J&K sees 79% deficit rainfall, all districts record large deficiency from January

MeT predicts no significant weather activity till Feb 18

Srinagar, Feb 14 (KNO): With no forecast of any weather activity in Jammu and Kashmir, all the districts across the Union Territory have recorded a large deficit of rainfall in the last one and a half months. Kathua tops the list with 97 per cent deficiency from January 01 to February 12, 2025.

According to details obtained by the news agency—Kashmir News Observer (KNO), J&K has recorded a deficit rainfall of 79 per cent as against the normal precipitation of 140 mm, the rainfall of just 29.8 was recorded during the period.

As per the data, Jammu has recorded a deficit rainfall of 94 per cent while Udhampur and Samba districts have recorded a deficiency of 92 per cent each.

Srinagar, the summer capital of Jammu and Kashmir, has recorded a deficit rainfall of 82 per cent during the period while seven other places including Shopian, Reasi, Ramban, Kulgam, Doda, Budgam and Anantnag have recorded a deficiency in between 80 to 89 per cent.

Pulwama, Kupwara, Bandipora and Baramulla districts have a deficiency of between 70 to 79 per cent during the period, according to the data. Four districts including Poonch, Rajouri, Kishtwar and Ganderbal have recorded a deficiency in between 60 to 69 per cent.

All the districts across the Union Territory have been categorised in large deficiency, the data reveals.

Meanwhile, the weatherman here has predicted dry weather conditions till tomorrow.

Director Meteorological Department Dr Mukhtar Ahmad, said that on February 16, the weather would remain partly to generally cloudy with light rain and snow expected at isolated higher reaches of north & central Kashmir mainly towards evening and night.

On February 17-18, partly to generally cloudy weather is expected with the possibility of a brief spell of light rain and snow at isolated higher reaches, he said, adding that nothing significant is expected till February 18.

On February 19 and 20, generally cloudy weather is expected with the possibility of light rain and snow at scattered places during the 19th night and late night to 20th afternoon, Dr Ahmad said, adding that partly cloudy with a possibility of light rain and snow is expected at isolated places on February 21 and 22—(KNO)

Srinagar, Feb 14 (JKNS): As the annual Board exams of session 2025 are set to commence from tomorrow across Jammu and Kashmir, over 2.3 lakh students will be appearing for Class 10th and 12th board examinations across UT.

As per official figures available with the news agency JKNS, a total of 1,32,992 Class 10th students will appear in 1,554 centers, with 1,313 in soft zones and 240 in hard zones.

Similarly, 1,02,298 Class 12th students will take their exams across 989 centers, with 873 centers in soft zones and 116 in hard zones.

The Class 10th exams will commence from February 15 in soft zone areas and from February 21 in hard zone areas. Meanwhile, the Class 12th exams will begin from February 15 in soft zones and from February 20 in hard zones.

Authorities have made necessary arrangements to ensure smooth conduct of the examinations across all designated centers.

“All arrangements have been made with concerned directed to ensure a conducive atmosphere in examination centres,” said an official.”

Education minister yesterday on thursday chaired a meeting and directed all the Deputy Commissioners to ensure conducive environment for students in and around the examination centres. She asked them to establish all essential amenities like proper lighting, seating arrangements and heating facilities at the examination centres for facilitation of students. (JKNS)

Traffic Advisory for Jammu-Srinagar National Highway and Other Routes (15-02-2025)

The Traffic Police Headquarters, J&K, Jammu/Srinagar, has issued an updated advisory regarding traffic movement on various key routes, including the Jammu-Srinagar National Highway (NH-44), SSG Road, Mughal Road, and other vital roads in the region.

Traffic Updates on NH-44 (Jammu-Srinagar Highway)

From 13-02-2025 (1700 hrs.) to 14-02-2025 (1700 hrs.), slow traffic movement was observed due to:

  • Breakdown of Heavy Motor Vehicles (HMVs).
  • Single-lane traffic at Dalwas, Mehad, Marog, and Kishtwari Pather.
  • Ongoing four-lane construction work.

