NEET-UG Re-Exam Top Priority, Dharmendra Pradhan Chairs First High-Level Review Meeting: Govt Focuses on Fair, Transparent Conduct

NEET-UG Re-Exam Top Priority, Dharmendra Pradhan Chairs First High-Level Review Meeting: Govt Focuses on Fair, Transparent Conduct

New Delhi, May 15: Two days after the cancellation of NEET-UG 2026 amid allegations of a nationwide paper leak, Union Education Minister Dharmendra Pradhan on Thursday chaired the first high-level review meeting with top officials to discuss preparations for the proposed re-examination.

Sources said the late-night meeting, held at the Education Minister’s residence in New Delhi, focused extensively on conducting the NEET re-examination in a secure, transparent and credible manner. Fresh dates for the examination are yet to be officially announced.

Senior officials present during the meeting included Higher Education Secretary Vineet Joshi, School Education Secretary Sanjay Kumar, National Testing Agency (NTA) Director General Abhishek Singh, CBSE Chairperson Rahul Singh, besides commissioners from Kendriya Vidyalaya Sangathan (KVS) and Navodaya Vidyalaya Samiti (NVS).

According to sources in the Ministry of Education, the Centre’s foremost priority is to ensure that the re-examination is conducted without any irregularities and with complete transparency. Officials also reviewed security protocols, logistical arrangements and examination modalities during the meeting.

Sources further stated that while broad plans regarding the re-exam have been discussed, the exact schedule is still being finalised and is expected to be announced within the next five to seven days.

The meeting also included a comprehensive assessment of developments following the cancellation of NEET-UG 2026, which was originally conducted on May 3. The examination was scrapped by the National Testing Agency after allegations surfaced regarding leakage of the question paper, affecting more than 22 lakh aspirants across the country.

The matter is currently being investigated by the Central Bureau of Investigation (CBI), amid growing concerns over the integrity and credibility of the national-level medical entrance examination.

Meanwhile, the Rouse Avenue Court granted seven-day CBI custody of five accused arrested in connection with the NEET-UG paper leak case.

The accused — Mangilal Biwal, Dinesh Biwal, Vikas Biwal, Shubham Khairnar and Yash Yadav — were produced before Special CBI Judge Ajay Gupta, who remanded them to seven days’ custody for further interrogation.

While granting custody, the court observed that accused Dinesh Biwal allegedly facilitated circulation of the leaked NEET question paper in conspiracy with other accused persons. The court noted that the case points towards a larger organised conspiracy and that the investigation is currently at a preliminary stage.

The CBI informed the court that custodial interrogation is necessary to uncover the complete network involved in the paper leak, identify additional members of the organised racket and recover incriminating material connected to the case.

The court further observed that custody was also required to prevent destruction or tampering of evidence, noting that some accused had allegedly deleted crucial data from their mobile phones.

The court has directed the CBI to produce all accused persons again on May 20, 2026.

Investigators alleged that accused Mangilal Biwal had initially contacted Shubham Khairnar to obtain the NEET question paper for his son, Vikas Biwal. The probe further revealed that the leaked paper was allegedly circulated through a wider chain involving multiple accused.

According to the investigation, Shubham Khairnar allegedly leaked the paper to Yash Yadav, who then passed it to Mangilal Biwal, followed by Vikas and Dinesh Biwal.

The CBI also alleged that Mangilal Biwal sold the leaked question paper to several candidates for nearly Rs 12 lakh each. (KNC)

Petrol, Diesel Prices Raised by Rs 3 Per Litre After Four-Year Freeze Amid Global Oil Surge

Petrol, diesel prices hiked by Rs 3 per litre each

New Delhi, May 15: Petrol and diesel prices were increased on Friday by Rs 3 per litre after state-owned oil firms ended a four-year record hiatus in rate revision.

Petrol price was hiked to Rs 97.77 per litre from Rs 94.77 in the national capital. Diesel now costs Rs 90.67 as against Rs 89.67 per litre previously, according to industry sources.

The increase is a 10th of the desired hike needed to account for the surge in global energy rates since the start of the West Asia conflict.

State-owned oil firms had kept fuel price unchanged for 11 weeks despite a surge in input cost, but passed on part of the increase once operations became financially unsustainable, the sources said.

Prices have remained on freeze since April 2022, but had a one-off reduction of Rs 2 a litre each on petrol and diesel in March 2024 just before the Lok Sabha elections.

State-owned Indian Oil Corporation (IOC), Bharat Petroleum Corporation Ltd (BPCL) and Hindustan Petroleum Corporation Ltd (HPCL) had abandoned the daily price revision in April 2022 to insulate domestic consumers from a steep price increase that was warranted because of international oil prices shooting through the roof post Russia’s invasion of Ukraine.

They incurred heavy losses in the first half of the 2022-23 fiscal year, which they recouped when rates fell in subsequent months.

But the war in West Asia has again sent international oil prices soaring by over 50 per cent.

