CM Omar calls for increasing coverage under social inclusion schemes

Stresses on immediate tendering and execution of works

Srinagar: Chief Minister Omar Abdullah Wednesday chaired a high-level meeting to review the progress of financial inclusion schemes, social security coverage, district capex and progress of Constituency Development Fund (CDF) works programme. The Chief Minister also reviewed the GST collection – tax and non-tax revenue for the current financial year.

The meeting was attended by the Advisor to the Chief Minister Nasir Aslam Wani, Additional Chief Secretary to the CM Dheeraj Gupta, all Administrative Secretaries, Deputy Commissioners of all districts, and other concerned, both in person and through virtual mode.

Principal Secretary Finance, Santosh D. Vaidya, gave a detailed presentation on the financial and social inclusion schemes, revenue generation trends and district-wise progress under capex and CDF works.

The Chief Minister noted tardy pace in uploading & tendering of works and issued directions to all departments and districts to focus on revenue realization & social inclusion schemes and monitor progress on a monthly basis rather than leaving corrective measures to the last quarter of the financial year.

“Departments must not wait for February and March to chase revenue targets. Each department will receive specific communication from the Finance Department flagging their areas of concern and giving a six-month revenue target breakdown. They should start working on improving revenue realization today, with a clear monthly plan,” the Chief Minister stressed.

He further directed that Deputy Commissioners will be given district-specific instructions from the Finance Department, particularly regarding the coverage of social welfare schemes such as PM Jan Dhan Yojana, PM Suraksha Bima Yojana, PM Jeevan Jyoti Bima Yojana, Atal Pension Yojana, Integrated Social Security Scheme, widow, old-age and disability pensions. He called DCs to find out reasons for drop in enrollment of account holders under PMJDY and other schemes. “We will conduct another review of social welfare schemes after three months, and I expect to see a significant improvement in coverage at the district level,” Omar Abdullah said.

CM called for expediting finalization of works plans under the CDF and to upload the works on BEAMS portal. He gave instructions that MLAs be informed about the works included in the UT & District Capex plans which were prioritized by the MLAs during pre-budget meetings and to intimate them about works which were found unviable.

The Chief Minister cautioned that delays in revenue mobilization could force the government into difficult decisions such as imposing cuts in departmental expenditure. “If departments do not want to find themselves in a position where expenditure is curtailed, they must focus as far as possible on improving revenue realization. The responsibility lies with each department to ensure timely progress,” he emphasized.

During the meeting, it was noted that while social security schemes have shown impressive growth in recent years—with PMJDY account holders crossing 23 lakh, PMSBY enrollments touching 23.8 lakh account holders, and PMJJBY covering nearly 9.83 lakh individuals.

Similarly, in respect of welfare schemes administered by Building & Other Construction Workers Board, the meeting was informed that ₹166.90 crore was disbursed to 2.5 lakh beneficiaries in 2024-25, yet active worker registration remains low, requiring expansion efforts.

The Chief Minister underlined the need to strengthen monitoring of both expenditure and revenue flows, ensure 100% uploading of works on BEAMS, and expedite the accord of administrative approvals, tendering and execution of district capex works. He also called for intensified awareness campaigns to improve access to social security schemes and faster settlement of claims.

The Chief Minister reiterated his government’s commitment to social security, inclusive growth and fiscal discipline, while urging all departments and Deputy Commissioners to work in close coordination with the Finance Department to achieve the set targets—(KNO)

JKBOSE Issues Notification for Submission of Internal and External Assessment Awards

The Jammu and Kashmir Board of School Education (JKBOSE), Rehari Colony, Jammu, has issued a notification directing all government and private affiliated higher secondary schools to submit Internal Assessment Awards (for Class 10th) and Internal/External Practical Awards (for Class 11th) before 28th August 2025.

The awards must be submitted to the respective Head/Sub/Branch offices of JKBOSE, Jammu Division, for candidates appearing in upcoming examinations as fresh, re-appear, or under additional subject/change of subject categories in the SSE (Class 10th)/HSP (Class 11th) Annual (Private)/Bi-Annual 2025 (Soft & Hard Zone areas of Jammu Division and Leh).

