University of Kashmir Issues Strict Warning to Private Colleges Over Excess Fee Charges

The University of Kashmir, through the Office of the Dean College Development Council (DCDC), has issued a strong directive to all its affiliated private colleges, cautioning them against charging students any excess fees under unauthorized heads.

In an official circular released on November 26, 2025, the Assistant Registrar of the College Development Council stated that the University has received reports of certain colleges demanding additional charges from students. These extra fees were reportedly being collected under different labels such as University Service Charges, Promotional Fee, and other inappropriate heads not authorized by the University or the Government of Jammu & Kashmir.

Only Approved Fees Allowed

The circular clarifies that the fee structure approved by the Fee Fixation Committee of the J&K Government already includes the University service charges. It was emphasized that no additional fee should be collected from students apart from the approved examination and eligibility fees.

The University reminded the colleges that the official fee notification strictly prohibits any charges beyond the notified structure, and all affiliated colleges must follow these guidelines without deviation.

Details of Fee Collection Must Be Submitted

The circular further instructs all private colleges to immediately submit a detailed report of the fees collected from students for the ongoing academic year. The report must include charges collected under every fee head, and the submission has been directed to be done positively without delay.

Action Against Violations

The University has clearly stated that any failure to comply will be dealt with seriously and may attract appropriate disciplinary action. Institutions have been urged to ensure strict compliance with the directive to avoid penalties.

This step by the University of Kashmir reinforces its commitment to protecting students from financial exploitation and ensuring transparency and fairness in the academic system.

Students and stakeholders are encouraged to stay informed and report any violations of the fee regulations for immediate action.

Not invited first time since 2002: Aga Ruhullah as NC holds key meet in Srinagar

Denies plans to form separate political party, Slams NC on reservation issue, unkept election promises

Ganderbal, Nov 28 : Srinagar MP Aga Syed Ruhullah Mehdi on Thursday said that since 2002, this was the first time that he was not invited to the National Conference’s Central Working Committee meeting by the party leadership.

Speaking with reporters, Ruhullah, per news agency—Kashmir News Observer (KNO), said that he was unaware as he doesn’t know which meeting is going on. “If the working committee meeting is going on, I am a permanent member of it. This is the first time since 2002 that I have not been invited,” he said.

Replying to query on reports of him flouting a political party, he said he has not distanced himself to build a separate political platform. “I have not kept a distance from any party, nor have I spoken to any anyone to form another party,” he said.

He also reiterated his disagreement with the National Conference on reservation issue and promises made during the 2024 Assembly elections.

“We made promises to the people that we will fight for the return of protections linked to Article 370. We received votes on that. We cannot switch to a different language after getting that mandate,” he said.

On reservation issue, Ruhullah said that students are losing opportunities due to delays. “More than a year has passed. If this matter remains unresolved after a month, I will again sit with the students until the issue is settled,” he said.

He also said that failure of mainstream parties to honour public trust would damage the entire political system. “If the party does not follow its own manifesto, it will lose people’s trust, and losing trust is the biggest loss,” he said—(KNO)
