CM Calls Crucial Cabinet Meet, Major Changes in Reservation Policy Likely

Jammu, Dec 2: With the reservation policy topping the agenda, Chief Minister Omar Abdullah has convened a high-level Cabinet meeting on December 3, where the Government is expected to take major decisions, including increasing the Open Merit quota in jobs and educational institutions.

Official sources told Kashmir News Corner — KNC that the meeting will be held at 9 am in the Civil Secretariat Jammu and will be the first formal Cabinet meet after the annual Durbar Move.

Sources said the reservation overhaul will be a key discussion point as the Government plans to amend Reservation Rules to rationalize quotas in certain categories, especially Resident of Backward Areas (RBA) and Economically Weaker Sections (EWS), to accommodate the proposed hike in Open Merit share.

According to officials, the EWS quota capped at a maximum of 10 percent as per guidelines may see adjustments if justified by the Government. The RBA quota, once as high as 20 percent, has already been reduced to 10 percent amid concerns that influential individuals benefited disproportionately.

“The Government needs to cut around 10 percent from various categories excluding those mandated by Parliament like SC, ST, and OBC to enhance Open Merit to 40 percent,” sources said.

Currently, reservation in J&K stands at 70 percent. The highest share 20 percent goes to Scheduled Tribes (10 percent each to Gujjar-Bakerwal and Pahari Ethnic Tribes), followed by 10 percent each for RBA and EWS, eight percent for OBC, eight percent for SC, and four percent for ALC/IB residents. Horizontal reservation of 10 percent is provided to Ex-servicemen and Persons with Disabilities.

The Cabinet Sub Committee (CSC) on Reservation was constituted on December 10, 2024, following protests by general category aspirants. It submitted its recommendations on June 10, 2025, followed by scrutiny from the Law Department.

These recommendations are now expected to come up for final decision in tomorrow’s Cabinet meeting. “All decisions of the Cabinet will ultimately require approval from the Lieutenant Governor,” sources added.

Earlier, the Finance Department advertised 600 posts of Accounts Assistants, with only 240 of those allocated to the Open Merit (OM) category. This has upset the youth falling under OM category, leading them to renew their demand for a review of the existing reservation policy in the Union Territory.

Of the 600 posts of Accounts Assistants advertised by J&K Services Selection Board, only 40% posts (24O) were kept for OM aspirants while 360 posts have been reserved for various categories—48 for Scheduled Castes (SC), 60 each for Scheduled Tribes (ST1 and ST2), 48 for Other Backward Classes (OBC), 24 for ALC/IB, 60 for the Residents of Backward Areas (RBA), and another 60 for Economically Weaker Sections. The general category students argue that they are being sidelined in government recruitment.

Earlier, Jammu and Kashmir Chief Minister Omar Abdullah on Friday said that the cabinet would address the issue of rationalising job reservations in its next meeting.

“A cabinet meeting will be held. We were constrained by the fact that I did not want anybody to sabotage this by going to the Election Commission because of the (model) code of conduct. Now that the code of conduct is over, the elections are over, the concerned minister will present the memo in the next cabinet meeting, and we will discuss it then,” CM Omar told reporters at the end of the two-day working committee meeting of his party on Friday November 28. • A valid government-issued photo identity proof (e.g., Aadhar Card, Passport, Voter ID, Driving License).

Exam Pattern & What Candidates Should Expect

Understanding the exam pattern is crucial for aspirants — here’s a summary of what the SSC JE 2025 Paper I and Paper II will look like:

  • Mode: Computer-Based Test (CBT) — no pen & paper format.
  • Paper I: Objective multiple-choice questions (MCQs), total 200 marks.
  • Paper II (for those who qualify in Paper I): Contains 300 marks.
  • Negative marking: Paper I carries a penalty of 0.25 marks for each incorrect answer. For Paper II the negative marking is 1 mark.

The syllabus includes sections on General Intelligence & Reasoning, General Awareness, and Engineering discipline questions (Civil / Mechanical / Electrical), depending on the candidate’s applied stream.

Given the tight timeline — with exams starting December 3 — candidates are advised to finalize revision, double-check their login credentials, and keep printouts of admit cards ready.

What This Means for Aspirants — Key Pointers & Tips

With the admit card out and exam just days away, here are some important pointers and guidance for SSC JE 2025 aspirants:

  • Download Immediately: Don’t wait until the last minute — network congestion and website traffic may cause glitches.
  • Verify Details Carefully: Check that your name, roll number, exam centre address, shift/time on the admit card are correct. If there’s any discrepancy, contact SSC regional helpdesk without delay.
  • Print Multiple Copies: Always keep at least two hard-copies of the admit card. Sometimes candidates are asked to submit one copy at entry gates.
  • Keep Valid ID Ready: Carry a valid photo ID (Aadhaar, Voter ID, Passport, etc.) — without it the commission will not allow entry.
  • Plan Travel to Exam Centre: With exams across various cities and a tight schedule (3–6 Dec), plan your travel well in advance. If you’re from remote areas, consider reaching a day earlier to avoid last-moment surprises.
  • Revise Smartly: Focus on high-weightage topics — reasoning, mathematics, basic engineering fundamentals — given the limited time left.

Why SSC JE 2025 Is Important — And What to Expect

The SSC JE exam is among the most sought-after recruitment exams for engineering graduates and diploma holders aiming for central government jobs. The recruitment fills essential technical posts in government departments — ranging from civil infrastructure, water resources, public works, to mechanical and electrical maintenance works.

Given that this year there are 1,731 vacancies, the opportunity is substantial. But given the vast number of applicants, competition remains intense. This calls for thorough preparation, disciplined revision, and careful attention to logistical requirements (admit card, ID, travel, etc).

Successful candidates will not only secure stable employment under the government, but also benefit from the pay scale, allowances, job security, and opportunities for career growth under SSC’s recruitment channel.

Final Checklist Before Exam Day

Before you head out to your exam centre on your allotted date and shift, make sure:

  • ✔ You have downloaded and printed the SSC JE 2025 Admit Card
  • ✔ You carry a valid ID proof (and a photocopy, if needed)
  • ✔ You reach the exam centre well before the reporting time
  • ✔ You carry basic stationery (if allowed), water bottle (subject to centre rules), and wear comfortable clothes
  • ✔ You have a pen for rough work (if the centre provides a rough sheet)
  • ✔ You are mentally calm and confident — last minute panic rarely helps; trust your preparation.

With the admit cards now live and exams commencing shortly, SSC JE 2025 candidates are entering the final stretch. This is a crucial time to ensure all formalities — from downloading the hall ticket to packing your exam-day essentials — are taken care of. A calm, well-prepared mind combined with careful logistics can make all the difference.

All the best to every aspirant! Stay focused, stay confident, and give your best to seize this opportunity for a secure central government engineering job.
