKPSC Combined Competitive (Main) Examination is a recruitment exam conducted by the JKPSC for various posts in the Jammu and Kashmir government. The exam is a two-stage process, consisting of a preliminary exam and a main exam.

The main exam will consist of seven papers, including an essay paper, four general studies papers, and two optional papers. RTO Kashmir issues guidelines for permit conditions for school transport safety

Srinagar, Mar 04: The Regional Transport Officer Kashmir has laid down a series of permit conditions in line with AIS-063 standards and Supreme Court guidelines, stating that the measures are designed to ensure safety standards for students commuting to and from school.

In a letter addressed to all heads and transport managers of schools, a copy of which also lies with the news agency—Kashmir News Observer (KNO), the RTO has outlined a series of permit conditions that school buses and hired transport must adhere to.

For the seating arrangements, the letter states that all seats, except those facing the passenger step well, must be forward-facing and that a partition is required for seats facing the step well. Additionally, the number of children onboard should not exceed 1.5 times the permitted seating capacity for children under 12 years old.

Under essential facilities, the letter has stated to include a first aid box, a water filter, and two ISI-marked ABC type Fire Extinguishers-one positioned at the front and the other at the rear of the bus.

For documentation, it has asked that vehicles must possess up-to-date permits, fitness certificates, insurance certificates, valid Token tax receipts, PUCC, SLD certificate, DL, and GPS certificate.

For driver’s qualifications, the letter states that drivers must have a minimum of 5 years of experience driving Heavy Motor Vehicles (HMVs) and should carry a complete list of children along with a copy of the agreement with the school.

Highlighting the driver’s responsibilities, it has stated that the drivers with repeated violations such as red light jumping, lane discipline violations, or allowing unauthorized persons to drive should not be employed.

“Any driver caught over speeding, driving under the influence, or engaging in dangerous driving should also be disqualified from employment”, reads the letter.

For vehicle appearance, it has stated that the school buses should be painted yellow with ‘SCHOOL BUS’ clearly marked on the front and back. The school’s name, telephone number, and ‘On School Duty’ (if hired) should be clearly displayed.

Highlighting the safety features, the letter has mentioned that the doors should have reliable locks, and windows should be fitted with horizontal grills to ensure child safety, and that for the speed control buses must be equipped with a speed governor set to a maximum speed limit of 40 kmph.

For bag space, it has asked for sufficient space must be provided under seats to store school bags securely, prohibiting bags from being hung outside the vehicle or placed on roof carriers.

For the attendant requirement, the letter states that a qualified attendant should be present on the bus to supervise children during transit and while boarding and disembarking and for the school drop protocol the letter adds that in the event that a kindergarten child is not picked up by an authorized person at designated halting points, the child must be safely returned to school, and parents should be notified.

While for the transport manager, the letter has stated that the contact details of the Transport Manager responsible for ensuring safe transportation of school children must be prominently displayed inside and outside the bus.

“The schools heads are advised not to own/hire any such transport service which does not have a valid permit or do not fulfill the requisite permit conditions/guidelines and any violations of these conditions would invite stern action against the defaulters or violators”, reads the letter—(KNO)

Mercury Plummets In Kashmir, Gulmarg Equals Lowest March Temp In 7 Years At Minus 12°C

Srinagar, Mar 4 (GNS): Amid forecast for mainly dry weather, night temperature plunged in Kashmir Valley with Gulmarg recording minus 12.0°C, equalling the lowest minimum temperature in seven years during the month of March for the world famous skiing resort.

A meteorological department official here told GNS that Srinagar recorded a minimum of minus 2.0°C against previous night’s minus 0.6°C. It was below normal by 4.2°C for the summer capital of J&K for this time of the year, the MeT official said.

Qazigund recorded a minimum of minus 1.0°C against 2.0°C on the previous night and it was 1.9°C below normal for the gateway town of Kashmir, he said.

Pahalgam recorded a low of minus 6.0C against minus 2.4°C on the previous night and it was 3.7°C below normal for the famous resort in south Kashmir.

Kokernag, also in south Kashmir, recorded a minimum of minus 1.9°C against minus 1.5°C on the previous night and it was 2.8°C below normal, the official said.

