The Jammu and Kashmir Board of School Education has released notification regarding Internal/External Practicals of HSP-I (11th Class) Session Annual Regular 2023

CIRCULAR: As has been observed in the recently declared results of SSE (10th Class) and HSP-II (12th Class) Session Annual Regular 2023 of Jammu Province that the concerned Institutions and External Practical Examiners had not complied to and followed the instructions reflected in the notifications already been issued by the JKBOSE vide No: F/PS-JSSNoti./1/11/1)B/JD/23 dated 09-02-2023, and approached this office for entertainment of Internal / External assessment marks after the declaration of results.

Since, the Internal and External Practicals of HSP-I (11th Class) Session Annual Regular 2023 had to be held by the concerned Schools itself before the commencement of examination, as per the Notification No. F(Acad-C) Pract/Exam/XI/2023 Dated 20-01-2023 issued by the Director, Academics, JKBOSE, it is hereby re-iterated that all the Heads of the Institutions of Hard / Soft Zone areas of Jammu Province shall thoroughly check the record maintained by them for future reference in their respective institutions/schools and see whether the following instructions are followed with due care and caution before the submission of the Internal/ External practical awards:

The external awards have been prepared with complete 9 digit roll no, and submitted in duplicate (two copies) along with the evaluated answer scripts in separate sealed envelopes.

The Roll no of absent candidates is categorically mentioned as “Absent” and No roll number has been left blank or skipped in the award rolls.

The awards submitted are legible and error free; no cutting and overwriting has occurred and no whitener has been used.
All the award rolls along with Answer Sheets, question papers and Attendance sheets in original are submitted at the concerned Divisional/Sub/Branch offices.

The Practical answer sheets are reflecting the test marks and viva marks separately along with total marks.

Please ere a double-check that no such candidate who was present in the Internal/ External assessment tests / exam has been reported absent in the award rolls or his/her Roll No/award is missing from the record submitted to Secrecy-II, JD. In case such errors are located at your end, report to Secrecy Unit-II, JD immediately within two days which may be entertained as per pre-result BOSE norms in vogue for such cases.

In case, any discrepancy is observed after the declaration of result of HSP-I (11th Class), if any school fails to check and report the error in time, the Secrecy Section, BOSE, JD owes no responsibility and the Principal of the concerned school shall be personally responsible for any inconvenience caused to any such innocent candidate in his/her result.

Further, no request shall be entrained without imposing penalty as admissible under BOSE norms.

DSEK issues instructions to promote tobacco-free educational institutions

Srinagar Jun 23 (KNO): In a bid to protect the youth from the harmful effects of tobacco, the Directorate of School Education Kashmir (DSEK) has issued circular instructions to all educational institutions in the Kashmir division to raise awareness among students, teachers, and other stakeholders regarding the ‘Guidelines for Tobacco Free Educational Institutions (ToFEI).

Notably, recognizing the urgent need to prevent children and young adults from initiating tobacco use, the Cigarettes and Other Tobacco Products Act (COTPA) of 2003 has implemented several provisions.

According to the news agency—Kashmir News Observer (KNO), DSEK in a circular said, “These provisions include the prohibition of tobacco product sales within 100 yards of an educational institution, the ban on selling tobacco products to or by individuals under the age of 18, and the prohibition of any form of direct or indirect tobacco product advertisements.”

In line with the objective of early intervention and increasing awareness about the harmful effects of tobacco, the Ministry of Health and Family Welfare has released the comprehensive ‘Guidelines for Tobacco Free Educational Institutions (ToFEI)’.

“It emphasizes the crucial role that educational institutions play in creating a healthy and tobacco-free environment in society,” the circular reads.

To actively promote these guidelines, the DSEK, in collaboration with the Directorate of Health Services Kashmir, has launched a dedicated campaign from 31st May to 31st July 2023 across all educational institutions in Kashmir.

“The campaign encompasses various activities such as awareness programs, pledge-taking ceremonies, essay writing, painting and quiz competitions, road rallies, and morning processions,” the circular reads.

In light of this initiative, the heads of all educational institutions in the Kashmir division have been placed under strict instructions to disseminate information about the ‘Guidelines for Tobacco Free Educational Institutions (ToFEI)’ and make concerted efforts to contribute towards a healthier India.

“The circular instructions must be strictly adhered to in order to ensure the success of this campaign and the overall goal of a tobacco-free educational environment,” the DSEK circular reads.

An official told KNO that by raising awareness among students, teachers, and stakeholders, the DSEK has taken an initiative to instill a sense of responsibility and understanding about the hazards of tobacco use.

“With the collective effort of educational institutions and the wider community, we can pave the way towards a healthier and tobacco-free future for youth particularly the school going children,” the official said—(KNO)

Srinagar, Jun 23 (KNO): The government Friday said that it will question and seek answers as well as reasons from the teachers of those public schools who have performed poorly in results of 10th and 12th standard.

Speaking to the news agency—Kashmir News Observer (KNO), Principal Secretary, School Education Department, Alok Kumar said that the department will provide such teachers with training so that they can improve their results.

“We will seek answers from teachers of those schools wherein the results of the 10th and 12th standard are not upto the standard,” Kumar said.

