42 Gazetted, 229 Non-Gazetted Positions Vacant in G&M Department

JAMMU: There are 42 Gazetted and 229 Non-Gazetted posts vacant in the Geology and Mining Department in Jammu and Kashmir.

This information was provided by the Union Minister of Mines, Coal, and Parliamentary Affairs, Prahlad Joshi in response to a question of the National Conference MP Justice (retired) Hasnain Masoodi in the Parliament today.

“As per the information provided by the UT of Jammu and Kashmir, there are 113 sanctioned posts in the Gazetted category in the department. Out of these, 71 Gazetted posts are filled and 42 are vacant,” the Union Minister told the Parliament.

Of the 42 vacant Gazetted posts, he said, 9 come under direct recruitment quota and have been referred to the concerned recruiting agency for selection of suitable candidates and the remaining 33 posts are under promotion quota, which are vacant due to the non-eligibility of the Departmental Officers for promotion.

He said that UT of Jammu and Kashmir has further informed that in Non-Gazetted category, there are 434 sanctioned posts, out of which 205 posts are filled and 229 posts are vacant.

Of the 229 vacant Non-Gazetted posts, he said, 83 come under direct recruitment quota and have been referred to the concerned recruiting agency for selection of suitable candidates and 142 posts are vacant due to non-eligibility of the Departmental Officers for promotion.

Further, the Union Minister said that 4 posts of Junior Surveyor could not be referred to the recruiting agency due to want of amendment in recruitment rules.

In Multi-Tasking Staff category, he said, the sanctioned strength is 575 posts, out of which 307 are filled and 268 are vacant.

“Out of the vacant posts, 9 have been referred to the concerned recruiting agency for selection of suitable candidates, whereas 259 posts pertain to Jammu and Kashmir Daily Rated Workers/Work Charged Employees (Regularisation) Rules, 1994,” he said, while quoting the figures provided by the J&K Government.

Pralhad Joshi, the Union Minister of Mines, Coal, and Parliamentary Affairs added that 47 employees of the Jammu and Kashmir Cements Limited (JKCL) have been deployed to the Department of Geology and Mining on deputation basis by the UT Government to cater the deficiency of manpower.

Besides, all steps have been taken by the UT Government to address the concerns of the deficiency of the staff in the Department of Geology and Mining, he said.

JKBOSE Denies Exam Forms, Puts Education on Hold: Future Uncertain for Thousands of Students

Srinagar, Dec 14: The future of thousands of students in Jammu and Kashmir is hanging in the balance as the Jammu and Kashmir Board of School Education (BOSE) has refused to accept class 10th examination forms from students enrolled in private schools established on state land.

This move has sparked concerns and raised questions about the board’s actions in defiance of a stay order issued by the J&K High Court against a government directive from the previous year.

The predicament began after the J&K government in 2022 amended the rules under the Education Act 2002 to provide for fresh guidelines relating to the use of land and building structures by private schools in Jammu and Kashmir.

The amendments were made by the J&K Lieutenant Governor (LG) in the Jammu and Kashmir School Education Rules, 2010 in exercise of the powers conferred by section 29 of the Jammu and Kashmir School Education Act, 2002.

In the wake of this, the J&K government ordered that all those private schools which are established on the State land should close the schooling of the enrolled children with immediate effect.

The schools were asked to issue the school leaving certificates in favour of their respective students so that they would be accommodated in nearby Government schools “subject to the consent of their parents in this regard”.

However, the private school proprietors collectively approached the judiciary and sought relief from the J&K High Court, securing a stay on the government’s order.

Despite this legal intervention, the refusal by JKBOSE to accept examination forms for class 10th students enrolled in these private schools has thrown the academic aspirations of thousands into jeopardy.

The President of Private Schools Association Jammu and Kashmir (PSAJK) Ghulam Nabi Var termed the board’s action surprising and said on what grounds the JKBOSE was not accepting the forms of students enrolled in these schools if the High Court has already issued a stay to the government order.

“Approximately 2 lakh students, including orphans and underprivileged children, are enrolled in these schools established on state land,” he said.

Var said that the matter was sub judice and the government at this juncture should allow the students of these schools to appear in the annual board exams.

“Otherwise the future of these students will be at stake,” he said.

The submission of examination forms for class 10th students commenced on November 29, 2023, but the JKBOSE’s refusal to accept them has left students and parents in a state of uncertainty.

A JKBOSE official admitted that they were not accepting the examination forms of students enrolled in the private schools established on state land.

