‘Many employees of School Edu Deptt not marking biometric attendance’

Srinagar, Nov 13: Authorities have said that it has received many complaints against the employees of School Education Department for not marking biometric attendance.

In this regard, the Personal Officer to Director of School Education Kashmir (DSEK) has asked Chief Education Officers (CEOs) of Kashmir region to furnish the requisite information.

According to the news agency—Kashmir News Observer (KNO), the officer in a communique has said that it has received complaints against the employees of School Education Department for not making two times biometric or online attendance

The official said that with regard to the matter, the authorities had requested to furnish the desired compliance report.

“Despite a lapse of a considerable time nothing has been heard from your side in this regard till date,” it reads.

“Accordingly, I am to request CEOs to furnish the desired information or report without any further delay within two days positively, enabling this department to proceed ahead into the matter on its merits,” reads the communiqué—(KNO)

JKSSB Introduction

J&K Government vide SRO 194 of 1992 dated 18.08.1992 constituted the Jammu and Kashmir Subordinate Services Recruitment Rules 1992, which has subsequently been re-christened as the Service Selection Board by enactment of the Jammu and Kashmir Civil Services (Decentralization and Recruitment) Act 2010 dated 10th of May 2010 by the Legislature of the erstwhile State of Jammu & Kashmir. Subsequently, the Government of Jammu & Kashmir vide SR0-375 of 2010 dated 21.10.2010 notified the Jammu and Kashmir Civil, Services Decentralization and Recruitment Rules 2010 for smooth discharge of functions and responsibilities entrusted to the Board.
“JKSSB is the prime recruiting agency for the Government of Jammu & Kashmir having the mandate of undertaking recruitments, in a fair and transparent manner, to the Non-Gazetted positions, including Class-IV vacancies, as referred to it by various Government Departments. Besides, the Non-Gazetted vacancies of J&K Police Department are also now filled through the JKSSB”.

JKSSB Recruitment and Selection

JKSSB shall finalize the selections after holding such tests or examinations as may be prescribed under rules, or if there are no such rule as the Board may consider necessary. The Board while making selections and allocating candidates to various cadres shall consider the reservations made from time to time for various categories. The Board shall finalize the selection list which shall be equal to the number of vacancies for which requisition was made and recommend it to the concerned appointing authority. The selection list shall remain in force for a period of one year from the date it is sent to the requisition authority. The appointing authority for reasons to be recorded may not accept the select list received from the board and return the same to the Board for reconsideration.
“Provided that no such action shall be taken by the appointing authority without prior approval in writing of the Administrative Department.” The Board shall also draw up waiting list of 50% of the total number of posts advertised, which shall extend to 100% where the number of vacancies is 10 (ten) or less. The waiting list shall remain in force for a period of one year from the date of the original selection list is sent to the requisitioning authority.

JKSSB Procedure for Referring Vacancies to the Board

The requisitioning authority shall refer the vacancies meant for direct recruitment to the Board in case of Non-Gazetted posts in accordance with the Jammu and Kashmir Civil Services (reference of vacancies and holding of meetings of Departmental Promotion Committees) Rules, 2005, as amended from time to time, for making selection of candidates for appointment to the posts.
While referring the vacancies to the Board, the requisitioning authority shall adhere to the relevant recruitment rules and the Jammu and Kashmir Reservation Act, 2004 and the rules made thereunder.