The basket of crude oil that India imports averaged USD 69 per barrel in February before the war in West Asia broke out. It averaged USD 113-114 per barrel in subsequent months.–(PTI)

Importance of the Prosecuting Officer Examination

The Prosecuting Officer examination is among the most sought-after competitive examinations for law graduates in Jammu and Kashmir. The post falls under the Home Department and offers candidates an opportunity to work in the criminal justice system as government prosecutors.

A Prosecuting Officer plays a crucial role in assisting courts, representing the state in criminal matters, coordinating with investigation agencies, and ensuring proper legal procedures during prosecution. The position carries professional prestige, job security, and opportunities for career growth in the legal and administrative framework of the Union Territory.

Because of these factors, thousands of law graduates compete for a limited number of posts every recruitment cycle.

Recruitment Notification and Examination Background

The Prosecuting Officer recruitment process for 2025-26 was initiated through Notification No. 13-PSC (DR-P) of 2025 issued on November 10, 2025.

The recruitment attracted a large number of applicants from across Jammu and Kashmir. Candidates possessing a Bachelor’s degree in Law from recognized institutions applied for the examination process conducted by JKPSC.

The recruitment process generally consists of multiple stages, including:

  1. Preliminary Examination
  2. Main Examination
  3. Interview/Personality Test

The preliminary examination serves as a screening stage, while the Main Examination determines the merit and selection prospects of candidates.

The announcement of the Main Examination schedule marks a crucial milestone in the recruitment process.

Why the Main Examination Matters

The Main Examination is the most critical stage in the selection process for Prosecuting Officers. Unlike the preliminary stage, which usually consists of objective-type questions, the Main Examination tests candidates’ in-depth understanding of legal principles, drafting skills, interpretation of laws, analytical ability, and practical application of legal concepts.

Performance in the Main Examination significantly influences the final merit ranking of candidates.

The examination typically assesses candidates in subjects related to:

  • Constitutional Law
  • Criminal Law
  • Criminal Procedure
  • Evidence Law
  • Legal Drafting
  • Special Acts
  • Civil Procedure
  • Jurisprudence
  • Professional Ethics

Candidates who qualify the Main Examination are subsequently called for interviews or personality assessments.

Expected Examination Pattern

Although the detailed schedule has not yet been released, previous patterns and available recruitment details suggest that the examination may follow a descriptive format designed to assess legal understanding and writing ability.

Candidates are generally expected to answer essay-type questions, legal problem-solving scenarios, drafting exercises, and analytical questions related to statutory interpretation.

The Main Examination is expected to test:

  • Clarity of legal concepts
  • Interpretation of statutes
  • Practical legal reasoning
  • Court procedure understanding
  • Drafting and pleading skills
  • Judgment-writing ability

Law graduates preparing for the examination are advised to strengthen both substantive and procedural law subjects.

Subjects Likely to Be Included

Based on previous examination trends and legal recruitment standards, the following subjects may form part of the Main Examination syllabus:

Constitutional Law

Candidates are expected to understand the framework of the Constitution of India, fundamental rights, directive principles, separation of powers, judicial review, and constitutional remedies.

Criminal Law

Topics from criminal jurisprudence, penal provisions, offences against the state, offences against property, and criminal liability remain crucial.

Criminal Procedure

Procedural aspects relating to investigation, arrest, bail, trial procedures, and appellate mechanisms are generally emphasized.

Indian Evidence Law

Questions relating to admissibility of evidence, burden of proof, witnesses, presumptions, and documentary evidence are expected.

Legal Drafting and Pleading

Candidates may be tested on preparation of legal documents, charge sheets, complaints, notices, and prosecution-related drafting.

Special Laws

Important special enactments, including anti-corruption laws, narcotics laws, cyber laws, and child protection laws, may also be included.

Preparation Strategy for Candidates

With the Main Examination scheduled from July 6, 2026, aspirants now have a defined timeline for focused preparation.

Candidates should adopt a structured strategy covering:

1. Revision of Bare Acts

No Immediate Plan for Online Classes in J&K, Says Sakina Itoo

Sakina Itoo Rules Out Immediate Shift to Online Classes in J&K

Srinagar, May 14: Jammu and Kashmir Education Minister Sakina Itoo on Thursday ruled out any immediate move toward online classes in educational institutions, saying no such decision was under consideration at present.

Responding to questions from reporters regarding the possibility of virtual classes following Prime Minister Narendra Modi’s appeal for work-from-home and austerity measures amid fuel concerns, Itoo said there was “nothing like that” at the moment.

“There is nothing like that. Let us see,” the minister said when asked whether the government was considering shifting schools or educational institutions to online mode.

Her remarks come amid discussions triggered by the Prime Minister’s recent appeal emphasizing austerity measures and fuel conservation in view of prevailing economic and supply-related concerns.

The minister, however, did not indicate any proposal before the education department regarding suspension of physical classes or transition to online learning.

Jammu and Kashmir had extensively relied on virtual classes during the COVID-19 pandemic and weather-related disruptions in previous years, particularly in the Kashmir Valley.

At present, educational institutions across Jammu and Kashmir are functioning normally. [KNT]
