Srinagar, January 9(KSA):The Institute of Mental Health & Neurosciences Kashmir (IMHANS) has issued an advertisement for contractual engagements against various positions under the National Drug De-addiction Programme (DDAP).

As per the advertisement (No. Psy/2024/Adv/DTC//180-91 Dated: 02-04-2024), IMHANS is inviting online applications for the positions of Medical Officer (1 post) and Nurse (1 post) on contract basis for one year under the Drug Treatment Centre (DTC) scheme.

4000 Vacancies: J&K Govt Jobs Recruitment 2024

The minimum qualification required for Medical Officer is MBBS from a recognized institution, preferably MD in Psychiatry. The remuneration is Rs. 45,000 per month. For the Nurse post, candidates should have B.Sc. Nursing/GNM degree and the remuneration is Rs. 15,000 per month.

The online application process has commenced from January 4, 2024 and the last date for submission of applications is January 11, 2024. Candidates are required to apply online through the GMC Srinagar website. A fee of Rs. 200 is to be paid through online mode only.

The selection will be based on written test/interview for which shortlisting may be done based on number of applicants. The contractual engagement will be for one year or continuation of the DTC scheme, whichever is earlier.

‘4000 vacant posts being filled by ending March’

JAMMU: While the Government is not going to show any leniency towards the employees involved in anti national and anti social activities in J&K besides the deadwood, it will create a mechanism to fill up the 4000 vacant posts lying in various Government departments by March ending this year.

This was stated by newly appointed Chief Secretary of J&K UT, Atal Dulloo in an exclusive interview to Excelsior here. He said besides, the Government acting tough against anti national and anti social elements in the administration, the noose will also be tightened on corrupt officials to ensure that administration comes up to the expectations of the people.

He said laws are already in vogue in this regard and Government will go strictly as per the law to curb the activities of such elements in the administration. All efforts will be made that process of action against such elements will be made speedy and deadwood will be shown the door’’, added Dulloo.

He said the process of filling up of the vacant posts in various Government departments has been intensified and by the end of March, 4000 such posts will be filled up to overcome the manpower shortage in the offices.

Dulloo said that this Government is endeavored to make recruitment process transparent and fair in UT so that there is no complaint from any side in selection of candidates for Government services.

He said that Government is also looking how to make disposal of people’s grievances more effective and satisfactory. In this regard a mechanism will be created to make grievances digitalized.

Responding to a question that the recruitment process through Public Service Commission (PSC) is getting delayed as the recruiting agency is headless for a pretty long time now, Dulloo said that the Government is averse to it and post of Chairman of PSC will be filled up soon.

Besides, he said that the transfer policy for Government employees will be implemented in letter and spirit in the UT without affecting the efficacy of administration. He also said that the pending bills of GP Fund, retirement benefits of employees and other arrears besides, the contractor bills will also be cleared well in time. Already instructions were given in this regard to concerned officers. He said earlier the delay had taken place due to some financial problems but now this issue has been settled.

In response to another question on filling of post Principal of Government Ayurvedic College Jammu, the Chief Secretary said that a mechanism is being evolved for appointment of Principal for the College so that there is no adhocism. The Government is already on the job in this regard, he added.

Dulloo said a robust industrial package has been sanctioned for the UT for its holistic development. Besides, offbeat areas of J&K are being brought under tourist map, he added.

He said efforts will be made for employment generation and Government will promote micro and medium entrepreneurs. It will work on the schemes framed by the Government of India and UT Government in this regard and also find out ways and means that what more can be done for employment generation, he added.

Maintaining that in implementation of industrial policy, the land problem was a hurdle earlier which has been solved and 40 industrial estates are being set in the UT. New Units are being established and private industry being promoted, he added.

Regarding promotion of tourism and exploiting new tourist resorts in the UT is in offing, the CS said that the offbeat tourist destinations both in Jammu and Kashmir valley which have potential for tourism will be developed by providing, road, water and electricity connections. In this regard, he said Bhaderwah, Shiv Khori and Suchetgarh have been promoted for tourism, pilgrimage tourism and border tourism. Besides, Duddu Basantgarh in Udhampur, Sanasar, Surinsar, Mansar , Basholi the pother tourist destinations are also being exploited to tourism promotion. He said last time a good number of pilgrims visited Machail Mata in Kishtwar and efforts are on to increase their number in future too.