Advisory for Commuters

  1. Daytime Travel Recommended: Passengers and LMV operators are advised to travel during the day due to the risk of shooting stones between Ramban and Banihal.
  2. Goods Carrier Advisory: HMVs and LMVs carrying fresh perishable goods or livestock must adhere to traffic police advisories, given the poor road conditions at several points along NH-44.
  3. Vehicle Maintenance & Fuel: HMV operators must ensure their vehicles are roadworthy, avoid overloading, and carry sufficient fuel for the journey.
  4. HMV Route Restriction: Only HMVs with 6 and 10 tyres are permitted to travel via Dhar Road.
  5. Avoid Unnecessary Halts: Commuters should not stop unnecessarily between Ramban and Banihal, particularly near landslide-prone areas.

Traffic Plan for 15-02-2025

  • Subject to fair weather and road conditions, LMVs (Passenger/Private Cars) and HMVs will be allowed to travel from both sides on NH-44 (Jammu to Srinagar and vice-versa).
  • TCU Jammu/Srinagar will coordinate with TCU Ramban for real-time road conditions.
  • Commuters are encouraged to check updates on the J&K Traffic Police Twitter handle and Facebook page before traveling.

Security Forces Convoy Movement

  • If weather and road conditions permit, SFs convoys will be allowed from both sides on NH-44.

Other Key Roads and Their Status

Kishtwar-Sinthan-Anantnag Road (NH-244)

  • Closed for vehicular movement as per the Sub-Divisional Magistrate Kokernag’s order (SDM/KNG/2024-25/3139-45 dated 16-01-2025).

Srinagar-Sonamarg-Gumari (SSG) Road

  • Subject to fair weather and clearance by maintenance agencies, one-way traffic for LMVs followed by HMVs (up to 6 tyres) will be allowed from Srinagar towards Kargil.
  • Vehicles will be permitted to move from Sonamarg towards Kargil between 1000 hrs to 1500 hrs.
  • Anti-skid chains are mandatory for motorists due to slippery conditions.
  • No vehicles will be allowed after the cut-off time.

Mughal Road

  • Closed for vehicular movement as per the District Magistrate Poonch’s order (DMP/JC/7273-92 dated 18-01-2025) due to heavy snow accumulation.

Bhaderwah-Chamba Road

  • Still closed due to snow accumulation.

NMC Issues Guidelines On Interstate Posting Of Postgraduate Medical Students
The NMC clarified that postgraduate
students in non-clinical specialities, where direct patient care is not involved, will be trained in coordination with the District Health Officer or Chief Medical Officer
NMC also flagged concerns over NOCs being issued without fulfilling the prescribed norms.

The National Medical Commission (NMC) has reiterated that postgraduate medical students undergoing training under the District Residency Programme (DRP) should primarily be accommodated within their respective states or Union Territories. The directive, issued to medical colleges and state health authorities, emphasises strict adherence to the Post-Graduate Medical Education Regulations (PGMER-2023).

As per Section 5.2 (V) of PGMER-2023, all MD/MS students in broad specialities must complete a mandatory three-month residential rotation in District Hospitals or the District Health System. This training aims to enhance their clinical and managerial skills while contributing to public health services.

The NMC clarified that postgraduate students in non-clinical specialities, where direct patient care is not involved, will be trained in coordination with the District Health Officer or Chief Medical Officer. Their roles may include diagnostics, laboratory services, pharmacy, forensic services, general clinical duties, managerial responsibilities, and public health program implementation. Additionally, they may be posted in research units, laboratories, or field sites of the Indian Council of Medical Research (ICMR) and other national research organizations.

The commission stressed that requests for interstate postings should be rare and only considered in exceptional cases. “If any state feels such a requirement, prior approval of the Post-Graduate Medical Education Board (PGMEB) of NMC must be obtained before proceeding further,” the directive stated.