Important Guidelines for Submission:

  1. Marks must be awarded only on the prescribed formats available on the official JKBOSE website www.jkbose.nic.in.
  2. Entries must be legible, error-free, without cutting or overwriting, and use of whitener is strictly prohibited.
  3. Roll numbers of absent candidates must be clearly reflected as ‘Absent’—no column should be left blank.
  4. Awards must be submitted in duplicate, attested by the subject teacher and countersigned by the Head of the Institution.
  5. No Internal/External assessments will be accepted via email or post—only through the concerned Sub/Branch Offices.
  6. Assessment/Practical awards must mention the complete Roll Number (9 digits) of the candidate.
  7. Institutions must maintain assessment records signed by subject teachers, concerned examination in-charges, and principals for verification.
  8. Principals/Heads of Institutions are responsible for ensuring that only the assessments of candidates who have filled examination forms are submitted.

Accountability Clause:

The notification further states that if the instructions are not followed and awards are not submitted within the stipulated period, the responsibility shall lie solely on the concerned Head of Institution. No request for late submission will be entertained, and penalties as per BOSE norms will apply.

This move by JKBOSE aims to streamline assessment submission, maintain transparency, and avoid discrepancies ahead of the upcoming examinations.

Srinagar, Aug 20: The Jammu and Kashmir Government on Wednesday ordered a series of transfers and postings of officials across multiple departments with immediate effect.

In an official Order issed by GAD-JK as per news agency Kashmir News Corner — KNC, Ramesh Kumar, Private Secretary, has been shifted from the Department of Floriculture, Gardens & Parks and posted in the Civil Aviation Department, while Nisar Ahmad Bhat, Private Secretary, has been moved from the Civil Aviation Department to the Science & Technology Department.

Similarly, Umer Dar, Senior Stenographer, was transferred from the Directorate of Motor Garages, J&K, to the Transport Department. Ms. Ruhi Talgotra, Junior Stenographer, presently awaiting adjustment in the GAD, has now been posted in the Transport Department.

Further, Sunil Singh, Junior Stenographer, has been shifted from the Transport Department to the Civil Aviation Department, and Anees Hassan, Junior Stenographer, was transferred from the J&K Services Selection Board to the Civil Aviation Department.

The order issued by the General Administration Department states that all these officers and officials shall be deemed relieved with immediate effect. (KNC)

New Delhi, Aug 19 (Education Desk):
The Indira Gandhi National Open University (IGNOU) has released the tentative date sheet for the December 2025 Term-End Examinations (TEE). The exams will be conducted for both Open and Distance Learning (ODL) and online programmes.

Exam Schedule

The December TEE will be held from December 1, 2025, to January 8, 2026, in two daily sessions:

  • Morning Session: 10:00 AM to 1:00 PM
  • Afternoon Session: 2:00 PM to 5:00 PM

IGNOU has clarified that this schedule is provisional, and the portal for submission of examination forms will be opened in due course.

Key Guidelines for Students

Students appearing for the December exams must ensure:

  • Valid course registration.
  • Submission of assignments within deadlines.
  • Completion of the minimum study duration for each course before attempting the exam.

No Change Requests in Certain Cases

The university has stated that requests for changing exam dates will not be entertained in cases involving:

  • Courses falling under the same group.
  • Backlog courses from previous years.
  • Different programmes or specializations within the MP programme.

Exam Format

  • Objective-type (OMR) questions: For programmes like BDP, BCA, BSW, CLIS, CBS, and CBCS-based degrees.
  • Descriptive format: For certain courses, including BNS041 and BNS042.
  • Language option: Students enrolled in CRD, PGDRD, and MARD programmes can also write their exams in Bengali.

Course Grouping

The date sheet includes course groupings under ODL, CBCS, and FYUP schemes. Courses within the same group will be held at the same time, and students must choose only one subject per group.

Reporting Discrepancies

Any discrepancies in the tentative date sheet should be reported to IGNOU by August 25, 2025.

Hall Tickets

Admit cards (hall tickets) will be issued closer to the exam dates and can be downloaded from the official IGNOU website – ignou.ac.in.

J&K Government Dismisses Employee for Drug-Related Crime

Srinagar, Aug 14: The Government of Jammu and Kashmir has dismissed an employee of the Irrigation Division in Tral from service after he was found involved in a narcotic-related case.

According to Government Order as per news agency Kashmir News Corner— KNC, The employee, identified as Farooq Ahmad Najar, an Orderly cum Chowkidar, was dismissed under Article 311(2) of the Constitution of India.

Najar was involved in FIR No. 0043/2024 under sections 8, 21, and 29 of the NDPS Act at Police Station Kakapora. He was arrested following the recovery of 6.5 grams of Brown Sugar from his possession.