JKSSB Procedure for Selection

  • The Board/Selection Committee shall conduct written test for all the posts advertised in terms of Rule 13 of J&K Civil Services Decentralization & Recruitment Rules, 2010.
  • The Board/Selection Committee shall, based on the merit obtained by the candidates in written test conducted in terms of clause (a), prepare a merit list of candidates and on the basis of merit obtained by the candidates in the written test, conduct on oral test which may be restricted to five times the number of posts/vacancies advertised.
  • The Board / Selection Committee shall prepare a Select List equal to the number of posts/vacancies for which requisition was made by the requisitioning authority on the basis of aggregate merit obtained by candidates in the written test and the oral test conducted in terms of clauses (a) and (b).
  • The Board shall prescribe such proformas, as are required for reference of vacancies by, and for communicating the select lists, to the requisitioning authorities from time to time.
  • The respective Selection Committees, while making selections and allocating candidates to various cadres, shall take into account the reservations made from time to time for various categories subject to the provisions of sub-rule (5) of rule 13.
  • The select list finalized by the respective Committees shall be equal to the number of vacancies for which requisition was made and recommend it to the requisitioning authority with prior approval of the Board.
  • The select list shall remain in force for a period of one year from the date the select list is sent to the requisitioning authority. “Provided that the validity period of one year of the select list of those selectees whose recommendations/selection is kept withheld by the recruiting agency shall be reckoned from the date of release of their recommendation”.
  • The appointing authority, for reasons to be recorded, may not accept the select list received from the Board and return the same to the Board for reconsideration by the respective Selection Committee “Provided that no such action shall be taken by the appointing authority without prior approval in writing of the Administrative Department”.
  • The concerned Selection Committees of the Board shall also draw up a waiting list of 50% of the total number of posts advertised, which shall extend to 100% where the number of vacancies is 10 (ten) or less. The Selection Committees shall forward the waiting list, through the Board, to the requisitioning authority for consideration against drop-out vacancies. The waiting list shall remain in force for a period of one year from the date the original selection list is sent to the requisitioning authority. The Selection Committees shall not maintain or recommend any select or waiting list for any future vacancy or any vacancy caused on account of resignation by any selectee after appointment “Provided that the validity period of one year of waiting list of those selectees whose recommendation/selection is kept withheld by the recruiting agency shall be reckoned from the date of release of their recommendation”.
  • The appointing authority shall restrict the appointments to the extent of referred vacancies only and any violation thereof shall subject the officer concerned to disciplinary proceedings and any appointment in excess of the referred vacancies shall not confer any right on such appointee to hold such post

The Mandate of Jammu and Kashmir Service Selection Board (JKSSB)

Power to make Regulations

  • The Rule (15) of the SRO 375 dated: 21.10.2010 provides that the Board may formulate regulations to provide for the procedure and method for carrying out its functions under these rules provided that such regulations approved by the Government in the General Administration Department before their issuance.
  • In exercise of the powers conferred under the aforesaid provisions of the aforesaid Rules, Board has framed and notified following regulations: –
    • Jammu and Kashmir Services Selection Board (Business and Procedure) Regulations, 2022.
    • Jammu and Kashmir Services Selection Board (Conduct of Examination) Regulations, 2022.

Structure & composition

  • Sub rule (2) of Rule (6) of SRO-375 of 2010 provides that:The Board shall consist of a Chairman and such number of Members as may be appointed by the Government from time to time.
  • Sub rule (2) of Rule (8) – The Secretary of the Board shall be appointed by the Government in consultation with the Chairman.
  • Sub rule (2) of Rule (9) provides that the Government shall determine the nature and categories of other officers and employees required for assisting the Board in the discharge of its function.

Supervision and Control of the Board

  • The General Administration Department is the Administrative Department of the Service Selection Board for the purposes of carrying out transaction of the business in terms of the Jammu and Kashmir Government Business Rules.

Referral of Vacancies

  • Rule (11) of SRO 375 of 2010 dated: 21.10.2010 provides that: –

Advertisement of Posts

  • Sub rule (2) of Rule (13) provides that the procedure for inviting applications form by the Board and eligibility for applying to different cadres: –
  • The Board shall advertise all UT Cadre/Division Cadre/District Cadre vacancies referred to it by the requisitioning authority and invite applications for selection to the said posts from the domiciles of the Jammu & Kashmir, in terms of the S.O 1229(E) dated 31st March, 2020 issued by the Ministry of Home Affairs, Government of India. Besides, this, the applicants are supposed to fulfill other conditions like possessing the prescribed qualification, eligibility and experience, etc. as shall be prescribed by the concerned Indenting Department for any post advertised by the Board.
  • The Advertisements for all the posts are published in widely circulated newspaper of the UT. Besides, such Notices are also hosted on the Website of the Board.