It also flagged concerns over No Objection Certificates (NOCs) being issued without fulfilling the prescribed norms. Authorities have been instructed to strictly follow the approved procedure to ensure compliance with PGMER-2023 regulations.

3 IAS officers get one year extension in J&K

JAMMU, Feb 14: Department of Personnel and Training (DoPT) today extended deputation of three IAS officers to Jammu and Kashmir by one year.

They are Athar Aamir, Bashir Ahmed and Akshay Labroo.

One year extension in tenure of these three officers in Jammu and Kashmir had been sought by the UT Government.

The extension has been granted in relaxation of rules, official sources told .

The DoPT is headed by Union MoS in PMO Dr Jitendra Singh.

Central Sector Scheme: Awarding 82,000 scholarships annually, the CSS scholarship provides financial assistance to undergraduate and postgraduate students across various disciplines. It is managed through the National Scholarship Portal (NSP).

NSP Scholarship 2024-25 Status, How to Apply for Financial Assistance

The Central Sector Scheme of Scholarship for College and University Students (CSSS), operational since 2008, attempts to provide financial assistance to meritorious students from low-income families to support their higher education pursuits.

Scholarship allocation and distribution
The scheme awards 82,000 scholarships annually. These scholarships are evenly distributed between male and female students. They are then dispersed among several State Education Boards and central boards, such as CBSE and the Council for the Indian School Certificate Examinations (CISCE), based on the population of students in the 18-25 age category in each state’s jurisdiction.

The number of scholarships allotted to a State Education Board is distributed amongst pass outs of the Humanities, Science and Commerce streams in the ratio of 3:3:1.

NSP Scholarship 2024-25: Apply Before Deadline for Fresh & Renewal – Check Eligibility and Last Date

With effect from the academic year 2022–2023, the scholarship slots have been interchangeable among categories (Gen, OBC, SC & ST), gender (Female, Male), and State Quota in case there is a shortage in applications, provided the Ministry of Finance’s and NITI Aayog’s guidelines regarding the allocation of SC/ST funds for the schemes are followed.

Eligibility criteria
To qualify for the CSSS, students must:

  • Be above the 80th percentile of successful candidates in the relevant stream from their respective board of examination in Class XII.
  • Be pursuing a regular course (and not a distance-learning course) in a recognized institution.
  • Not be availing benefits from any other scholarship schemes.
  • Have a family income of less than Rs 4.5 lakh per annum.

Students changing their institution may be allowed to continue or renew the scholarship.

Amount awarded
For the first three years of undergraduate education, the scholarship offers Rs 12,000 year, and for the fourth and fifth years, it offers Rs 20,000 annually. In the fourth and fifth years of professional studies, such as B.Tech, students receive ?20,000 annually.

Application process
Applications need to be submitted online via the National Scholarship Portal (NSP). Incorrect selections may result in non-verification and application rejection, thus applicants are urged to make sure they choose their university correctly during the application process.

Required documentation
Applicants need to upload the following documents:

  • Class XII mark sheet
  • Family income certificate
  • Category/caste certificate (for reserved category students)
  • Disability certificate (if applicable)

Through the MeITY, Government of India’s DIGILOCKER tool, student credentials such as caste and educational background are verified. These documents must be provided to the respective institutions during verification if requested by the Institute Nodal Officer.

Disbursement of scholarship
The scholarship amount is disbursed directly into the student’s savings bank account through the Direct Benefit Transfer (DBT) system, utilizing the Public Financial Management System (PFMS) gateway. To facilitate this, students are required to link their Aadhaar number with their bank account.

Important considerations before applying 

  • Ensure that the application is verified by the respective institution before the cut-off date. Unverified applications will be treated as invalid.
  • For changes in college or course after the completion of graduation courses, use the “Update College/Institution and Course” option in your NSP login.
