Kulgam, Oct 07 (KNO): Much to the delight of local farmers in Kashmir, there has been a 10 per cent surge in the local rice cultivation this year after a long gap.

Talking to news agency—Kashmir News Observer (KNO), an agriculture expert, wishing not to be named, while shedding light on the situation, stated that for many years, the people of Kashmir had relied on the government’s rice allocations through the Public Distribution System to sustain their rice needs. “The reduction in government’s rice allocations has instigated a transformation in the valley,” he said.

The expert further said that the cutback necessitated by government budget constraints, raised concerns among Kashmir’s residents. As rice became costlier and less in quantity, the people of the valley found themselves compelled to reassess their approach of sustenance.

In response to the dwindling rice supplies, many families returned to their agricultural roots, the expert explained. “The lush, fertile lands of Kashmir have long been known for their paddy fields. However, as government-supplied rice became the norm over time, these fields had lost some of their past glory. Now, faced with the need to secure their own food, families across the valley have rekindled their efforts in paddy cultivation.”

Farmers are overjoyed by the substantial increase in this year’s paddy production. They attribute the success to the favourable weather conditions, which were notably better compared to the previous year.

Ghulam Rasool Shah, a local farmer from Kulgam district, expressed his gratitude, saying, “I am grateful to Almighty for the favorable weather and abundant sunshine we had this year. The crop yield for this year has seen a substantial increase compared to the previous year.”

Director Agriculture Kashmir, Chowdhary Muhammad Iqbal told KNO that the productivity this year has increased by 10 percent as compared to previous years. “Like the previous year, this year too, the department gave all necessities to the farmers like subsidies for buying fertilizers.”

The cultivation this year has increased from 1.26 lakh hectares to 1.29 lakh hectares, he said, adding that the exact percentage of increase in production will come after ground assessment—(KNO)

Srinagar, Oct 07 (KNO): Kashmir is witnessing a remarkable resurgence of its traditional Hamams as winters have been recorded harsher in the valley for the last few years.

As per news agency—Kashmir News Observer (KNO), the traditional Hamams, an integral part of Kashmir’s cultural heritage, have been a place for relaxation, and socializing, for centuries. Over the years, many of these structures fell into disrepair due to various factors, including changing lifestyles.

However, a renewed interest in preserving Kashmir’s rich heritage has led to a resurgence in these Hamams.

Nisar Ahmad, a Hamam maker of Pulwama, said that during the last three years made more than 1000 Hamams in various parts of the valley.

“The interest in Hamams has resurged in the valley. We have a good demand for Hamams and each year we make more than 400 Hamams in various districts of the valley,” he said.

The reasons, he cited, were the harsher winters followed by the lack of constant supply of electricity in bone chilling weather.

“Hamam are best suited for winters in Kashmir. During winters, the temperature drops below zero Degree Celsius and the absence of electricity makes the season worse. People have realised that they can’t fight the cold anymore with modern gadgets and started building Hamams in their homes,” Bhat said.

A Turkish innovation brought by Mughals, hamam is an entire room lined with lime mortar and with a two-tiered floor, with the upper tier made of handmade limestone blocks.

Firewood is then spread between the upper and lower tiers, through an iron door. The smoke generated is piped through a chimney and a copper tank is placed above the fire pit, for plentiful supply of warm water.

Initially these rooms were found only in the mosques but now it is built into every home.

In Kashmir currently two types of Hamams are trending. In the most common Hamam, the special stone mainly found in Ladoo area of Khrew Pulwama and Sadrakoot area of Bandipora are used.

In another type, which although resembles in the structure, stones which are brought from Rajasthan are used.

Bashir Ahmad Mir (40), a mason from Bandipora who has 20 years long expertise in building these hamams said that the demand for them has not declined despite advancements such as central heating and other heating appliances.

This year so far, he has built more than 20 hamams, priced between Rs 70,000 and Rs 1,50,000.

“We even built Hamams in the houses which did not have this facility earlier. Now, every new house in Kashmir has a Hamam. It has become a prerequisite for every family in Kashmir,” he said—(KNO)

Srinagar, Oct 07 (KNO): All the district hospitals in Kashmir Valley are facing a severe shortage of Magnetic Resonance Imaging (MRI) scan facilities, leaving the patients with no choice but to turn to overburdened hospitals in Srinagar.

According to the information obtained by the news agency—Kashmir News Observer (KNO), the absence of MRI services in government hospitals has created significant problems for patients who cannot afford private diagnostic centres. They are forced to endure long waits for their turn due to the overwhelming rush in Super-Speciality Hospital Shireen Bagh and SKIMS Soura.

Patients from various parts of Kashmir have expressed their grievances, citing the inconvenience caused by the long-distance travel and overcrowding in hospitals in Srinagar.

They said that health issues, especially for economically disadvantaged people, should not be overlooked by the authorities.

Officials acknowledge the challenges faced by patients travelling from remote areas such as Macchil, Keran, Tangdhar, Gurez, Uri, Kangan, Keller, Aripal, DH Pora, Pahalgam, and others. They urge the government to prioritise this matter and actively pursue solutions at the highest level, and ensure that patients do not suffer.

