On December 4, 2023, the Jammu and Kashmir Health & Medical Education Department issued a significant Government Order (G.O. No. 974-JK(HME)) to appoint and post Medical Officers (Allopathic) in the J&K Health and Family Welfare (Gazetted) Service. TRAFFIC POLICE HEADQUARTERS, J&K, JAMMU/SRINAGAR

1. From 03-12-2023, 1700 hrs. to 04-12-2023, 1700 hrs., there was slow movement observed on NH-44 due to breakdown of 03 HMVs and poor surface condition of road at Dalwas and single lane traffic at Cafeteria- Mehad, Magerkote, Nachlana between Nashri and NAVYUG Tunnel.

2. Passengers/LMVs operators are advised to prefer journey on Jammu-Srinagar NHW during day time. Please avoid journey during night hours as movement of nomads from Kashmir valley towards Jammu may cause inconvenience to the commuters.

3. HMVs Operators/Owners are requested to desist from overloading and carry sufficient fuel during journey on Jammu-Srinagar NHW. It is further requested that vehicle owners must double check the fitness of their vehicles and carry sufficient fuel before undertaking journey on Jammu-Srinagar NHW.

4. HMVs with only 06 and 10 tyres shall be allowed to ply through Dhar road.

TRAFFIC PLAN & ADVISORY FOR 05-12-2023:-

Subject to fair weather and good road condition, LMVs Passenger/Private Cars/HMVs/Load Carriers shall be allowed from both sides on Jammu- Srinagar National Highway (NH-44) viz Jammu towards Srinagar and vice- versa. Commuters are advised to follow lane discipline.

SFS Convoy Movement:-

Subject to fair weather and good road condition, Security Forces vehicles shall be allowed from both sides on Jammu-Srinagar NHW (NH-44) viz Jammu towards Srinagar and vice-versa.

SSG ROAD

Subject to fair weather and good road condition, vehicular movement on Srinagar-Sonamarg-Gumari road shall be allowed from both sides viz Srinagar towards Kargil and vice-versa. LMVs followed by HMVs shall be allowed from Minamarg towards Srinagar between 0830 hrs. to 1100 hrs. Similarly, LMVs followed by HMVS shall be allowed from Sonamarg towards Kargil between 1300 hrs to 1630 hrs. No vehicle shall be allowed after cut off timings.

SFS Convoy, plying from Srinagar to Kargil, shall leave Srinagar at 0800 hrs. SFS Convoy plying from Drass to Srinagar shall plan their movement in such a manner so that Civil Traffic doesn’t get disturbed.

Mughal Road:-

Subject to fair weather and good road condition, vehicular movement on Mughal road shall be allowed from both sides viz. Poonch towards Shopian and vice versa. These vehicles shall be allowed from Behramgalla (Buffliaz) and Herpora (Shopian) between 0600 hrs. to 1800 hrs. No vehicle shall be allowed after cut of timings

IGP Kashmir visits Baramulla & Sopore, takes stock of security scenario

Highlights vision of creating prosperous, harmonious environment for everyone

Srinagar, Dec 04 (KNO): Inspector General of Police (IGP) Kashmir Zone VK Birdi Monday visited North Kashmir’s Baramulla & Sopore to assess and enhance the security measures.

The IGP Kashmir alongwith DIG NKR Baramulla Vivek Gupta chaired security review meetings, emphasizing the importance of collaborative efforts in ensuring the safety and well-being of the citizens and discussed strategic initiatives to enhance the overall security development of the district, a police spokesman said in a statement issued to the news agency—Kashmir News Observer (KNO).

SSP Baramulla Amod Ashok Nagpure, Addl. SP Baramulla Divya D and other senior officers of the district attended the meeting. Similarly in Sopore, SP Sopore Shabir Nawab and other senior officers attended the meeting.

During these meetings, IGP Kashmir engaged in constructive discussions with key officers to assess the existing security framework. The discussions covered a wide range of topics including prevailing security scenario, the existing security grid, other crime works, and operational strategies to counter the challenges posed by the inimical elements, and sought inputs from officers to formulate comprehensive strategies. These meetings provided a platform to assess the current security landscape and devise comprehensive strategies to address potential challenges.

The IGP Kashmir emphasised on some crucial developments including deployment of additional security personnel in critical areas, implementation of advanced surveillance technologies, community engagement programs to foster trust and cooperation and training programs for law enforcement personnel to enhance response capabilities.

He highlighted the vision of creating a prosperous and harmonious environment for everyone.

Highlighting the approach to combat the drug menace, VK Birdi said it is imperative that we unite our efforts to eradicate this menace from the society. Law enforcement agencies are committed to intensifying operations and adopting advanced techniques to dismantle drug networks.

While briefing the officers, IGP advised them for finalization of the pending cases, public complaints to give the relief to the general public and directed for speedy disposal of cases assigned to them for conducting the investigation.