He said the projects sanctioned under Smart Cities are not the only means for development of twin cities of Jammu and Srinagar but the other departments will also be involved for the development of these cities where need be.

Regarding Government action on private educational institutions who have come up on State or Kahcharai land which has generated a resentment among the owners of private educational institutions and students after the Board of School Education turned down entertaining the forms of students for 10the class and 12th class examinations, Dulloo made it categorical that Government will not allow to affect the academic calendar of the students but at the same time the law will be implemented in letter and spirit.

On construction of Hydro Electricity projects to boost the power generation of UT and make it self sufficient, Dulloo said out of four mega Hydro Electric power projects which have been taken up in hand in erstwhile Doda district three will be commissioned by the year 2026. This will boost the power generation in the UT. Besides, the work on much talked about New Ganderbal Hydro Electric Project in Kashmir valley will also be resumed and work on these projects will be intensified, he added.

On the shortage of doctors in newly established Medical Colleges in the UT, Dulloo said that except Doda and Rajouri Medical Colleges, there is no shortage of faculty in other Medical Colleges of the UT. He said advertisements are being issued in filling up the vacant posts in these two Medical Colleges besides, making appointments on the basis of academic arrangements so that the people don’t suffer.

The Chief Secretary said, however, the main priority of the UT Government at present is to make the Viksit Bharat Sankalp Yatra (VBSY) more and more linked to development process to have contact with the common masses, redress their grievances and ensure saturation and implementation of welfare schemes of the Government though public outreach.

The Chief Secretary said that VBSY is having good response in the UT as lakhs of people all over J&K are joining it. He said all steps are being taken by Government to have direct connect with people through this yatra. The tours are being conducted and senior officers go to districts, meet people and listen to their grievances. Through Block Diwas and Thana Diwas more and more people are linked with the Government schemes, he added.

Dulloo said the digitalization of Jamabandis and other revenue records is 98 to 99 percent complete. Many services of Revenue Department are being linked to online and no monopoly of officials will be allowed. The segregation of land from Khads will continue as per rules and no let up will be allowed in this direction. There will be proper implementation of rules in this regard, he added.

He said the grievances redressal mechanism will also be made speedy for disposal of cases and necessary corrections will also be made wherever necessary. Besides, the Union Government and UT Government schemes will be taken to door steps of the people to have good impact and focus will be given to niche areas for employment generation and skill development.

The CS said that the Back to Village programme is being strengthen to increase public outreach and demand of grievances is being digitalized.

Dulloo also warned those empanelled hospitals which don’t entertain the Ayushman Bharat Card saying that they are bound to accept the card and those who deny will be taken to task.

The CS said that reforms in Agri sector have been launched and through digital support system the farmers sitting at their home can get information. He said 1100 online services are being made effective.

He, while showing concern over increasing road accidents in hilly reaches said the LG Government is taking concrete steps in this regard and traffic rules will be strictly enforced. Besides, training for drivers, law and rules are to be strictly enforced on ground and action will be taken against those who violate the law. Moreover, the infrastructure development including better road connectivity will be the priority to avert the increasing accidents, he added.

On rejuvenation of Devika Project, he said the incomplete works will be completed soon.

He said the complaints regarding the ownership of land during recent settlement will be looked into on the basis of complaints from the people. Moreover, the Distress Sale Act will also be strictly enforced in the UT. (Daily Excelsior)

Jammu Kashmir: Met Predicts fresh weather advisory till 15 January

Srinagar, Jan 9 (GNS): There was slight rise in night temperature on Tuesday as Srinagar recorded a low of minus 2.4°C.

A meteorological department official here told GNS that the temperature was 0.5°C below normal for the summer capital of J&K for this time of the year.

He said the Srinagar saw minimum temperature of minus 4.3 °C on previous night.

Qazigund recorded a minimum of minus 2.6°C against minus 4.2°C on the previous night, he said. The minimum temperature was 0.5°C above normal for the gateway town of Kashmir, the MeT official said.

Pahalgam recorded a low of minus 4.4°C against minus 5.3°C on the previous night and it was 2.6°C above normal for the famous resort in south Kashmir.

