Dry weather triggers rise in respiratory problems: Dr Naveed Nazir

Srinagar, Dec 5: Pulmonologist Dr Naveed Nazir Shah on Friday said that the current dry weather in Kashmir is contributing to a rise in respiratory problems, including eye, nasal and throat irritation, coughing, breathing difficulty and chest tightness.

Talking to Kashmir News Service(KNS), he said the absence of rain and snow keeps pollutants suspended in the air.

These particles mix with fog during cloudy mornings, creating smog, which increases risks for people with asthma or chronic obstructive pulmonary disease (COPD) and causes irritation in the nose and throat.

Dr Shah said short-term effects of poor air quality include eye, nasal and throat irritation, coughing, breathing difficulty and chest tightness.

He added that prolonged exposure to pollutants may lead to neurological issues, higher cancer risk and complications during pregnancy.

He said snowfall or rainfall helps settle particulate matter and improves air quality, but natural relief alone cannot be relied upon.

He called for societal awareness and strong government action to reduce pollution levels.
Dr Shah advised high-risk individuals, including the elderly, to avoid venturing outdoors in cold or polluted conditions.

He said those who must go out should wear masks or cover their faces to limit exposure to airborne pollutants.-(KNS)

Srinagar, Dec 05: The Ministry of Health and Family Welfare informed that the National Medical Commission (NMC) Friday said that Jammu and Kashmir has been allotted one new medical college along with 379 MBBS seats and 118 postgraduate seats for the academic session 2025–26.

As per official figures submitted in the Lok Sabha, the ministry, as per the news agency—Kashmir News Observer (KNO), has approved the expansion of medical educational institutes and seats across the country. “The fresh allocation places J&K among the states and Union Territories that witnessed an increase in both undergraduate and postgraduate medical intake this year.”

Stating the breakup wise figures, the ministry said that J&K’s newly sanctioned seat capacity comes as part of 44 new medical colleges and 11,732 UG seats added nationwide for the upcoming academic session.

Officials further said the approvals were processed by the Medical Assessment and Rating Board (MARB) after evaluating proposals as per NMC’s Minimum Standard Requirements, which include mandatory teaching hospital infrastructure, bed strength, diagnostic facilities, skill labs, hostels, libraries, and other academic components.

The ministry during the session further highlighted that under the Centrally Sponsored Scheme (CSS) for establishing new medical colleges attached to district hospitals, Baramulla and Kupwara are among the J&K’s aspirational districts that are eligible for priority consideration, while Rajouri falls under tribal district categorisation—(KNO)

34 Schools Found Violating MDM Norms; 2 Teachers Suspended in Rajouri

CEO Rajouri Withholds Salaries, Seeks Explanations After Surprise Inspection Reveals Major Lapses

Srinagar, Dec 5: In a major administrative action, the Chief Education Officer (CEO) Rajouri has suspended two teachers, withheld salaries of staff from 11 schools, and issued strict notices to 34 schools after a district-wide inspection exposed serious lapses in the implementation of the Mid-Day Meal (MDM) scheme and academic performance.

According to the order issued by the CEO Rajouri as per news agency Kashmir News Corner — KNC, a team of senior officers conducted surprise inspections across 200 schools on December 3, 2025, to assess punctuality, work culture, and the serving of cooked Mid-Day Meals.

The inspection revealed that 34 schools, listed in Annexure-A, failed to serve Mid-Day Meals as per the approved menu, raising concerns about compliance and student welfare.

Additionally, 11 schools, listed in Annexure-B, demonstrated poor academic performance. Notably, 7 of these schools also failed to serve the Mid-Day Meal as per norms, while in 2 schools, the meal was not cooked at all.

In another serious violation, the report states that two teachers Farnaz Kouser (PS Dhara Pathana) and Mohammad Altaf (PS Namble Kalyan) left their respective schools after marking attendance, without informing the concerned Drawing and Disbursing Officer (DDO).

Following the findings, the CEO Rajouri ordered the following measures, Immediate Suspension of Farnaz Kouser, Teacher, PS Dhara Pathana. Mohammad Altaf, Teacher, PS Namble Kalyan, order reads.

Both have been placed under suspension and attached to HS Lower Bhangai and HS Kallar, respectively.

Salary Withheld, The salaries of all masters and teachers from the 11 academically weak schools (Annexure-B) have been withheld for December 2025, pending tangible improvement in academics and MDM implementation.

Explanations Sought, All staff from the 34 schools listed in Annexure-A have been directed to submit written explanations through their respective DDOs within two days, failing which strict disciplinary action will be initiated.

The CEO has warned that any further negligence will invite “strict action under rules, without any further notice.” (KNC)

Srinagar, Dec 5: The Higher Education Department has issued fresh instructions to all universities and autonomous colleges across Jammu and Kashmir, directing them to strictly adhere to the Uniform Academic Calendar and refrain from conducting any examinations during the notified vacation periods.