Financial constraints should not impede the allocation of necessary funds for these vital healthcare services, they said.

Doctors have noted that the absence of MRI facilities in district hospitals compels patients to travel to Srinagar or private diagnostic centres, leaving the financially weak patients with no choice but to wait endlessly at government hospitals. “This delay in diagnosis and treatment has proven to be fatal for many,” said a doctor.

Spokesperson for the Directorate of Health Services Kashmir, Dr Mir Mushtaq acknowledged the government’s commitment to enhancing healthcare facilities for the people.

“While MRI services are presently unavailable in district hospitals, these services are accessible in tertiary hospitals in Srinagar,” Dr Mushtaq said.

He expressed hope that in the future, such crucial facilities would be extended to new medical colleges and major district-level hospitals—(KNO)‏

Srinagar, Oct 07 (KNO): Questions are being raised on the engagement of senior stipendiary residents in Sher-E-Kashmir Institute of Medical Sciences (SKIMS) at Soura Srinagar, with candidates claiming that neither merit nor entrance exam was used as a yardstick for the selection of candidates.

As per news agency—Kashmir News Observer (KNO), on 21/09/2023, under order number SIMS/ACAD/538, SKIMS put out a selection list for the engagement of 53 stipendiary senior resident doctors, and when the aspirants saw the list of selected candidates many raised this query that only blue-eyed candidates had been selected, especially in the department of surgery.

Among those selected in the surgery department, was the son of GMC principal Dr. Masood Tanvir Bhat and many other blue-eyed candidates.

According to both the aspirants and the senior official of SKIMS, neither the exams were conducted nor the merit was used for the selection of the candidates. The candidates were selected solely on the basis of performance in the interviews. However, the majority of the aspirants said that they were not asked more than three questions in the interview: 1. When did you complete your MS? 2. What was your thesis topic? 3. And who was your guide?

“We were not asked any questions, just three simple questions and then we were asked to go home. When the results came out, we were surprised that nepotism had played a major role in the selection. The selection should have been either on the basis of examination or merit, but they neither conducted the examination nor considered the merit as a basis for the selection. I am myself a third position holder in the MS in Surgery, but I was left out,” an aspirant lamented while speaking with The Watchdog on condition of anonymity.

Another candidate said that “the whole process was rigged,” and that they were already aware of who would feature in the list; it was the candidates who had connections. The process was not fair.”

“There was no transparency in the process. We are not sure what was the basis for selection. If the interview was a basis for the selection, then how come there were some candidates in the selection list who we did not even see during the interview?” another candidate asked.

One more candidate said that “some doctors who were already doing a registrar-ship at the SKIMS institute also featured in the list because their registrar-ship was about to end and they wanted to stay in the institute. If this keeps happening, how can new doctors get the opportunity to work in our prime institutes? It is unfair processes such as these that many of us are considering to start doing our practice outside Kashmir.”

Many candidates demanded a high level of inquiry into the matter and invoked the lieutenant governor to take stock of the workings at SKIMS.

“From cradle to grave, there is corruption everywhere, whether that is an appointment of a peon or an appointment of a senior doctor. Education and healthcare are the backbone of any country, and when such pious institutions are destroyed through corruption and nepotism, you can imagine what would be the future of a country,” Dr. Abdul Bari Naik, a social activist, commented while speaking with The WatchDog.

When The WatchDog reached the dean of academics SKIMS, Dr. Bashir Ahmad Laway, for comments, he said that the selection of the candidates was done on dynamic criteria.

“We could not take the merit as a yardstick in the selection because a candidate can have good grades, but he might not be so good at other things. Similarly, we did not go for the written test because then we had to worry about the secrecy and the paper leak issue. Therefore, we were satisfied to go for the selection at the discretion of the selection committee,” Dr. Laway added further.

The selection committee included the following officials from SKIMS: Director, Dean, Medical superintendent, Director of finance, and expert HOD for the concerned department. However, many candidates said that the concerned HODs were not present to assess their performance during the interview, raising questions whether the process for selecting 53 senior resident doctors at SKIMS was done fairly—(KNO)

Srinagar, Oct 07 (KNO): Jammu and Kashmir State Council of Educational Research and Training (JKSCERT) have devised a ‘Common’ format for the recording of the formative assessment under the Student Assessment and Evaluation (SA&E) scheme up to Class 8th.

Formative assessment is a range of formal and informal assessment procedures conducted by teachers during the learning process in order to modify teaching and learning activities to improve student attainment.

According to the news agency—Kashmir News Observer (KNO), JKSCERT in a communique has said that the council earlier had notified SA&E scheme up to class 8th for all government and recognised schools in accordance with the provisions in National Education Policy-2020 and Right of Children to Free and Compulsory Education Act, 2019.

“Despite continuous orientation on the scheme by this Council, there was a continuous demand from the stakeholders to have a common format for the recording of the formative assessment and result sheet thereof,” it reads.

The communique further reads, “JKSCERT accordingly devised formats for; recording of formative assessment, Co-curricular Component and also devised result sheet which for wider dissemination to concerned Schools.”

