FFRC Issues Strict Warning to Schools Over Early Fee Charging in J&K

0

“Schools must adhere to this strictly, and any violation will be taken seriously,” the FFRC cautioned in a statement

Srinagar: The Fee Fixation and Regulation Committee (FFRC) issued a clarification on Monday, warning schools across Jammu and Kashmir against early fee charging for the 2026–27 academic session.

“Schools must adhere to this strictly, and any violation will be taken seriously,” the FFRC cautioned in a statement.

It notified that for the session 2026–27, the fee shall be charged from 1st April 2026 and not November 2025.

“Some complaints have been received against various schools located in the winter zone of J&K UT with respect to the fee being charged after the change of academic session starting from November every year, as ordered by the Government. These schools, after the session starts in November, are demanding the fee for the year 2026–27,” the FFRC stated.

It emphasized that the academic year and financial year are two different things. The financial year starts from 1st April every year, as a result of which the fee structure of the schools has been fixed accordingly. It is therefore informed that the fee fixed by the Committee is based on the financial year starting from 1st April onwards.

Further, it said that schools are directed not to charge any fee for 2026–27 from November onwards, but should charge the fee in March 2026 for the year 2026–27. This will be in accordance with the fee structure fixed by the Committee.

JKBOSE Class 11th Practical Exam 2025 (Winter Zone) to Be Conducted at Respective Schools: Official Circular Issued

The Jammu and Kashmir Board of School Education (JKBOSE) has officially released a circular regarding the external practical assessment for Class 11th (HSP-I) students of the Annual/Regular 2025 (October – November session) belonging to the Winter Zone of Jammu Division. According to the latest notification, the practical examinations will now be conducted in the candidates’ respective schools, both Government and Private, instead of external centers.

This decision has been taken due to the severe cold weather conditions and sub-zero temperatures affecting several areas of Jammu Division during the winter season. The circular emphasizes safeguarding the academic interest of students while also ensuring their 100% attendance in such harsh weather conditions.

Why JKBOSE Changed the Practical Exam Venue?

JKBOSE has highlighted that the extreme temperatures make it difficult for students to travel to external exam centers. To ensure student safety and better attendance, the board has allowed the conduct of practicals within the parent schools under certain conditions.

Key Weather Concerns Mentioned:

  • Sub-zero temperature in many regions.
  • Difficulty in student travel due to severe cold.
  • Attendance issues during winter conditions.

This step will help students comfortably appear for examinations without facing climatic challenges.

JKBOSE Class 11th Practical Exams: New Guidelines

The circular has laid down some important guidelines that schools must follow. Below are the highlights:

1. Practical Exams to be Conducted at Parent Schools

  • All affiliated schools (Government & Private) will conduct the practicals within their own premises.
  • Schools should ensure proper arrangements for smooth conduct of exams.

2. Minimum Number of Students Required

  • Each institution must have at least 25 candidates per subject to conduct the external practical exam.

3. External Examiners to be Appointed

  • Even though the exam venue is shifted to schools, external examiners will still be appointed by JKBOSE.
  • Schools are not allowed to appoint their own internal examiners for external practicals.

4. Centre Notices to Be Prepared

  • All Heads of Schools and concerned Sub/Branch offices must prepare and publish the external practical centre notices accordingly.

Purpose Behind This Decision

JKBOSE has clearly stated that the facilitation of conducting practical examinations in the parent schools has been made to safeguard the academic interest of students. The move aims to ensure:

  • 100% student attendance
  • Comfort and convenience during harsh weather
  • Discipline and transparency through external examiners
  • Equal opportunity for all Government and Private institutions

The board has taken a student-friendly approach while maintaining examination standards through appointed examiners.

Who Has Received the Instructions?

