Srinagar, Jul 15 (KNO): Deputy Chief Minister Surinder Kumar Choudhary on Tuesday assured unwavering support from the Omar Abdullah-led government to the medical community in Jammu and Kashmir.

Speaking at the inauguration of an additional block at Bone & Joint Hospital here, the Deputy CM said. “The Omar Abdullah-led government in Jammu and Kashmir will provide every support to our doctors. However, there is a condition – doctors need to respect the government and the institutions they serve,” he said.

He praised the medical professionals for their outstanding efforts in delivering quality healthcare to patients. “Doctors are doing a tremendous job, and their dedication is highly appreciated,” he added.

Meanwhile, Minister for Health and Medical Education (H&ME), Sakeena Itoo, addressed the media, saying the additional block at Bone & Joint Hospital was approved by the government in 2014 and had been pending since then. She expressed satisfaction that the project was now complete and officially inaugurated by Chief Minister Omar Abdullah.

Itoo said certificates were distributed to the recently passed MBBS graduates, who were appreciated for their achievements. “These young doctors should serve with dedication wherever they are posted,” she said.

Regarding the enhancement of stipends for MBBS interns, the health minister assured that the process was underway and that the stipends would be increased very soon—(KNO)

Srinagar, July 15 (JKNS): The Jammu and Kashmir Services Selection Board (JKSSB) has officially deferred the recruitment process for the post of Naib Tehsildar in the Revenue Department following an interim direction issued by the Central Administrative Tribunal (CAT), Jammu Bench.

As per the notification issued by Farrukh Qazi (JKAS), Secretary JKSSB, a copy of which lies with news agency JKNS reads, the advertisement notification No. 05 of 2025 dated 09.06.2025 which invited applications for Naib Tehsildar posts has been put on hold until further instructions or orders are received.

The decision follows the interim order dated 14.07.2025 in O.A. 975/2025 with M.A. 1009/2025 titled Rajesh Singh and Others vs General Administration Department, in which the Tribunal had directed that the recruitment process be deferred temporarily.

Notification reads, It is hereby informed that in view of the interim direction passed by the Hon’ble Central Administrative Tribunal Jammu, in terms of Order Dated: 14.07.2025 in O.A./975/2025 with M.A./1009/2025, titled Rajesh Singh and Others v/s General Administration Department, the process of inviting applications for the post of Naib Tehsildar issued vide Notification No. 05 of 2025 dated 09.06.2025, is hereby deferred till further intimation/orders. NCDC Proposes Monitoring of Underage Couples in Public Spaces, Calls for Government Oversight and ID Checks

Srinagar | July 15, 2025: The National Child Development Council (NCDC) has proposed a new resolution calling for government officials, including female police officers, to monitor underage couples in public spaces such as beaches and parks.

The resolution emerged from a recent core committee meeting, where members expressed concerns over what they described as “immoral activities” among children below 18 years of age.

According to the resolution, officials stationed at public locations would have the authority to question individuals who appear to be under 18 and ask for age verification through ID cards. If confirmed to be minors, their details could be forwarded to their parents or school authorities.

The resolution stresses that such measures are aimed at “protecting children from bad influences and guiding them morally.”

“The government should control the students. Officials must have the power to approach and question those who are under 18, and inform their parents if needed,” one core committee member said during the meeting.

Committee members said that minors need stricter oversight, arguing that many are engaging in public displays of affection without understanding the implications.

The session also featured concerns from female committee members about the increasing influence of Western culture on children, and the visible presence of school students engaging in “inappropriate behavior” in uniforms during after-school hours.

The resolution calls for the establishment of a systematic framework that empowers designated officials to intervene with minors engaging in perceived inappropriate behavior.

SED to move a de-freezing proposal to address staff shortage

Srinagar, Jul 14 (KNO): In a major development, the government is mulling to de-freeze the half of General Line Teachers (GLTs) posts that were freezed by the erstwhile State Administrative Council (SAC) in December-2018.