The principal secretary further said that the department was aware of such schools. “We will take care of it.”

Pertinently, a number of government schools have performed poorly in the recently declared annual regular results of 10th and 12th standard—(KNO)

Srinagar, Jun 23 (KNO): A record number of pilgrims for the first time have left for the Hajj pilgrimage this year from Jammu and Kashmir, officials said on Friday and that over 12,000 pilgrims have left to perform Hajj in 40 batches.

Details available with the news agency—Kashmir News Observer (KNO) said that a total of 12,067 pilgrims have left for the pilgrimage this year.

It is for the first time since the Jammu & Kashmir Hajj Committee (JKHC) was formed in 2008 that such a huge number of pilgrims have left for the pilgrims from the Union Territory of J&K.

Executive Officer, J&K Haj Committee (JKHC), Shujaat Ahmed Qureshi told KNO that the 6,698 males and 5,369 females have left for the pilgrimage this year.

Additionally, 111 ladies without mahram have also gone to perform Hajj this year.

He said that the pilgrims have left for the pilgrimage in 40 batches including 38 from Srinagar and two from Mumbai.

Compared to previous year, the number of pilgrims has gone up by over 100 per cent as only 6,000 pilgrims had gone to perform Hajj in 2022, he said.

Notably, the first batch of pilgrims for Hajj-2023 from Jammu and Kashmir left for Jeddah on June 07, 2023.

He said that pilgrims will return back on July 17 from Madina.

It is worth to mention here that the Hajj was suspended for two consecutive years in wake of the Covid-19 outbreak in 2020 and 2021—(KNO)

Srinagar, Jun 23 (KNO): Amid the ongoing heat wave in Kashmir, Srinagar, the summer capital of Jammu and Kashmir has recorded hottest June day after 18 years at 35.0 degree Celsius on Friday while Qazigund and Pahalgam in South Kashmir recorded second hottest June day in the last 33 and 15 years respectively.

An Independent Weather Forecaster, Faizan Arif Keng told the news agency—Kashmir News Observer (KNO) that the mercury settled at 35.0 degree Celsius today, which is the equal warmer June day recorded on June, 03 2018.

The all-time highest June day was recorded on June 29, 1978 at 37.8 degree Celsius, he said.

He said that Kokernag has recorded the highest maximum temperature in June in 18 years where the mercury settled at 33.3 degree Celsius while the previous and all time highest temperature was recorded on June 24, 2015 at 34.9 degree Celsius.

Qazigund and Pahalgam in South Kashmir have also recorded the hottest day of the season after the gap of 33 and 15 years respectively.

According to Keng, the mercury in Qazigund settled at 34.2 degree Celsius, which is the hottest June day in the last 33 years while all the highest temperatures at 35.7 degree Celsius have been recorded on June 25, 1990 and on June 26, 1988.

In Pahalgam also, the second hottest maximum temperature in June was recorded today after the gap of 15 years at 30.2 degree Celsius while the previous hottest day has been recorded on June 09, 2021 at 30.3 degree Celsius. However, he said that the hottest day of all time was recorded on June 25, 1990 at 32.0 degree Celsius.

Moreover, the weatherman has predicted respite from the ongoing heat wave from tomorrow onwards, saying that there is a possibility of light rain, thunderstorm at scattered places of Jammu and few places of Kashmir division as well.

Deputy Director Meteorological department (MeT), Dr Mukhtar Ahmad told KNO that from June 25-28, the weather would remain generally cloudy with possibility of intermittent light to moderate thunderstorms at many places.

Circular emphasizes implementation of RTE and RPwD Acts to create an inclusive learning environment

Srinagar June 23 (KNO): The Director of School Education Kashmir (DSEK) Friday issued a circular addressing the concerns raised by parents, civil society members, and disability rights activists regarding the denial of admissions to Children with Special Needs (CwSN).

According to the news agency—Kashmir News Observer (KNO), the circular highlights the importance of implementing the provisions of the Right to Education (RTE) Act of 2009 and the Rights of Persons with Disabilities (RPwD) Act of 2016 to ensure equal access to education for all children.

According to Section 3(2) of the RTE Act, “a child with a disability shall have the right to pursue free and compulsory elementary education.”

Furthermore, the RTE Amendment Act of 2012 introduced the definition of children with disabilities and other measures to support their education.

“Despite these legal provisions, complaints have been pouring in about schools denying admission to children with special needs,” the DSEK circular reads.

Recognizing the need to include children with disabilities in mainstream education, the circular highlights various initiatives and steps being taken to create an inclusive learning environment.

These measures include formal identification and assessment of children with special needs, barrier-free access to and from the school premises, and appropriate teaching aids within inclusive classrooms.

To ensure that the educational rights of children with special needs are upheld, the circular instructs all relevant officers, including Joint Directors (SED), Chief Education Officers, Cluster Heads, and Zonal Education Officers, to guarantee that no school denies admission to children with special needs.

“The aim is to create an inclusive and equitable learning environment for all children, regardless of their abilities,” it reads.

The circular also serves as a reminder to all school heads, both in government and private institutions, that denying admissions to Children with Special Needs is strictly prohibited.