According to the comminique issued by Dr. Sheikh Ajaz Bashir, Director Colleges, J&K Higher Education Department, a copy of which is available with news agency Kashmir News Corner — KNC, all academic institutions, including the University of Kashmir, University of Jammu, Cluster Universities of Srinagar and Jammu, and autonomous colleges, have been reminded to comply with the guidelines laid out in the Uniform Academic Calendar notified in May 2022.

The department noted that vacations are meant to provide essential relief to students and staff during harsh winters, foggy conditions, or peak summer heat, and also offer time for internships, industrial visits, and other academic enrichment activities.

The communique states that holding term-end, supplementary, or special examinations during vacations defeats their purpose and adversely impacts the well-being of students and faculty.

“In continuation of the earlier communication, institutions are directed not to schedule any form of examinations during the notified vacation period. All examination-related activities must strictly follow the Uniform Academic Calendar in force,” the directive reads.

The Higher Education Department has sought full cooperation from all institutions to ensure compliance with the instructions. (KNC)

Srinagar, Dec 5: The RBA Students Association of Jammu and Kashmir has issued a  resolution opposing any further dilution of the Reservation Backward Area quota, claiming that the community has already suffered significant cuts over the years. The statement, released on Thursday, stressed that even a one percent reduction would amount to what it called a direct attack on backward belts of the region.

According to the Association, the RBA share was halved from 20 percent to 10 percent in 2020 during the tenure of the then Lieutenant Governor G. C. Murmu. The body argued that the reduction was carried out without any census, survey or accepted scientific method, and said the remaining quota should not be subjected to further rationalisation. “The Association rejects any further move to dilute even one percent from the present share without any rationale,” the resolution stated.

The group said that rationalisation of reservation should be uniform across all categories and must be backed by updated and transparent data. It further demanded the restoration of district-cadre and division-cadre recruitment, calling it the most effective solution for ensuring equitable opportunities in backward areas. The Association also insisted that any rationalisation exercise must be based on a proper census, survey or other scientific approach.

Citing population figures, the group said that RBA communities constitute about 32 percent of Jammu and Kashmir’s population and that 3,046 villages in the region fall under backward areas, accounting for roughly 45 percent of rural belts. It argued that the quota percentage should reflect this proportion and claimed that the earlier 20 percent allocation was more appropriate.

The Association, as per the news agency Kashmir News Trust warned that any further reduction in the quota could trigger unrest in backward belts and deepen regional disparities. It reiterated its demand for the restoration of the erstwhile 20 percent RBA reservation. The body concluded that it would continue to advocate for the rights of backward communities within the framework of the Indian Constitution. [KNT]

The Islamic University of Science & Technology (IUST), Awantipora, Kashmir has officially issued the Ph.D. Admission Selection Notification No. 01 of 2025-26 for full-time and part-time research programmes. The notification, released by the Office of the Dean Research, includes the provisional selection list of candidates recommended for admission to various departments under the ongoing Ph.D. programme for the academic session 2025-26.

The selection has been made based on recommendations from the respective Departmental Research Committees (DRCs) and the approval of the competent authorities. This notification is relevant for students looking to pursue research in diverse academic disciplines offered by IUST, one of the leading higher education institutions in Jammu and Kashmir.

Important Instructions for Selected Students

Students provisionally selected under this notification must strictly follow the guidelines laid out by IUST. Below are the important points mentioned in the official notification:

🔹 1. Selection Is Provisional

The selection is strictly provisional and subject to verification of eligibility criteria, academic documents, and other certificates prescribed by IUST. If discrepancies are found at any stage, the university reserves the right to cancel admission.

🔹 2. Mandatory Reporting & Document Verification

Provisionally selected candidates must report to the Office of the Dean Research, located at:

New Administration Block, 1st Floor, Room No. 206, IUST Campus, Awantipora

They must appear on any working day before 12-12-2025, except weekends (Saturday & Sunday). Candidates should bring:

  • Filled application form
  • Original documents
  • Photocopies of required papers
  • Proof of eligibility
  • Any other document requested by the university

Failure to complete the admission formalities within the deadline may lead to cancellation of candidature.

🔹 3. Affidavit Requirement

Selected students are required to submit an affidavit sworn before a 1st Class Magistrate stating that they are not working in any institution or organization while applying for the Ph.D. programme (unless otherwise permitted).

🔹 4. NoC for Employed Applicants

Applicants who are currently employed must submit a No Objection Certificate (NOC) issued by their employer. The last date for submitting the NOC is two months from the issuance of the notification.

🔹 5. Seat Forfeiture Policy

In case a selected candidate fails to join or does not submit the required affidavit within the stipulated time, the seat will be allotted to the next eligible candidate in the merit list.


Special Note for Form No. 254386

A candidate with Form No. 254386, selected under the Department of Arabic Language & Literature, must submit the NOC within two months. If not submitted, the candidature may be cancelled.
