Govt designates BDOs as administrators of Panchayats

Says they cannot be constituted immediately; Arrangement to remain in place for 6 months

Srinagar, Jan 10 (KNO): A day after the five-year term of elected Sarpanchs and Panchs came to an end in Jammu & Kashmir , the administration of the Union Territory on Wednesday appointed block development officers as administrator(s) of Halqa Panchayats falling under their jurisdiction.

The J&K government today appointed block development officers as administrator(s) for running the affairs of Halqa Panchayats for a period of six months, saying that it is satisfied that Halqa Panchayat(s) cannot be constituted immediately.

“The term of Halqa Panchayat(s) has expired on 09.01.2024 and the Government is satisfied that Halqa Panchayat(s) cannot be constituted immediately,” reads a notification issued by Department of Rural Development and Panchayati Raj.

“ Now therefore in exercise of powers conferred by section 9 of Jammu & Kashmir Panchayati Raj Act, 1989, the Government hereby appoints Block Development Officers (BDOs) as administrator(s) for running the affairs of the Panchayat Halqa(s) under their jurisdiction for a period of six months w.e.f 10.01.2024 or till further orders, whichever is earlier,” it further states.

KNO had already reported that government is appointing administrator(s) for running the affairs of Panchayats.

The government had already made similar arrangements urban local bodies after their five-year term came to end in October- November last year. It had empowered deputy commissioners and additional district development commissioners as administrator(s) of municipal bodies.

The elections for Urban Local Bodies and Panchayats were expected in October- November last year, but couldn’t take place due to a host of reasons.

The local bodies polls in J&K are unlikely to be held before the 2024 parliament polls which would take place in April –May.

In December 2023, the administrative council headed by LG Manoj Sinha proposed amendments in Jammu & Kashmir’s Panchayati Raj Act to grant reservation to Other Backward Classes(OBCs) in these institutions—(KNO)

JKSSB Final Selection List for the posts of Sub Inspector Police : Download PDF

Jammu, January 11: The Jammu and Kashmir Services Selection Board (JKSSB) has released the final selection list for 1200 posts of Sub-Inspector, Police in the UT Cadre.

The selection list was released vide Notification No. 01-Selection of 2024 dated January 8, 2024. The posts were advertised earlier vide Notification No. 06 of 2021 dated October 21, 2021.

Out of 1200 posts advertised, 1102 candidates have been recommended for appointment in the final selection list. The remaining 98 posts have been kept reserved for further examination.

The selection has been made on the basis of written test, physical standard test, physical endurance test and document verification. Additional weightage was given to candidates possessing NCC certificates.

The final selection list is subject to the outcome of any writ petitions or court cases pending in competent courts involving any recommended candidates. Candidates have also been advised to submit their personal verification details to the appointing authority within 21 days, failing which they will forfeit their appointment.

The JKSSB has informed that the selection list is available on the Board’s official website www.jkssb.nic.in and can be cross-verified if required.

This verification process took place at both Jammu and Srinagar from 17.10.2023 to 20.10.2023, followed by a supplementary round on 25.10.2023.

Hajj Aspirants in Kashmir urge authorities to extend deadline for submission of applications

Say their passports are still under process

Srinagar, Jan 10: Several Hajj aspirants in Kashmir on Wednesday appealed to the government to extend the deadline for the submission of online applications as they cited that their passports are currently under process.

Notably, the Hajj Committee of India (HCI) has invited online applications from eligible candidates interested in serving as Trainers to provide Orientation/Training for the selected pilgrims of Haj-2024 (Hijri-1445), with the deadline for submission set at January 15.

Speaking to the news agency—Kashmir News Observer, Hajj aspirants expressed the need for an extension of the deadline for online applications saying their passports are still in process, and there is a possibility they might not receive them by the on the cutoff date.

“I have completed all the necessary procedures and even underwent verification. But my passport is still pending,” said Mohammad Ayuob, a Srinagar resident.

“The delay in passport processing is causing concern; an extension in the application deadline would provide much-needed relief,” he said.

“Passport renewal for Hajj is underway, and despite fulfilling every requirement promptly, the pending status has become a hurdle. A deadline extension would offer a fair chance for us to submit our applications once our passports are in hand,” said Mohammad Saleem, another resident.

A group of Hajj aspirants said that there is crucial requirement of a passport number for the Hajj application, which they are yet to receive from the concerned authority. “With the application deadline set for January 15 and the uncertainty of receiving passports by that time, we urge the government to extend the deadline, providing much-needed relief for those awaiting their essential travel document,” they said—(KNO)

Srinagar, Jan 10 (KNO): Managing Director, Kashmir Power Distribution Corporation Limited (KPDCL), Mussarat Islam, today urged consumers to clear their outstanding balance on account of electricity dues, failing which KPDCL shall be left with no option but to further accelerate its disconnection drives as warranted under Section 56 of the Electricity Act.

He further stated that smart meter consumers with arrears are being automatically disconnected if they do not pay their pending power bills.

Expressing serious concern over huge default figures in domestic, commercial and industrial categories, the MD stated that revenue realized on account of clearance of pending bills shall enable KPDCL to have enough resource availability for power purchase which will be critical for providing reliable supply.

The MD also said that huge default figures are taking a toll on the financial health of the Corporation as it would impact the fund flow under Revamped Distribution Sector Scheme (RDSS), which is aimed at transforming the LT Distribution Network in Kashmir Division.

Seeking cooperation of all consumers in clearing dues, the MD further stated that keeping in view the compulsion for realization of arrears, KPDCL has passed directions to all 19 Electric Divisions to further accelerate disconnection drives of defaulter consumers who are reluctant to pay their energy dues on time—(KNO)

Srinagar, Jan 10 (KNO): A review petition has been filed in the Supreme Court against its verdict upholding the abrogation of Article 370. The review petition was filed in the top court by Muzaffar Iqbal Khan, one of the petitioners in the Article 370 case.

Speaking with the news agency—Kashmir News Observer (KNO) Khan said that he filed the petition today.

On December 11, a 5-judge Constitution Bench led by Chief Justice DY Chandrachud upheld legal validity of abrogation of Article 370 by the President of India in August 2019.