The circular has been forwarded to several educational authorities to ensure strict implementation. These include:

  • Director, School Education, Jammu
  • Divisional Secretary, JKBOSE
  • All Assistant Secretaries/Sub Branch Offices including Leh District
  • PS to Chairman, JKBOSE
  • Information Officer, Jammu Division (to publish notice in newspapers)
  • IT & SS Department for website update
  • Heads of all Government and Private affiliated schools

This indicates the board’s intention to widely publicize and enforce the new guidelines.

What Does This Mean for Students?

For Class 11th students appearing in the Annual/Regular 2025 Winter Zone exams:

No Need to Travel Outside Your School

Students will appear for their practical exams at their own school, reducing travel stress and expenses.

External Examiner Will Evaluate

The exam will still maintain authenticity and transparency through authorized external examiners.

Better Attendance and Safety

Cold weather won’t affect attendance as students will stay within their locality or school premises.

Smooth and Comfortable Exam Experience

This is especially helpful in hilly areas where travel becomes risky during winter.

Important Instructions for Schools

Schools must ensure:

  • Proper lab arrangements and materials are available.
  • Practical record files and projects are prepared on time.
  • Teachers cooperate with appointed external examiners.
  • Centre notices are published early for student awareness.

Schools failing to adhere could face administrative consequences, as JKBOSE aims to standardize the evaluation process.

Final Takeaway

The JKBOSE Class 11th Practical Exam 2025 (Winter Zone) decision is a student-centric policy that reduces inconvenience caused by extreme cold weather. It balances comfort with transparency by conducting exams at schools while deploying external examiners.

Students and schools must stay updated through the official JKBOSE website for further updates.

These circulars appear to be administrative updates relevant to private candidates and bi-annual exam scheduling for 2025.

  • Notice on Introduction of Fees for Change of Nomenclature/Location, Switching of Affiliation, and Re-inspection of Institutions
JKBOSE has proposed fee implementation for certain administrative services — including change of school name or location, affiliation switching, and institutional re-inspection.

  • Notice Seeking Public Opinion Regarding Introduction of Two-Level Mathematics Examination Scheme
The Board has floated a draft proposal to introduce a “two-level mathematics examination scheme.” Public feedback is currently being sought.

🧑‍🎓 What Students & Schools Should Know

  • The re-evaluation results notification (No. 090/HSP-Two) provides revised marks for students who had applied for re-checking of their answer sheets. This can impact final grades, divisions, or distinction status.
  • Multiple notifications reflect changes not only in examination results but also in administrative policies — especially for private or bi-annual candidates.
  • The proposed introduction of fees for services such as change of school name, affiliation, or re-inspection suggests increased regulatory formalization by JKBOSE.
  • The draft two-level mathematics scheme — if implemented — could change the assessment approach for mathematics papers across affiliated schools.

🔗 Official Source & Download Links

To access the official documents for each notification, students and institutions are advised to visit the “Notifications / Circulars” section of the JKBOSE website. For example:

  • The Re-evaluation Result Notification under 090/HSP-Two is publicly available in PDF format.
  • Other notices (e.g., fees for affiliation change, proposed syllabus/exam-scheme changes) can also be found in the JKBOSE circulars archive.

Detailed Notifications Here

📝 Why This Matters

JKBOSE’s recent flurry of notices reflects a transition phase — combining result declarations, evaluation transparency, and administrative restructuring. For students, especially those in Class 12 or private/bi-annual streams, staying updated is crucial. For schools and institutions, the administrative fee proposals and affiliation rules could affect long-term planning.

We recommend all stakeholders — students, parents, school administrations — to regularly check the JKBOSE website to stay informed, download relevant PDFs, and respond where public feedback is solicited (e.g., on the proposed two-level mathematics exam scheme).

We strongly recommend every serious aspirant to download this PDF, store it safely, and attempt the paper under timed conditions to simulate the real exam.

What Is JKPSC KAS / CCE Prelims 2025?

The JKPSC — Jammu and Kashmir Public Service Commission — conducts the Combined Competitive Examination (CCE), commonly referred to as the KAS exam, annually to recruit officers for Administrative, Police and Accounts services in the UT.

