DAK Urges JK Admin ‘To Start Heating System’ in Kashmir Hospitals Amid Winter Chill

Srinagar, Nov 10 (GNS): Urging Jammu and Kashmir (JK) administration to start heating system in Kashmir hospitals, Doctors Association Kashmir (DAK) on Friday said patients are shivering with cold as ‘heating systems of hospitals have not been started yet.’

With temperatures dipping, DAK President Dr Nisar ul Hassan said “patients face huge inconvenience as heating systems of hospitals are not operational yet”, reads a statement issued to GNS.

Dr Hassan said lack of heating in hospitals is putting the lives of patients at risk.

“Cardiac and Stroke patients in hospitals are at increased risk of death as cold thickens blood and constricts the arteries,” he said.

“Even the condition of Asthmatics and patients with Chronic Obstructive Lung Diseases worsens in hospitals because of cold conditions,” he added.

The DAK President said the cold conditions in hospitals increase the risk of expectant mothers having premature delivery.

“Children and elderly are especially prone to hypothermia that can lead to respiratory and cardiac dysfunction and even death,” he said.

Dr Nisar said it is difficult for doctors, nurses and paramedical staff to work in cold conditions especially during night hours when temperatures fall sharply.

“The majority of the peripheral hospitals are without inbuilt central heating systems and they rely on traditional heaters without vents which do more harm than good to patients,” he said. (GNS)

SDM seals Trust, CWC Sgr asks Orphanage head to produce all missing children before Committee forthwith

Srinagar, Nov 10 (KNO): Child Welfare Committee (CWC) Friday said at least 18 children are missing from an orphanage in Srinagar while the SDM Srinagar sealed the Trust for running without registration.

Talking to news agency—Kashmir News Observer (KNO), CWC Srinagar chairperson Dr Khair-un-Nisa said that they had visited the Al-Miskeen Yateem Trust at Nundreshi Colony, Bemina, Srinagar in the past many a times and asked the Trust head to get registered under Juvenile Justice Act (JJA). “The trust had sought one month’s time but even after over a month, the trust head failed to come up with registration. Today, we found 18 children missing from the trust and we don’t know where these kids are,” she said, adding that the Trust was locked and children were missing.

“Today, SDM Srinagar sealed the Trust as it was running illegally,” Dr Nisa said, adding that all the 18 missing children should be produced before the CWC forthwith. “For us, 18 children are missing,” she said—(KNO)

Srinagar-Jammu highway closed as rain triggers mudslides, shooting stones in Ramban

Srinagar, Nov 10 (KNO): Jammu-Srinagar National Highway has been closed for traffic movement after mudslides and shooting stones occurred along the road stretch near Mehar area of Ramban district on Friday.

An official told the news agency—Kashmir News Observer (KNO), that the highway got blocked due to mudslides and shooting stones near Mehar area after heavy rainfall in the area.

He said that efforts are on to ensure early opening of the highway.

Meanwhile, officials said that the Srinagar-Sonamarg-Gumari (SSG) road has also been also closed due to snow accumulation.

The higher reaches of Kashmir experienced a fresh spell of snowfall, while plains received rain, leading to a significant drop in the minimum temperature.

The snowfall led to closure of several roads including Razdan Pass, Pir Ki Gali, Zojjila Pass, and Sinthan Top—(KNO)

The current weather system, responsible for widespread rainfall across J&K, is now moving eastwards. Improvement in weather is expected in the coming hours, starting from north Kashmir. At some places, rain/snow is likely to continue till late afternoon or evening.

Snowfall chances for plains:

Shopian = 50% (if moderate rainfall persists, rainfall may transform into snowfall in the next 2-3 hrs)
Kulgam = 25% (Snowfall only possible if heavy rainfall continues to occur during the next 2-3 hrs)
Pulwama, Anantnag, north Kashmir and Central Kashmir plains = 10% (no snowfall very likely as temperatures continue to stay above 5°C)

More rain and snowfall are predicted during next 10-12hrs over most parts of Jammu and Kashmir.

During next 10-12hrs heavy snowfall expected over higher reaches while moderate rain showers are expected over most plains.

Srinagar, Nov 10 (KNO): The higher reaches of the Kashmir on Friday morning experienced a fresh spell of snowfall, while the plains received rains, leading to a significant drop in the maximum temperature.

An official told the news agency—Kashmir News Observer (KNO), that the higher reaches of the Valley including Razdan Pass, Pir Ki Gali, Zojjila Pass, Sinthan Top, Sonamarg and Gulmarg experienced snowfall, while plains saw heavy downpour.