The IGP Kashmir expressed confidence in the collective efforts of the community and law enforcement agencies to maintain a secure and peaceful environment. Besides, he exhorted upon to take stringent action against any person or organization supporting anti-national activities. The visit underscores the commitment of the police to proactively address security concerns and ensure the well-being of the citizens.

Exuberant festivities unfolded at the BJP party headquarters at Jawahar Nagar here, leaders and supporters celebrated the win by bursting firecrackers, distributing sweets and chanting slogans such as “Teen Pe Bazi Mari Ha Ab Kashmir Ki Bari Ha” (We have won three; now it’s Kashmir’s turn).

Asks for providing support for upscaling of MSME units for large scale employment generation

Jammu, Dec 04 (KNO): Chief Secretary, Atal Dulloo Monday held the introductory review of the Industries and Commerce department to take stock of its working and implementation of the Industrial Policy here in the UT.

The meeting was attended by Commissioner Secretary, Industries & Commerce (I&C); Secretary in I&C; Managing Directors of the allied Corporations besides HoDs of I&C from both the Divisions of the UT.

In the meeting Dulloo impressed upon the Department to create a formal mechanism for highlighting and resolution of the concerns of Industrialists. He advised to hold periodic sittings of the forum in both the divisions. The objective of the forum should be to advocate and further the interests of stakeholders in the Industrial sector.

While appreciating the fact that MSMEs form the backbone of the Industrial sector in J&K, the Chief Secretary emphasised upon providing the necessary support to the MSME units in every sphere, so as to upgrade their status from lower to higher stratum for large scale employment generation in J&K.

He advises for fixing timelines for completion of work on all the new industrial estates besides regularly monitoring the allotments to ensure the timely operationalization of the units by the aspiring entrepreneurs.

Dulloo also observed that the PM Vishwakarma scheme is the platform that envisages end to end support to the marginal artisans and craftsmen who work with their hands and deserve support and recognition for their work. Hence the scheme should be given due priority for its proper implementation. He directed for providing every kind of assistance to the applicants for registration as per the approved target and ensure that every such artisan is on boarded on the portal.

Dulloo also reviewed the progress on GI tagging and He advised to fulfill all the necessary formalities for securing the same for the 11 products in pipeline in addition to the 10 notified. He also directed to enhance the number of such authorized users in a time-bound manner.

It was given out that of the 46 new IEs, 7 and 8 are being developed by IRCON and NBCC and 6 each by CPWD and SIDCO/SICOP respectively. The Chief Secretary noted the issues of development of industrial estates and future plans of the department, capex expenditure made till date and directed to fast track its pace and meet the deadlines.

The Commissioner Secretary, I&C, informed that till October 2023,the Department has realized an investment of Rs 2079.76 Cr in the UT besides registering highest ever investment worth Rs 2153.45 Cr in the previous fiscal.

Single window system, development of land for IEs, availability of utilities there and issues related to the flagship programmes being monitored by Ministry of Home Affairs and their status in the UT also came under discussion during this meeting.

Moreover Dulloo emphasised on maintaining the pace of development of different sectors and ensure that the aspirations of stakeholders are also met in a hassle-free manner—(KNO)

Srinagar, Dec 04 (KNO): A 16-year-old girl from Central Kashmir’s Srinagar district has made the entire nation proud at the national stage by winning more than 60 medals in the martial arts category.

Rutba Showkat has been practicing Pencak Silat, a traditional Indonesian martial art, for the past eight years and has excelled in the sport, achieving remarkable success.

Rutba’s journey in martial arts began with a desire to pursue something different from her friends. Speaking to the news agency—Kashmir News Observer (KNO), she said, “I wanted to do something different from other girls as my taste was different from the very beginning.”

Her dedication and passion for the sport have led her to numerous victories, including a national-level gold medal. Rutba’s achievements have not only brought her recognition but have also inspired other young girls in Srinagar. “Give your best, and don’t break your parents’ trust, don’t let anyone’s words stop you,” she said.

Rutba’s family, initially hesitant about her choice, has become her strongest support system. “Firstly, they were afraid and didn’t support me that much, but after a short time, my father, mother and elder sister, even my younger brother, supported me a lot,” she added.

Despite facing criticism from some relatives, Rutba has silenced their doubts with her remarkable achievements. “So many of my relatives used to say you are a girl; this all is not good for you. This will result in disrespect for our family. But now I have shut their mouths with my achievements and success,” said Rutba.

As an artist and calligrapher, she has won numerous awards and even secured a place in the India Book of Records and Asia Book of Records, and her artistic talents have added another dimension to her impressive portfolio.

Bandipora, Dec 04 (KNO): There are at least 51 government schools operating from the rented accommodations across four education zones in North Kashmir’s Bandipora district, official data revealed on Monday.