“The matter is sub judice and we are not accepting their exam forms. The higher-ups in the JKBOSE might have taken up the matter with the administrative department about the issue as it concerns the future of thousands of students,” he said.

However, the JKBOSE official said that the students need to be facilitated and should be allowed to appear in the examination.

“We can extend the deadline for submission of examination forms but the government should take a call on it,” he said.

An official at the Directorate of School Education Kashmir (DSEK) acknowledged that the J&K High Court had stayed the government order.

“The Administrative Department is the respondent number one in the case and we have communicated the developments to them. But there has been no communication in this regard,” the official said. (Greater Kashmir)

Jammu, Dec 15: Lieutenant Governor Manoj Sinha today said the Supreme Court judgment on conduct of Assembly elections in J&K before September 30, 2024, will be implemented in letter and spirit and announced that Paharis will get reservation very soon. He added that there has been 350 percent increase in arrival of foreign tourists in the Valley and number of domestic tourists this year has crossed two crore benefitting everyone connected with tourism sector in the UT.

Speaking at ‘Agenda Aaj Tak’ today, Sinha said the debate on abrogation of Article 370 of the Constitution of India which granted special status to erstwhile State of Jammu and Kashmir has ended with the Supreme Court decision.

“The decision taken by the Government of India has been endorsed by the Apex Court. The country as well as Jammu and Kashmir has accepted the verdict. The debate (on abrogation of Article 370) should rest now,’’ he added.

To a question on deadline for Assembly polls, fixed by the Supreme Court, he said on August 5, 2019 (the day special status were scrapped), Home Minister (Amit Shah) had announced in the Parliament that Delimitation Commission will be set up for J&K followed by elections and restoration of Statehood at appropriate level. The Prime Minister too had addressed the nation and made similar statement.

“After delimitation of constituencies and revision of voter lists, the Election Commission has stated that process has started. The Solicitor General in an affidavit in the Apex Court had also assured elections and restoration of Statehood. The Supreme Court order will be implemented in letter and spirit,’’ the Lieutenant Governor said.

He announced that the Paharis are going to get reservation soon.

It may be mentioned here that a bill to grant ST status to Paharis was introduced in Lok Sabha in Monsoon session of the Parliament in July this year and it was pending there.

“The Pakistani refugees, Gorkhas etc settled in Jammu and Kashmir for last 75 years had no property, education, job and voting rights. Women were deprived of rights if they were married outside. They now feel empowered (following abrogation of Article 370). Kashmiri Pandits have been given political reservation. Wherever they (the KPs) live, they can get domicile certificate of Jammu and Kashmir.

“PoJK and West Pakistani were given Rs 5.5 lakh compensation. OBCs, Dalits have been given reservation in jobs and education. New castes have been added as OBCs. Nine seats have been reserved in the Assembly for STs. Paharis are going to get reservation soon. It was after 34 years that Shias took out Muharram procession in Srinagar,’’ Sinha said.

Without making a reference of past, he said now there is such a Government at the Centre that terrorists can’t sit with the Prime Minister. They have to sit on floor even in front of a junior official of the National Investigation Agency (NIA).

“The changes brought about following the repeal of Article 370 instilled a sense of pride among the population of nearly 11 million people. They have begun to believe that the Government in Delhi today is willing to respect and protect their rights,” Sinha said.

He said the people of Jammu and Kashmir want a complete integration with India, they want to join India.

To a question on Pakistan occupied Jammu and Kashmir (PoJK), he said a statement can be made by the Ministry of External Affairs. On whether the people of PoJK want to unite with Jammu and Kashmir, he said this question should be put to the people there but added that there are no roads, electricity and other basic facilities in that part of Kashmir.

He said Pakistan propaganda (on Kashmir) will go on but there is nothing to worry. On killing of militants within Pakistan, he added that the country was earlier heaven (for the terrorists) but now another word will have to be substituted.

Asserting that glamorization of burial of the terrorists has been stopped and people no more gather at the site, Sinha, however, said the deceased’s family and relatives are called and burial takes place with their approval.

“People of Kashmir have seen snow and electricity together for the first time,’’ he said.

The Lieutenant Governor said there has been 300 percent increase in foreign tourists. Last year, 1.82 crore tourists visited Jammu and Kashmir and this year, in November, number of the tourists had already crossed two crore.

“People of Kashmir including auto and taxi operators, hoteliers, rehriwallas and all those connected to tourism have been benefitting out of this,’’ he added.

