UGC Declares MPhil as Non-Recognized, Directs Universities to Halt Admissions for 2023-24

The University Grants Commission (UGC) on December 27 directed the universities in the country to stop taking admissions for the MPhil course of the 2023-24 session, stating that it is not a recognised degree.
UGC Secretary Manish Joshi also advised students not to join any MPhil programme offered by universities in India.

“It has come to the notice of the UGC that a few universities are inviting fresh applications for the MPhil (Master of Philosophy) programme. In this regard, it is to bring to the notice that the MPhil degree is not a recognized degree,” news agency PTI quoted UGC Secretary Manish Joshi as saying.

“The Regulation No. 14 of the UGC (Minimum Standards and Procedures for Award of Ph.D. Degree) Regulations, 2022 clearly states that higher educational institutions shall not offer any MPhil programme,” Joshi said, adding that “students are advised not to take admission in any MPhil programme”.

140 private universities
Several new varieties are coming up across the country and many of them offer courses that are not recognised by the UGC. Earlier on December 24, the Ministry of Education said up to 140 private universities had been established across the country during the last five years, with Gujarat being the leading state, followed by Maharashtra, and Madhya Pradesh.

According to the Ministry of Education statistics, 28 private universities have been established in Gujarat during the last five years while 15 universities were set up in Maharashtra.

Madhya Pradesh and Karnataka welcomed 14 and 10 universities respectively during the period.

“Private University is established by an Act passed by the state legislature concerned and Notification issued by the state government concerned,” a senior education ministry official said.

“The name of a private university is included in the list of universities by the University Grants Commission (UGC) as per Section 2(f) of the UGC Act, 1956, on receipt of the copies of the Act and notification from the university,” he said.

Eligibility Criteria

The applicants who are applying for the Inspector posts should be aged between 18 to 30 years and should have graduated from a recognized university/college/institute or equivalent qualification.

The applicants who are applying for Tax Assistant (TA) should be aged between 18 to 27 and should have graduated from a recognized university/college/institute or equivalent qualification.

New Year’s Weather Outlook: Meteorologists Predict Light Snowfall on Eve and January 3-4

Srinagar, Dec 27: Dense fog continued to engulf most parts of the Kashmir Valley for the third straight day on Wednesday while the mercury settled below freezing point at all the stations across the Valley. However, the weatherman has predicted light rain and snowfall at isolated to scattered places on January 03 and 04.

Amid forecasts of dry weather conditions till December 31st, Director Meteorological department, Dr Mukhtar Ahmad told the news agency—Kashmir News Observer (KNO) that the foggy mornings would continue to be witnessed during the next few days.

For the third straight day, the dense fog that engulfed most areas of the Valley led to the low visibility, causing huge inconvenience to the commuters.

Pertinently, the traffic control room here has issued an advisory for the commuters in wake of the dense fog. “There is a need to be extremely careful while navigating the roads in the middle of a dense fog,” the advisory reads.

In the advisory, the commuters have been asked to stick to their lane, Park the car and wait, say no to speeding, keep the headlights on a low beam, use indicators to alert others, keep the windshields and windows clean, adjust the driver’s seat position, focus on the road, keep the brakes & tyres in perfect condition and avoid overtaking.

Besides, the night temperature continues to settle below freezing point across the Valley today while Pahalgam was the coldest place at minus 4.6 degree Celsius.

According to the data prepared by the MeT department here, Srinagar, the summer capital of Jammu & Kashmir shivered at minus 2.6 degree Celsius while the night temperature of minus 3.2 degree Celsius was also recorded in South Kashmir’s Qazigund station.

Gulmarg, a famous ski-resort, has recorded a low of minus 2.8 degree Celsius.

Kupwara in north Kashmir has recorded a low of minus 4.2 degree Celsius while Kokernag recorded a minimum temperature of minus 2.2 degree Celsius.

Meanwhile, Director Meteorological (MeT), Dr Mukhtar Ahmad said that the weather is expected to remain generally dry with possibility of moderate to dense fog over central Kashmir, plains of Baramulla, Ganderbal and Pulwama dist till December 31st.

He added that there is a possibility of light snow over higher reaches during evening or night of December 31st as well.

In the first two days of New Year, Director MeT said that the weather is expected to remain generally dry while on January 3 and 4, the light rain and snow is expected at isolated to scattered places, he said—(KNO)

To prevent ‘proxy’, Edu Deptt directs Govt schools to display pictures of teachers

Srinagar, Dec 27 (KNO): Jammu and Kashmir School Education Department has directed all the government educational institutes to display photographs of teachers to ‘prevent the practice of teaching staff by sending proxies on their behalf’.

According to the news agency—Kashmir News Observer (KNO), Director of School Education Kashmir (DSEK) notified this in a communiqué to Chief Education Officers (CEOs) of the region.

An official at DSEK said, “As per the orders, it seems that there may be some teachers in the department who are sending proxies on their behalf. The concerned authorities may have accordingly issued the orders to curb such practices.”

“The third Chief Secretaries Conference is proposed to be held on December 27-29. The theme identified for this conference is ‘Promoting Ease of Living’ with a special focus on ‘Ease of Schooling’ to enhance access to schools and ensure quality of service delivered,” it reads.

The communiqué further reads, “One of the key action points identified for the matter is ‘proxy teachers’—displaying of photographs of teaches in schools.”

DSEK accordingly has requested CEOs to take necessary action in this regard so as to saturate the key initiative.

“The photographs of all the teachers may be displayed in all the schools of your (CEOs) respective districts and provide an updated status of it by mentioning the total number of schools and total number of teachers covered under this initiative whose photographs have been displayed in the prescribed format,” it reads.

Pertinently, the orders were issued on the directions of the Ministry of Education (MoE) for Government of India (GoI) on December-19.