Kupwara town recorded a low of minus 1.5°C against minus 1.3°C on the previous night and it was 2.5°C below normal there, the official said.

Gulmarg recorded a low of minus 12.0°C and minus 10.6°C on the previous night. The mercury equaled the previous lowest temperature (minus 12.0°C) in more than a decade during the month of March, recorded on 12th day in 2017 and it was below normal by 7.5°C for the world famous skiing resort in north Kashmir.

Jammu, he said, recorded a minimum of 6.7°C and it was above normal by 5.6°C for the winter capital of J&K.

Banihal recorded a low of 6.7°C, Batote 1.0°C and Bhaderwah 0.1°C, he said. (GNS)

The weatherman has predicted improvement in weather in Jammu and Kashmir till March 10 after days of rain and snowfall.

“No significant weather activity is expected till March 10 with possibility of light rain/snow at scattered places during night of 6th March to 7th March F/N,” the MeT official here told GNS.

Regarding the outlook during subsequent 5 days, he said, fresh spells of rain and snow is expected during March 12-14. (GNS)

Schools in Kashmir to Resume Class Work Today

Class work to resume in Kashmir schools from today

Srinagar, Mar 3: All the government and recognised private schools are set to resume routine class work and other activities of the school children in the Kashmir division on Monday.

The schools would reopen for children after a gap of over three-month long winter vacations.

The schools up to class 8th were closed from November 28, 2023, while the classes from 9th to 12th standard were closed for winter vacations from December 11, 2023.

The schools were scheduled to reopen from March 1, 2024.

However, the resumption of class work in schools was delayed for two more days given the weather forecast of heavy rains and snowfall.

The teaching staff of all the educational institutions have already reported to their respective schools from February 21, 2024, to make arrangements regarding the preparation of the ensuing annual Board examination and giving a facelift to the schools.

While the schools are set to open across Kashmir, schools in snowbound areas are still inaccessible.

“We have already asked the teachers posted in such schools which are still inaccessible, to report to the concerned cluster heads or ZEOs. The decision about the students enrolled in such institutions will be taken accordingly,” Director School Education Kashmir Tasaduq Hussain Mir told Greater Kashmir.

The J&K Board of School Education (BOSE) has lined up annual examinations for class 10th to 12th students in soft zone areas.

The exam for class 12th would commence from March 6 followed by class 10th on March 11 and the examination for class 11th students would commence from March 30, 2024, in soft zone areas.

Directorate of School Education Kashmir (DSEK) has fixed the timings of schools falling within Srinagar municipal limits from 10 am to 3 pm while the timing for schools outside Srinagar municipal limits has been fixed from 10.30 am to 3.30 pm.

With the reopening of the schools on March 4, the traffic flow is expected to increase on the highways and inner link roads of Srinagar city and other districts.

A top official in the Traffic Police (City) said that they have already advised the representatives of the schools to manage the parking of the school buses within the campus.

“Compared to last year, the situation is much better this time as most of the works related to smart city projects have been completed in the city centre. The work is going on in the peripheries and it will not have much impact in the city centre. But we are still prepared to ensure a smooth flow of traffic,” the official said.

While all the schools were set to resume class work after the three-month-long winter vacations, some schools have decided to resume class work from March 9 and March 11, 2024.

“The school reopening date is postponed to Saturday (March 9, 2024) for all classes. The exams scheduled for March 6 and 7 will be rescheduled as well,” read a message sent by GD Goenka School Srinagar to the parents.

Green Valley Educational Institute (GVEI) and Kashmir Harvard School have also decided to reopen the school on March 9, 2024.

“Due to the current weather conditions, we are delaying the reopening of kindergarten classes (pre-nursery and senior KG). The class work for these grades will resume from March 9,” reads a message sent by Kashmir Harvard School to parents.

GD Goenka Anantnag School has also decided to reopen school from March 11, 2024.

Meanwhile, keeping in view the recent heavy snowfall, followed by an avalanche warning issued by JKDMA, the district administration of Kupwara has ordered that all the schools in the areas of Keran, Budnambal, Jumagund, Kumkadi, Machil, and upper reaches of Karnah subdivision would remain closed on March 4 and 5, 2024.