The Council advised all DIET principals to disseminate the formats to concerned complex heads and schools to conduct orientation wherever required so that there may be no ambiguity among stakeholders.

JKSCERT earlier had said that under SA&E in accordance with the provisions in National Education Policy-2020 and Right of Children to Free and Compulsory Education Act, 2019 (Amended) for classes up to 8th has framed a timeline for the summer and winter zone schools of JKUT from Academic Session 2023-24.

It said that formative assessments have been conducted during the current academic session 2023-24 by the concerned schools of JKUT.

“Formative Assessment from classes I-VI shall be conducted by subject teachers to evaluate the level of preparation and progress of the child throughout the year as per School Based Assessment and Holistic Progress Report (HPC) without disturbing the routine classwork,” JKSCERT said.

It also said that mentoring of students should be done by mentor teachers as per mechanism notified by School Education Department J&K.

According to the JKSCERT, teachers are required to identify the learning gaps and focus should be on the attainment of Learning Outcomes and competences as envisaged in National Education Policy 2020 through Formative and Summative Assessments.

“Teachers are required to use different techniques to assess the Children with following major objectives including identifying the child’s strengths, needs, interests and preferences,” it reads—(KNO)

Ramban, Oct 07 (KNO): In a significant milestone for the Udhampur-Srinagar-Baramulla Rail Link Project, the 111-kilometer-long final phase connecting Banihal to Katra is entering its last leg of completion.

Union Minister of State, Dr Jitendra Singh has said that the 12.77 km longest tunnel is getting ready.

In a post on X, Union Minister of State, Dr Jitendra Singh, as per the news agency—Kashmir News Observer (KNO) stated, “The 111-km-long final phase of USBRL #Udhampur-Srinagar-Baramulla Rail Link Project from #Banihal-#Katra has entered last leg of completion with Tunnel T-50 the longest at 12.77 km getting ready.”

A top railway official told KNO that the ambitious Udhampur-Srinagar-Baramulla Rail Link Project (USBRL), spanning 272 kilometers, aims to provide a reliable transportation system to the Union Territory of J&K.

“This National Project, declared as such in 2002, addresses the challenging topography of the Himalayan terrain. It involves the construction of an impressive 38 tunnels, totalling a staggering 119 kilometers in length.”

He said the USBRL project features 927 bridges, covering a combined length of 13 kilometers. “The most iconic of these bridges is the Chenab Bridge, with an astonishing overall length of 1315 meters, an arch span of 467 meters, and an awe-inspiring height of 359 meters above the riverbed; it holds the prestigious title of being the world’s highest railway bridge.”

Furthermore, the official said, the Udhampur-Srinagar-Baramulla rail link project is divided into four legs to efficiently manage its execution and progress.

“Leg-1, spanning from Udhampur to Katra over 25 kilometers, was successfully completed and commissioned in July 2014. Leg-2, the final leg of the rail link project (USBRL), covers the distance from Katra to Banihal, a substantial 111 kilometers, and is currently a work in progress, representing ongoing efforts to enhance connectivity. Leg-3, extending from Banihal to Qazigund, a total of 18 kilometers, was completed and commissioned in June 2013. Lastly, Leg-4, which stretches from Qazigund to Baramulla, covering a formidable 118 kilometers, was completed in three phases, with the final phase commissioned in October 2009,” official stated—(KNO)

Srinagar, Oct 07 (KNO): Amid deficient rainfall of 25 per cent in August and September, Jammu and Kashmir is expected to experience a two-day wet spell from October 09, 2023 as a fresh Western Disturbance would hit the Union Territory on Monday.

Director Meteorological department, Sonum Lotus told the news agency—Kashmir News Observer (KNO) that the weather conditions would remain fair to partly cloudy across Jammu and Kashmir on October 08, 2023 (Sunday).

“There is a possibility of rain and snowfall over higher reaches at scattered places of Jammu and Kashmir from Oct 09 to 10,” Lotus said, adding that the main activity will be on October 10.

He further said that the weather would remain mainly dry from October 11.

From October 14 to 20, the weather would remain mainly dry while a brief spell of rain/snowfall over higher reaches cannot be ruled out, although chances are less, he added.

The weatherman has advised farmers to postpone harvesting on Oct 09 and 10.

Pertinently, J&K recorded a deficient rainfall in August and September months while the heat wave was recorded in the month of September in which the hottest-ever days were recorded at a few places, breaking the decades old records in the UT.

In two months, J&K recorded a deficient rainfall of 25 per cent as against the normal precipitation of 280.6 mm, UT received 209.6mm rainfall in August and September, details available with KNO said.

In August alone, there was a deficient rainfall of 29% as against the normal of 184.9 mm, J&K received a precipitation of 131.1 mm only.

In September, J&K recorded a deficient rainfall of 18 per cent as against the normal rainfall of 95.7 mm, only 78.5 mm precipitation was recorded.

As per the details, Monsoon season in general witnessed above 5 percent precipitation than normal from June to September—(KNO)