The order states that Najar was placed under suspension on November 26, 2024, and an inquiry was initiated.

The inquiry officer’s report concluded that Najar had not only failed to uphold the integrity expected of a public servant but had also “actively engaged in activities detrimental to public welfare.” The report noted that his involvement in an “illicit drug network” posed a significant threat to public safety and contributed to crime and social instability.

Following a detailed review of the evidence, the competent authority decided to dismiss Najar from service with immediate effect, disqualifying him from any future government employment.

The government stated that his continued employment would pose a “grave risk to public welfare and erode trust in government institutions.” (KNC)

Jammu and Kashmir is likely to witness widespread rainfall during the next 24 hours.
Cloud formations are currently building over North Pakistan, where much of the initial precipitation is expected to occur. However, a substantial portion of the system can still extend into J&K, resulting in good rainfall across several districts.

Localized heavy downpours and high-intensity showers are possible during this period in a few areas.

Some models suggest that the area around Bandipora – Ganderbal – Srinagar may receive high-intensity showers by tomorrow morning. Hence, intense showers/flash floods can’t be ruled out. (This can vary as it is very much area specific forecast. Confidence Medium).

BOSE Postpones Exams Scheduled for Tomorrow

Srinagar, August 17 : The Jammu and Kashmir Board of School Education on Sunday announced the postponement of the bi-annual examinations for classes 10th and 11th, scheduled to be held on August 18, 2025, across the Union Territory of Jammu and Kashmir as well as in Leh and Kargil districts of Ladakh UT.

Officials said that the new dates for the examinations will be notified separately.

The decision was taken after the District Magistrate Kathua ordered the closure of all schools in the district in view of the inclement weather and cloudburst, which had raised serious concerns over the safety of students.

“All centre superintendents and jurisdictional SHOs have been directed to ensure that the postponement orders are conveyed in time.

Instructions have also been issued to sub and branch officers to circulate the announcement across official WhatsApp groups for wider dissemination,” officials added. [KNT]

Srinagar, Aug 16, : The Meteorological Department on Saturday issued a weather advisory predicting heavy rains and thundershowers in several parts of Jammu and Kashmir between August 17 and 19, warning that the conditions may trigger cloudbursts, flashfloods, landslides, mudslides and shooting stones in vulnerable areas.

Officials said there is a forecast of light to moderate rain and thundershowers at many places during this period, with heavy rainfall expected in parts of Jammu division including Jammu, Reasi, Udhampur, Rajouri, Poonch, Samba and Kathua. Moderate intense showers are also likely over Doda, Kishtwar and Ramban districts, along with brief but intense showers in some parts of Kashmir division accompanied by gusty winds.

“This weather transition may likely cause cloudbursts and flashfloods at few vulnerable places, along with landslides, mudslides and shooting stones,” officials said, adding that people should avoid water bodies, streams, river embankments and unstable structures.

The advisory has also urged travelers, transporters, tourists and trekkers to plan their journeys carefully in view of the weather conditions.

The department further stated that between August 20 and 22, the weather will turn generally hot and humid across the region, with brief spells of thundershowers at a few places.

A fresh spell of light to moderate rain and thundershowers is likely from August 23 to 25 at many places in both divisions of Jammu and Kashmir. [KNT]

Govt Implements Rs 3,000 FASTag Pass For Private Vehicles

New Delhi, Aug 15: State-owned NHAI has implemented the FASTag annual pass across the country from Friday to encourage the use of technology to enhance ‘ease of living’ for the citizens, according to an official statement.

The statement said the annual pass has received an overwhelming response from the national highway users.

“Till 4:30 PM on the first day of the implementation, around 1.2 lakh users purchased and activated the annual pass and about 1.24 lakh transactions were recorded on toll plazas,” it added.

The statement said that providing a seamless and economical travel option to national highway users, the FASTag Annual Pass eliminates the need to frequently recharge FASTag through a one-time fee payment of Rs 3,000 for one year’s validity or 200 toll plaza crossings on National Highways and Expressways across the country.

The annual pass is applicable to all non-commercial vehicles with a valid FASTag and gets activated within two hours of the one-time fee payment through the Rajmargyatra App or NHAI website.

With a penetration rate of around 98 per cent and over 8 crore users, FASTag has revolutionised the Electronic Toll Collection system in the country, the statement said.

The introduction of the annual pass facility will not only enhance the FASTag user experience but also make journeys on the National Highways and Expressways more economical and seamless, it added. (Agencies)