The data available with news agency—Kashmir news observer (KNO), states that out of 798 government schools, 51 are operating from rented accommodations in four education zones of the district.

The data also reveals that Bandipora district has leased 11 schools, Gurez Zone 24 schools, Quilmuqam Zone 10 schools and Sumbal Zone has six schools.

Meanwhile, the locals said that the government should accelerate efforts in the education sector of Bandipora district, aiming for enhanced development and modernization.

They suggested allocating additional space for students to alleviate existing shortcomings and improve the overall educational environment.

“In some schools, students are grappling with limited space, and unfortunately, no one seems to be addressing this issue. In this contemporary era dominated by rapid technological advancements, the government ought to expedite its efforts and furnish dedicated spaces for students experiencing constraints in these rented school accommodations,” said Muhammad Ayoob Khan, a local resident.

The data reveals that the Gurez valley is severely affected by the issue, with 24 schools operating from rented accommodations.

Locals express concern, saying that the education sector in this valley has consistently been neglected on all fronts. Also, there are instances where owners of rented accommodations have not received payment from the administration for several years.

“In Gurez valley, be it the scarcity of lecturers, insufficient school infrastructure, or challenges in government school accommodations, these issues persist, with Gurez often at the forefront. Despite consistently bringing these problems to the attention of the relevant authorities, there seems to be a lack of concern and action,” said Mohammad Afzal, a concerned resident from Gurez.

“For the advancement of modern education in this district, the government should formulate a robust solution and ensure the provision of permanent facilities wherever this issue persists,” suggested another group of local residents.

An official said that the particulars of these schools in rented accommodations have been forwarded to higher authorities, and there is an expectation that the government will take swift action. “Construction work for new buildings is already in progress at some locations,” he added—(KNO)

Srinagar, Dec 04 (KNO): The Kashmir Trade Alliance (KTA) Monday demanded revival of the One-Time Settlement (OTS) scheme, particularly for borrowers under Rs 10 lakh with mortgage properties.

Aijaz Shahdhar, President of KTA, as per a statement issued to the news agency—Kashmir News Observer (KNO) highlighted the predicament faced by numerous underprivileged traders who borrowed less than Rs 10 lakh from J&K Bank. These borrowers, facing the challenge of non-performing accounts, have mortgaged their homes and are struggling to meet repayments.

Shahdhar emphasized the necessity for the bank to reconsider and rejuvenate its OTS scheme to provide relief to this vulnerable section of borrowers.

Furthermore, Shahdhar drew attention to the staffing issues in Kashmir, pointing out the understaffed branches in the valley. He stressed the imperative need for a recruitment drive to bolster the workforce, ensuring efficient and prompt service delivery to customers.

Addressing concerns over high-interest rates on business accounts, Shahdhar advocated for a competitive edge by revisiting the rates to align with market standards. While acknowledging the loyalty of customers to J&K Bank, he urged the bank to reconsider and possibly reduce interest rates, making it even more appealing for businesses to continue their association with the bank.

Kulgam, Dec 04 (KNO): At least six workers from south Kashmir’s Kulgam district died, and as many were injured in a road accident in Shimla district of Himachal Pradesh on Monday morning, police said.

Superintendent of Police (SP) Shimla Sanjeev Kumar Gandhi told the news agency—Kashmir News Observer (KNO) that six persons have died when a truck, they were travelling in, fell into a gorge at Kararghat.

He said three persons died on the spot while others succumbed to their injuries at a hospital.

The deceased have been identified as Fareed Ahmad Deedar, (24), Gulam Hussain Gorsi (43), Shabir Ahmad Deedar, (19), Talib Hussain Tinda (23), Gulzar Ahmad Deedar (30), and Mushtaq Ahmad Dedar (30)—all residents of Kulgam.

The injured were identified as Manzoor Ahmad Denda, Talib Hussain Denda—both from Kulgam and Aslam Deedar from Anantnag, Ranjit, driver of the vehicle, Akash Kumar and Ajay Thakur.

“The injured are currently under treatment at the Indira Gandhi Medical College Hospital (IGMCH),” SP said, adding that a case in this regard has been registered and set an investigation into motion.

Meanwhile, Deputy Commissioner (DC) Kulgam, Dr.Bilal-Mohi-Ud-Din-Bhat expressed grief over the loss of lives in a road accident at Shimla.

He said that district administration Kulgam is in touch with Shimla Administration for transportation of bodies of all the deceased to their native villages.

Lieutenant Governor Manoj Sinha also expressed his condolences over the loss of lives in the Shimla road accident.

Taking to microblogging site ‘X’ formerly Twitter, Manoj Sinha wrote; “Anguished by the tragic road accident in Shimla, in which six Kulgam residents have lost their lives. Condolences to the bereaved families. May the injured recover soon. Directed DC Kulgam to provide all necessary assistance to the next of kin of each deceased.”—(KNO)