Kokernag, also in south Kashmir, recorded a minimum of minus 1.2°C against minus 2.1°C on the previous night and the temperature was above normal by 2.8°C for the place, the official said.

Kupwara town in north Kashmir recorded a low of minus 4.5°C against minus 5.0°C on the previous night and it was 1.8°C below normal there, the official said.

Gulmarg, the official said, recorded a low of minus 4.6°C against minus 4.0°C on the previous night and the temperature was 3.2°C above normal for the world famous skiing resort in north Kashmir.

Jammu, he said, recorded a minimum of 5.1°C against 4.3°C on previous night, and it was below normal by 2.3°C for the winter capital of J&K.

Banihal recorded a low of minus 0.0°C, Batote 2.1°C and Bhaderwah 0.6°C, he said.

Kashmir valley is under ‘Chillai-Kalan’, the 40-day harsh period of winter, which will end on January 30. However it does not mean an end to the winter. It is followed by a 20-day-long period called ‘Chillai-Khurd’ that occurs between January 30 and February 19 and a 10-day-long period ‘Chillai-Bachha’ (baby cold) which is from February 20 to March 1.

The MeT official said that from January 10-14, generally dry weather is expected. “Overall no significant weather activity is expected till January 15.” (GNS)

JKSSB Announces Final Selection List for Sub-Inspector, Police (Home Department) Posts

The Jammu and Kashmir Services Selection Board (JKSSB) has officially released the Final Selection List for the recruitment of Sub-Inspectors in the Police (Home Department), UT Cadre. This culmination follows a thorough and multi-stage selection process, including a Computer Based Written Test (CBT), Physical Standard Test (PST)/Physical Endurance Test (PET), and Document Verification.

Selection Process Overview:
The recruitment process commenced with the release of Notification No. 06 of 2021 on October 21, 2021, inviting applications from eligible candidates. The selection criteria included a Written Test, followed by PST/PET, with additional weightage given to candidates possessing NCC Certificates.

The Computer Based Written Test (CBT) took place from December 7 to December 20, 2022, in multiple shifts. Subsequently, the results were declared through Notification No. JKSSB COEOEXAM(UT)/54/2022-03 on November 3, 2023. Shortlisted candidates underwent PST/PET and Document Verification in both Jammu and Srinagar.

Formation of Selection Committee:
To finalize the selection, the JKSSB constituted the Selection Committee through Office Order No. 323-SSB of 2023 on December 22, 2023. Horizontal Reservation was implemented, allocating 72 posts to Ex-Servicemen (ESM), while Persons with Disabilities were deemed ineligible for these specific positions.

Approval of Provisional Selection List:
The Provisional Selection List, based on merit and eligibility, was presented to the Board during its 251st Meeting on December 29, 2023. The candidates were given an opportunity for medical examination and to raise objections within five days of the notification.

Addressing Representations and Finalizing the Selection:
Several representations were received from candidates regarding document submissions, withheld cases, and corrections. The Selection Committee, considering these concerns, along with medical reports and existing regulations, formulated the Final Selection List. The Board approved this list in its 254th Meeting held on January 8, 2024.

Formative assessment:JKSCERT to conduct assessment upto 8th standard in first week of March

Srinagar, Jan 08 (KNO): In view of the winter vacations, Jammu and Kashmir State Council of Educational Research and Training (JKSCERT) Monday said that it will conduct formative assessment upto 8th standard in first week of March instead of the previously notified date,

Under the Student Assessment and Evaluation (SA&E) scheme up to Class 8th, JKSCERT had notified the schedule and timeline for conduct of SA&ES up to Class 8th (Elementary level) for the summer and winter zone schools from Academic Session 2023-24

According to the news agency—Kashmir News Observer (KNO) Director of JKSCERT in a communique said, “For the convenience of students and keeping in view the announcement of winter vacation in winter zone schools by JKUT, the Formative Assessment scheduled to be conducted in the last week of December 2023 in winter zone schools of JKUT shall now be conducted by the respective schools by or before ist week of March 2024.”

Earlier in October-2023, JKSCERT had devised a ‘Common’ format for the recording of the formative assessment under the Student Assessment and Evaluation (SA&E) scheme up to Class 8th.