Pertinently, in 2018, the SAC had freezed 6576 GLT posts for drawl of salaries of Rehbar-e-Taleem (ReTs) teachers.

According to the news agency—Kashmir News Observer (KNO), Education Minister Sakina Itoo in a review meeting has directed to de-freeze the posts of General Line Teachers.

“While deliberating on the issue of shortage of teaching staff in view of subsuming of General Line Teacher vacancies against the supernumerary posts created for RRET transition as per SAC decision of 2018, it was directed that department shall move a proposal for de-freezing of 50 percent of posts thereby extending the period from 2029 to 2034 so that new recruitment is undertaken through JKSSB to infuse fresh manpower to the department,” Itoo directed.

About the filling of vacancies at different levels, the education minister further directed vacant posts especially CEOs, ZEOs, Principals and Head Masters be filled at an earliest.

In the meeting, instructions were issued for filing up of vacancies under promotion quota in all the cadres by July-31-2025 and submission of proposals for conduct of DPCs to the JKPSC simultaneously.

“The female literacy rate has been observed to be lower as compared to male literacy rate. Special focus should be given on the education of girl child and 100 percent pass percentage be ensured at High and Higher Secondary level,” the minister directed.

In the meeting, both the directors of school education directed to work out the details of unutilized funds lying in the shape of drafts under the scheme ‘Beti Anmol’ and the same may be deposited back into the government treasury.

About the availability of school buildings and basic infrastructure, it was apprised in the meeting that some schools do not have their own school buildings and are functioning in rented buildings.

“Both the Directors shall furnish the proposals for construction of school buildings within available funds to ensure that all schools have their own buildings and sufficient class rooms,” the minister said.

She further said that both the directors of Jammu and Kashmir divisions shall share the list of building less schools and schools with deficient infrastructure with the Project Director, Samagra Shiksha, J&K for their projection in the PAB of Samagra Shiksha—(KNO)

Allows Applicants Proficient in Any Official Language Recognized Under J&K Act

Srinagar, July 14 (JKNS): In a major relief to aspirants across Jammu and Kashmir, the Central Administrative Tribunal (CAT), Jammu Bench, has stayed the enforcement of a provision in the Jammu and Kashmir Revenue (Subordinate) Service Recruitment Rules, 2009, that mandated “Graduation with knowledge of Urdu” as a compulsory qualification for the post of Naib Tehsildar.

According to the order issued by a bench comprising Member (A) Ram Mohan Johri and Member (J) Rajinder Singh Dogra, a copy of which lies with news agency JKNS, the applicants represented by Senior Advocate Abhinav Sharma and Advocate Abhirash Sharma challenged the Urdu language condition as being “ultra vires the Constitution of India”, citing violations of the principles of equality and non-discrimination.

The applicants argued that the 2009 rules unfairly excluded otherwise eligible candidates who are proficient in one or more of the five official languages recognized under the Jammu and Kashmir Official Languages Act, 2020 namely Urdu, Hindi, English, Dogri, and Kashmiri.

The Tribunal observed that “prima facie, the Urdu-only requirement appears discriminatory”, especially in view of the 2020 legislation that conferred official status on multiple languages in the Union Territory.

The applicants also contested Advertisement Notification No. 05 of 2025, dated 09.06.2025, issued by the J&K Services Selection Recruitment Board (SSRB), which reiterated Urdu knowledge as a mandatory criterion for eligibility.

Tribunal Directed that the operation of the Urdu-only provision in the 2009 recruitment rules has been stayed.

The SSRB has been directed to accept applications from candidates who possess knowledge of any of the five official languages as per the 2020 Act, details read.

The Tribunal issued notices to the General Administration Department (GAD) and other respondents, directing them to file their replies within four weeks, it reads.

The matter has been listed for the next hearing on August 13, 2025, the order states. (JKNS)
