Fresh Applications Invited for MD/MS Hindu Minority Quota Seats at ASCOMS Jammu (NEET PG 2025) – J&K BOPEE Notification

The Jammu and Kashmir Board of Professional Entrance Examinations (J&K BOPEE) has issued an important notification for NEET PG 2025 candidates regarding fresh applications for admission to MD/MS Management Seats under the Hindu Minority (HM) quota in ASCOMS Jammu. This new application process has been initiated following the reduction of percentile by NBEMS, which has resulted in changes to eligibility for several candidates.

As per the BOPEE notification, candidates who are eligible and whose names appear in the Re-revised Provisional Merit List (PML) can now apply afresh for the available seats in ASCOMS Jammu. Eligible candidates must submit the required documents physically at BOPEE offices within the stipulated dates.

This article provides a complete overview of the BOPEE notice, including eligibility criteria, seat details, application timeline, required documents, and key instructions candidates must follow.

Background: Why BOPEE Invited Fresh Applications?

The current admission process is related to MD/MS admissions for the session 2025 under the Management Quota (Hindu Minority quota). Since the National Board of Examinations in Medical Sciences (NBEMS) reduced the qualifying percentile for NEET PG 2025 candidates, the Board issued a Re-revised Provisional Merit List (PML).

After the updated PML, J&K BOPEE decided to invite fresh applications from interested candidates to ensure that all eligible candidates get a fair opportunity to compete for the available seats.

This invitation has been issued under:

  • Notification No. 019-BOPEE of 2026 dated 25-01-2026
  • Notification No. 021-BOPEE of 2026 dated 30-01-2026
  • And now the latest Notification No. 023-BOPEE of 2026 dated 30-01-2026

Total Seats Available Under Hindu Minority Quota at ASCOMS Jammu

Under the Hindu Minority (HM) Quota, ASCOMS Jammu has a total of:

08 seats available for MD/MS courses.

These seats will be filled exclusively through BOPEE’s counselling process.

Important Dates: Application Submission Schedule

J&K BOPEE has clearly mentioned the schedule for submission of fresh applications. Candidates must ensure they submit their documents within this window.

📌 Fresh application submissions start: 02-02-2026
📌 Last date to submit applications: 04-02-2026 (till 03:00 PM)

⚠️ Candidates are required to submit their applications physically at BOPEE offices in Srinagar or Jammu within the deadline. Late submissions will not be entertained.

How Will These Seats Be Filled?

The BOPEE notification specifies that:

  • The Hindu Minority quota seats in ASCOMS Jammu will be filled separately.
  • BOPEE will conduct Physical/Online counselling for seat allotment.
  • The counselling schedule will be notified separately by the Board.

This indicates that submitting the application is only the first step. Candidates will later need to participate in counselling as per BOPEE’s announced dates.

Who Can Apply? Eligibility Criteria for Hindu Minority Quota Seats

To be eligible for the MD/MS Hindu Minority quota seats at ASCOMS Jammu, candidates must meet the following conditions:

1. Must Be a NEET PG 2025 Applicant

The candidate must have:

  • applied for NEET PG 2025, and
  • qualified NEET PG 2025 by securing the minimum qualifying percentile (as revised after NBEMS percentile reduction).

2. Candidate’s Name Must Appear in Re-revised PML

Only those candidates will be eligible who:

  • have registered online, and
  • whose names are present in the Re-revised Provisional Merit List (PML) issued vide Notification No. 021-BOPEE of 2026 dated 30-01-2026.

3. Must Have Uploaded Documents Earlier

Candidates applying now should have already uploaded other documents (except HM certificate) during earlier registration processes done in response to BOPEE notifications:

  • Notification No. 138-BOPEE of 2025 dated 22-09-2025
  • Notification No. 009-BOPEE of 2026 dated 15-01-2026

4. Only J&K Domiciles Eligible

A major eligibility requirement is domicile:

✅ Only candidates who are domiciles of UT of J&K can compete for these HM quota seats.

5. Must Belong to Hindu Minority Community

Candidates must provide valid proof:

  • A certificate issued by the Competent Authority declaring the candidate belongs to the Hindu Minority (HM) community.

Where to Submit Applications?

Baghat-i-Barzulla, Opposite J&K Bank, Srinagar-190005

OR

📍 J&K BOPEE Office, Jammu
4th Floor, South Block, Bahu Plaza, Jammu-180012

Important Note for Candidates Who Already Applied

BOPEE has also clarified that:

✅ Candidates who have already applied and appeared in Annexure-A of Notification No. 190-BOPEE of 2025 dated 03-12-2025
do not need to apply again.

This is crucial because it prevents duplication of applications and confusion.

Required Documents for Hindu Minority Quota Application

BOPEE has provided a checklist in Annexure-A (Page 4 of the notification) for candidates to fill and submit.

Candidates must enclose the following documents properly stapled inside an open envelope (size 10” x 14”):

Documents Required:

  1. NEET PG 2025 scorecard
  2. Domicile Certificate
  3. Hindu Minority (HM) certificate from competent authority

Candidates must also fill their biodata in the checklist form including:

  • name, parentage
  • date of birth
  • NEET score/rank, roll number, application ID
  • J&K PML rank
  • year of passing MBBS
  • email and mobile number
  • domicile issue date
  • and a space for photograph + signature

Fee Structure and Important Advisory

BOPEE has informed candidates that the Government of J&K has fixed the fee structure for MD/MS seats in ASCOMS via:

  • Government Order No. 659-HME of 2019 dated 10-07-2019
  • read with Government Order No. 221-HME of 2016 dated 01-04-2016

However, BOPEE has advised candidates to confirm the fee from the respective college (ASCOMS Jammu) before submitting documents.

Key BOPEE Clarification: Submission Does Not Guarantee Admission

One of the most important points in the notification is:

⚠️ Mere submission of documents does not confer any right for admission.

Admission will be granted only after:

  • eligibility verification by BOPEE, and
  • counselling-based allotment, and
  • merit-based selection as per NEET PG 2025 score and PML.

Therefore, candidates should ensure all submitted information is accurate and valid.

Final Advice for Applicants

Candidates interested in these MD/MS seats at ASCOMS Jammu are strongly advised to:

✅ apply within the deadline (04 Feb 2026, up to 3 PM)
✅ verify their name in the Re-revised PML
✅ submit genuine HM certificate and domicile proof
✅ follow BOPEE instructions strictly
✅ stay updated for the counselling schedule announcement