The 2025 Prelims paper marks the first stage in this selection process. For many aspirants, solving previous-year question papers — especially the latest one — is the most effective way to evaluate preparedness, analyze question trends, and improve time management under exam conditions.

Why Download the 2025 Prelims Paper? 5 Key Benefits

  1. Real exam pattern & difficulty level — The 2025 paper reflects the current pattern of the exam (question style, marking scheme, coverage).
  2. Accurate time practice — Attempting the actual paper helps you practice completing 200-mark objective papers in 2 hours, mirroring the real exam timing.
  3. Identifying strengths and weaknesses — Post-practice analysis reveals which topics you are strong in and which need more revision.
  4. Familiarity with JKPSC style — Repeated exposure to JKPSC’s question phrasing, subject mix, and difficulty helps ease exam stress.
  5. Revision resource for mains or later attempts — The paper can be reused periodically for self-assessment even after mains are over.

JKPSC 2025 Prelims Exam: Key Highlights & Context

  • The 2025 Prelims exam of JKPSC was scheduled for 7 December 2025.
  • The exam consists of two objective papers: General Studies (Paper I) and Aptitude / CSAT (Paper II).
  • Each paper carries 200 marks and has a duration of 2 hours.
  • For Paper II (CSAT / Aptitude), there is a minimum qualifying mark criterion (candidates must score at least 33%).
  • Both papers are mandatory; skipping any paper will lead to disqualification.

Thus, the 2025 question paper gives you a clear picture of what to expect under the latest exam format — making it a must-have resource even before the mains exam or future attempts.

How to Use the 2025 Prelims Paper Effectively: A Step-by-Step Guide

To get the maximum benefit from the downloaded PDF, follow this structured approach:

1. Simulate Exam Conditions

  • Use a timer: 2 hours per paper.
  • Use only a pen/blue-black ballpoint (as allowed in actual exam).
  • Avoid distractions; sit in a quiet place.
This helps you build stamina and realistic time management for the real exam day.

2. Attempt Both Papers Consecutively (if possible)

Sitting both Paper I and Paper II back-to-back with a short break in between helps recreate the dual-shift scenario (morning and afternoon), giving you a feel of the actual exam-day schedule.

3. Self-Mark and Analyze

After completing, mark your answers (write down correct/incorrect). Then:

  • Tabulate subject-wise performance (for GS: history, polity, geography, etc.; for CSAT: reasoning, comprehension, mental ability).
  • Identify which topics you struggled with — prepare a revision list.
  • Note time taken per section — helps improve speed in next attempts.

4. Compare with Standard Answers / Key (if available)

If there’s an answer key circulating (on forums, coaching websites), use it to cross-check. Else, use textbooks or trusted sources. This helps reinforce correct knowledge and rectify misconceptions.

5. Use as a Recurring Mock Test

Keep the paper as one of your “mock exam bank” — attempt again after 2–3 months to measure improvement. This consistency helps long-term retention and boosts confidence.

Tips to Combine 2025 Paper Practice With Preparation Strategy

If you are currently preparing for the mains or a future CCE attempt, here’s how to blend paper practice with a structured study plan:

  • Begin with the fundamentals: Use class-wise NCERTs for core subjects like History, Geography, Polity, Economy, Science — these lay a strong foundation.
  • Refer to the official syllabus and exam pattern: Make sure your topic coverage aligns with the syllabus of both Prelims and Mains.
  • Maintain concise notes for each topic: Helps quick revision before exam.
  • Incorporate Current Affairs — both national and J&K-specific — as GS Paper I often tests recent developments.
  • Practice CSAT (Paper II) regularly: Improving speed and accuracy in aptitude, reasoning, comprehension etc., will protect you from negative marking and help clear qualifying thresholds.

When used alongside the 2025 question paper PDF, this approach can significantly enhance your readiness and confidence.