Online Applications

  • The Services Selection Board in keeping with changing times, has switched over to online mode for calling/receiving applications from candidates for various posts advertised by it. Applications for recruitment are invited through online mode. The instructions for filling up online applications are hosted on the Board’s website. Candidates are instructed that the applications not filled correctly, completely and as per the instructions are liable to be rejected and the onus of such rejection would be on the candidates. The Commission will not entertain any claims for such rejection.
  • The candidates are advised to apply online much before the closing date and not to wait till the last date for depositing the fee to avoid possibility of disconnection/inability/failure to log on to the website on account of heavy load on internet or website jam.
  • The JKSSB does not assume any responsibility for the candidates not being able to submit their applications within the last date on account of aforesaid reasons or for any other reason beyond the control of the Board.

JKSSB Syllabus and criteria

  • After advertisement of posts, the Board notifies the syllabus of written examination and criteria to be adopted for selection for the information of the participating / competing candidates. The syllabi and criteria is finalized in consultation with the respective Indenting Departments and technical experts/specialists, if required.

  • Recruitment is made by the Direct Recruitment mode.

JKSSB Examination procedure

  • As per SO. 180 dated 28th April, 2020 there shall be no oral test for posts up to and including Pay Level 5 (Rs 29200-92300) and the selection for all such post shall be made on the basis of written test only with further stipulation that Trade test / skill test wherever prescribed shall continue to be held as per the relevant recruitment rules.
  • In terms of J&K Services Selection Board (Conduct of Examinations) Regulations,2022, the Board may conduct written examination, comprising objective type/multiple type questions in an online mode (CBT) or in exceptional circumstances, in an offline mode, through OMR.
  • The written examination is conducted in the form of Objective type Multiple Choice Questions in the Computer Based Mode or OMR mode, depending upon the number of applicants. The biometric attendance of the candidates is captured at the time of examinations in the Computer Based Test.
  • The Board also conducts Skill Test (Type test/Steno test/driving test) as well as Physical Fitness Test for the various posts.
  • The Board conducts interviews of candidates in respect of those posts in respect for whom interview process has not been dispensed with by the concerned authorities.

Jammu and Kashmir Public Service Commission widely known as JKPSC, is a constitutional body formed by the Government of India under articles 128 and 133 which conducts the civil services examination for appointment to various civil services in the Indian administered union territory of Jammu and Kashmir.[3] The JKPSC, autonomous body select the officers for various key positions in state civil services according to the merits of the candidates and the rules of reservation.

The history of Jammu and Kashmir Public Service Commission begins with the Jammu and Kashmir Civil Services Regulation volume-II, which explains the civil services of the state. The concept of conducting statewide competitive examination for appointment to specific posts came into consideration way back between 1954-1957. During the Dogra Rule Maharaja Hari Singh had introduced Civil Service examination for the first time in the state in 1941.[6] Before that the Maharaja used to nominate candidates for civil service training who after completing the training would join the state government. Agha Nasir Ali was the first Kashmiri to top the civil service examination when they were introduced for the first time in 1941.[7] He was the first Deputy Commissioner of Srinagar.[8] Later, previous rules were revoked by the Kashmir Civil Service Rules-1954. The formation of JKPSC is revealed by the Indian public service commissions which further explains the Constitution of India in Part XXI along with Article 370, giving autonomous status. Section 128 of the Constitution of J&K describes the formation of JKPSC which indicates the commission was set up on 2 September 1957.