On industrial development, Sinha said Rs 86,000 crore worth investment proposals have been received and many of them are on ground now after introduction of new Industrial Development Scheme. This will generate employment and income, he added.

Besides, he said, Rs 1.5 lakh crore worth infrastructure projects are also going on in Jammu and Kashmir

J&K Bank digital payments continues to disappoint

UPI services affected from Dec 13, say distraught customers

Srinagar, Dec 14 (KNO): The Jammu and Kashmir Bank continues to disappoint customers with its digital services.

Even as the customers were informed by text messages that UPI services will remain affected between 12 to 6 am on 13 December but customers say the service is still down.

The customer told news agency—Kashmir News Observer (KNO) that none of the transactions were happening via UPI.

Those with J&K Bank accounts and living outside the J&K, who mostly rely on online mode of payments using UPI services in multiple modes like PayTM, GPay and PhonePay were affected.

We were able to make Mpay transfers for the same bank beneficiaries but transactions to other banks both from Mpay and UPTO services are not getting through,” they said.

A Kashmiri student wrote on ‘X’ that the bank users outside Kashmir will have to wash dishes in some restaurant or soon will be thrashed because they are unable to make payments.

“I suggest you take plenty of cash with yourself every time you go out,” he added.

Another student told Kashmir News Observer-KNO, “I’ve been trying to send money through the Gpay app since yesterday but the app even fails to open”.

In a statement, a J&K Bank official announced the bank’s UPI platform upgrade, necessitating a one-time reset of the UPI PIN/Passcode to ensure uninterrupted UPI services.

“To change the PIN/Passcode, please utilize the Bank UP or NPCI registered apps such as Gpay, Paytm, PhonePe, etc., exclusively. It is advised for safety reasons not to click on any link for PIN change,” he said—(KNO)

TRAFFIC POLICE HEADQUARTERS, J&K, JAMMU/SRINAGAR

1. Slow Movement on NH-44

There was slow movement observed on NH-44 due to poor surface condition of road at Dalwas and single lane traffic at Cafeteria-Mehad, Magerkote, Nachlana between Nashri and NAVYUG Tunnel.

2. Advisory for Passengers/LMVs Operators

Passengers/LMVs operators are advised to prefer journey on Jammu-Srinagar NHW during the day. Please avoid journey during night hours as there is an apprehension of shooting stones between Ramban and Banihal.

3. HMVs Operators/Owners Request

HMVs Operators/Owners are requested to desist from overloading and carry sufficient fuel during the journey on Jammu-Srinagar NHW. It is further requested that vehicle owners must double-check the fitness of their vehicles and carry sufficient fuel before undertaking the journey on Jammu-Srinagar NHW.

4. HMVs with Specific Tyres

HMVs with only 06 and 10 tyres shall be allowed to ply through Dhar road.

TRAFFIC PLAN & ADVISORY FOR 15-12-2023

Subject to fair weather and good road condition, LMVs Passenger/Private Cars/HMVs/Load Carriers shall be allowed from both sides on Jammu-Srinagar National Highway (NH-44) viz Jammu towards Srinagar and vice-versa. Commuters are advised to follow lane discipline.

SFs Convoy Movement

Subject to fair weather and good road condition, Security Forces vehicles shall be allowed from both sides on Jammu-Srinagar NHW (NH-44) viz Jammu towards Srinagar and vice-versa.

SSG ROAD

Subject to fair weather and good road condition, vehicular movement on Srinagar-Sonamarg-Gumari road shall be allowed from both sides viz Srinagar towards Kargil and vice-versa. LMVs followed by HMVs shall be allowed from Minamarg towards Srinagar between 0830 hrs. to 1100 hrs. Similarly, LMVs followed by HMVs shall be allowed from Sonamarg towards Kargil between 1230 hrs to 1530 hrs. No vehicle shall be allowed after cut off timings.

SFs Convoy, plying from Srinagar to Kargil, shall leave Srinagar at 0800 hrs. SFs Convoy plying from Drass to Srinagar shall plan their movement in such a manner so that Civil Traffic doesn’t get disturbed.

Mughal Road

Subject to fair weather and good road condition, vehicular movement on Mughal road shall be allowed from both sides viz. Poonch towards Shopian and vice versa. These vehicles shall be allowed from Behramgalla (Buffliaz) and Herpora (Shopian) between 0600 hrs. to 1800 hrs. No vehicle shall be allowed after cut-off timings.

People are advised to undertake the journey on NH-44 only after confirming the status of the road from Traffic control units as under:-
