Government of Jammu and Kashmir Announces Key Transfers/Postings in Legal Metrology Department
In a significant development, the Legal Metrology Department of Jammu and Kashmir has undergone crucial administrative changes with the recent issuance of Government Order No. 123-JK (FCS&CA) OF 2023, dated 24.11.2023.
The order, prompted by administrative considerations, outlines the following transfers and postings of Assistant Controllers/I/C Assistant Controllers, effective immediately:
1.Mr. Ajay Kumar: Former Assistant Controller in Udhampur, has been transferred and posted as Assistant Controller in Doda, succeeding Mr. Kapil Dev Singh Jamwal.
2.Mr. Mudasir Rashid: Former Assistant Controller in Kupwara, now takes on the role of Assistant Controller in Baramulla, succeeding Mr. Ishtiaq Nazki.
3.Mr. Shabir Ahmad Mir: Former Assistant Controller in Budgam, has been transferred and posted as Assistant Controller in Kulgam, filling an available vacancy.
4.Mr. Kapil Dev Singh Jamwal: Former Assistant Controller in Doda, now assumes the position of Assistant Controller in Udhampur, succeeding Mr. Ajay Kumar.
5. Mr. Ishtiaq Nazki: Former I/C Assistant Controller in Baramulla, is transferred and posted as I/C Assistant Controller in Kupwara, succeeding Mr. Mudasir Rashid.

The following procedure shall be followed during conduct of Special Stray Vacancy Round of physical counselling.

2. Candidates already holding a seat joined through AIQ or State counselling including private/Deemed quota seats are not eligible to participate in Special Stray Vacancy Round of MCC.

Jammu, Nov 24: In a strategic move to alleviate the impact of a 15% tariff increase, the Jammu and Kashmir Power Development Department (PDD) has announced the withdrawal of Electricity Duty (ED) in its revised power tariff.
The decision, effective from 1st December 2023, comes following the issuance of a new Tariff Order by the Joint Electricity Regulatory Commission (JERC), Jammu & Kashmir.
The JERC, after thorough consideration and adherence to standard procedures, implemented a 15% tariff hike while maintaining fixed charges at their existing levels. Notably, the revised overall tariff rate remains below the actual procurement cost incurred by the corporations in supplying power to consumers.
To safeguard consumers from an increase in their electricity bills, the Government of Jammu and Kashmir has taken a proactive step by withdrawing the 15% Electricity Duty previously applied to energy charges in the existing tariff structure. This calculated decision ensures that the overall impact on consumers’ electricity bills is nullified.
a sample calculation for a domestic consumer consuming 500 units per month reveals energy charges of Rs. 2185 (calculated at Rs. 3.80 per unit, plus 15% Electricity Duty), fixed charges of Rs. 40, resulting in a total electricity bill of Rs. 2225.
In comparison, the new tariff for 2023-24 sees an increase in energy charges to Rs. 2175 (calculated at Rs. 4.35 per unit), maintaining fixed charges at Rs. 40, resulting in a total electricity bill of Rs. 2215.
Notably, despite the 15% tariff increase, the withdrawal of the 15% Electricity Duty ensures no increase in the final electricity bill for consumers.
In a remarkable move towards enhancing power supply efficiency, the PDD has successfully implemented a series of reforms aimed at delivering improved and high-quality power supply to consumers at an affordable price.
A significant milestone in this reform journey is the restructuring of the power department by unbundling the departmental structure into two Distribution Companies (DISCOMS) and a Transmission Corporation. This long-awaited reform aligns Jammu & Kashmir with other Indian States/UTs, ensuring consumer services are enhanced while ensuring the sustainability of the power sector.
To facilitate this restructuring, a substantial financial package of Rs. 5000 Crores was allocated for the comprehensive upgrade of infrastructure under various Central Sector Schemes. This investment aims to create adequate capacities in almost every district, providing regular and quality power supply to citizens.
To ensure that the newly formed corporations are provided with a clean balance sheet, all the outstanding dues on account of power purchase, accumulated to the tune of Rs. 30700 Crores over several years, were taken over by the Government and cleared by availing soft loans under GOI Schemes like Atmanirbhar Bharat and LPS Rules 2022. Accordingly, a conducive platform has been provided to the discoms to operate on sound business principles and deliver optimal services to consumers, thereby enhancing overall consumer satisfaction levels.
In the present system as well, the discoms continue to grapple with high losses attributed mainly to power theft, poor metering and low tariff rates, which are a major cause of concern not only for the department but also threaten the overall efficiency of the sector. The high Aggregate Technical & Commercial (AT&C) losses, reaching 44% in Jammu and 58% in Kashmir as compared to the national average of 16.44%, have left DISCOMS unable to meet power purchase expenses, leaving aside other critical expenditures like Operations & Maintenance (O&M) and capital investments, which still continue to be supported by Government.
For ensuring financial sustainability of power sector, even GOI has launched schemes like Revamped Distribution Sector Scheme (RDSS) where-under conditional grants linked to the performance of discoms on certain pre-defined parameters have been provisioned.
The parameters which are required to be maintained for mainting the proper fund-flow under the schemes, the DISCOMS need to implement crucial measures such as adopting cost-reflective tariffs, reducing AT&C losses, reducing ACS-ARR Gap and various other reforms to ensure financial sustainability of the sector, there by ensuring uninterrupted power supply in line with the evolving living standards of consumers. In today’s modern era, as the entire country progresses towards a digital India with a focus on on-demand services, the power sector is no exception.
It is analogous to any other commodity we purchase from the market, where the consumer pays, and the seller provides. Fundamentally, consumers seek nothing more than uninterrupted power supply, whether they are urban or rural consumers. Additionally, it is the duty of every utility to meet the expectations and needs of the consumers it serves. (KDC)