The Jammu and Kashmir Public Service Commission is the top-most constitutional body and senior-most civil services of the Government of India. Its headquarters are located in Solina area of Srinagar city, 190009. The Commission is headed by its chairman who is responsible for the recruitment process, JKPSC policy formulation, and its implementation. The commission chairman including other members are appointed by the state governor. The governor has the right to determine the number of members as well as the members of the commission and their terms of service under certain sections of J&K state.

JKPSC Duties and function

  • To conducts statewide civil services examinations and recruitment process for appointments to the various posts on state level.
  • Every year, it submits a report about the work done by the commission to the state governor.
  • To ensure the procedures of transfer, promotion, recruitment, and dismissals of civil services posts constitutionally prescribed principles.
  • To Report its activities of the performance including any finding in accordance with prescribed values and principles constitutionally.
  • To investigate and analyze the application of personnel and public administration practices, and report to the relevant executive authority and legislature of Jammu & Kashmir.

Hon’ble Prime Minister of India Shri Narendra Modi in his address on Pariksha Pe Charcha said, “A society that does not give importance to education cannot progress.” This amply underlines that future of any progressive society lies in the high levels of vision, competence and dexterity of its youth who need to be equipped with the best possible skills and expertise so that they are able to discriminate between good and bad in tandem with social, moral and national values, and optimize quality of life. Great Indian philosopher Swami Vivekananda envisioned such an education system by which “character is formed, strength of mind is increased, the intellect is expanded, and by which one can stand on one’s own feet.” In this sense, education plays the biggest role in forming the character of a society; its quality defines how harmonious its youth is – a perfect balance of mind, body and heart. So the quality of education is to be not only regularly and effectively monitored but continually enhanced to enable its product to acquire high knowledge and skills and make them both ‘valuable’ and ‘valued’ members of society.

Jammu and Kashmir Board of School Education has been established with an objective of “regulating and supervising elementary, secondary and higher secondary education”. We have been tirelessly engaged since decades to transform our vision into implementation to realise our objectives. As we are about to complete five decades of our service to society, it is high time to formulate newer strategies to cope with the aspirations of 21st century youth after a close analysis of the levels achieved in the past. More technological interventions coupled with creative initiatives are imperative to facilitate the stakeholders across the Union Territory of Jammu and Kashmir.

JKBOSE Examinations – Details, Resources And Notifications

JKBOSE is the abbreviation of Jammu and Kashmir State Board of School Education and is the main education board in the state of Jammu and Kashmir.   • JKBOSE reduces syllabus for 10th and 12th Class, this year. An official communiqué in this regard reads: “The question papers will be set from the entire syllabus prescribed for the session. However, the students shall have to attempt questions having a weightage of 70% marks instead of attempting all the questions.”
  •  The J&K Board of School Education (JKBOSE) has declared the result of annual 2020-21 and bi-annual (private) Class 12 exams with a pass percentage of 79.69%. Check the results.

History of JKBOSE

The JK BOSE or Jammu and Kashmir Board of School Education is the main education board of Jammu and Kashmir. The Jammu and Kashmir State Board of School Education is an autonomous body and functions under the administration of the Jammu and Kashmir state government. The board is also referred to as Jammu and Kashmir State Board of School Education, i.e. JKBOSE.

Functions of Jammu and Kashmir State Board

The main role of J&K board is to conduct the Class 10, 11 and Class 12 board exams. Apart from that, the JKBOSE is also responsible for providing affiliations, discovering talent and nurturing, enhancing the quality of education and developing infrastructure, prescribing courses and syllabus, etc. The Jammu and Kashmir board conducts various exams within the state, including the Class 10 and Class 12 exams for both the Jammu division and the Kashmir division.

  • About J&K Class 10 Exams and Results

The JKBOSE Class 10 exams are conducted in two divisions that are the Jammu division and the Kashmir division. The Class 10 exams are approximately taken by over 1 to 1.5 lakh students from both the Jammu and Kashmir divisions. In this year’s JKBOSE 10th result, 78% of state students have qualified, which is increased from the 70% of last year.