He said that due to continuous snowfall several roads including Razdan, Zojjila, Kishtiwar-Anantnag and Mugal road have been closed for traffic movement.

Meanwhile, rains lashed other parts of the Kashmir Valley, resulting in considerable dip in the maximum temperature.

The Meteorological Department (MeT) has predicted gradual decrease in precipitation from late afternoon onwards. “Looking ahead, the weather forecast for the 11th to 17th indicates mainly dry conditions and warmer days,” the official said.

The Kupwara administration issued an advisory stating, “Due to the forecast of widespread light to moderate rain or snowfall on November 9th and 10th, 2023, the residents of the district, especially those living in regions like Keran, Karnah, Machil, Budnamal, Jumugund, Nowgam, Kumkadi, and those in proximity to various streams and rivers susceptible to landslides and flash floods, are cautioned to avoid visiting these areas until the weather conditions improve.”

“In view of snowfall and as a precautionary measure, movement for vehicular traffic shall remain suspended on Gurez Bandipora road on 10.11.2023 till road is cleared by BRO,” the Bandipora administration said—((KNO)

Circular Regarding Release of payments on account of GP Fund Bills.

Notification Regarding Release of payments on account of GP Fund Bills.

The General Provident Fund bills of employees of various departments presented at Treasuries of UT of J&K including New Delhi Treasury are being cleared on analogy of FIFO system at intervals for past quite some time.

Guidelines to sanctioning authorities and drawing and disbursing officers for sanctioning of GP Fund advance/ withdrawal have already been issued by the Finance Department vide Circular No. DGAT/PS/DR/CC-7251080/258 dated 04.08.2023.

Meanwhile, some of the claims are being cleared on priority /out of turn on emergency basis expressed by the claimants. List of such employees is available with concerned Treasury Officers.

There is apprehension that clearance of claims on priority/emergency may result in double drawl ( if not cleared from the log list of Treasury net by the Treasury Officer ii, once normal release of GP Fund of that particular date is authorized by the competent authority) in the event if bill is not cleared from the log list in Treasury Net by the Treasury Officer.

At the same time, due to delay in clearance of bills at Treasury some of the employees have even retired from services while their GP Fund advance/ withdrawal bill are still pending at Treasures, In such scenario there is every apprehension that DDOS may submit the cases of Final Refund of such retirees without taking into account the advance / withdrawal claims of these retirees pending at Treasuries which may result in over payment / double drawl, for the reasons stated above.

The Fund offices should invariably seek an undertaking from the DDOS / employees that no bill is pending at the Treasury and bill if any pending at treasury has been accounted for while submitting

the case to the fund offices for issuance of Final Refund authority. Accordingly, all the Treasury Officers are directed to follow the circular instructions and strictly monitor clearance of GP Fund bills submitted by various DDOS by verifying / cross checking the claims

at the time of clearance at Treasury that no such bill/ claim has been cleared earlier to rule out any over payment / double drawl.

Any deviation shall be sole responsibility of the Treasury Officer concerned.

‘J&K needs visionary, progressive leadership’

Srinagar, Nov 09 (KNO): Democratic Progressive Azad Party Chairman Ghulam Nabi Azad today said that the Jammu and Kashmir is in dire need of a visionary leadership who can take it out of prevailing chaos and build it as an economic centre to expand job opportunities for its youth. He said the politics in present times is far more difficult in Jammu and Kashmir where no ordinary and tainted people can afford to hold the reins of the UT.

“What will they do if they win elections. They have no roadmap, no vision for way forward,” he said in a statement issued to the news agency—Kashmir News Observer (KNO), while addressing a public gathering at Bandipora. He said if any immature is on the top seat of UT, he can create disaster politically and economically.

“We can’t afford to handover UT to anyone who is incapable of leading it. I feel for my youth who are the worst sufferers given the poor economic conditions and low job opportunities,” Azad added.

Azad said that due to non availability of jobs, the youth in Jammu and Kashmir are unable to shoulder their responsibilities. “Our youth are not willing to get married, they are not able to satisfy the needs of their older parents and eventually landing them in depression,” he said.

The DPAP chairman said that his vision of building Jammu and Kashmir as peaceful and progressive state earlier could not reach to its logical end since he got very little time to realise his dream. “But I am hopeful that this time you will give me chance to take further my vision and agenda for my people,” he said.

He said the projects he executed and sanctioned as Chief Minister shall be remembered for decades to come and have been proven instrumental in the economy and social growth of the UT. “If you support me I promise you J&K will grow as one of the richest regions of South Asia with surplus jobs available for its people,” he said.