Srinagar, Nov 24: Several Srinagar based private schools have initiated the admission process for the upcoming academic session 2024-2025 which has left the parents fuming who say the move is a clear violation of the established norms and National Education Policy (NEP).
One of the schools issued a notification urging parents to apply online for nursery admissions. The notice states that the online application for admission for Nursery session 2024-2025 will be starting soon.
“Kindly stay connected by visiting our school website,” it reads. It further specified that the age of the children should be 3 years as of March 31, 2024, for Nursery, and parents were reminded to keep the necessary documents ready.
However, this decision has not been well-received by parents who argue that the National Education Policy (NEP)-2020 clearly states that children should be 4 years in Nursery.
“According to the NEP, a child should be 6 years old in the first primary class, necessitating a 4 age in Nursery and 5 in Kindergarten,” the parents said.
The parents accused the school management of causing undue stress by arbitrarily setting age criteria and subjecting young children to interviews in violation of norms.
A similar sentiment was echoed by parents of another school where a notification announced the commencement of the online application process for Nursery admissions.
The notice advised parents to ensure that the details on their child’s Date of Birth Certificate match those on the Child’s Aadhaar Card.
The controversy has raised questions about the school management’s adherence to government orders.
As per the government order issued earlier, private schools are supposed to issue admission notifications in the third week of January, followed by the issuance and receipt of application forms in the last week of the month.
The order mandates the finalization and display of selected children and waiting lists by February 10, with the submission of fees from selected candidates to be completed by February 20.
However, these private schools are not only initiating the process ahead of schedule but are also charging exorbitant fees for admission forms, ranging from Rs 600 to Rs 800, in stark violation of the prescribed government fee of Rs 100 to Rs 200.
The parents have demanded strict action against these schools for flouting the established norms and creating unnecessary chaos and financial burden for families.
An official said the department is aware about the issue and private schools will be directed to follow the uniform admission calendar and provisions of NEP.
“No school will be allowed to violate provisions of NEP-2020 while taking kindergarten admissions,” the official said. (GK)
GATE 2024: The Indian Institute of Science, (IISc) Bangalore will close the application correction window for Graduate Aptitude Test in Engineering (GATE) 2024 today, November 24. Candidates who have filled their GATE 2024 application form edit their details through the official website, gate2024.iisc.ac.in.
Candidates will have to log in using their login credentials such as user ID and password to edit the GATE application form 2024.
To make changes on the GATE 2024 application form, candidates have to pay the fees of Rs 500. Candidates wanting to change their gender from female to any other, their category to any other, Person with disabilities (PwD) or Dyslexic category to Non-PwD or Dyslexic category must pay a fee of Rs 1,400.
The GATE 2024 exam will be conducted on February 3, 4, 10, and 11. The institute will issue the GATE 2024 admit card on January 3, 2024.
The exam will be held for a total of 30 papers for candidates seeking admission to MTech courses offered at IITs. The paper will have questions from the general aptitude section and core discipline.
The institute will issue the GATE 2024 answer key will be issued on February 21 and result will be announced on March 16, 2024.

Jammu and Kashmir government entitled the Female contractual NHM employees for maternity leave in an order issued here today.
An order in this regard was issued by Mission Director, National Health Mission, J&K, Babila Rakwal.
The order reads, in suppression of all previous orders regarding the subject and in pursuance of the decision taken by the governing body of State Health Society, NHM, J&K sanction is hereby accorded to the entitlement of 26 weeks paid maternity leave upto two living children (of which not more than eight weeks shall precede the date of expected delivery) in favour of female contractual employees working under NHM, J&K with effect from 5th August 2023 respectively.