  • About J&K Class 12 Exams and Results

The JKBOSE Class 12 exams are also conducted for both Jammu and Kashmir divisions just like the class 10 exams. In 2018, more than a lakh students appear for the Class 12 exams from both the divisions and the average pass percentage was 53%. In the annual 2020-21 and bi-annual (private) class 12th exams, the J&K Board of School Education (BOSE) declared a 79.69 percent pass rate.

The Jammu and Kashmir State Board of School Education conducts the Class 10 exams and Class 12 exams in two division i.e. the Jammu division and the Kashmir division. According to the Jammu Kashmir Board Exam 2021 update, the remaining JKBOSE Class 10 exam has been cancelled, and that of 12th  has been postponed for a month now, as a result of the COVID-19 surge. The official announcement on Jammu Kashmir Board Exam 2021 was shared by the office of Jammu and Kashmir Lieutenant Governor, Manoj Sinha on Twitter. J&K students are asked to check the official website regularly for the fresh dates of the postponed 12th exam. Students of Class 1o are expected to be assessed on the basis of internal assessment.

TRAFFIC POLICE HEADQUARTERS, J&K, JAMMU/SRINAGAR
1. From 11-11-2023, 1700 hrs. to 12-11-2023, 1700 hrs., there was slow movement observed on NH-44 due to breakdown of 02 HMVs and poor surface condition of road at Dalwas and single lane traffic at Cafeteria-Mehad, Magerkote, Nachlana between Nashri and NAVYUG Tunnel.

2. Passengers/LMVs operators are advised to prefer journey on Jammu-Srinagar NHW during day time. Please avoid journey during night hours as movement of nomads from Kashmir valley towards Jammu may cause inconvenience to the commuters.

3. HMVs Operators/Owners are requested to desist from overloading and carry sufficient fuel during journey on Jammu-Srinagar NHW. It is further requested that vehicle owners must double check the fitness of their vehicles and carry sufficient fuel before undertaking journey on Jammu-Srinagar NHW.

4. HMVs with only 06 and 10 tyres shall be allowed to ply through Dhar road.

TRAFFIC PLAN & ADVISORY FOR 13-11-2023:-
Subject to fair weather and good road condition, LMVs Passenger/Private Cars/HMVs/Load Carriers shall be allowed from both sides on Jammu-Srinagar National Highway (NH-44) viz Jammu towards Srinagar and vice-versa. Commuters are advised to follow lane discipline.

SFs Convoy Movement:-
Subject to fair weather and good road condition, Security Forces vehicles shall be allowed from both sides on Jammu-Srinagar NHW (NH-44) viz Jammu towards Srinagar and vice-versa.

SSG ROAD
Subject to fair weather and good road condition, vehicular movement on Srinagar-Sonamarg-Gumari road shall be allowed from both sides viz Srinagar towards Kargil and vice-versa. LMVs followed by HMVs shall be allowed from Minamarg towards Srinagar between 0730 hrs. to 1100 hrs. Similarly, LMVs followed by HMVs shall be allowed from Sonamarg towards Kargil between 1300 hrs to 1700 hrs. No vehicle shall be allowed after cut off timings.
*SFs Convoy, plying from Srinagar to Kargil, shall leave Srinagar at 0800 hrs. SFs Convoy plying from Drass to Srinagar shall plan their movement in such a manner so that Civil Traffic doesn’t get disturbed.*

Mughal Road:-
Subject to fair weather and good road condition, vehicular movement on Mughal road shall be allowed from both sides viz. Poonch towards Shopian and vice versa. These vehicles shall be allowed from Behramgalla (Buffliaz) and Herpora (Shopian) between 0600 hrs. to 1800 hrs. No vehicle shall be allowed after cut of timings
